CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. 16. Discussion and possible action to approve, by Order, the following budget amendment (line item transfer) within the General fund: Acct. Number Acct. Name Adopted Request Current End Bal. Solution: Funding from Operational Reserve. Result: Department can maintain expense until the end of fiscal year.
6. Casa Blanca Golf Course
17. Discussion and possible action to authorize the purchasing agent and Casa Blanca Golf Course to purchase 54,000 sq ft of Tif419 Fairway sod from Tomas Turf Grass using buy board #641-21 in the amount of $47,520.00 and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: Currently Casablanca golf course dos not have any sod on the lower south part of hole #4, northside fairway on 17 and approximately 3000 sq ft of dry area on hole 14. Solution: To allow Casablanca Golf course and Purchasing agent the opportunity to purchase the much-needed sod to finish out turf on these holes. Result: This will allow for CBGC to completely turf fairways on all holes, and be able to compete for a bid to the school districts for District golf tournaments. This will also provide a much better turf conditions for tournaments such as. API, Bola Blanca, Border Olympics, Habitat for humanity and the other 20 non-profit events currently hosted by CBGC.
7. Medical Examiner
18. Discussion and possible action to approve the filling and proposed salary for Slot #2119, Deputy Medical Examiner for the Webb County Medical Examiner’s Office. The slot will be filled with a permanent part-time employee at a monthly rate of $26,666.67 ($320,000 annually); effective July 14, 2023, and any other matters incident thereto. Discussion and possible action to enter into a Professional Services Contract with Raba Kistner Consultants, Inc. for the Building Envelope and Roof Design for the Webb County Justice Center in an amount not to exceed Three Hundred Five Thousand Dollars ($305,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. 21. Discussion and possible action to enter into an architectural services agreement with PDG, LLC. d.b.a. Heckenkemper Golf Course Design for the redesign of the portion of the Casa Blanca Golf Course that is to be taken by TXDOT as part of the expansion of Loop 20 in the amount of THREE HUNDRED AND SIX THOUSAND EIGHT HUNDRED AND THIRTY SIX DOLLARS ($306,836.00) and Forty-Eight Thousand Nine Hundred Dollars ($48,900.00) for Supplemental Services (Surveying)and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
22. Discussion and possible action to authorize a renewal application by the Webb County Sheriffs’ Office to be eligible to receive federal surplus property under the Texas Facilities Commission Federal Surplus Property Program and any other matters incident thereto; authorizing the Webb County Judge to execute all relevant documents. This renewal application does not have any financial impact on the Webb County budget. Issue: In this era of fiscal retrenchment in the United States, even the most essential governmental service of public safety faces significant budgetary constraints. Within these fiscal limitations, agencies must explore alternative strategies to equip its work force and facilities with affordable options. Solution: Agreement between Texas Facilities Commission and the Webb County Sheriff’s Office to provide access to select federal surplus property at reduced price rates. Result: Utilization of usable surplus federal equipment and supplies acquired at significantly reduced prices.
23. Discussion and possible action to enter into an agreement with Texas A&M University for a two year research project that will result in a 50-60-page report, in a format suitable for printing, incorporating Webb County’s residents’ feedback, that will serve as an indicator of public performance that opens up opportunities for building public trust in government, to include an overview of the Project, History of Webb County, Population And Demographics, Economic Conditions, Health And Welfare, Culture And Recreation, Justice, County Personnel, Fiscal Report, Recommendations and any other areas as mutually agreed to by TAMIU and County of Webb with the first year project costs of Fifty Thousand Dollars ($50,000.00) to be at TAMIU’s cost and the second and final year of the project to be paid by Webb County in a sum not to exceed Fifty Thousand Dollars ($50,000.00) payable on August 1, 2024 and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Discussion and possible action to enter into a lease agreement with the City of Laredo to lease approximately two thirds of the building and half of the parking area of the County building located at 1300 Chicago Street, Laredo, Texas, 78041 (former Juvenile Detention Facility) for One Dollar a year for a 20 year term with one additional five year renewal option for the express purpose of operating a Detoxification Facility and for utility costs to be prorated based on the parties occupancy and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [No additional financial effect on the County’s Budget]
9. Fire Marshall
25. Discussion and possible action to authorize permission to collaborate with American Red Cross to provide free smoke alarms to the residents of Webb County. American Red Cross will provide and install smoke alarms. No fiscal impact to the general fund. Issue: Fire safety campaign to promote life safety and awareness to the rural households by providing smoke alarms. Solution: Risk reduction to the rural household by providing free smoke alarms and promoting life safety. Result: Households in Webb County will have knowledgeable awareness of fire and life safety in prevent household fires.
10. Engineer
26. Discussion and possible action to approve a proposal in the amount, not to exceed, $15,848.59 to Raba Kistner, Inc. for the Construction Observation and Testing Services for the Webb County Quad City Fire Station /JP Renovation Project; and authorize the County Judge sign any relevant documents; and any other matters incident thereto. [Account #3906-7230-001-474501 (Construction In Progress)] Issue: Vendor will be providing Geotechnical Services at the site of the proposed Quad City Fire Station / JP Renovation Project. Solution: Commissioner Court approval of proposal. Result: Approval will proceed with project in conjunction with Project Engineer and General Contractor.
Human Resources
27. Status report regarding the current Human Resource Director applications submitted for court consideration; with discussion and possible action to review and schedule interviews with the top qualified applicants in an effort to hire a new director; and any other matters incident thereto.
Budget Officer
28. Discussion and possible action to adopt the FY2022 Voluntary Separation Incentive Program Application Form and criteria for FY 2023 and authorize county staff to initiate the Voluntary Separation Incentive Plan for county employees who meet the eligibility requirements set forth in the Program Application Form, provide for a one-time 30% lump sum payment based on the current fiscal year base salary excluding stipends or supplemental pay as set forth in detail in the adopted Voluntary Separation Incentive Program Application Form with an application submission deadline of August 25, 2023 and any other matters incident thereto.

Discussion and possible action to approve an Audio-Visual Equipment System Service Contract with Business Information Systems, Inc. d/b/a BIS Digital, Inc. to undertake the audio/visual system upgrades to the County Commissioner Courtroom in an amount not to exceed ONE HUNDRED EIGHTY THOUSAND EIGHT HUNDRED NINETY-FOUR DOLLARS AND SIXTY-NINE CENTS ($180,894.69), authorizing the County Judge to execute all relevant documents and any other matters incident thereto. Result: At the May 22nd Commissioners Court Meeting, the Commissioners Court approved to award Business Information System, Inc. d/b/a BIS Digital, Inc. the Project (audio-video system upgrades).

Discussion and possible action to approve the Tuition Reimbursement Obligation Agreement between county officials, directors and employees and Webb County for their voluntary participation in the 2023 Certified Public Manager course being offered by Texas A&M International University and paid for by Webb County, effective August 18, 2023 and October 20, 2023, respectively; and any other matters incident thereto.

Discussion and possible action to conduct individual performance evaluations for the following department heads under the purview of Commissioners Court: Economic Development Director Action to be taken by Commissioners Court may include continuation of employment, reassignment, and modification of duties, disciplinary action, dismissal or other actions. The Commissioners Court may take such other action as may be necessary to implement its decisions including, but not limited to, appointment of interim department heads and/or permanent appointment of department heads; and any other matters incident thereto.
