3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Business Office, Human Resources, Judicial Collections, Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. 5. Casa Blanca Golf Course
20. Discussion and possible action to approve, by Order, the following budget amendment in the amount of $105,000 to cover Golf Course contractual payroll deficits for FY-2021 from payroll savings; and any other matters incident thereto. Issue: Payroll for the Golf Course is projected to finish the fiscal year in a deficit. Solution: 4th quarter County payroll savings will be used to cover this projected deficit in order to close out the fiscal year. Result: Payroll expense will be covered until the end of the fiscal year.
21. Discussion and possible action to approve, by Order, the following budget amendment (line item transfer) in the amount of $15,000 to cover projected deficits in the Food and Beverages account for FY-2021; and any other matters incident thereto. 22. Discussion and possible action to enter into a tax abatement agreement, pursuant to the county's guidelines and criteria under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code, as requested by Siete Wind, LLC, for approximately $480,000,000 in improvements related to the production of renewable energy utilizing wind turbines for a ten year period and being a 100% tax abatement of ad valorem taxes (maintenance and operation only), with payments in lieu of taxes (PILOT payments) to be made annually to Webb County and any other matters incident thereto, and authorizing the county judge to sign all relevant documents.
23. Discussion and possible action to enter into a tax abatement agreement, pursuant to the County's Guidelines and Criteria under the Property Redevelopment and Tax Abatement Act, Chapter 312 of The Texas Tax Code, as requested by Pradera Solar, LLC, for approximately $173,000,000 in improvements related to the generation and storage of electricity utilizing solar panels and batteries for a ten year period and being a 100% tax abatement of ad valorem taxes (maintenance and operation only), with payments in lieu of taxes (pilot payments) to be made annually to Webb County and any other matters incident thereto, and authorizing the county judge to sign all relevant documents.
24. Discussion and possible action to enter into a professional services agreement with Ardurra Group, Inc., to prepare a Water & Wastewater Master Plan over a twelve (12) month period for a cost of Four Hundred Sixty Thousand Seven Hundred Dollars ($460,700.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Requested by Utilities Department; American Rescue Plan Act (ARPA) Funds]

Discussion and possible action to authorize and establish the change of the following polling site locations: 1) Early voting, Mobile Branch #1 to be moved from La Presa Community Center to Laredo Medical Center, 1700 E. Saunders St., Laredo, Texas. 2) Election Day - the addition of Precinct 251 - Laredo Medical Center, 1700 E. Saunders St., Laredo, Texas. 3) Election Day - Precinct 343 to be moved from UISD Central office Bldg., 201 Lindenwood, Laredo, Texas to The Laredo Fire Department, 616 E. Del Mar, Laredo, Texas.

Discussion and possible action to approve the following budget amendment, in order to cover expenses that were not covered by the FEMA (Fund 2470) grant in the amount of $296,154.94 for expenses incurred for Fiscal Year 2020-2021; and any other maters incident thereto. [Account #1001-9080-001-485005 (Payroll Savings)] Issue: Fund 2470 was created to cover COVID-19 related expenses during the global pandemic. These funds were not covered by the grant. Discussion and possible action to enter into a three-year (September 1, 2022 through August 31, 2025) Professional Services Contract with GDJ Engineering, LLC concerning consultant work involving county infrastructure projects as well as assisting the county in identifying funding opportunities involving the Laredo & Webb County Metropolitan Planning Organization (“MPO”) and the Texas Department of Transportation (“TXDOT”); with said work to be undertaken by GDJ Engineering, LLC will be pursuant to a “Work Authorization” subject to approval by the Webb County Commissioners Court, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Requested by Civil Legal Division; Account #1001-1130-001-432001 (General Operating Professional Services)] Issue: Webb County seeks the assistance of a qualified engineer or engineering firm to provide consulting services regarding county infrastructure projects as well as assisting the county in identifying funding opportunities involving the regional MPO and TXDOT. Solution: Webb County issued Request for Qualifications to hire an Engineer/Engineering Firm to provide consulting services regarding county infrastructure projects as well as assisting the county with identifying funding opportunities regarding with MPO and TXDOT project. Result: Webb County qualified GDL Engineering, LLC to provide consulting work on county engineering projects as well as identifying funding opportunities involving the Laredo & Webb County Metropolitan Planning Organization (“MPO”) and the Texas Department of Transportation (“TXDOT”)

Discussion and possible action to approve “Work Authorization Number 1” with GDJ Engineering (“Consultant”) wherein under the Work Authorization, Consultant will be providing Advanced Planning MPO Coordination and Preliminary Project Development for county designated infrastructure projects and as more specifically detailed in Exhibit A to the Work Authorization Number 1 at a monthly cost for said services in the amount of EIGHT THOUSAND FIVE HUNDRED NINE DOLLARS ($8,509.00) with a maximum amount payable under Work Authorization Number 1 of THREE HUNDRED SIX THOUSAND THREE HUNDRED TWENTY FOUR DOLLARS ($306,324.00) over the term of the contract, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Reqested by Civil Legal Division] Issue: Webb County seeks the assistance of a qualified engineer or engineering firm to provide consulting services in order to assist the county in identifying funding opportunities regarding MPO and TXDOT transportation projects as well as providing Preliminary Project Development for county designated infrastructure projects. Solution: Work Authorization Number 1 enables GDJ Engineering to provide the services authorized under the Work Authorization. Result: Work Authorization Number 1 will enable GDJ Engineering to provide the services authorized under the Work Authorization.

Discussion and possible action to establish a Salary Grievance Committee, pursuant to §152.014 of the Texas Local Government Code, being a committee consisting of: the sheriff, county tax assessor-collector, county treasurer, county clerk, district clerk, county attorney or criminal district attorney, and the number of public members (and alternates) necessary to provide nine voting members; or nine public members (and alternates), if the commissioners court votes to have nine public members.

Discussion and possible action to, pursuant to §152.015 of the Texas Local Government Code, determine the manner of selection of the public members and alternates to the Salary Grievance Committee: By lot (§152.015 (b) Tex. Status report from county staff regarding the Becerra Creek Bridge structure project and latest offer of settlement and cost proposals submitted by Donato Ramos, Jr., counsel for land owners; with discussion and possible action to request direction from Commissioners Court regarding the potential bridge replacement costs, estimates, fees, legal liabilities and court approvals that need to be addressed for the project; and any other matters incident thereto. Result: Webb County qualified GDL Engineering, LLC to provide consulting work on county engineering projects as well as identifying funding opportunities involving the Laredo & Webb County Metropolitan Planning Organization (“MPO”) and the Texas Department of Transportation (“TXDOT”)
33. Discussion and possible action to approve “Work Authorization Number 1” with GDJ Engineering (“Consultant”) wherein under the Work Authorization, Consultant will be providing Advanced Planning MPO Coordination and Preliminary Project Development for county designated infrastructure projects and as more specifically detailed in Exhibit A to the Work Authorization Number 1 at a monthly cost for said services in the amount of EIGHT THOUSAND FIVE HUNDRED NINE DOLLARS ($8,509.00) with a maximum amount payable under Work Authorization Number 1 of THREE HUNDRED SIX THOUSAND THREE HUNDRED TWENTY FOUR DOLLARS ($306,324.00) over the term of the contract, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. Solution: Work Authorization Number 1 enables GDJ Engineering to provide the services authorized under the Work Authorization. Result: Work Authorization Number 1 will enable GDJ Engineering to provide the services authorized under the Work Authorization.

Discussion and possible action to establish a Salary Grievance Committee, pursuant to §152.014 of the Texas Local Government Code, being a committee consisting of: the sheriff, county tax assessor-collector, county treasurer, county clerk, district clerk, county attorney or criminal district attorney, and the number of public members (and alternates) necessary to provide nine voting members; or nine public members (and alternates), if the commissioners court votes to have nine public members.

Discussion and possible action to, pursuant to §152.015 of the Texas Local Government Code, determine the manner of selection of the public members and alternates to the Salary Grievance Committee: By lot (§152.015 (b) Tex.
