3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources, Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Human Resources
16. Discussion and possible action authorizing the Human Resources department to review and finalize the job qualification and description criteria for the Community Action Agency (CAA) director position; with additional action to advertise and solicit applications from qualified candidates; and any other matters incident thereto. Issue: At the September 18, 2023 Commissioner’s Court meeting, the Commissioners Court approved the separation of the Community Action Agency (CAA) and Economic Development departments, effective October 1, 2023. A new CAA director needs to be hired. Solution: Request to have the Human Resources department initiate the hiring process by finalizing the CAA director job qualifications and description criteria, advertise and solicit applications for qualified candidates. Result: Hire the best suited candidate for the CAA director position.
6. Civil Legal Division
17. Discussion and possible action to approve the 2024 Renewal Notice and Benefit Confirmation forms with the Texas Association of Counties regarding the Health and Benefit Pool Program (AMWINS-Transamerica Group Benefits) for the County’s Silver Choice Retiree Program. There are increases in the 2024 retirees' medical and prescription supplement plan from the 2023 rates approved by the court which covers County retirees 65 and over and their eligible dependents; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Requested by Risk Management; No Fiscal Impact to the County] Issue: Webb County has been providing Webb County retirees the opportunity for medical and prescription coverage through the Texas Association of Counties Health and Benefit Pool Program. Solution: Webb County continues the administration of the of Silver Choice Retirees Program for Plan year 2024 for those retirees who are enrolled in the program and wish to continue on said program. Result: The County Silver Choice Program is for County retirees 65 and older and their eligible dependents

18. Discussion and possible action to approve, by Order, the following C.T.I.F. budget amendment (line item transfer) for the Engineering Department: Acct. Number Acct. Solution: Commissioner Court approval of the new proposed material which is 13.5" flexible base (caliche) Result: Approval of change order will continue and finish with project.

Discussion and possible action to approve Change Order No. 02 to Anderson Columbia for the Mangana Hein Road Project in the amount of $364,089.96; and authorize the County Judge sign any relevant documents; and any other matters incident thereto.[Account #3716-7230-709-470000 (Mangana Hein Road-Capital Outlay)] Issue: The existing road base material is not suitable for pavement due to it being too clayish and holding moisture. Solution: Commissioner Court approval of the new proposed material, 13.5" Flexible Base (Caliche). Result: Approval of this change order will continue and finish with project. Previous Change Order No. 01, which only accounted for hot mix, will work in conjunction with materials proposed as per Change Order No. 2, to provide project completion and safe roads for constituents of Webb County and First Responders.

Discussion and possible action to approve Change Orders No. 1-8 in the amount of approximately $330,000.00 to Quantcorp Construction for the Webb County Detoxification Facility with additional approval to transfer funds from Account 3907 Interest Income to 3902-7230-001-474501 (Construction in Progress); and authorize the County Judge to sign any relevant documents and any other matters incident thereto. [Fund #3907 (Interest Income) and Account #3902-7230-001-474501 (Construction in Progress)] Issue: Webb County and the City of Laredo have additional items needed in order to finish this project: 001-Days, 002-Interior wall and framing, 004-Provide STC-50 Opening mark assembly, 005-Demolition of door frames / installation of refrigerant lines, 006-Interior cameras and electrical equipment. 007-Assessment of exterior walls, 008-Architect Fees. Solution: Approval of new proposed changes. Result: Approval of change orders will continue and finish with project modifications.
Planning
21. Discussion, possible action and presentation to adopt the Webb County ARPA Project 0006- First Time/Replacement Private On-Site Sewer Facilities Program Guidelines, authorize the County Judge to execute all necessary documents and any other matters incident thereto.
9. Pre-Trial Services
22. Discussion and possible action to approve the FY 2024 Statement of Grant Award #212-24-C15 in the amount of $9,041.00, from the Texas Indigent Defense Commission with a cash match of $13,561.00. This funding will help off-set the cost for the Weekend Indigent Defense Coordinator hourly salary. All necessary documents will be provided for consideration and to allow the county judge authorization to sign all documents accepting the grant award. [Funding source for cash match: General Fund Account #1001-1160-001-463910-005] Issue: Webb County has implemented a weekend magistrate process at our jail. Pre-Trial Services Department has been delegated to take charge of the man-power needed to support the operations at the front-end magistration process during the weekend. This has hindered our office to provide adequate services during normal business operations. Solution: Securing this 3rd year grant funding will offset the Webb County personnel expense. Result: Securing this grant will allow Webb County to be in compliance with all local and state legislative mandates.

Discussion and possible action to authorize the increase in change fund for the Webb County Tax Office for the amount of $2,900 as per Local Government Code 130.902 and any other matters incident thereto. Issue: Mini-Vault Funds have diminished due to new teller boxes being opened, which are funded from the mini-vault. This causes for mid-day change runs, and at times, during our busiest days/hours, causes a disruption in our work flow. Solution: Commissioners Court approves the increase of change fund for our department. Result: Authorization of a change fund increase will allow our department to have the necessary currencies ($1.00, $5.00, $10.00 and Coins) on hand to issue to our tellers when needed when payments are taken in cash, and ability to create new teller boxes.

28. Discussion and possible action on a Resolution consenting to the conversion of Legacy Water Control Improvement District to Legacy Municipal Management District and to the inclusion of land in the District; and any other matters incident thereto.
29. Update from Human Resources department regarding the application process for the Webb County Capital Projects Infrastructure Director which will be overseeing engineering department effective October 1st; and any other matters incident thereto.
30. Discussion and possible action to review and finalize the job qualification and description criteria for the new Webb County Fairgrounds director position; with additional action to advertise and solicit applications from qualified candidates; if necessary, and any other matters incident thereto.

Name Request From: 1001-1130-001-431007-010 Operational Reserve $65,000 To: 1001-1130-001-432064 Appraisal District Cost $65,000 Issue: 1st draft received from WebbCAD in July 2022 estimated a lower amount for Webb County dues for FY 2022-2023. Increase was reflected in November after the budget adoption. Line item is short to process the final quarterly payment. Solution: Process line item transfer to finalize payment request. Result: GRP to WebbCAD will be complete.

Discussion and possible action by Resolution of the Webb County Commissioners Court to nominate a candidate as Webb County's member to the Webb County Appraisal District Board of Directors for the 2024-2025 term pursuant Section 6.03 of the Texas Property Tax Code prior to December 15, 2023, Webb County Commissioners Court will cast its 981 votes in any manner it wishes for those individuals listed on the ballot provided by the Chief Appraiser; and any other matters incident thereto.

Discussion and possible action to authorize the increase in change fund for the Webb County Tax Office for the amount of $2,900 as per Local Government Code 130.902 and any other matters incident thereto. Issue: Mini-Vault Funds have diminished due to new teller boxes being opened, which are funded from the mini-vault. This causes for mid-day change runs, and at times, during our busiest days/hours, causes a disruption in our work flow. Solution: Commissioners Court approves the increase of change fund for our department. Result: Authorization of a change fund increase will allow our department to have the necessary currencies ($1.00, $5.00, $10.00 and Coins) on hand to issue to our tellers when needed when payments are taken in cash, and ability to create new teller boxes.

Increase was reflected in November after the budget adoption. Line item is short to process the final quarterly payment. Solution: Process line item transfer to finalize payment request.
