4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 5. Honorable Martin Cuellar, Sheriff
19. Discussion and possible action to authorize the transfer of funds in an amount not to exceed $60,000 from the Operational Reserve to the Sheriff’s Office Capital Outlay for the purchase of an AES encryption software AES Key/ Multi-Key Feature for the Motorola radios used by the Sheriff’s officers. [Transfer from Operational Reserve Account #1001-1130-001-431007 to Sheriffs’ Office Capital Outlay Account #1001-3010-001-470000] Issue: The Advanced Encryption Standard (AES) software key/ multi-key feature for the Motorola radios is needed for the upgraded system and new features of the current Motorola radios to enhance communication security, improve overall operational efficiencies and the ability to communicate securely over the air with sensitive information. Solution: Transfer of funds to purchase the AES encryption key/multi-key feature for the Motorola radios. Result: Secure radio communications for the Sheriff’s Office radios.

6. Casa Blanca Golf Course
21. Discussion and possible action to authorize the purchasing agent and Casa Blanca Golf Course to purchase 26,220 sq ft of Celebration sod delivered and installed at .89 cents per square foot from Tomas Turf Grass using buy board #641-21 in the amount of $23,335.80 and to further transfer funds from Account #1001-1130-001-431007-010 (Operational Reserve) to Account #7100-6080-001-444001-025; and any other matters incident thereto Issue: Currently Casablanca golf course does not have any sod on the lower south part of hole #4, hole 3 by cart path and entry to fairway on hole 2. Solution: To allow Casablanca Golf course and Purchasing agent the opportunity to purchase the much-needed sod to finish out turf on these holes. Result: This will allow for CBGC to continue to turf fairways and general areas on all holes.
7. Economic Development
22. Discussion and possible action to approve the 2024-2025 Third Party Funding Application, set submission dates and deadlines for Third Party funding, and recommending the application period to be from May 14, 2024 to June 13, 2024 at 5:00 pm, and any other matters incident thereto. Issue: Third Party Applications must be submitted with ample time in order to review and approve/deny funding and prepare for the next fiscal year’s budget. Solution: Set date (s) to solicit Third Party Funding Applications in order to have enough time to review and approve/deny funding and prepare for next fiscal year’s budget. Result: Webb County shall provide Third Party Funding eligible organizations that provide a purpose in the community.
23. Discussion and possible action to authorize the Webb County Economic Development Department to develop and submit a 2025 Local Parks Non-Urban Outdoor Recreation application and resolution to the Texas Parks and Wildlife Department (TPWD) in the amount of $1,170,000.00 in which $585,000.00 will be in grant funds for the construction of aquatic recreation activities (splash pads) in Las Blancas Park, El Cenizo Activity Center (rear) and the Fred and Anita Bruni Community Center Park (Colonia Peñitas West); and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in the 2025 TPWD Local Parks Non-Urban Outdoor Recreation Grant Program. If funded, this application will require a 50% cash match of $585,000.00. Total project cost shall be $1,170,000. Issue: Las Blancas Park, El Cenizo Activity Center (rear) and the Fred and Anita Community Bruni Center Park (Colonia Peñitas West) do not have access to any aquatic recreational activities in their communities. Solution: Webb County proposes to construct a first time aquatic recreational activity (splash pad) in Las Blancas Park, El Cenizo Activity Center (rear) and the Fred and Anita Bruni Community Center Park (Colonia Peñitas West), creating an aquatic recreational system in the County. Result: Webb County proposed to apply for a 2025 Local Parks Non-Urban Outdoor Recreation Grant through the Texas Parks and Wildlife Department application to construct three splash pads in Las Blancas Park, El Cenizo Activity Center (rear) and the Fred and Anita Bruni Community Center Park (Colonia Peñitas West).

24. Discussion and possible action to accept the Audited Financial Statements for Webb County for the fiscal year ended September 30, 2023, as presented to the Audit Committee by Cascos and Associates, PC.
9. Civil Legal Division
25. Discussion and possible action to approve, confirm and ratify the Commissioner Courts’ action of April 8, 2024 to enter into a Purchase and Sale Agreement with Fesco Ltd. regarding the purchase of real property and improvements located in Laredo, Webb County, Texas; authorizing amendment #1 to said Purchase and Sale Agreement by extending the closing date of the transaction to October 1, 2024, and Ordering an exemption to said purchase pursuant to §262.024(a) (6) of Chapter 262 of the Local Government Code and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
26. Discussion and possible action to enter into a construction contract with Quantcorp Construction LLC in the amount of Four Million Four Hundred - Ninety Nine Thousand Three Hundred Thirty - Five Dollars and Seventeen Cents ($4,499,335.17) for the Webb County Southern Fire Station ARPA Project #2 (located at 2405 Mangana Hein Rd.) and any other matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account ARPA Funds]
27. Discussion and possible action to enter into an Agreement between Webb County for the benefit of the Webb County Fairgrounds with Hachar Media for "Marketing and Advertising Services for Webb County Fairgrounds" and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)] Issue: The Webb County Fairgrounds Department requested services for marketing and advertising of events held at the Fairgrounds on an annual basis. Commissioners Court authorized the advertisement for formal proposals and authorized the Civil Legal Division to negotiate terms. Solution: Parties have reached an Agreement. Result: If approved, Hachar Media will begin advertising for the Webb County Fairgrounds.
10. Community Action Agency
28. Discussion and possible action to enter into a Purchase and Sale Agreement with B&M Establishment Group Inc. for the purchase of two (2) tracts of land together with improvements located in the Eastern Division of Laredo, Webb County, Texas (Property ID Nos. 1738729 (1401 Guatemozin) and 17386 (603 North Loring)), ordering and exemption to said purchase pursuant to §262.024 (a) (6) Texas Local Government Code, and any matters incident thereto; authorizing the County Judge to sign all relevant documents.. [Closed Meeting/Executive Session may be requested if needed pursuant to Texas Government Code, Title 5, Subchpater D, Section 551.072 (Deliberation regarding valuation, terms of purchase and offer of sale of Real Property)] Issue: CAA's Meals on Wheels Program is in need of bigger office/kitchen space in order to meet the needs of the program. Result: Consider the purchase of real property to meet the demands of the CAA's Meals on Wheels Program. Result: Negotiate the purchase of two tracts of land in Laredo, Webb County, Texas to house CAA's Meals on Wheels Program.

Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2024-006 "Pre-Employment Drug and Alcohol Testing for Webb County" to the highest ranking respondent, Laredo Examiners, Inc., in accordance with the Texas Local Government Code; §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize the Civil Legal Department to negotiate the terms and conditions of the service agreement and any other matters incident thereto. Solution: Consideration to accept and award Request for Proposal (RFP) 2024-006 "Pre-Employment Drug and Alcohol Testing for Webb County" to, Laredo Examiners, Inc. Result: Award RFP to Laredo Examiners, authorize the Civil Legal Department to negotiate terms and conditions of the agreement.
30. Discussion and possible action to authorize the purchase of five (5) turnkey single sided 2” AquaFlow II RFID card based systems to include enclosure, water components, delivery and installation from AquaFlow Int’l, Inc. for an amount not to exceed $299,999.00 with optional extended maintenance and warranty coverages effective year three (3) for $4,250.00 per year ($850.00 per unit) and to further grant an exemption by order as per the Local Government Code; §262.024 (7a.) items for which competition is precluded because of the existence of patents, copyrights, secret processes, or monopolies and any other matters incident thereto. [Account #2703-5205-006 (ARPA Loss Revenue Replacement)] Issue: Currently, Webb County has five locations where citizens can purchase bulk water purchases. The existing systems are outdated and only accept coins, causing inefficiencies in the process completing each transaction and requiring the Road and Bridge department to make multiple trips per week to pickup collections, process daily cash reports and deposits. Solution: Purchasing a RFID card-based system, Citizens will be able to use pre-paid cards and can reload cards at main office. No bills or coins will be required. Result: Webb County residents will have access to a more efficient and effective truck filling water station at all five (5) sites.
31. Discussion and possible action to approve a construction contract between Webb County and Waukesha-Pearce Industries, LLC (Buy-Board Cooperative Contract #657-21) for the installation of an existing Kohler generator at the Webb County Youth Village 16 bed facility for the setup, installation and startup in an amount not to exceed $88,987.00 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs and to further authorize the Webb County Judge to execute all relevant documents and any other matters incident thereto. [Account #3140-2450-001-470000-030 (Juv Drug Rehab & Detox 2013 -Juvenile Probation-Administration-Capital Outlay-Construction)] Issue: The Youth Village 16 Bed Rehabilitation Facility requires backup power since the facility will house youth residents seeking treatment for chemical dependency. Solution: Utilize the existing Kohler generator on site and use a reputable installer to construct the concrete pad, provide all material and supplies required for the installation and startup of generator. Result: Facility will have an operable backup generator in case of an emergency outage.
12. Water Utilities
32. Discussion and possible action to enter into a Construction Contract with JMJ Diaz Corporation d/b/a JMJ Constructors in the amount of Ten Million Six Hundred Ninety-Nine Thousand Three Hundred Sixty Five Dollars ($10,699,365.00) for improvements to the Rio Bravo Wastewater Treatment Facility with a substantial completion date of Seven Hundred Twenty Calendar Days from the Issuance of the “Notice to Proceed” and any other matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #2703-5205-001 (ARPA Project No. 1)] Issue: Webb County Rio Bravo Waste Water Treatment Facility is in need of upgrades to improve operations, ensure regulatory compliance and meet future demand for capacity. Solution: At its April 22, 2024 meeting, the Webb County Commissioners Court awarded Competitive Sealed Proposal (CSP) 2024-001 “ARPA Project No. 1-Rio Bravo Wastewater Treatment Facility Improvements” to JMC Contractors to undertake facility upgrades to the Rio Bravo Waste Water Treatment Facility. Result: Upgrades will increase treatment plant capacity in order to meet future demands.

33. Discussion and possible action to approve the following amounts for the distribution of funds to United Independent School District, Laredo Independent School District and Webb Consolidated School District in the amount of $1,435,963.63 from the reserve fund balance of the Webb County School Lands that is to be distributed on a Scholastic Basis; and any other matters incident thereto. Presentation from by Victor Vasquez, President of Clear Choice Health System regarding a Clear Choice Hospital project which will promote a new era in healthcare for Webb County; with discussion and possible action to consider potential tax economic incentives for this project, and any other matters incident thereto.

Discussion and possible action to enter into Amendment #1 to the original AIA Document B133-2019 Standard Form of Agreement Between Owner and Architect, Construction Manager as Constructor Edition dated August 23, 2021 with Juan Homero Sanchez Architect, Inc. D/B/A JHS Architects for Phase II of the Fairground Project in the amount of One Million Six Hundred Thirty-Four Thousand Four Hundred Twenty Dollars ($1,634,420.00) plus additional consulting fees for Kiser Arena Specialist (Footing Specialist) $16,860, BAI, LLC (Acoustical / Audiovisual Consultant) $62,500, Food Service Design Professionals (Food Service Consultants) $24,800, Combs Consulting Group (IT/ Security Consultant) $97,000, WJHW, Inc. 15. Honorable Rosaura “Wawi” Tijerina, Webb County Commissioner Pct. 2
37. Presentation and discussion by the Rio Grande International Study Center to collaborate jointly with Webb County and the City of Laredo for the $3,799,996 grant award from the national park service for its Outdoor Recreation Legacy Partnership (ORLP) program for the purposes of a project referred to as Project Uno – Conservation Park Project located in the Zacate Creek Watershed; with possible action to provide the $2,000,000 Webb county cash match; and any other matters incident thereto. Issue: This City/County project was 1 of 14 grants awarded across the United States. The ORLP grant award federal share is for $3,799,996. The City and County have partnered to come up with the dollar for dollar match to this amount for a total project cost of $7,599,996. City of Laredo has committed $1.8 million and Webb County has committed $2 million if awarded. Solution: Identify $2 million dollars in County matching funds for this awarded grant. Result: Once City and County commit their cash match, project can commence.

38. Discussion and possible action to proclaim the month of June 2024 as Elder Abuse Prevention Month.
17. Closed Session/Executive Session
39. Discussion and possible action to approve a settlement for $900.00 with Mr. Ricardo Bonilla Martinez regarding loss of use of his vehicle. Incident occurred on February 20, 2024, between a county vehicle and Ricardo Bonilla Martinez; and any matters incident thereto. [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.071 (1)(A)(Consultation with Attorney regarding pending settlement offer)] Issue: A two-vehicle incident involving a Community Action Agency-Meals on Wheels (2021 Ford Transit Van) and a 2008 White Cadillac by Mr. Ricardo Bonilla Martinez, damage was sustained against claimant's vehicle. Solution: To approve settlement as recommended. Result: Once the settlement is approved, Ricardo Bonilla Martinez , as Claimant, will release Webb County for all property claims regarding his 2008 White Cadillac.
40. Discussion and possible action to approve property settlement and release agreement with The Hartford Insurance on behalf of Luis Fernando Diaz for $1,926.09 as a result of a motor vehicle accident that occurred on March 22, 2024 on Hwy 59 and Bob Bullock Loop 20, Laredo, Texas and any other matters incident thereto. [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.071 (1)(A)(Consultation with Attorney regarding pending settlement offer)] Issue: A two-vehicle minor collision involving Sheriff motor vehicle unit #27-475 (2023 Chevrolet Tahoe) and a (2020 Chevrolet Silverado) Pearce Renewables Energy Company motor vehicle driven by Luis Fernando Diaz, damage sustained on both vehicles. The County was not at fault. Solution: To approve the property settlement regarding the Sheriff's motor vehicle unit #27-475. Result: Once property settlement is approved, Webb County, as claimant, will release Pearce Renewables Energy Company (Luis Fernando Diaz) and their insurance (The Hartford) for all property claims regarding unit #27-475.
41. Discussion and possible action to settle a property claim in the amount of $3,116.26 (in addition to potential incurred vehicle rental fees not to exceed $2,000.00) due to a motor vehicle accident claim brought by The Green Law Firm regarding an automobile accident that occurred on March 14, 2024, involving a county vehicle and his client; and any other matters incident thereto. [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Secion 551.071 (1)(A) (Consultation with Attorney regarding pending settlement offer)] Issue: There was a two-vehicle collision involving a Sheriff's Office motor vehicle unit #27-380 (2020 Chevrolet Tahoe) and a 2017 Chevrolet Impala driven by Sergio Chaires. Solution: To approve the property settlement regarding 2017 Chevrolet Impala. Result: Once property settlement is approved, Sergio Chaires, as Claimant, will release Webb County for all property claims regarding 2017 Chevrolet Impala.

Solution: To allow Casablanca Golf course and Purchasing agent the opportunity to purchase the much-needed sod to finish out turf on these holes. Result: This will allow for CBGC to continue to turf fairways and general areas on all holes.

Discussion and possible action to approve the 2024-2025 Third Party Funding Application, set submission dates and deadlines for Third Party funding, and recommending the application period to be from May 14, 2024 to June 13, 2024 at 5:00 pm, and any other matters incident thereto. Issue: Third Party Applications must be submitted with ample time in order to review and approve/deny funding and prepare for the next fiscal year’s budget. Solution: Set date (s) to solicit Third Party Funding Applications in order to have enough time to review and approve/deny funding and prepare for next fiscal year’s budget. Result: Webb County shall provide Third Party Funding eligible organizations that provide a purpose in the community.

Discussion and possible action to authorize the Webb County Economic Development Department to develop and submit a 2025 Local Parks Non-Urban Outdoor Recreation application and resolution to the Texas Parks and Wildlife Department (TPWD) in the amount of $1,170,000.00 in which $585,000.00 will be in grant funds for the construction of aquatic recreation activities (splash pads) in Las Blancas Park, El Cenizo Activity Center (rear) and the Fred and Anita Bruni Community Center Park (Colonia Peñitas West); and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in the 2025 TPWD Local Parks Non-Urban Outdoor Recreation Grant Program. If funded, this application will require a 50% cash match of $585,000.00. Total project cost shall be $1,170,000. Issue: Las Blancas Park, El Cenizo Activity Center (rear) and the Fred and Anita Community Bruni Center Park (Colonia Peñitas West) do not have access to any aquatic recreational activities in their communities. Solution: Webb County proposes to construct a first time aquatic recreational activity (splash pad) in Las Blancas Park, El Cenizo Activity Center (rear) and the Fred and Anita Bruni Community Center Park (Colonia Peñitas West), creating an aquatic recreational system in the County. Result: Webb County proposed to apply for a 2025 Local Parks Non-Urban Outdoor Recreation Grant through the Texas Parks and Wildlife Department application to construct three splash pads in Las Blancas Park, El Cenizo Activity Center (rear) and the Fred and Anita Bruni Community Center Park (Colonia Peñitas West).

Discussion and possible action to approve, confirm and ratify the Commissioner Courts’ action of April 8, 2024 to enter into a Purchase and Sale Agreement with Fesco Ltd. regarding the purchase of real property and improvements located in Laredo, Webb County, Texas; authorizing amendment #1 to said Purchase and Sale Agreement by extending the closing date of the transaction to October 1, 2024, and Ordering an exemption to said purchase pursuant to §262.024(a) (6) of Chapter 262 of the Local Government Code and any matters incident thereto; authorizing the County Judge to sign all relevant documents.

Discussion and possible action to authorize the purchase of five (5) turnkey single sided 2” AquaFlow II RFID card based systems to include enclosure, water components, delivery and installation from AquaFlow Int’l, Inc. for an amount not to exceed $299,999.00 with optional extended maintenance and warranty coverages effective year three (3) for $4,250.00 per year ($850.00 per unit) and to further grant an exemption by order as per the Local Government Code; §262.024 (7a.) items for which competition is precluded because of the existence of patents, copyrights, secret processes, or monopolies and any other matters incident thereto. [Account #2703-5205-006 (ARPA Loss Revenue Replacement)] Issue: Currently, Webb County has five locations where citizens can purchase bulk water purchases. The existing systems are outdated and only accept coins, causing inefficiencies in the process completing each transaction and requiring the Road and Bridge department to make multiple trips per week to pickup collections, process daily cash reports and deposits. Solution: Purchasing a RFID card-based system, Citizens will be able to use pre-paid cards and can reload cards at main office. No bills or coins will be required. Result: Webb County residents will have access to a more efficient and effective truck filling water station at all five (5) sites.

Discussion and possible action to approve a construction contract between Webb County and Waukesha-Pearce Industries, LLC (Buy-Board Cooperative Contract #657-21) for the installation of an existing Kohler generator at the Webb County Youth Village 16 bed facility for the setup, installation and startup in an amount not to exceed $88,987.00 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs and to further authorize the Webb County Judge to execute all relevant documents and any other matters incident thereto. [Account #3140-2450-001-470000-030 (Juv Drug Rehab & Detox 2013 -Juvenile Probation-Administration-Capital Outlay-Construction)] Issue: The Youth Village 16 Bed Rehabilitation Facility requires backup power since the facility will house youth residents seeking treatment for chemical dependency. Solution: Utilize the existing Kohler generator on site and use a reputable installer to construct the concrete pad, provide all material and supplies required for the installation and startup of generator. Result: Facility will have an operable backup generator in case of an emergency outage.
12. Water Utilities
32. Discussion and possible action to enter into a Construction Contract with JMJ Diaz Corporation d/b/a JMJ Constructors in the amount of Ten Million Six Hundred Ninety-Nine Thousand Three Hundred Sixty Five Dollars ($10,699,365.00) for improvements to the Rio Bravo Wastewater Treatment Facility with a substantial completion date of Seven Hundred Twenty Calendar Days from the Issuance of the “Notice to Proceed” and any other matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #2703-5205-001 (ARPA Project No. 1)] Issue: Webb County Rio Bravo Waste Water Treatment Facility is in need of upgrades to improve operations, ensure regulatory compliance and meet future demand for capacity. Solution: At its April 22, 2024 meeting, the Webb County Commissioners Court awarded Competitive Sealed Proposal (CSP) 2024-001 “ARPA Project No. 1-Rio Bravo Wastewater Treatment Facility Improvements” to JMC Contractors to undertake facility upgrades to the Rio Bravo Waste Water Treatment Facility. Result: Upgrades will increase treatment plant capacity in order to meet future demands.

Presentation and discussion by the Rio Grande International Study Center to collaborate jointly with Webb County and the City of Laredo for the $3,799,996 grant award from the national park service for its Outdoor Recreation Legacy Partnership (ORLP) program for the purposes of a project referred to as Project Uno – Conservation Park Project located in the Zacate Creek Watershed; with possible action to provide the $2,000,000 Webb county cash match; and any other matters incident thereto. Issue: This City/County project was 1 of 14 grants awarded across the United States. The ORLP grant award federal share is for $3,799,996. The City and County have partnered to come up with the dollar for dollar match to this amount for a total project cost of $7,599,996. City of Laredo has committed $1.8 million and Webb County has committed $2 million if awarded. Solution: Identify $2 million dollars in County matching funds for this awarded grant. Result: Once City and County commit their cash match, project can commence.

39. Discussion and possible action to approve a settlement for $900.00 with Mr. Ricardo Bonilla Martinez regarding loss of use of his vehicle. Incident occurred on February 20, 2024, between a county vehicle and Ricardo Bonilla Martinez; and any matters incident thereto. [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.071 (1)(A)(Consultation with Attorney regarding pending settlement offer)] Issue: A two-vehicle incident involving a Community Action Agency-Meals on Wheels (2021 Ford Transit Van) and a 2008 White Cadillac by Mr. Ricardo Bonilla Martinez, damage was sustained against claimant's vehicle. Solution: To approve settlement as recommended. Result: Once the settlement is approved, Ricardo Bonilla Martinez , as Claimant, will release Webb County for all property claims regarding his 2008 White Cadillac.

Discussion and possible action to approve property settlement and release agreement with The Hartford Insurance on behalf of Luis Fernando Diaz for $1,926.09 as a result of a motor vehicle accident that occurred on March 22, 2024 on Hwy 59 and Bob Bullock Loop 20, Laredo, Texas and any other matters incident thereto. [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.071 (1)(A)(Consultation with Attorney regarding pending settlement offer)] Issue: A two-vehicle minor collision involving Sheriff motor vehicle unit #27-475 (2023 Chevrolet Tahoe) and a (2020 Chevrolet Silverado) Pearce Renewables Energy Company motor vehicle driven by Luis Fernando Diaz, damage sustained on both vehicles. The County was not at fault. Solution: To approve the property settlement regarding the Sheriff's motor vehicle unit #27-475. Result: Once property settlement is approved, Webb County, as claimant, will release Pearce Renewables Energy Company (Luis Fernando Diaz) and their insurance (The Hartford) for all property claims regarding unit #27-475.

Discussion and possible action to settle a property claim in the amount of $3,116.26 (in addition to potential incurred vehicle rental fees not to exceed $2,000.00) due to a motor vehicle accident claim brought by The Green Law Firm regarding an automobile accident that occurred on March 14, 2024, involving a county vehicle and his client; and any other matters incident thereto.
