3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Business Office, Human Resources, Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 6. Budget Officer
a. Discussion and possible action to approve, by Order, the following budget amendment (line item transfer) from within the General Fund #1001; and any other matters incident thereto: Acct. The remaining balance needs to be transferred. Solution: Transfer as about listed. Result: Operational reserve will have additional funding.
11. Elections Administration
a. Discussion and possible action to approve and ratify Elections Office continued lease of Four (4) storage units at Stor-More and the yearly payment in an amount not to exceed $8,500 and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1110-001-451201 (General Fund-Election Administration-Election Expense)] Issue: Elections Office had not allocated moneys from the budget for the rental spaces of four storage spaces @ stor-more in order to store Elections equipment and materials/supplies for Election process. Solution: Elections Office will be able to ratify, continued lease of four storage units @ stor-more, and continue the usage of such to store Elections equipment. Result: Elections Office will be able to continue the rental of the four storage for Elections Equipment for the remainder of the 2023 fiscal year.
Honorable Martin Cuellar, Sheriff
18. Discussion and possible action to authorize the following change in job title and job description for slot #2778 and slot #557 subject to the availability of payroll funds and applicable Civil Service Commission guidelines, as follows. [Sponsored by Commissioner Precinct 3- John C. Galo] Slot # Title Salary From: 2778 Inmate Transport Coordinator To: Mental Health Transportation Manager TBD Slot # Title From: 557 Medical Supervisor To: Health Services Administrator TBD Issue: Update job descriptions and salaries for the Mental Health Unit and Medical department. The Sheriff’s Office is in need of updating the job descriptions and titles for slots #2778 (1001-3010-202-410000) and #557 (1001-4040-204-410000). Solution: Approval of changes. Result: Job descriptions will match required work and result in efficient management of department.
19. Discussion and possible action to approve payroll and fringe benefit costs related to two (2) High Intensity Drug Trafficking Area (HIDTA) Investigator positions assigned to the Laredo Police Department Task Force in the amount of $40,455, for FY23. [Account #1001-3010-201-4100000) [Sponsored by Commissioner Precinct 3- John C. Galo] Issue: The HITDA grant (#2906) has allocated payroll costs associated with the two (2) HITDA officers at $25.21/ hour per officer, an amount less than the base wage assigned by the Collective Bargaining Agreement (2021-2027). Solution: Approval of the applicable payroll costs and fringe associated with the two (2) HITDA investigators assigned to the Laredo Police Department Task Force. Result: The Webb County Sheriff's Office will continue to employ two (2) HIDTA funded investigators who will actively participate and help the task force fight against the continued flow of illicit drugs and related crime within the South Texas region.
20. Discussion and possible action to allow an exemption and approve current and new postings of Part-time Jailers hourly rate to $22.00 per hour, a rate higher than the rate currently allowed by Webb County policy for part-time employees, to work at the Webb County Jail and any other matters incident thereto. [Sponsored by Commissioner Precinct 3- John C. Galo] Issue: The Sheriff’s Office is seeking a rate increase to be able to recruit jailers to work part-time at the Webb County Jail. Solution: Webb County Commissioners Court approval to increase the hourly rate paid to part-time jailers. Result: The Webb County Jail will be able to recruit part-time jailers.
6. Fire Marshal
21. Discussion and possible action authorizing the Purchasing Agent to add three (3) new cell phones including data services for the Webb County Fire Marshal’s Office pursuant to Sections 271.101 and 271.102, Texas Local Government Code, Cooperative Purchasing program DIR Agreement TELE-CTSA-002 at a monthly rate of $38.49 per phone ($115.47 per month), plus surcharges and other related fees per line with the AT&T FirstNet Plan and subject to annual budgetary appropriation. [Account #1001-3130-001-441010 (Cell Phone Cost)] Issue: Cell phones with FirstNet services are needed to better assist with any Webb County operations and emergencies. Solution: Webb County issued cell phones will ensure better services and availability to the County and community. Result: Staff will be able to respond to calls making department efficient and safe.

Discussion and possible action to purchase one (1) new 2022 John Deere 622G Motor Grader from John Deere Shared Services LLC, (Source-well Contract #032119-JDC) in an amount not to exceed $338,567.80 for the Webb County Road and Bridge Department and in accordance with the Texas Local Government Code, Sub-Chapter F. Cooperative Purchasing Program; Section 271.102 (Cooperative Purchasing Program Participation) and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund - Road Maintenance General - Administration-Capital Outlay)] Issue: Road and Bridge is requesting new heavy equipment for general road maintenance. Funding is currently available under Road and Bridge capital outlay account. Solution: Use reputable vendor with cooperative contract for heavy equipment purchase. Utilizing cooperative contracts will meet the competitive bidding requirements of the State. Result: The new equipment will help improve general road maintenance and improvements to County roads and will eliminate manual labor making the day-to-day operations more efficient.
36. Discussion and possible action to approve a resolution for the Interlocal Agreement between Webb County and Education Services Center – Region 19 Allied States Cooperative to authorize the Webb County Purchasing Agent to participate with vendors awarded cooperative contracts under Region 19 pursuant to Government Code Title 7, Chapter 791 Interlocal Cooperation Contracts, Subchapter B General Interlocal Contracting Authority and Subchapter C Specific Interlocal Contracting Authority and Local Government Code, Chapter 271, Subchapter F, Section 271.101 and Section 271.102 and any other matters incident thereto. Issue: The ESC-Region 19 Purchasing (Allied States Cooperative) is a national governmental purchasing cooperative which competitively bids and awards contracts to local, regional, and national vendors in compliance with local, state, and federal procurement laws and regulations. Solution: Approve a resolution to authorize the interlocal agreement with Region 19 Allied States Cooperative. Result: This will allow Webb County to use vendors who are awarded contracts through Region 19 who have been evaluated and verified to provide a quality product or service at a competitively bid price in compliance with bidding requirements.
37. Discussion and possible action to authorize the purchase of one (1) Tek84 Intercept Whole Body Security Scanning System from Tek84 (Allied State Cooperative Contract #22-7429) for the Webb County Jail in an amount not to exceed $139,000.00 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs and to further authorize the transfer of funds from the General Operating fund / Capital Outlay Account #1001-1130-001-470000 to the Sheriff’s Jail Capital Outlay Account #1001-4070-001-470000 and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail-Administration-Capital Outlay] Issue: During the budget process for FY 22-23, the Webb County Sheriff’s Office requested the Jail Body Scanner to be funded under capital outlay. The Body scanner will provide enhanced security during the booking process to prevent the illegal smuggling of narcotics or other prohibited items. Scanner will detect anomalies not detectable to the human eye. Solution: Consider the approval of this budgeted capital outlay request, under a cooperative pricing contract. Result: The body scanner will provide Jail staff another preventive measure against the illegal smuggling of narcotics into the County Jail.

Discussion and possible action to approve the execution of professional services contract with Howland Engineering and Surveying Co., in the amount not to exceed $10,300.00, for a Geotechnical Test that has been requested by Garver LLC for the undergoing “Rio Bravo Wastewater Treatment Plant Rehabilitation Design Project”, where a proposed Sludge Holding Tank and Headworks Structure will be constructed. This professional service is to be included in the department's approved Capital Improvement Plan. Solution: (4) 50’ Geotechnical bore tests within each structure to determine the appropriate soil conditions. 4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. [Account #1001-1110-001-451201 (General Fund-Election Administration-Election Expense)] Issue: Elections Office had not allocated moneys from the budget for the rental spaces of four storage spaces @ stor-more in order to store Elections equipment and materials/supplies for Election process. Solution: Elections Office will be able to ratify, continued lease of four storage units @ stor-more, and continue the usage of such to store Elections equipment. Result: Elections Office will be able to continue the rental of the four storage for Elections Equipment for the remainder of the 2023 fiscal year.

The Sheriff’s Office is in need of updating the job descriptions and titles for slots #2778 (1001-3010-202-410000) and #557 (1001-4040-204-410000). Solution: Approval of changes. Result: Job descriptions will match required work and result in efficient management of department.

Discussion and possible action to approve payroll and fringe benefit costs related to two (2) High Intensity Drug Trafficking Area (HIDTA) Investigator positions assigned to the Laredo Police Department Task Force in the amount of $40,455, for FY23. [Account #1001-3010-201-4100000) [Sponsored by Commissioner Precinct 3- John C. Galo] Issue: The HITDA grant (#2906) has allocated payroll costs associated with the two (2) HITDA officers at $25.21/ hour per officer, an amount less than the base wage assigned by the Collective Bargaining Agreement (2021-2027). Solution: Approval of the applicable payroll costs and fringe associated with the two (2) HITDA investigators assigned to the Laredo Police Department Task Force. Result: The Webb County Sheriff's Office will continue to employ two (2) HIDTA funded investigators who will actively participate and help the task force fight against the continued flow of illicit drugs and related crime within the South Texas region.
20. Discussion and possible action to allow an exemption and approve current and new postings of Part-time Jailers hourly rate to $22.00 per hour, a rate higher than the rate currently allowed by Webb County policy for part-time employees, to work at the Webb County Jail and any other matters incident thereto. [Sponsored by Commissioner Precinct 3- John C. Galo] Issue: The Sheriff’s Office is seeking a rate increase to be able to recruit jailers to work part-time at the Webb County Jail. Solution: Webb County Commissioners Court approval to increase the hourly rate paid to part-time jailers. Result: The Webb County Jail will be able to recruit part-time jailers.
6. Fire Marshal
21. Discussion and possible action authorizing the Purchasing Agent to add three (3) new cell phones including data services for the Webb County Fire Marshal’s Office pursuant to Sections 271.101 and 271.102, Texas Local Government Code, Cooperative Purchasing program DIR Agreement TELE-CTSA-002 at a monthly rate of $38.49 per phone ($115.47 per month), plus surcharges and other related fees per line with the AT&T FirstNet Plan and subject to annual budgetary appropriation. [Account #1001-3130-001-441010 (Cell Phone Cost)] Issue: Cell phones with FirstNet services are needed to better assist with any Webb County operations and emergencies. Solution: Webb County issued cell phones will ensure better services and availability to the County and community. Result: Staff will be able to respond to calls making department efficient and safe.

Cooperative Purchasing Program; Section 271.102 (Cooperative Purchasing Program Participation) and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund - Road Maintenance General - Administration-Capital Outlay)] Issue: Road and Bridge is requesting new heavy equipment for general road maintenance. Discussion and possible action to approve a resolution for the Interlocal Agreement between Webb County and Education Services Center – Region 19 Allied States Cooperative to authorize the Webb County Purchasing Agent to participate with vendors awarded cooperative contracts under Region 19 pursuant to Government Code Title 7, Chapter 791 Interlocal Cooperation Contracts, Subchapter B General Interlocal Contracting Authority and Subchapter C Specific Interlocal Contracting Authority and Local Government Code, Chapter 271, Subchapter F, Section 271.101 and Section 271.102 and any other matters incident thereto. Issue: The ESC-Region 19 Purchasing (Allied States Cooperative) is a national governmental purchasing cooperative which competitively bids and awards contracts to local, regional, and national vendors in compliance with local, state, and federal procurement laws and regulations. Solution: Approve a resolution to authorize the interlocal agreement with Region 19 Allied States Cooperative. Result: This will allow Webb County to use vendors who are awarded contracts through Region 19 who have been evaluated and verified to provide a quality product or service at a competitively bid price in compliance with bidding requirements.

Discussion and possible action to authorize the purchase of one (1) Tek84 Intercept Whole Body Security Scanning System from Tek84 (Allied State Cooperative Contract #22-7429) for the Webb County Jail in an amount not to exceed $139,000.00 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs and to further authorize the transfer of funds from the General Operating fund / Capital Outlay Account #1001-1130-001-470000 to the Sheriff’s Jail Capital Outlay Account #1001-4070-001-470000 and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail-Administration-Capital Outlay] Issue: During the budget process for FY 22-23, the Webb County Sheriff’s Office requested the Jail Body Scanner to be funded under capital outlay. The Body scanner will provide enhanced security during the booking process to prevent the illegal smuggling of narcotics or other prohibited items. Scanner will detect anomalies not detectable to the human eye. Solution: Consider the approval of this budgeted capital outlay request, under a cooperative pricing contract. Result: The body scanner will provide Jail staff another preventive measure against the illegal smuggling of narcotics into the County Jail.

Discussion and possible action to purchase one (1) new 2022 John Deere 318G Skid Steer from John Deere Shared Services LLC, (Source-well Contract #032119-JDC) in an amount not to exceed $62,447.83 for the Webb County Road and Bridge Department and in accordance with the Texas Local Government Code, Sub-Chapter F. Cooperative Purchasing Program; Section 271.102 (Cooperative Purchasing Program Participation) and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund - Road Maintenance General - Administration - Capital Outlay)] Issue: Road and Bridge is requesting new heavy equipment for general road maintenance. Funding is currently available under Road and Bridge capital outlay account. Solution: Use reputable vendor with cooperative contract for heavy equipment purchase. Utilizing cooperative contracts will meet the competitive bidding requirements of the State. Result: The new equipment will help improve general road maintenance and improvements to County roads and will eliminate manual labor making the day-to-day operations more efficient.

Discussion and possible action to approve the execution of professional services contract with Howland Engineering and Surveying Co., in the amount not to exceed $10,300.00, for a Geotechnical Test that has been requested by Garver LLC for the undergoing “Rio Bravo Wastewater Treatment Plant Rehabilitation Design Project”, where a proposed Sludge Holding Tank and Headworks Structure will be constructed. This professional service is to be included in the department's approved Capital Improvement Plan. [ARPA Fund organization #2703-5205-001] Issue: Although currently the Rio Bravo Wastewater Treatment Plant is operating and producing treated effluent that meets the compliance requirements of T.C.E.Q., Garver is undergoing a Rehabilitation Design Project which may require Construction of new Sludge Holding Tank and Headworks. Solution: (4) 50’ Geotechnical bore tests within each structure to determine the appropriate soil conditions. Results: Information to be considered into the rehabilitation design for the construction improvements.

Discussion and possible action to approve the appointment and filling of the following Slot subject to the availability of payroll funds and any applicable Civil Service guidelines, effective January 9, 2023: Slot # Title Salary 2287 Community Center Director $41,891.42 - 16/M Issue: Slot #2287 is vacant and the position is being appointed to an existing employee currently set at the same grade, which is set by county policy as a lateral transfer. Solution: Request to appoint a director at the community center. Result: The filling of slot #2287 will allow the center to continue to function efficiently and effectively.
