1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation

3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Business Office, Emergency Management, Human Resources, Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.

4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. [Account #1001-1130-001-431007-010 (Operational Reserve)] Groceries 1001-4090-001-463005 $64,000 Nurses Overtime 1001-4080-001-413000 $24,000 Issue: (2) unfilled nurses positions, have caused current employees to work longer shifts. Webb County jail is low on funds for future food expenses. Solution: Request approval from Commissioners Court to fund mentioned accounts. Result: Nurses will be able to work overtime. Purchase of groceries will continue as scheduled.

Discussion and possible action to enter into an engineering contract with Raba Kistner Consultants, Inc. for the evaluation and assessment of the Justice Center Roof (14 calendar days) at a cost of Twenty-Five Thousand Two Hundred Fifteen Dollars and for remediation/repair design and construction administration services (60 calendar days) at a cost based on a sliding scale of the construction cost of between 7.5% to 8.9% and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-1130-001-432001 (Professional Services)] Issue: The Justice Center roof leaks during moderate or heavy rain causing damage to the ceilings and equipment in the building. Solution: Evaluate the roof and design repairs and remediation of the roof. Result: The County may then bid out the design and repair or remediate the roof.

Discussion and possible action to enter into an agreement with Brighton Group, LLC (Consultant) for American Rescue Plan Act (ARPA) funded Project Management Services for a fee not to exceed the equivalent to two percent (2%) of project budget for ARPA projects including Non-Governmental Organization's awards for a term of forty-eight months and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Funding from the administrative portion of ARPA award]

Discussion and possible action to approve the purchase of six (6) Semi-Automatic specialty sniper weapons for $23,394.00 and twenty (20) Border Operator AR Tactical Pistols for $32,100.00 from CCF Tactical LLC, for the Webb County Sheriff’s Office and any other matters incident thereto. [Account #1001-3010-001-460140 (General Fund – Sheriff Patrol Administration-Fire Arms & Ammunition)] Issue: In order to be able to protect against threats to public safety, modern specialized equipment is needed. Platforms more suited to Close Quarter engagements and longer distance precision shooting rifles are being requested. Solution: Proceed with sole bid for these tactical weapons contingent upon approval by Commissioners Court. Competitive bids were advertised, only one bidder responded to public solicitation. Result: Order weapons for law enforcement use by the Webb County Sheriff’s Office, contingent upon approval by Commissioners Court.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2022-004 "Engineering Consulting Services for Webb County Infrastructure Projects” to the highest ranking firm, GDJ Engineering LLC, in accordance with the Professional Services Procurement Act; and the Code of Federal Regulations Subpart D (Procurement Standards) §200.317 - §200.327 and any other matters incident thereto.
