PUBLIC NOTICE COMMISSIONERS COURT MEETING WEBB COUNTY COURTHOUSE 1000 HOUSTON STREET, 2ND FLOOR LAREDO, TEXAS 78040 NOVEMBER 28, 2022 9:00 a.m.
1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Business Office, Human Resources, Judicial Collections, Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 17. Discussion and possible action to approve Change Order in the amount of $40,468.50 to QUANTCORP Construction, LLC., for the Webb County Medical Examiner's Renovation Project; with further approval to transfer $28,395.00 from Account #3874 Interest Income; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #3871-3100-001-474501 (Construction in Progress)] No. Description of work Amount #016 Skylight Credit $920 #017 Access control for gates, electrical work, saw cut and asphalt patching and protection of bollards $31,970 #018 Relocation of exhaust fans (large / small autopsy rooms $6,578 #019 Replacement of grilles (large / small autopsy rooms $1,920 #020 Time $ -0- Total $40,468 Issue: Additional changes have been requested from the Medical Examiner for the Renovation Project. Solution: Approval of the new proposed changes. Result: Approval of change order wll continue and finish with project modifications.

18. Discussion and possible action to purchase computers/monitors from Dell (DIR-TSO-3763) in an amount not to exceed $231,137.97 and software from SHI Government (DIR-TSO-4092) in an amount not to exceed $68,796.12 for county offices based on the survey performed by Information Technology pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Program; and any other matters incident thereto. [Account #1001-1130-001-460105 (Minor Tools & Apparatus)] Issue: There are PC's throughout Webb County in need of replacement Solution: Authorize the purchase for new computers under the DIR cooperative contracts. Result: Employees will have updated PC's.

Discussion and possible action to award Request for Qualifications RFQ 2023-008 “Self Help Center Model Home Plans – TCDP# 7220013 to the sole respondent, SLAY Architecture, LLC to develop new model home plans consisting of two (2) floor plan options that will meet or exceed current TDHCA housing standards, including energy efficiency requirements, to be made available to the residents of the Administrator’s Colonia Self Help Center’s target areas in accordance with Texas Government Code – Professional Services Procurement Act and if applicable with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms and conditions of the professional service agreement and any other matters incident thereto. [Account #2529-6360-521-443-058-020 (Texas Department of Housing and Community Affairs (TDHCA) Public Service Model House Plans)] Issue: Architectural services are required to develop new model home plans consisting of two (2) floor plan options that will meet or exceed current TDHCA housing standards, including energy efficiency requirements, to be made available to the residents of the Administrator’s Colonia Self Help Center’s target areas. Solution: Accept the proposal provided by the sole respondent. Result: If approved, authorize General Counsel to negotiate the terms and conditions of the professional services agreement.

Presentation by Lineage Logistics, LLC regarding possible economic incentives available to build a cold storage facility in Webb County with further discussion and possible action to direct staff to negotiate an incentive package; and any other matters incident thereto. 22. Presentation of plaque to Guillermo David Salinas, for being the first Hispanic Yell Leader at Texas A&M. [Requested by Tano E. Tijerina, County Judge]
23. Presentation by Enrique Marks from the United States Marine Corps Reserve to invite the Commissioners Court and County Departments to partake in the Toys for Tots initiative with possible action to place a toy donation box at county buildings/departments; and any other matters incident thereto. The Marine Corp distributes toys to the less fortunate children across the country in hopes to make the holidays brighter for many families. [Requested by Jesse Gonzalez, Commissioner Pct. 1]
