3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources, Risk Management; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Civil Legal Division
16. Discussion and possible action to enter into a Professional Services Agreement with Dr. Joseph T. Czaja, M.D., for the provision of temporary Locum-Tenens/Forensic Pathology/Medical Examiner Services for the Webb County Medical Examiner’s Office for a term of twelve (12) days commencing Monday, April 24, 2023 thru Friday, May 5, 2023, at the daily rate of Two-Thousand Five Hundred Dollars ($2,500.00) per day (being a total sum of $30,000.00) over the term of the contract and any other matters incident thereto; authorizing the Webb County Judge to sign and all relevant documents. [Requested by Dr. Corinne Stern, Medical Examiner; Account #1001-1130-001-432001 (Professional Services)]

17. Discussion and possible action to approve Change Order No. 1 in the amount of $15,100.00 to Sherfey Engineering for additional items needed for the Wormser Road Project; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #3716-7230-703-432001 (Wormser Road-Professional Services)] Issue: This Change Order is for additional professional services needed as requested by the City of Laredo and Texas Department of Transportation (TxDOT) for the Wormser Road Project. Additional design on TxDOT acceleration lane and concrete Rip-Rap. Extended construction time over contract period. New re-design of culverts / drainage at intersection to include grate inlet. Solution: Approval of new proposed changes. Result: Approval of change order will continue and finish with project modifications.
7. Pre-Trial Services
18. Discussion and possible action to authorize Pre-Trial Services to submit a 2023-2024 multi-year grant application to the Texas Commission on Indigent Defense. This is the 3rd year of the multi-year grant to be requested to fund the existing weekend indigent defense coordinator. All the necessary documents have been submitted for review to the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Webb County must provide a cash match of 60% ($13,561.20) for the total project costs of $22,602.00. [Funding source for cash match - General Fund Account #1001-1160-001-463910-005] Issue: Webb County has implemented a weekend magistrate process at the jail. The Pre-Trial Services Department has been delegated to take charge of the manpower needed to support the appointment of attorneys to indigent offenders that qualify at the front-end to the magistrate process during the weekend. This hinders our limited staff during the regular normal business hours of operation to provide effective, efficient and adequate services to indigent clients. Solution: The acquisition of the grant funds will offset the Webb County personnel expenses for a period of four years and will provide adequate staffing for the weekend and our normal hours of operations. Result: Webb County is required to be in compliance with all local and state legislative mandates concerning indigent defense in order to continue to receive funding.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2023-013 "Material Testing Pueblo Nuevo Contract No. CDV21-0485” to the highest ranking proposer Howland Engineering & Surveying in accordance with Texas Government Code-Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms and conditions of the professional service agreement and any other matters incident thereto. Currently, Webb County has active material testing contracts in place, but GRANTOR required for an individual RFQ to be solicited for these services and further recommended by the Economic Development Department. Solution: Consideration to award to Howland Engineering & Surveying, the highest ranking firm and accept all other rankings. Result: If approved, Civil Legal will proceed with the process of preparing a professional service agreement and related fees between Howland Engineering and Webb County for Court’s approval.

Discussion and possible action to authorize the purchase of radio communication equipment and hardware to include turn-key installation and freight charges for the reconfiguration and redeployment of a microwave system using the Mirando City Water Tower to include the required shelter and generator setup, and project management for a total not to exceed $347,956.00 from Motorola (H-GAC Contract No. RA05-21) and in accordance with the Texas Local Government Code; Sub-Chapter F. Cooperative Purchasing Program, §271.101, §271.102 (Cooperative Purchasing Program Participation) and any other matters incident thereto. [Account #2475-3010-001-470000 (Capital Outlay – Operation Lone Star)] Issue: Webb County Sheriff’s Office is currently limited in our radio communications coverage. Solution: Approval to retrofit the Mirando City water tower to use as a communications tower. The project would include directional antennas and similar equipment, hardware, feed lines for the antennas and enclosures to house the electronic equipment we currently own. Vendor has a cooperative contract with H-GAC. Meeting all competitive bidding requirements of the State. Result: The water tower in Mirando City, which is optimally located, will expand our radio communications capability.

Discussion and possible action to authorize the purchase of one (1) Tru-Narc Handheld Narcotics Analyzer with a one (1) year warranty, includes factory repair, loaner units and 24/7 technical support, solution test kit and software for a total not to exceed $81,992.38 from Thermo Scientific Portable Analytical Instruments, Inc. (GSA Contract No. GS-07F-6099R) in accordance with the Texas Government Code; Sub-Chapter G. Purchases from Federal Schedule Sources of Supply, §271.03 (Federal Supply Schedule Sources) and any other matters incident thereto. [Account #2475-3010-001-470000 (Capital Outlay – Operation Lone Star)] Issue: The nation is in the middle of fentanyl epidemic where even a traffic stop can result in fentanyl poisoning for an officer. Banned substances need to be identified quickly, safely, and accurately to save lives and protect officers. Solution: Approval to purchase Tru-Narc to instantly identify illicit substances in the field and reduce the need for officers to handle potentially lethal narcotics. Vendor has a federal cooperative contract. Meeting all competitive bidding requirements of the State. Result: The Thermo Scientific Tru-Narc Analyzer rapidly identifies drugs and helps to keep officers and the general-public safe.
9. Commissioners Court Administrator
22. Discussion and possible action to approve the salary adjustments submitted in February for consideration to be effective April 1, 2023 as per county policy; with additional action to approve the budget amendment in the amount not to exceed $12,000 to all payroll line items required; and any other matters incident thereto. [Account #1001-1130-001-431007-015 (Wage Classification Study)] Issue: As per county policy, salary adjustments are submitted during budget and in February for consideration in April, which is mid fiscal year. Solution: Request court to consider the salary adjustments submitted from departments. Result: Positions adjusted to meet the discretionary steps allowed within their grade and/or positions that were pending to be re-evaluated.
