1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Business Office, Human Resources, Judicial Collections, Risk Management); and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Economic Development
15. Discussion and possible action to authorize the development and submission of the Federal Emergency Management Administration (FEMA) Assistance to Firefighters Grant Program Application in the amount up to $300,000.00 and authorization of the County Judge to act as the County’s Executive Office and Authorized Representative in all matters pertaining to the County’s participation in the application. This grant application requires 10% cash match. [Requested by Chief Rick Rangel, Fire Department] Issue: Webb County Volunteer Fire Department has identified the need of reliable firefighting apparatus to properly respond to emergency incidents. Solution: Submission of FY 2022 Assistance to Firefighters Grant Program) Application to benefit the Webb County Volunteer Fire Department through the acquisition of personal protective equipment for firefighters. Result: If awarded, the funding will provide well-equipped firefighters to respond safely to emergency incidents.
6. Head Start Disclaimer: All Head Start monies are 100% Federal funds
16. Report from The Administration for Children and Families (ACF) Office of Head Start based on results obtained during Focus Area Two (FA2) monitoring review of the Webb County Commissioners Head Start Program from November 14, 2022 to November 18, 2022. The program was found to be in 100% compliance with performance measures and progress toward program goals.
7. Civil Legal Division
17. Discussion and possible action to establish, by Order of the Webb County Commissioners Court, a reinvestment zone to be known as the Dos Caminos Reinvestment Zone on approximately 640 acres and located approximately 26 miles from Laredo in northern Webb County East of Interstate 35; directing Civil Legal Division to negotiate a proposed Tax Abatement agreement; authorizing the publication of all required notices as per statute and any other matters incident thereto.
8. Community Action Agency
18. Discussion and possible action to authorize the use of three (3) County buses from CAA - El Aguila to be used by the Washington's Birthday Celebration Association (WBCA) at the upcoming Stars and Stripes Air Show which will be held on Sunday, February 27th 2022 at the Laredo International Airport allowing a reimbursement in the amount of One Thousand Dollars ($1,000.00) for the requested transportation services; and any other matters incident thereto. Discussion and possible action to award Request for Proposal (RFP) 2023-002 “Justice of the Peace Pct. 1, Pl. 1 Renovation Project” to sole proposer Romo Contractors, LLC in an amount not to exceed $69,900.00 in accordance with the Texas Local Government Code; Section 262.030 (Alternative Competitive Proposal Procedure for Certain Goods and Services) and to further authorize the transfer of funds from the General Operating fund (#1001-1130-001-470000) to the JP Pct. 1/Pl1 Capital Outlay Account (#1001-2140-001-470000) and to authorize the Webb County Judge to execute all relevant documents and any other matters incident thereto. [Account #1001-2140-001-470000 (General Fund - JP Pct. 1 Pl. 1 J. Paz - Administration-Capital Outlay)] Issue: During the FY 2022-2023 Budget Process JP Pct. 1/Pl1 Office requested funding for the renovations to Courtroom, office and lobby area to include removal and replacement of Courtroom carpet, refurbishing all Courtroom pews, jury chairs, reconstruction of customer service windows, modifying the work area to create an open space concept and refurbishing customer lobby benches, to include all materials, labor, equipment and local building permits required to provide the requested scope of work. Solution: Consideration to award to sole bidder, Romo Contractors, LLC. Result: If approved by Commissioners Court, proceed with notice of award and execution of contract subject to insurance and bonding requirements.
Road & Bridge
20. Discussion and possible action to approve the attached job description for Slot #683 - Bridge Crew Leader. Subject to the availability of payroll funds and applicable Civil Service Commission guidelines. Issue: Slot 683 does not have a job description. Solution: Approval of the attached job description for slot 683. Result: Slot 683 will have a job description, allowing the department to fill the position.
11. Commissioners Court Administrator
21. Discussion and possible action to authorize the reclassification and job modification of the following positions located in the Road & Bridge and Water Utilities department in the amount not to exceed $270,000.00, subject to approval by the Civil Service Commission and any applicable civil service guidelines, and any other matters incident thereto. [Requested by Wage Review Committee; Account #1001-1130-001-431007-015 (Wage Classification Study)] Truck Drivers (CDL certification) Mechanics Senior Mechanic Preventative Maintenance Technician Issue: The following positions have been reviewed by the Wage Review Committee, and it was determined that the positions in question were not accurately reviewed by Segal back in 2019 causing an inability to fill the positions in the affected departments. CDL requirement listed in the job description plays a huge factor in the return results from Segal or any salary review company for that matter. Solution: Approve the proposed changes discussed and approved by the committee. Result: Ability for department to hire certified CDL drivers and certified mechanics necessary for the departments to function adequately.
22. Presentation and discussion by the Rio Grande International Study Center to collaborate jointly with Webb County and the City of Laredo for the submission a grant application to the National Park Service for its “Outdoor Recreation Legacy Partnership” program for the purposes of a project referred to as Project Uno – Conservation Park Project located in the Zacate Creek Watershed; with possible action to provide cash match assistance; and any other matters incident thereto.
23. Discussion and possible action to authorize the use of County golf carts from the Casa Blanca Golf Course to be used by WBCA during the February festivities; and any other matters incident thereto.
24. Status report by JHS Architects and county team regarding the Webb County Fairgrounds Project, with discussion and possible action; and any other matters incident thereto.

Discussion and possible action to approve the appointment and filling of the following Slot subject to the availability of payroll funds and any applicable Civil Service guidelines, effective January 23, 2023: Slot # Title Salary 2350 Community Center Director $38,402.54 - $41,891.42 16/A -16/H Issue: Slot #2350 is vacant and the position can be filled and appointed through Commissioners Court meeting. Solution: Request to appoint a director at the community center. Result: The filling of slot #2350 will allow the center to continue to function efficiently and effectively.
