3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Business Office, Human Resources, Judicial Collections, Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. Discussion and possible action to conduct interviews with those applicants who have been qualified by the Human Resources Department and to possibly select an applicant for the position of Webb County Human Resources Director; to include setting the director salary, start date and any other matters incident thereto. Solution: Approve line item increase to process pending general request for payment. Result: Sufficient funding to complete payment process.

Discussion and possible action to grant a Right-of-Entry to the Texas Department of Transportation to conduct an environmental investigation and surveying on a portion of Webb County property (Lake Casa Blanca Park) for the proposed widening of US 59 to 6 lanes and construction an overpass at E. Corridor Rd. (Airport drive) on US 59, between Business 59 and 0.289 miles south of Jacaman Rd., Webb County, Texas, and any matters incident thereto; authorizing the County Judge to sign all relevant documents [No effect on the County Budget]
21. Discussion and possible action to enter into a letter agreement with McCall, Parkhurst & Horton to represent Webb County as Bond Counsel in relation to bond issuances (excluding review of financial disclosures, litigation or project viability) for Special Districts; authorizing the County Judge to sign all relevant documents. [Fees are generally recouped from the bond issuance and/or the Special District]

Discussion and possible action to approve the closeout and release of retainage in the amount of $36,003.62 to Quantcorp Construction, LLC., for the Webb County Medical Examiners Renovation Project; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #3871-206000 (Retainage Payable)] Issue: This project has been completed. Vendor is requesting that the retainage final pay application be approved for ratification, and they can get paid before August 14, 2023. Solution: Approve and release retainage amount and close out project. Result: Completion of project and release of retainage.

Discussion and possible action to award Invitation to Bid (ITB)2023-008 “Self Help Center Housing Rehabilitation Program - Texas Department of Housing and Community Affairs Office of Colonia Initiatives (TDHCA-OCI) Contract No. 7220013” to sole bidder Midas Contractors LLC., for an amount not to exceed $71,400.00 in accordance with the Texas Local Government Code; Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and to further authorize the County Judge to sign all relevant documents for the awarded contract sum and any other matters incident thereto. [Account #2529-6360-521-457008-035 (Self Help Center 7220013 FY21/24-Colonia Self Help Center-C.A.A.-Contractual-Self Help Residential Rehab)] Issue: Webb County approved the grant funds awarded through the Texas Department of Housing and Community Affairs Office of Colonia Initiatives (TDHCA-OCI) Contract No. 7220013. The purpose of the grant funds is to rehabilitate one (1) single family, owner occupied unit (7523 Kay Bailey, Laredo, Texas). The targeted area is the Colonia of San Carlos II. In part, the purpose of the assistance is to provide a decent, safe, and sanitary housing environment for residents in compliance with all Model Subdivision Rules (MSR) and Texas Minimum Construction Standards. Solution: Award to sole bidder, Midas Contractors LLC., and authorize the execution of construction contract. Result: Proceed with execution of contract and notice to proceed once all the insurance and bonding requirements are submitted.
24. Discussion and possible action to authorize the purchase of twenty (20) ballistic Shields from Body Armor Outlet, LLC., (Cooperative Contract #PSE01: Public Safety Equipment) to be utilized by the Webb County Sheriff’s Office in an amount not to exceed $79,081.60 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. cooperative Purchasing Programs and any other matters incident thereto. [Account #2745-3010-001-470000 (Ballistic Shield Program 4582901-Sheriff Patrol-Administration-Capital Outlay)] Issue: Current threats to schools and locations where public gatherings bring large amounts of people together require special and specific threat mitigation tools made and rated for rifle caliber assaults. More rifle rated shields are needed to cover the County effectively. Recently, the Webb County Sheriff’s Office (WCSO) requested a no cost amendment to the Ballistic Shield Grant Program. The low bid previously awarded left substantial savings in the grant allowing the WCSO to request the use of remaining funds to purchase an additional twenty (20) ballistic shields. Solution: Consideration to authorize the purchase of additional ballistic shields for law enforcement use. The Purchasing Agent is recommending the use of vendor's cooperative contract in order to meet the competitive bidding requirements of the State and to further meet the deadlines of grant close out and lead time on production of shields. Result: Proceed with the Order and meet grant deadlines for completion of approved purchase under the Ballistic Shield Grant.
25. Discussion and possible action to accept the rankings and select the top three (3) highest ranking firms to present their qualifications to Commissioners Court at the next public court meeting for consideration of final award to the firm that Commissioner Court considers to be best fit for services requested under RFP 2023-008 Professional Consultation Services for a Property Condition and Assessment Report for All Webb County Buildings and any other matters incident thereto. Discussion and possible action to award Invitation to Bid 2023-009 “Heavy Duty Vocational Trucks and Platform Trailers for Webb County” to the lowest and responsible bidder Aria Contracting Sales & Services, Inc. (Trailer portion only) for two (2) 2023 Kaufman 55-ton detachable gooseneck drop rail air ride Trailer – Model FRDT55 with a self-contained hydraulic system for use by the Webb County Road and Bridge Department in an amount not to exceed $163,000.00 and in accordance with the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and any other matters incident thereto. [Account #2007-7150-001-470000 Road and Bridge Road Maintenance - Capital Outlay] Issue: The Webb County Road and Bridge Department needs two (2) tractors and two (2) trailers for use to transport road and maintenance equipment to job sites. Current tractor/trailers are over twenty (20) years old. Formal bids were obtained for this request. Solution: Consideration to award to lowest and responsible bidder Aria Contracting Sales & Services for trailer portion only. Funding is available in the Road and Bridge fund balance. Result: If approved, order will be initiated immediately after Court meeting. Estimated time of delivery is projected at 180 days.

Result: Proceed with directions from Commissioners Court as authorized through a formal motion.
10. Commissioners Court Administrator
29. Discussion and possible action to review the current job description and qualifications criteria for the County Engineer position and make changes, if necessary; with additional action to authorize the job posting of said position in order to secure qualified applicants; and any other matters incident thereto. [Requested by Commissioners Court] Issue: The County Engineer position will become vacant effective October 1, 2023. Posting to fill in an effort to find a qualified candidate with ample time. Solution: Seek approval from the Court on posting the position and make any modifications to job description/requirements if need be. Result: Authorize the process to seek qualified applicants for the County Engineer position.

(Competitive Bidding in General), Section 262.021 (County Purchasing Act) and any other matters incident thereto. [Account #2007-7150-001-470000 Road and Bridge Road Maintenance - Capital Outlay] Issue: The Webb County Road and Bridge Department needs two (2) tractors and two (2) trailers for use to transport road and maintenance equipment to job sites.
