CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. Discussion and possible action to enter into an architectural services contract (AIA Document B101 - 2017 Standard Form of Agreement Between Owner and Architect) with Redline Architecture, LLC, for the expedited design (construction plans and specifications) of a solar panel ready single-story Webb County Southern Public Health Center with an approximate square footage of 10,363 square feet to include, but not be limited to, office rooms, exam rooms, lab areas, a large conference room capable of holding public meetings, along with a parking lot conducive to vaccine drives and sidewalks being One Hundred Ninety-One Thousand Fifty-Nine ($191,059.00) for design and an additional Ninety-Three Thousand Five Hundred Eighteen Dollars ($93,518.00) for Supplemental Services, to include: Geotechnical Engineering Services, Civil Engineering (including Topography Survey as well as Civil As-Built in ROW for Water & Sewer), Landscape Architecture, Architectural Programming, Furniture, Furnishings, and Equipment design (FF&E), Fast Track Services by Architect for a total contract cost of Two Hundred Eighty-Four Thousand Five Hundred Seventy-Seven Dollars ($284,577.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Discussion and possible action to approve a construction contract with Romo Contractor, LLC in an amount not to exceed Sixty-Nine Thousand Nine Hundred Dollars ($69,900.00) for renovation work to the Justice of the Peace, Precinct 1, Place 1 Courtroom and office and authorize the County Judge to execute all relevant document(s) and any matters incident thereto. Discussion and possible action to issue a letter of support in accordance with 25 TAC 157.11 to Acute Specialty Transport with notice to the Costal Bend Regional Advisor Counsel that Acute Special Transport is approved to operate in Webb County, Texas. Issue: Additional EMS providers would benefit the constituents of Webb County by offering more services. Solution: Issue a Letter of Support and Approve Acute Specialty Transport to operate in Webb County, Texas. Result: Will have additional EMS services provided for Webb County.

Discussion and possible action to authorize the purchase of one (1) 2023 John Deere Gator Model No. HPX815E (Source-well Grounds Maintenance Cooperative Contract #031121-DAC (PG NB CG 70)) in an amount not to exceed $14,782.28, to include a one (1) year warranty/1000 hours, and to consider the approval to authorize one of the following optional extended warranties listed below in accordance with the Texas Local Government Code, Sub-Chapter F. Discussion and possible action to authorize the purchase of two (2) new 2022 John Deere 622G Motor Graders from John Deere Shared Services LLC, (Source-well Contract #032119-JDC) with a five (5) year/5000 hour extended warranty in an amount not to exceed $679,329.56 for the Webb County Road and Bridge Department and in accordance with the Texas Local Government Code, Sub-Chapter F. Cooperative Purchasing Program; Section 271.102 (Cooperative Purchasing Program Participation) or to approve an Order and Resolution for the purpose of authorizing a public property finance contract issued under Local Government Code Section 271.005 (Authority to Contract for Personal Property) between Government Capital Corporation (GCC) and Webb County for the purpose of financing the subject heavy Equipment under the proposed options listed below with first annual payment due 12 months after signing; and authorizing the Civil/Legal division to prepare and finalize all related documents with final authorization from the County Judge; and any other matters incident thereto. Solution: Consideration to authorize the purchase using a reputable vendor with a state cooperative contract for heavy equipment. Utilizing cooperative contracts will meet the competitive bidding requirements of the State. Purchase includes the standard one (1) year warranty plus an extended five (5) year/5000 hour warranty – John Deere Train & Hydraulics. Or consider authorizing one of the recommended financing options listed herein. Result: The new equipment will help improve general road maintenance and improvements to County roads and provide a more efficient process by assigning the additional motor graders to multiple work sites, eliminating the need to transport heavy equipment while holding back progress on road maintenance projects due to unavailability of heavy equipment use.
23. Discussion and possible action to authorize the Purchasing Agent to solicit Request for Qualifications (RFQ) for Engineering Services for a Boundary and Improvement Survey for Lot 21, Ranchitos 359 East Subdivision (Address 408 Pinzon Rd.), situated in the City of Laredo, Webb County, Texas and any other matters incident thereto[2529-6360-521-457015 (Self Help Center 7220013 FY21/24-Colonia Self Help Center-C.A.A.-Self Help Reconstruction)]. Issue: Through the Community Development Block Grant (TxCDBG) program, Webb County residents of low to moderate income are able to apply for assistance through their respective Counties for reconstruction of their homes to improve housing conditions. Prior to the reconstruction process, a boundary and improvement survey are required to meet grant guidelines under TxCDBG program. Solution:Secure qualification statements for the professional engineering services in order to comply with TxCDBG guidelines through a formal solicitation request. Result: Proceed with RFQ process and return to Court with a recommendation to award to highest-ranking respondent.
24. Discussion and possible action to approve a lease agreement between Webb County and Enterprise Fleet Management Inc. (TIPS #190402) for a 48-month term at a monthly lease rate of $1,115.35 for one (1) 2023 Ford Transit-350 15-Passenger Van to be assigned to the Ladrillito Community Center and in accordance with the Texas Local Government Code; Subchapter F. Cooperative Purchasing Program; Sections 271.101 & 271.102 and any other matters incident thereto. [Account #1001-1130-001-469001-005 (Operating Lease Principle)] Vehicle Type Term Qty. Lease Mo. Solution: Consider approving a leased vehicle with a preventive maintenance option for a 48-month term. Availability of this specific vehicle is estimated to be delivered between March – April 2023. Vehicle is already built and available for lease. Result: If approved by Commissioner Court, lease vehicle will be ordered immediately.
25. Discussion and possible action to award Request for Proposal RFP No. 2023-005 ARPA Project No. 14 "Appointment Scheduling Software" to the sole respondent Eceptionist, Inc., in accordance with Texas Procurement Laws and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards), and to further authorize the General Counsel to negotiate the terms and conditions of the agreement and any other matters incident thereto. Issue: Webb County Commissioners Court approved this project to be funded under the American Rescue Plan Act. Only one proposal was submitted in response to the RFP solicitation. Solution: Award RFP to sole proposer, Eceptionist, Inc. The Public Health Services Department scheduled a demo of software and has informed the Purchasing Agent that the sole proposer's software & web-based services will address their operational needs. Result: If approved, authorize General Counsel to negotiate the terms and conditions of the professional services agreement to include any federal contract provisions required.

Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2023-003 ARPA Project No. 22 "Indexing Project of Historical Documents for the Webb County Clerk" to the highest-ranking respondent, Kofile Technologies, Inc. in accordance with Texas Procurement Laws and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize the General Counsel to negotiate the terms and conditions of the agreement and any other matters incident thereto. Discussion and possible action to award Request for Proposal (RFP) 2023-004 ARPA Project No. 21 "Preservation of Historical Case Files and Mold Remediation for Civil Docket Files for the Webb County District Clerk's Office" to the sole respondent Kofile Technologies, Inc., in accordance with Texas Procurement Laws and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms and conditions of the agreement and any other matters incident thereto. [ARPA funds] Issue: Webb County Commissioners Court approved this project to be funded under the American Rescue Plan Act. Only one proposal was submitted in response to the RFP solicitation. Solution: Award RFP to sole proposer, Kofile Technologies, Inc., this company has been contracted in the past by Webb County and has extensive experience working with government entities in the preservation of records and related services. Result: If approved, authorize General Counsel to negotiate the terms and conditions of the professional services agreement to include any federal contract provisions required.

33. Discussion and possible action to designate the newly constructed addition to the J.P. Precinct 4 Building as the Webb County Constable Precinct 4 Offices and authorize the Constable to move into the new offices upon receipt of a Certificate of Occupancy from the City of Laredo and any other matters incident thereto.

Discussion and possible action to authorize county staff to initiate discussions and negotiations with NAI Swisher & Martin Realty for the potential acquisition of additional office space property located at 2512 Ligarde St., Laredo, Webb County, Texas which is adjacent to the Webb County Justice of the Peace, Pct. 2, Pl. 1 & 2 and Constable Pct. 2 Office in South Laredo; and any other matters incident thereto. The purpose for this request is to seek additional office space and public parking areas for better accessibility to county departments.

Recognition and Presentation of plaque to the Cigarroa High School Cheerleaders who won one of the most prestigious cheerleading competitions, the NCA High School Nationals in Dallas, TX on January 21-22. Discussion and possible action to authorize the Purchasing Agent to solicit Request for Qualifications (RFQ) for Engineering Services for a Boundary and Improvement Survey for Lot 21, Ranchitos 359 East Subdivision (Address 408 Pinzon Rd.), situated in the City of Laredo, Webb County, Texas and any other matters incident thereto[2529-6360-521-457015 (Self Help Center 7220013 FY21/24-Colonia Self Help Center-C.A.A.-Self Help Reconstruction)]. Issue: Through the Community Development Block Grant (TxCDBG) program, Webb County residents of low to moderate income are able to apply for assistance through their respective Counties for reconstruction of their homes to improve housing conditions. Prior to the reconstruction process, a boundary and improvement survey are required to meet grant guidelines under TxCDBG program. Solution:Secure qualification statements for the professional engineering services in order to comply with TxCDBG guidelines through a formal solicitation request. Issue: Webb County Commissioners Court approved this project to be funded under the American Rescue Plan Act. Only one proposal was submitted in response to the RFP solicitation. Solution: Award RFP to sole proposer, Eceptionist, Inc. The Public Health Services Department scheduled a demo of software and has informed the Purchasing Agent that the sole proposer's software & web-based services will address their operational needs.
