Solution: Award to the highest ranking firm and accept the rankings as submitted by the Scoring Committee. Results: Secure a professional service agreement for Geotechnical testing for a period not to exceed twelve (12) months for all related Webb County Road projects.

Discussion and possible action to create a special revenue fund for the Webb County Emergency Management Plan COVID-19 in accordance with Texas Government Code 418.108(d) Declaration of Local Disaster and establish a budget, by order, for revenues and expenditures associated with COVID-19 in the amount subject to availability of funds and only for potential allowable reimbursements from State or Federal funds; and to create a TCP Payroll Code for accountability of personnel time; and any other matters incident thereto. Issue: Webb County has declared a local disaster due to the Coronavirus (COVID-19) and need to segregate and establish budget for potential reimbursable expenditures related to the Emergency Management Plan. Solution: Create special revenue fund to account and segregate resources related to Emergency Management Plan related to COVID-19. Appropriate revenues and expenditures to be used for the purpose of Declaration of Local Disaster. Result: Finalize special revenue fund and budget to track and report any expenses associated with COVID-19 for potential reimbursement.
