CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. 5. Honorable Martin Cuellar, Sheriff
14. Discussion and possible action to approve payroll and fringe benefit costs related to two (2) High Intensity Drug Trafficking Area (HIDTA) Investigator positions assigned to the Laredo Police Department Task Force in the amount of $69,518, for FY24 as per breakdown below; and any other matters incident thereto. [Account #1001-3010-201- Various] 1001-3010-201-410000 Payroll Cost $44,454 1001-3010-201-421000 Health Life Insurance $5,005 1001-3010-201-422000 FICA County Share $8,547 1001-3010-201-423000 Retirement County Share $308 1001-3010-201-425000 Unemployment Tax $1,368 1001-3010-201-426000 Worker Compensation $9,836 $69,518 Issue: The HITDA grant (#2906) has allocated payroll costs associated with the two (2) HITDA officers at $25.21/ hour per officer, an amount less than the base wage assigned by the Collective Bargaining Agreement (2021-2027) and fringe benefits to 30% of salary per investigator. Solution: Approval of the applicable payroll costs and fringe associated with the two (2) HITDA investigators assigned to the Laredo Police Department Task Force. Result: The Webb County Sheriff's Office will continue to employ two (2) HIDTA funded investigators who will actively participate and help the task force fight against the continued flow of illicit drugs and related crime within the South Texas region.
15. Discussion and possible action to approve the execution of a twenty-four (24) month building lease contract effective October 1, 2023 and ending September 30, 2025 between Webb County and McPherson Plaza, LTD, for approximately 3,000 square feet of building space located at 5711 McPherson Road for the purpose of continuing the housing of the Webb County Sheriff’s Safe Haven program for a total rental amount not to exceed $151,296 and authorizing the Webb County Judge to execute any and all relevant documents; and any other matters incident thereto. [DOJ Grant #2018-FJ-AX-0007; Account #2611-1150-001-444100 (Space Rental OVW Justice for Families Program)] Year 1 $6,150 12 months $73,800 Year 2 $6,458 12 months $77,496 Total amount $151,296 Issue: The Sheriff’s Office has secured additional grant funds to continue supporting the Safe Haven Program. Grant funds are allocated for space rental expenditures that will cover a fixed lease for 24 months to expire 09/30/2025. Subject to approval by Commissioners Court. Solution: Execute the space rental lease for 24 months to expire September 30, 2025. Current lease extension expires 09/30/2023. Result: The Sheriff’s Office will be able to continue operations from current location, where the current facility provides a safe environment for visitation for custodial and non-custodial clients. Space rental expenditures are covered 100% from grant funds.
Honorable Oscar Liendo, Justice of the Peace Pct. 1, Place 2
16. Discussion and possible action to authorize the Purchasing Agent to solicit sealed competitive bids for courtroom and office renovations to the Webb County Justice of the Peace Precinct 1, Place 2, Judge Oscar Liendo in accordance with the Texas Government Code; Section 2269.101 (Contracts for Facilities: Competitive Bidding) and to further designate the County Engineer to prepare the construction documents required for this project in accordance with Section 2269.102 (Use of Architect or Engineer) and any other matters incident thereto. Issue: Judge Oscar Liendo is requesting renovations to his courtroom and general office area to coincide with similar upgrades to JP Pct.1 Pl.1. Judge Liendo requested funding during the budget process to support this project under the general fund during fiscal year 2023-2024. Solution: Authorize the Purchasing Agent to seek competitive sealed bids pursuant to the Local Government Code for this project. Result: Return to Court with the lowest and responsible bid offer for Commissioners Court to consider for award.
7. Economic Development
17. Discussion and possible action to continue paying grant-funded personnel under OOG Grant No. 4380101, Operation Lone Star Grant Program (OLS), Ninety (90) days, until notification about grant continuation award from the Criminal Justice Division by the Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Fund# 2748 (Payroll)] Issue: Current grant funding expires on August 31, 2023. The Operation Lone Star Grant Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after August 31, 2023. Solution: Grant a 90-day payroll extension effective September 1, 2023, through November 30, 2023, for personnel working under this grant. Result: The Operation Lone Star Gant Program in Laredo/Webb County will continue to deter and interdict criminal activity and to assist in the execution of border security.
8. Extension Office
18. Discussion and possible action to approve the posting and filling of the following Slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective August 14, 2023: Slot # Title Salary 605 County Extension Agent-AG/NR $23,435.95 - $24,629.90. 6A/6E Issue: Permission required to fill slot #0605. Solution: Fill job opening of vacant position. Result: The filling of Slot #0605 will continue to provide leadership for an effective community-based educational program that supports the agriculture natural resources programming in Webb County.
9. Medical Examiner
19. Discussion and possible action to approve the revised fee schedule list for the Webb County Medical Examiner’s Office, effective October 1, 2023; with further action authorizing the Civil Legal division to update, amend and finalize all current inter-local agreements with participating counties; and any other matters incident thereto.
10. Civil Legal Division PUBLIC HEARING
20. Public Hearing on establishing a reinvestment zone, to be known as The Gransolar Texas Tres Reinvestment Zone, on approximately 999.52 acres and located approximately 15 miles from Laredo in southern Webb County off of U.S. Highway 83. CLOSE PUBLIC HEARING
21. Discussion and possible action to establish, by Order of the Webb County Commissioners Court, a reinvestment zone to be known as The Gransolar Texas Tres Reinvestment Zone on approximately 999.52 acres and located approximately 15 miles from Laredo in southern Webb County off of U.S. Highway 83; directing the Civil Legal Division to negotiate a proposed Tax Abatement Agreement; authorizing the publication of all required notices as per stature and any other matters incident thereto.
22. Discussion and possible action to authorize the County Purchasing Agent to solicit bids for the lease of a 3.1 acre tract of county property, located under IH 35 approximately north of the junction of IH 35 and U.S. 83, for mineral development as authorized by Chapter 71 of Texas Natural Resources Code, and any other matters incident thereto. Issue: Minerals in land belonging to the County may be leased to any person under the Texas Natural Resources Code (State law) pursuant to a bidding process to the person who submits the highest and best bid as determined by the Court. Solution: Direct the Purchasing Agent to solicit bids for the lease of the 3.1-acre tract of county property for mineral development. Result: The Court may award the lease of mineral development of the 3.1-acre tract to the bidder who submits the highest and best bid for the development of the tract as determined by the Court.
23. Discussion and possible action to enter into a Financial Advisory Services Agreement with Tijerina, Galvan Lawrence LLC to serve as Webb County Financial Advisor at the compensation fees set out in the agreement for debt instrument issuance which are based on the gross bond proceeds of the obligation which are as follows: BASE $20,000 Plus $2.50 Per $1,000 Up to $10,000,000 Plus $2.00 Per $1,000 For Next $10,000,00 Plus $1.25 Per $1,000 For Next $10,000,00 Plus $0.85 Per $1,000 Thereafter and for Services rendered to Webb County involving Special Purpose Districts, Tax Increment Reinvestment Zone (TIRZ) or some other entity, the fee shall be as follows: BASE $20,000 Plus 2% of the gross bond proceeds generated from any financing and for any services the Financing Team performs not listed in the Scope of Services in the Agreement, the following hourly fee structure shall apply: TITLE HOURLY RATE Managing Director $350.00 Director $300.00 Senior Analyst/Analyst $250.00 Administrative Assistant $150.00 and Authorizing the County Judge to execute all relevant documents. [Account #1001-1130-001-432001 (“Professional Services”)] Issue: Webb County seeks the services of a Financial Advisor for Webb County Solution: Webb County solicited Request for Proposal (RFP 2023-009) for a Financial Advisor for Webb County Result: On July 24, 2023, Webb County selected the Firm of Tijerina Galvan Lawrence LLC to serve as Webb County Financial Advisors.
24. Discussion and possible action to approve a non-financial Driver’s Education Services, and E-Driving Online enrollment support agreement between Webb County and Region One/E-Driving Course.com, LLC, d/b/a Driving Quest (hereinafter referred to as “Driving Quest”), to enable Webb County teens, students and adults to enroll online, and take the driving course required to obtain a valid Texas Driver’s License; and authorizing the Webb County Judge to sign any and all relevant documents and any other matters incident thereto. [Requested by Judge Roberto “Bobby” Quintana, Webb County Justice of the Peace Pct. 2 Place 1. - No Financial Impact] Issue: From the period of 01/01/2019 to 01/25/2023, JP 2-1 has a total of 5,307 citations issued for driving without a driver’s license. Webb County has seen dramatic increase in the number of citations issued to young students and adults for Driving without a valid Texas Driver’s License. Texas Dept. of Licensing and Regulation has provided grant funding to Region One in order to provide Driver’s Education Services and E-Driving Online Courses at a reduced cost from traditional driving school Programs in order to combat this growing threat to the motoring public and overall public safety in Webb County. Region One as the Driver Education and E-Driving On-Line Services provider will use One-Time marketing initiatives to provide notice out to these individuals about the program and the reduced costs and possible time requirements that shall be paid for by Region One. Judge Quintana seeks permission and authority from the Commissioner’s Court to release names and address to Region One for a mass marketing mail out about this pilot program available to them. Solution: Approve the execution of the agreement to enable students and adults to sign up for and pay and/or obtain financial support to take Driver’s Education Services, and E-Driving Online Courses with help and assistance from the staff from the Webb County Justice of the Peace Pct. 2, Place 1, Courthouse. The Court will be providing a designated computer/sign-up area for the Court approved students, defendants, participants and/or the general public to enroll in the Driver’s Education Courses as directed by Court Order, the Justice of the Peace or the Court as a required condition for the successful completion of probation, deferred adjudication, reduced fines, etc. assessed by the Court. Result: Judge Quintana, being among the first Texas Justice of the Peace Courthouses in Texas to implement this pilot program to provide driver education services to our youth hopes to have a lasting and positive public impact on our community, reach our goal to increase driver and pedestrian safety in Webb County, Texas, and to have this pilot program implemented by other Justice of the Peace Courts and Municipal Courts in the surrounding South Texas border areas. Webb County will hopefully see a dramatic increase in the number of students and adults who will be participating in these Driver’s Education Courses and obtain a valid Texas Driver’s License, and in return a dramatic reduction in the number of citations issued to young adults and adults for Driving without a valid Texas Driver’s License by Webb County and Laredo Law Enforcement Officers by approving the agreement and approve the mass mail out notice about this program in order to help us to kick start the program.
25. Discussion and possible action to authorize the Webb County Purchasing Agent to issue a Request for Qualifications for an entity to maintain and operate the County's museum facility (Border Heritage Museum) located at 810 Zaragoza Street, Laredo, Texas any any matters incident thereto.
26. Discussion and possible action to enter into a Comprehensive Technical Assistance Work Plan for Webb County Colonias Hwy. 59 with Communities Unlimited at no cost to Webb County and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Requested by Commissioner Rosaura “Wawi” Tijerina]
11. Emergency Management
27. Discussion and possible action enter into Amendment 1 to the Memorandum of Understanding with the American Red Cross by updating emergency contact information and adding the Webb County Fairground Pavilion and animal pens to the list of emergency shelters and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [No effect on the County Budget]
12. Engineer
28. Discussion and possible action to approve a Travel expense for GDJ Engineering Consulting Services in the amount of $2,038.15 for the month of May and June 2023.; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account #2007-1190-001-432001 (Professional Services)] Issue: GDJ Engineering Consultant is billing for reimbursement of funds used for travel to attend meetings in Austin, Texas as requested by Webb County. Vendor will submit revised invoices, for services and for travel. Solution: Consultant's travel was to further assist the county with the overall development in the planning, monitoring, and preparation of probable costs and funding opportunities for projects in Webb County. Result: Approval of item and payment for consultant.
Fire Marshal
29. Discussion and possible action to approve a burn ban Order for a maximum of Ninety (90) days of all outdoor burning in all the unincorporated areas of Webb County commencing August 14, 2023 pursuant to Local Government Code §352.081 and other applicable statutes, a violation of this Order is a Class C misdemeanor, punishable by a fine not to exceed $500.00; and any other matters incident thereto. Issue: The current Keetch-Byram Drought Index (KBDI) average for Webb County is high and may reach a maximum of 733 within the next fourteen days. (KBDI scale ranges from 0-800 with 800 representing extremely dry conditions) These conditions create a high risk of wildfires with danger to damage life and property. Solution: Order an immediate burn ban for a maximum of 60 days (or until conditions are considered safe) to be enforced by the Sheriff’s Office to discourage outdoor burning in order to prevent spread of wildfires and loss of life and property. Result: Discourage citizens from outdoor burning in the unincorporated areas of Webb County in order to prevent wildfires and enforce a fine of up to $500 by the Sheriff’s Office for those citizens that do not abide by burn ban.
14. Information Technology
30. Discussion and possible action to purchase forty (40) fingerprint scanners from Timeclock Plus in an amount not to exceed $83,370.00; TIPS Contract 210502; and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: Hand scanners need replacement since they are no longer supported by TCP Solution: Approval of Purchase Result: Approval will proceed with the purchase of scanners.

Discussion and possible action to purchase Two (2) servers and One (1) Storage Array from Dell (DIR-TSO-3763) in an amount not to exceed $59,606 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Program; and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: Purchase Servers for Property Info software system Solution: Authorize the purchase Result: Funds will be available to purchase the servers.

32. Discussion and possible action to authorize the Purchasing Agent to solicit formal competitive bids for the construction of the Southern Public Health Center in southern Webb County to provide health services to low and moderate income residents of Rio Bravo, El Cenizo, and La Presa Communities in accordance with Texas Government Code Chapter 2269 (Contracting and Delivery Procedures for Construction Projects) and if applicable with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and any other matters incident thereto. [Account #3520-7230-001-470000 (TDHCA CARES Rio Bravo Health Center -Construction In Progress-Administration-Capital Outlay)] Issue: Plans and Specifications are being reviewed by GRANTOR for final approval prior to advertisement for bids. Once approved, bid document will be ready to be published to accept sealed bids by general contractors interested in participating in this publicly funded project by Webb County. Solution: Authorize the Purchasing Agent to solicit for formal bids in accordance with Federal and State procurement rules. Result: Proceed with solicitation process and secure sealed bids for approved project.

34. Discussion and possible action to adopt an order to amend the County's budget to cover the increase in the amount paid to a Juror as described in H.B. 3474. Said House Bill amends Sections 61.001 and 61.0015 under the Texas Government Code and is effective September 1, 2023; The statutory amendment will affect the County's budget since it increases the pay before the fiscal year is complete. H.B. 3474 mandates that the State reimburse a county only for the increase in pay to Jurors under Article 8, Jurors and Jury Service; Sections 8.001 and 8.002; and any other matters incident thereto.

35. Discussion and possible action to confirm the designation of Patricia A. Barrera, Tax Assessor Collector to calculate the no-new-revenue (NNR) tax rate and the voter approval tax rate for taxing entity as per Senate Bill 2, Texas Property Tax reform and Transparency Act of 2019 (Tax Code Section 26.04) and any other matters incident thereto.
36. As per section 26.04 (b) of the Texas Property Tax Code, the Tax Assessor Collector has submitted for approval the Certified Tax Roll Values for the Tax Year 2023.
37. Discussion and possible action to approve the Anticipated Collection Rate for 2023 to be 102% and the Excess Debt Collection for 2023.
38. Discussion and possible action to establish a Proposed Tax Rate for the Year 2023; to take record vote on a Proposed Tax Rate, including scheduling public hearing and meeting to adopt Tax Rate for the Year 2023.

The Texas (Trafficking) Emergency Network Diversion (TEND) Court Program has not received notice of award for the new grant. Solution: Grant a 90-day payroll extension effective October 1, 2023, through December 31, 2023, for personnel working under this grant. Result: The Texas (Trafficking) Emergency Network Diversion (TEND) Court Program in Laredo/Webb County will continue to identify and provide services to youth ages 10 to 17 and, who are at risk of sexual exploitation in the 4th Administrative Judicial Regions Child Protection Court.

Presentation by Liza Guzman of South Texas Blood and Tissue Center to extend an invitation to the Court, Webb County Employees and all residents to give the gift of life by donating blood at the upcoming blood drive to be held on Thursday, August 24, 2023, at 1000 Houston St., in the Webb County Courthouse parking lot; and any other matters incident thereto. Discussion and possible action to approve the execution of a twenty-four (24) month building lease contract effective October 1, 2023 and ending September 30, 2025 between Webb County and McPherson Plaza, LTD, for approximately 3,000 square feet of building space located at 5711 McPherson Road for the purpose of continuing the housing of the Webb County Sheriff’s Safe Haven program for a total rental amount not to exceed $151,296 and authorizing the Webb County Judge to execute any and all relevant documents; and any other matters incident thereto. [DOJ Grant #2018-FJ-AX-0007; Account #2611-1150-001-444100 (Space Rental OVW Justice for Families Program)] Year 1 $6,150 12 months $73,800 Year 2 $6,458 12 months $77,496 Total amount $151,296 Issue: The Sheriff’s Office has secured additional grant funds to continue supporting the Safe Haven Program. Grant funds are allocated for space rental expenditures that will cover a fixed lease for 24 months to expire 09/30/2025. Subject to approval by Commissioners Court. Solution: Execute the space rental lease for 24 months to expire September 30, 2025. Current lease extension expires 09/30/2023. Result: The Sheriff’s Office will be able to continue operations from current location, where the current facility provides a safe environment for visitation for custodial and non-custodial clients. Space rental expenditures are covered 100% from grant funds.
Honorable Oscar Liendo, Justice of the Peace Pct. 1, Place 2
16. Discussion and possible action to authorize the Purchasing Agent to solicit sealed competitive bids for courtroom and office renovations to the Webb County Justice of the Peace Precinct 1, Place 2, Judge Oscar Liendo in accordance with the Texas Government Code; Section 2269.101 (Contracts for Facilities: Competitive Bidding) and to further designate the County Engineer to prepare the construction documents required for this project in accordance with Section 2269.102 (Use of Architect or Engineer) and any other matters incident thereto. Issue: Judge Oscar Liendo is requesting renovations to his courtroom and general office area to coincide with similar upgrades to JP Pct.1 Pl.1. Judge Liendo requested funding during the budget process to support this project under the general fund during fiscal year 2023-2024. Solution: Authorize the Purchasing Agent to seek competitive sealed bids pursuant to the Local Government Code for this project. Result: Return to Court with the lowest and responsible bid offer for Commissioners Court to consider for award.
7. Economic Development
17. Discussion and possible action to continue paying grant-funded personnel under OOG Grant No. 4380101, Operation Lone Star Grant Program (OLS), Ninety (90) days, until notification about grant continuation award from the Criminal Justice Division by the Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Fund# 2748 (Payroll)] Issue: Current grant funding expires on August 31, 2023. The Operation Lone Star Grant Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after August 31, 2023. Solution: Grant a 90-day payroll extension effective September 1, 2023, through November 30, 2023, for personnel working under this grant. Result: The Operation Lone Star Gant Program in Laredo/Webb County will continue to deter and interdict criminal activity and to assist in the execution of border security.

Discussion and possible action to approve the posting and filling of the following Slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective August 14, 2023: Slot # Title Salary 605 County Extension Agent-AG/NR $23,435.95 - $24,629.90. 6A/6E Issue: Permission required to fill slot #0605. Solution: Fill job opening of vacant position. Result: The filling of Slot #0605 will continue to provide leadership for an effective community-based educational program that supports the agriculture natural resources programming in Webb County.

19. Discussion and possible action to approve the revised fee schedule list for the Webb County Medical Examiner’s Office, effective October 1, 2023; with further action authorizing the Civil Legal division to update, amend and finalize all current inter-local agreements with participating counties; and any other matters incident thereto.
10. Civil Legal Division PUBLIC HEARING
20. Public Hearing on establishing a reinvestment zone, to be known as The Gransolar Texas Tres Reinvestment Zone, on approximately 999.52 acres and located approximately 15 miles from Laredo in southern Webb County off of U.S. Highway 83. CLOSE PUBLIC HEARING
21. Discussion and possible action to establish, by Order of the Webb County Commissioners Court, a reinvestment zone to be known as The Gransolar Texas Tres Reinvestment Zone on approximately 999.52 acres and located approximately 15 miles from Laredo in southern Webb County off of U.S. Highway 83; directing the Civil Legal Division to negotiate a proposed Tax Abatement Agreement; authorizing the publication of all required notices as per stature and any other matters incident thereto.
22. Discussion and possible action to authorize the County Purchasing Agent to solicit bids for the lease of a 3.1 acre tract of county property, located under IH 35 approximately north of the junction of IH 35 and U.S. 83, for mineral development as authorized by Chapter 71 of Texas Natural Resources Code, and any other matters incident thereto. Issue: Minerals in land belonging to the County may be leased to any person under the Texas Natural Resources Code (State law) pursuant to a bidding process to the person who submits the highest and best bid as determined by the Court. Solution: Direct the Purchasing Agent to solicit bids for the lease of the 3.1-acre tract of county property for mineral development. Result: The Court may award the lease of mineral development of the 3.1-acre tract to the bidder who submits the highest and best bid for the development of the tract as determined by the Court.

Discussion and possible action to enter into a Financial Advisory Services Agreement with Tijerina, Galvan Lawrence LLC to serve as Webb County Financial Advisor at the compensation fees set out in the agreement for debt instrument issuance which are based on the gross bond proceeds of the obligation which are as follows: BASE $20,000 Plus $2.50 Per $1,000 Up to $10,000,000 Plus $2.00 Per $1,000 For Next $10,000,00 Plus $1.25 Per $1,000 For Next $10,000,00 Plus $0.85 Per $1,000 Thereafter and for Services rendered to Webb County involving Special Purpose Districts, Tax Increment Reinvestment Zone (TIRZ) or some other entity, the fee shall be as follows: BASE $20,000 Plus 2% of the gross bond proceeds generated from any financing and for any services the Financing Team performs not listed in the Scope of Services in the Agreement, the following hourly fee structure shall apply: TITLE HOURLY RATE Managing Director $350.00 Director $300.00 Senior Analyst/Analyst $250.00 Administrative Assistant $150.00 and Authorizing the County Judge to execute all relevant documents. Discussion and possible action to approve a non-financial Driver’s Education Services, and E-Driving Online enrollment support agreement between Webb County and Region One/E-Driving Course.com, LLC, d/b/a Driving Quest (hereinafter referred to as “Driving Quest”), to enable Webb County teens, students and adults to enroll online, and take the driving course required to obtain a valid Texas Driver’s License; and authorizing the Webb County Judge to sign any and all relevant documents and any other matters incident thereto. [Requested by Judge Roberto “Bobby” Quintana, Webb County Justice of the Peace Pct. 2 Place 1. - No Financial Impact] Issue: From the period of 01/01/2019 to 01/25/2023, JP 2-1 has a total of 5,307 citations issued for driving without a driver’s license. Webb County has seen dramatic increase in the number of citations issued to young students and adults for Driving without a valid Texas Driver’s License. Texas Dept. of Licensing and Regulation has provided grant funding to Region One in order to provide Driver’s Education Services and E-Driving Online Courses at a reduced cost from traditional driving school Programs in order to combat this growing threat to the motoring public and overall public safety in Webb County. Region One as the Driver Education and E-Driving On-Line Services provider will use One-Time marketing initiatives to provide notice out to these individuals about the program and the reduced costs and possible time requirements that shall be paid for by Region One. Judge Quintana seeks permission and authority from the Commissioner’s Court to release names and address to Region One for a mass marketing mail out about this pilot program available to them. Solution: Approve the execution of the agreement to enable students and adults to sign up for and pay and/or obtain financial support to take Driver’s Education Services, and E-Driving Online Courses with help and assistance from the staff from the Webb County Justice of the Peace Pct. 2, Place 1, Courthouse. The Court will be providing a designated computer/sign-up area for the Court approved students, defendants, participants and/or the general public to enroll in the Driver’s Education Courses as directed by Court Order, the Justice of the Peace or the Court as a required condition for the successful completion of probation, deferred adjudication, reduced fines, etc. assessed by the Court. Result: Judge Quintana, being among the first Texas Justice of the Peace Courthouses in Texas to implement this pilot program to provide driver education services to our youth hopes to have a lasting and positive public impact on our community, reach our goal to increase driver and pedestrian safety in Webb County, Texas, and to have this pilot program implemented by other Justice of the Peace Courts and Municipal Courts in the surrounding South Texas border areas. Webb County will hopefully see a dramatic increase in the number of students and adults who will be participating in these Driver’s Education Courses and obtain a valid Texas Driver’s License, and in return a dramatic reduction in the number of citations issued to young adults and adults for Driving without a valid Texas Driver’s License by Webb County and Laredo Law Enforcement Officers by approving the agreement and approve the mass mail out notice about this program in order to help us to kick start the program.
25. Discussion and possible action to authorize the Webb County Purchasing Agent to issue a Request for Qualifications for an entity to maintain and operate the County's museum facility (Border Heritage Museum) located at 810 Zaragoza Street, Laredo, Texas any any matters incident thereto.
26. Discussion and possible action to enter into a Comprehensive Technical Assistance Work Plan for Webb County Colonias Hwy. 59 with Communities Unlimited at no cost to Webb County and any matters incident thereto; authorizing the County Judge to sign all relevant documents. 12. Engineer
28. Discussion and possible action to approve a Travel expense for GDJ Engineering Consulting Services in the amount of $2,038.15 for the month of May and June 2023.; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account #2007-1190-001-432001 (Professional Services)] Issue: GDJ Engineering Consultant is billing for reimbursement of funds used for travel to attend meetings in Austin, Texas as requested by Webb County. Vendor will submit revised invoices, for services and for travel. Solution: Consultant's travel was to further assist the county with the overall development in the planning, monitoring, and preparation of probable costs and funding opportunities for projects in Webb County. Result: Approval of item and payment for consultant.
Fire Marshal
29. Discussion and possible action to approve a burn ban Order for a maximum of Ninety (90) days of all outdoor burning in all the unincorporated areas of Webb County commencing August 14, 2023 pursuant to Local Government Code §352.081 and other applicable statutes, a violation of this Order is a Class C misdemeanor, punishable by a fine not to exceed $500.00; and any other matters incident thereto. Issue: The current Keetch-Byram Drought Index (KBDI) average for Webb County is high and may reach a maximum of 733 within the next fourteen days. (KBDI scale ranges from 0-800 with 800 representing extremely dry conditions) These conditions create a high risk of wildfires with danger to damage life and property. Solution: Order an immediate burn ban for a maximum of 60 days (or until conditions are considered safe) to be enforced by the Sheriff’s Office to discourage outdoor burning in order to prevent spread of wildfires and loss of life and property. Result: Discourage citizens from outdoor burning in the unincorporated areas of Webb County in order to prevent wildfires and enforce a fine of up to $500 by the Sheriff’s Office for those citizens that do not abide by burn ban.

30. Discussion and possible action to purchase forty (40) fingerprint scanners from Timeclock Plus in an amount not to exceed $83,370.00; TIPS Contract 210502; and any other matters incident thereto. Said House Bill amends Sections 61.001 and 61.0015 under the Texas Government Code and is effective September 1, 2023; The statutory amendment will affect the County's budget since it increases the pay before the fiscal year is complete. H.B. 3474 mandates that the State reimburse a county only for the increase in pay to Jurors under Article 8, Jurors and Jury Service; Sections 8.001 and 8.002; and any other matters incident thereto.
