1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources, Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Civil Legal Division
14. Discussion and possible action to enter into Work Authorization #3 for Surveying Services with Howland Engineering and Surveying Co. for a Boundary Survey and metes and bounds description for Road Closure of the Old Wormser Road (+/- 1.30 Miles), Laredo, Webb County, Texas in an amount not to exceed Ten Thousand Nine Hundred Thirty Dollars ($10,930.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Funding #1001-1130-001-432001 (Professional Services)]

Discussion and possible action to enter into an architectural services contract (AIA Document B101-2017 Standard Form of Agreement Between Owner and Architect) with PDG, LLC d/b/a Heckenkemper Golf Course Design for reconfiguration of the Casa Blanca Golf Course due to the proposed Loop 20/U.S. 59 right-of-way taking by the State of Texas of part of the golf course, a golf course master plan, renovations to the clubhouse, parking areas, maintenance facility cart barn. restrooms and entry with said architectural fees not to exceed Five Hundred Ninety-Seven Thousand Two Hundred Sixteen Dollars ($597,216,00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. 16. Discussion and possible action to approve a Change Order amount not to exceed $100,000.00 for Company/Firm to hire a third-party Engineer to design a new Septic Tank System and for the Company/Firm to also contract a Licensed Septic System Installer to ensure and uphold the integrity of the facility at the Webb County Southern Health Facility. And to further approve such Change Order to install a six-inch (6") diameter pipe as per city building code to allow for future Sanitary Sewer expansion to connect building sanitary sewer near the 60-foot off-site acces Utility Easement or by Paseo De Los Santos City Street Right of Way (ROW). The proposed change order will be facilitated through the Company/Firm, and will involve the County Judge signing any relevant documents. Issue: It is imperative to design and install a new Septic System at the Webb County Southern Health Facility to handle the wastewater generated and ensure it is installed at the proper depth as outlined by the Texas Commission on Environmental Quality (TCEQ) and the International Plumbing Code, as addressed by the City of Laredo Developmental Services for the newly constructed Health Facility. Solution: To address this concern, the proposed solution is to hire an independent Professional Licensed Engineer and Licensed Septic Tank installer through a Company/Firm to design, construct and supervise the construction of a new Septic Tank System and related future sanitary sewer pipe expansion. Result: Engaging a third-party Engineer, P.E., and a specialist Licensed Septic System Installer through the Company/Firm for this purpose would streamline the process and eliminate the need for a separate procurement process for this specific project.
17. Discussion and possible action to approve the closeout and release of retainage in the amount not to exceed $88,804.76 to Quantcorp Construction, LLC, for the Webb County Detoxification Facility Project; and authorize the County Judge sign any relevant documents and any other matters incident thereto. [Income Series 2020 - Fund 3907] Issue: This project has been completed. Solution: Approve and release retainage amount and close out project. Result: Completion of project.
7. Purchasing
18. Discussion and possible action to reject all proposals submitted for Request for Proposal (RFP) 2024-007 "Youth Residential Drug Treatment Services" for the Webb County Youth Village 16-Bed Rehabilitation Facility and any other matters incident thereto. Issue: Two (2) formal proposals were submitted for RFP 2024-007 "Youth Residential Drug Treatment Services". After careful review, the Scoring Committee and the Webb County Purchasing Agent is recommending for the Webb County Commissioners Court to consider rejecting all proposals. Solution: Consideration to approve recommendation by Scoring Committee and the Purchasing Agent due to an incomplete proposal lacking the required forms and other relevant information requested by Webb County and a secondary submission who's proposed use of facility is not in conjunction with the scope of services published and as authorized by the Webb County Commissioners Court. Result: The Purchasing Agent will notify both participating respondents in writing of final Commissioners Court action taken.
Webb County Fairgrounds
19. Discussion and possible action to approve the closeout and release of retainage in the amount of $38,547.13 to RRR Sealcoat & Striping, LLC., for the Webb County Fairgrounds Parking Lot Improvements Project Phase II; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #3900-206000 (Retainage Payable) and #3901-206000 (Retainage Payable)] Issue: This project has been completed. Solution: Approve and release retainage amount and closeout project. Result: Completion of project.
9. Honorable Tano E. Tijerina, Webb County Judge
20. Discussion and possible action to enter into an architectural services agreement (AIA Document B101 - 2017 Standard Form of Agreement Between Owner and architect as amended) with JHS Architect, Inc. revising and replacing an assigned agreement (previously approved by Webb County on October 23, 2023) for the design (construction plans and specifications) of the Webb County Veterans Building Rehabilitation and Preservation Project for Phase I which consists of the development of construction document (plans and specs) necessary to stabilize the building and renovate the exterior of the building (with Texas Historical Commission approvals), including new roofing and electrical (electrical may be deferred to Phase II) and Phase II which consists of the development of construction documents (plans and specs) necessary to complete the interior of the building, landscaping and parking area for use as a Veteran’s Service Center and Museum in an amount not to exceed Four Hundred Thirty-Three Thousand Eight Hundred Dollars ($433,800.00) and One Hundred Sixty-Three Four Hundred Twenty-Five Dollars ($163,425.0) for civil engineering, landscape architect, acoustical audiovisual consultant and museum exhibit consultant for a total cost of Five Hundred Ninety-Seven Thousand Two Hundred Twenty-Five Dollars ($597,225.00), approving the project as ARPA funded and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [ARPA Revenue Replacement Funds]
21. Discussion and possible action to authorize the purchase, fabrication and installation of lettering and seals for the naming of the Webb County Justice Center to Dean Senator Judith Zaffirini Justice Center, to include professional signage on the southern main entrance to building, both the southwest and southeast sides of building and garage ramp entrance located on the northwest section of the Justice Center for an amount not to exceed $85,000.00 from Chandler Signs and to further authorize the transfer of funds from the General Operational Reserve account #1001-1130-001-431007-010 to the General Fund Building Maintenance Repairs & Maintenance - Justice Center account #1001-1100-001-443000-255 and any other matters incident thereto. [Account #1001-1100-001-443000-255 (General Fund - Building Maintenance - Administration - Repairs & Maintenance - Justice Center)] Issue: Commissioners Court approved the dedication and renaming of the Webb County Justice Center to the Dean Senator Judith Zaffirini Justice Center in Webb County in honor of State Senator Judith Zaffirini, dean of the Texas Senate and member of the State Senate since 1987, representing the 21st Senatorial District and honoring and recognizing Senator Zaffirini for her endless hours promoting and being an advocate for the judiciary in Texas and Webb County while sitting on numerous judicial committees. Solution: Authorize the proposed design and locations of signage identified on the attached Design plan as locations A, B, C, D1, D2, & D3. to include the fabrication, delivery and installation in accordance with the City of Laredo building codes and any other signage regulations and/or historical zoning requirements if applicable. Result: If approved, proceed with the official order and transfer of funds. Estimated time of completion is late August or early September of 2024.
22. Discussion and possible action authorizing the inclusion of the Webb County Veterans Building Rehabilitation and Preservation Project Phase I for available American Rescue Plan Act (ARPA) funding within the revenue replacement line item category in an amount not to exceed $4,000,000.00; and any other matters incident thereto.
