Discussion and possible action to approve a month to month lease agreement by and between Webb County as Lessor, and the Laredo Rifle & Pistol Club, Inc., (LRPC) as Lessee for the use of approximately 80.00 acre tract of land, more or less, owned by Webb County which is located on the south side of U.S. Hwy. 59 at a monthly rental rate of $1,000.00 per month, commencing May 1, 2014, together with the granting to Lessee a right to enter the property to commence needed cleanup and/or repairs prior to commencement of the lease term. The premise shall be used and operated as a public rifle and pistol range, for use by LRPC Members only, and/or to only allow use of such premises for valid public purposes involving local and regional youth organizations who are willing to provide youth firearms and/or archery training and safety programs. The range shall also be allowed for use by current and/or retired U.S. Military members, National Guard members. The Club shall be required to provide an on-site range-master at all times during business hours and shall provide for Texas Parks & Wildlife Commission sponsored Hunter Safety Education Courses to be taught on site for the benefit of all Webb County and/or local or regional youths, youth clubs, and/or youth type sponsored events. LRPC shall provide for trained firearms instructors to conduct youth firearms training programs on as-need basis, but shall be required to provide such youth firearms training programs not less than four times a year. This lease is also made subject to Lessee prohibiting automatic weapons firing, .50 caliber rifle shooting, and related safety measures, and LRPC shall be required to provide Webb County with written proof insurance coverage amounts and policy limits, and naming Webb County, Texas as an additional named party covered under such insurance policy, and requiring Lessee to immediately provide notice of any insurance policy cancellation to Webb County.

Discussion and possible action to ratify the hiring of the law firm of Person, Whitworth, Borchers, Morales, et al; for professional legal services provided in regards to mandamus action styled In Re Guillermo Lara, Jr., in Cause No. 04-13-00302-CR, filed in the Fourth Court of Appeals of San Antonio, Texas which was filed against Webb County Court at Law No. 1 Presiding Judge Alvino “Ben” Morales, and authorizing the payment of $12,000.00 for legal services rendered therein, due to the actual, apparent and/or possible conflict of interests by the Webb County Attorney's Office. [Requested by Cynthia Mares, Webb County Adminstrative Services Director; Account Number #001-0114-9201 (Claims Paid)] 4. Discussion and possible action to authorize the scope of services for the survey needed for the future Webb County Northwest Fire Station site. The scope of services shall include a limited title search/abstract of title to verify the fee simple ownership and related title matters and prepare an onsite survey of the Webb County tract out of C-14, Los Botines Subdivision. Subsequent to the results of the title search, prepare a written metes and bounds description of said parcel, review the survey instruments of land to be exchanged and identify funding source for the actual survey work to be done, and all other matters incident thereto. 5. Discussion and possible action to extend the Emergency Medical Services contract between Webb County and Angel Care Ambulance Service, LLC. until September 30, 2014; and any other matters incident thereto. The contract terms and conditions are to remain the same. 6. Discussion and possible action to ratify a Memorandum of Understanding between Serving Children and Adults and Webb County Court at Law #2, to apply for a Substance Abuse and Mental Health Services Administration grant to expand and enhance treatment services for juveniles with substance use disorders or substance abuse and mental health disorders who are participating in the Webb County Juvenile Drug Court. The terms of this cooperative agreement will begin February 25, 2014 and end September 30, 2017, with no impact to the General Fund and any other matters incident thereto. 7. Discussion and possible action to enter into a Memorandum of Understanding between Serving Children and Adults in Need, Inc., Border Region Behavioral Health Community Center, and Webb County Court at Law #2, to integrate mental health and substance abuse treatment services for Webb County Juvenile Drug Court participants with mental health and substance abuse use disorders in a project funded by the Substance Abuse and Mental Health Services Administration. The terms of this cooperative agreement will begin February 25, 2014 and end September 30, 2017, with no impact to the General Fund and any other matters incident thereto. Information Technology 8. Discussion and possible action to cancel and rescind a computer license, software and support agreement by and between Webb County and Workforce Software Inc. Veteran's Office 9. Discussion and possible action to authorize the Veterans Service Office to utilize funds in the amount of $979.74, from account No. 001-5050-5601, Administrative Travel, to pay for two non-employee Veteran Mentors of the Veterans Treatment Program to travel to San Antonio, Texas, to attend a training at the 5th Annual Justice Involved Veteran's Conference.
