1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Business Office, Emergency Management, Human Resources, Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. Budget Officer PUBLIC HEARING
16. Discussion and possible action to levy a property Tax Rate of $0.39000 per $100 Taxable value by Order, under the provisions of Article VIII, Sections 9(a) and 9(b) of the Texas Constitution and Section 26.05 of The Texas Property Tax Code for Tax Year 2021. The rate includes $0.347121 per $100 value for General Fund Maintenance and Operation; $0.028204 per $100 value for General Fund – Debt Service Bonds; $0.014122 for Road & Bridge Fund M&O; $0.000553 for Road & Bridge – Debt Service Bonds.
17. Public Hearing to consider the proposed budget for fiscal year 2022-2023 pursuant to Texas Local Government Code Section 111.067. At the Conclusion of the Public Hearing, the Commissioners Court shall take action on the proposed budget pursuant to Texas Local Government Code Section 111.068. This budget will raise more total property taxes than last year's budget by $22,623,187, which is a 25.91% increase and of that amount, $1,503,391 is tax revenue to be raised from new property added to the tax roll this year. 19. Discussion and possible action to adopt the county budget for fiscal year 2022-2023 pursuant to Chapter 111 of the Texas Local Government Code. The Court may make any modifications to the proposed budget that it considers warranted by law and required by the interest of the taxpayers by majority vote. 18. (A) Discussion and possible action to itemize and set fees by Order as part of the FY 22-23 budget preparation process for the county’s floodplain management program including but not limited to determinations, development permits, certifications and inspections as prescribed by the provisions of Section 16.324, Texas Water Code. Staff recommends keeping the same fee schedule approved with the FY 21-22 budget.

Discussion and possible action to designate the following meeting dates and times on which the Commissioners Court shall convene in regular term each month during Fiscal Year 2022-2023 pursuant to Section 81.005, Texas Local Government Code. All meetings shall start at 9:00 a.m. The Court may convene on any other day as deemed necessary and as authorized by law. Commissioners Court may at its discretion, re-schedule meeting dates and times if necessary. Discussion and possible action to approve the purchase of a Progressive TDR-X 10.5' Roller Mower in the amount of $32,833.00 from John Deere to efficiently cut the roughs at the Casablanca golf course. Currently, Casa Blanca Golf Course does not own a pull behind deck mower with enough capacity and length to efficiently mow the roughs at the course. This is the last piece of machinery needed for the golf course. By obtaining such machinery will allow us more time and labor hours to invest in other areas that we need to improve; and any other matters incident thereto. Discussion and possible action to authorize the release of the following ten percent (10%) retainage payment(s) to Clayton Homes for three (3) manufactured homes purchased under the Self-Help Center Grant Program and authorize the County Judge to sign any relevant documents and any other matters incident thereto. Discussion and possible action for the Order of Joint General Election and to authorize and establish the Main and Temporary Branch Early Voting Polling sites and Election Day Centers for the November 8, 2022 Joint General Election and to authorizing the conduct of The General Election between the County of Webb, The City of Laredo, The City of Rio Bravo, The City of El Cenizo, Laredo College, Laredo Independent School District, United Independent School District, Webb Consolidated Independent School District, and The Legacy Water Control and Improvement District within Webb County, Texas pursuant to Chapter 85, Texas Election Code.

Discussion and possible action to approve a lease agreement between Webb County and Enterprise Fleet Management (TIPS #2072816) for a 48-month term at an annual cost of $30,326.40 for three (3) leased vehicles to be assigned to the Webb County Fire Marshal and in accordance with the Texas Local Government Code; Subchapter F. Cooperative Purchasing Program; Sections 271.101 & 271.102 and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. Discussion and possible action to approve a construction contract between Webb County and Waukesha-Pearce Industries, LLC (Buy-Board Cooperative Contract #657-21) for the delivery, setup, installation and startup of two (2) industrial size Generac diesel Generators (50kw / 25kw) and transfer switches for the Quad City Fire Station and JP/Constable Building in an amount not to exceed $156,112.00 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs and to further authorize the Webb County Judge to execute all relevant documents and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: On June 13, 2022, during a regular meeting, Commissioners Court voted to add the JP and Constable Building to the backup generator project originally planned for the Quad City Fire Station. Solution: Proceed with recommended changes and cooperative price proposal for the installation of two industrial-size generators to provide backup power to both the Quad City Fire Station and to the JP/Constable’s Office. Result: If approved, construction contract can be executed and notice to proceed issued. Expected lead time on equipment is 20-26 weeks.

Discussion and possible action to continue paying grant funded personnel under Office of the Governor, Grant No. 4325001, Texas (Trafficking) Emergency Network Diversion (TEND) Court Program, Ninety (90) days, until notification about grant continuation award from the Criminal Justice Division by the Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Requested by Judge Selina L. Mireles, TEND Court Program; Account #2747-1150-001-410000 (Payroll)] Issue: Current grant funding expires on September 30, 2022. The Texas (Trafficking) Emergency Network Diversion (TEND) Court Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after September 30, 2022. Solution: Grant a 90-day payroll extension for personnel working under this grant. Result: The Texas (Trafficking) Emergency Network Diversion (TEND) Court Program in Laredo/Webb County will continue to identify and provide services to youth aged 10 to 17 and, who are at risk of sexual exploitation in the 4th Administrative Judicial Regions Child Protection Court.

Discussion and possible action to authorize an exception and waive the fee for the Veterans of Foreign Affairs in regards to the rental of the Webb County Fairgrounds Pavilion on Friday and Saturday, November 18-19, 2022 for their Freedom Festival Concert; and any other matters incident thereto.
