3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Agri-Life Extension, Business Office, Human Resources, Judicial Collections, Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. Honorable Oscar J. Hale, Jr., 406th District Court
21. Discussion and possible action to authorize a new temporary slot (From October to December 2024) to prepare, for a period of three months, the individual who will fill the vacancy of the Associate Judge once Judge David Garcia takes office on January 1, 2025. Slot # Title Hourly Rate/Salary New Associate District Judge $71.16 / $48,287.63 Issue: The current associate district judge will take his new office effective January 1, 2025, and it will create a vacancy. The judges would like to hire a replacement to fill the position at least 60 days before the vacancy occurs to allow the new person to receive training regarding our magistration process so that they can have a smooth transition in January 2025. Solution: Create a temporary slot to prepare, for a period of three months, the individual who will fill the vacancy once Judge David Garcia takes his new office. Result: The hired individual will be prepared to take on his responsibilities as the Associate Judge for the District Courts, in particular the magistration duties.
6. Human Resources
22. Discussion and possible action to acknowledge the resignation of the county Capital Projects Infrastructure director effective July 26th, 2024 and to further appoint an interim director and solicit qualified applicants for the position; and any other matters incident thereto.
7. Civil Legal Division
23. Discussion and possible action to enter into a Contractual Agreement with SIMA Contractors, LLC involving the removal and installation of tile flooring (Renovation Project) for the Justice of the Peace Precinct 2, Place 1 office in the amount of SEVENTY SIX THOUSAND EIGHT HUNDRED DOLLARS ($76,800.00) and any matters incident thereto, and authorizing the County Judge to execute all relevant documents. [Account #1001-2160-001-470000 (General Fund-JP Pct. 2, Pl. 1 R Quintana-Administration-Capital Outlay)] Issue: The office of the Justice of the Peace Precinct 2, Place 1 is in need of new tile flooring. The Commissioners Court authorized the Purchasing Agent to send out an "Invitation to Bid ("ITB") 2024-007 for such work. Solution: At the Commissioners Court Meeting of July 8, 2024, the court awarded ITB 2024-007 to SIMA Contractors, LLC to do the renovation work (removal and installation of tile flooring). Result: The Contractor will substantially complete the project within 90 calendar days from the Issuance of the "Notice to Proceed" by the engineering department.
24. Discussion and possible action to enter into an architectural services contract (AIA Document B104-2017 Standard Abbreviated Form of Agreement Between Owner and Architect) with Steven Land Tillotson, PLLC for the design (construction plans and specifications) for the Casa Ortiz roof (removal of existing deteriorated roof and installation of new roofing membrane and metal roofing) in the amount of Seventy Six Thousand Five Hundred Dollars ($76,500.00) for the design and an additional amount of Thirteen Thousand Five Hundred Dollars ($13,500.00) for Supplemetnal Services, to include: Documentation and Diagnostics of Existing Conditions and Engineering Assessment of Roof Structure Assemblies for a total cost of Ninety Thousand Dollars ($90,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-1130-432001 (General Fund-General Operating Exp-Administration-Professional Services)] Issue: JJ Flores Roofing & Construction was contracted to do a condition assessment of the existing roof of Casa Ortiz. On January 4, 2024, the construction company published a Roof Inspection Report with a recommendation being for the County to consider the complete replacement of the roof due to extensive wear & considerable deterioration throughout the roof structure, which includes the built-up roof system, metal roof panels, and gutters/downspouts. Solution: At its April 22, 2024 commissioners court meeting, the commissioners court approved retaining Architect Steven Land Tillotson, FAIA to undertake the design work including preparation of construction documents for the Casa Ortiz roof replacement. Result: Enter into an Architectural Contract with Steven Land Tillotson, FAIA for the design (construction plans and specifications) regarding Roof Replacement and associated Repairs to Casa Ortiz.
25. Discussion and possible action to enter into an architecture services contract (AIA Document B104-2017-Standard Abbreviated Form of Agreement Between Owner and Architect) with EIKON Consulting Group, LLC for the design (construction plans and specifications) of the Webb County Emergency Operations Center (approximately 1,750 square feet of the 2nd Floor of the former HEB Building-1002 Farragut Street) for a total cost of One Hundred Forty Thousand Dollars ($140,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #2703-5205-001-474501 (American Rescue Plan Act of 2021-American Rescue Plan-Administrtion-Construction In Progess-Emegency Operation Center] Issue: The Webb County Commissioners Court designated the need for the construction of an Emergency Operations Center to be located on the second floor of the new Sheriff's Office Building located at 1002 Farragut Street and for ARPA funds to be used to design and construct the Emergency Operations Center. Solution: At its October 24, 2022 Commissioners Court Meeting, the Commissioners Court awarded RFQ 2022-016 "Emergency Operation Center Architectural Services" to EIKON Consulting Group, LLC to design (plans and specifications) for the construction of the Emergency Operation Center. Result: Eikon Consulting Group, LLC will do the Architectural Design of Webb County's Emergency Operations Center.
26. Discussion and possible action for Webb County, by Order, to waive all delinquent taxes, including penalty, interest and attorney fees, owed to Webb County on the real property legally described as Lot 9 & 10, Block 2, El Cenizo Unit 1 & 1E, Webb County, Texas, or more commonly known as 621 Hernandez, El Cenizo, Texas in the amount of $7,383.06, and for Webb County to transfer its property interest in said property to the City of El Cenizo, Texas with the understanding and agreement that the City of El Cenizo will use said real property to build an inner-city park. [Executive Session may be requested pursuant to Texas Government Code Section 551.072 (Deliberation Regarding Real Property)] Issue: Webb County owns an interest in the Property along with the United Independent School District and the City of El Cenizo by virtue of a Sheriff's Deed since August 2015. The City of El Cenizo has approached Webb County about donating its property interest in said property to the City of El Cenizo who will be seeking to build a park on said property. Solution: Webb County waives the ad valorem taxes owed them and transfers its property interest in a Special Warranty Deed to the City of El Cenizo with the condition that it be used as a public park, otherwise the property would revert to Webb County. Result: El Cenizo would be able to build a city park as outright owner of the property.
27. Discussion and possible action to enter into an architectural services contract (AIA B104-2017- Standard Abbreviated Form of Agreement Between Owner and Architect) with Madeline Anz Slay Architecture, LLC for the design (construction plans and specifications) for the renovation to the existing Webb County Fairground Facility to include but not limited to Pavilion restrooms and concession areas, outside restrooms, restaurant restrooms, restaurant walls/flooring and kitchen areas for a total cost of One Hundred Ten Thousand One Hundred Twenty-Five Dollars ($110,125.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services] Issue: The Webb County Fairgrounds Facility is in need of renovations in order for the County to provide a quality venue that can be rented to the community and special interest groups. Solution: At its November 13, 2023 meeting, the Webb County Commissioners Court authorized the Webb County Purchasing Agent to solicit Request for Qualifications for Architectural Services in order to design (plans and specifications) and contract administration for renovations to the Webb County Fairgrounds Facility. At its January 8, 2024 meeting the Webb County Commissioners Court awarded Request for Qualifications (RFQ) 2024-003 “Architectural Services for Renovations to Fairgrounds Facility” to Slay Architecture to undertake the renovation work to the Fairgrounds Facility. Result: Slay Architecture will provide the design work for the renovation to the existing Webb County Fairground Facility to include but not limited to Pavilion restrooms and concession areas, outside restrooms, restaurant restrooms, restaurant walls/flooring and kitchen areas.
28. Discussion and possible action to enter into an architectural services contract (AIA B104-2017- Standard Abbreviated Form of Agreement Between Owner and Architect) with X Architecture Collective, LLC for the design (construction plans and specifications) for the renovation to the two-story building known as the Webb County Youth Village Rehabilitation Center for the Community Action Agency’s Meals on Wheels and Community Social Services Programs for a total cost of One Hundred Twenty-Nine Thousand Six Hundred Ninety-Three Dollars Thirty-Three Cents ($129,693.33) with Webb County separately contracting with a Civil Engineer to address installation of propane gas lines to the building for gas ovens as well addressing additional accessible parking spots and accessible path to the building and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #2703-5205-001-432001-214 (ARPA Funds)] Issue: Currently, the building used for the Meals on Wheels and Social Services Programs does not allow for expansion of its services to better meet the demands for these services. Webb County is seeking to relocate the Community Action Agency’s Meal on Wheels and Social Services Programs to the Webb County Youth Village Rehabilitation Center; however, said facility will have to undergo renovation work to house both Programs. Solution: At its December 11, 2023 meeting, the Webb County Commissioners Court awarded Request for Qualifications (RFQ) 2024-001 “ARPA Project Architectural Services for the Community Action Agency’s Meals on Wheels & Nutrition Program” to X Architecture Collective LLC to undertake the renovation work to the Webb County Youth Village Rehabilitation Center. Result: Housing the Meals on Wheels and Social Services Programs will allow these Programs to meet the rise in the demand for their services.
8. Purchasing
29. Discussion and possible action to award Request for Proposal (RFP) 2024-008 "Agricultural Hunting and Grazing Lease - Penjamo & Llano Pastures" to sole respondent, Rafter D. Cattle, Co., and to further approve the sole bid amount of $17.81 per acre (Total Acreage 8,829.57) for a total annual fee of $157,254.64 for an initial term of five (5) years with one (1) option to extend for two (2) years pursuant to the Texas Local Government Code; Section 263.003 (School Lands) and Section 263.007 (Sale or Lease of Real Property Through Sealed Bid Procedure) and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Account #5100-8010-362200 - Grazing Lease] Issue: The current hunting and grazing lease expired on June 23rd, a Fair Market Value appraisal was secured to set the minimum bid amount accepted by Webb County. Rafter D. Cattle was sole respondent. Solution: Consideration to award to sole respondent, Rafter D. Cattle, Co. Result: If approved, leasing of designated Texas School Lands will continue to generate revenue for the benefit of school districts located inside Webb County.
30. Discussion and possible action to accept the rankings and award (RFQ) Request for Qualifications 2024-012 "ARPA Project No. 24 - Hydrologic & Hydraulic Study for San Carlos Phase I and Tanquecitos Colonias" to the highest-ranking respondent, Porras Nance Engineering in accordance with the Professional Services Procurement Act and the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms, conditions, and associated fees of the professional service agreement and any other matters incident thereto. The study will provide Webb County with both a drainage improvement report and recommendations for mitigation to minimize future flooding in the impacted areas. Result: If approved, authorize General Counsel to negotiate the terms and conditions of the professional services agreement to include any federal contract provisions required.
31. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2024-007 "ARPA Project No. 20 - Rio Bravo Drainage Outfall Rehabilitation & Maintenance Improvement Project", to the highest ranking offeror, Gilmar Construction LTD, in an amount not to exceed $963,300.00, pursuant to the Texas Government Code; Sub-Chapter D. Competitive Sealed Proposal Method, §2269.155 (Selection of Offeror) and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to authorize General Counsel to prepare the construction contract to include any federal contract provision requirements for final bid amount approved and to further authorize the County Judge to execute the construction contract and any other matters incident thereto. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2024-005 “Webb County Fairgrounds Parking Lot Improvements – Phase III”, to the highest-ranking offeror, Summit Building & Design in an amount not to exceed the total base bid (asphalt option) of $4,047,000.75 or total base bid + alternate #1 (concrete option) of $7,321,385.00 pursuant to the Texas Government Code; Sub-Chapter D. Competitive Sealed Proposal Method, §2269.151 (Selection of Offeror) and to authorize General Counsel to finalize the construction contract for final bid amount(s) approved and to further authorize the County Judge to execute the construction contract and any other matters incident thereto. Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2024-013 "Civil Engineering Services for Las Lomas Paving Project" to GDJ Engineering LLC, for the preparation of design work, estimated construction costs, preparation of construction documents and construction administration for Las Lomas Road Paving Project consisting of approximately 7,133 linear feet of roadway requiring but not limited to new asphalt overlay and pavement markings; pursuant to the Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms, conditions, and applicable fees for Commissioners Court's consideration and any other matters incident thereto. 34. Discussion and possible action to authorize the purchase of six (6) APX-4500 Enhanced VHF Mobile Radios from Motorola Solutions, Inc. (HGAC (TX)-RA05-21) for the Webb County Fire Department pursuant to §271.101 and §271.102, of the Texas Local Government Code, Cooperative Purchasing Program in an amount not to exceed $31,400.46 and to further authorize the transfer of funds from the General Operating Reserve Capital Outlay account 1001-1130-001-470000 to the Fire Departments Capital Outlay account 001-3140-001-470000 and any other matters incident thereto. [Account #1001-3140-001-470000 (General Fund-Fire & EMS Services-Administration-Capital Outlay)] Issue: The Webb County Fire Department is requesting additional mobile radios for new units received and to replace older mobile units that are no longer compatible with required programming and updates for this communication equipment. Solution: Consideration to purchase the requested mobile radios from a reputable vendor with a cooperative contract meeting all the competitive bidding requirements of the State of Texas. Result: If approved, order will be placed and estimated time of delivery is 4 - 6 weeks.
35. Discussion and possible action to authorize the purchase of eight (8) APX-6000 VHF MHZ Model 2.5 Portable Radios from Motorola Solutions, Inc. (HGAC Cooperative Contract #RA05-21) for the Webb County Fire Department pursuant to §271.101 and §271.102, of the Texas Local Government Code, Cooperative Purchasing Program in an amount not to exceed $55,544.88 and to further authorize the transfer of funds from the General Operating Reserve Capital Outlay account 1001-1130-001-470000 to the Fire Departments Capital Outlay account 001-3140-001-470000 and any other matters incident thereto. [Account #1001-3140-001-470000 (General Fund-Fire & EMS Services Administration - Capital Outlay)] Issue: The Webb County Fire Department is requesting additional portable radios for new Southern fire station operation. Solution: Consideration to purchase the requested portable radios from a reputable vendor with a cooperative contract meeting all the competitive bidding requirements of the State of Texas. Result: If approved, order will be placed and estimated time of delivery is 4 - 6 weeks.
36. Discussion and possible action to authorize the purchase of one (1) morgue refrigerated container and/or trailer for the Medical Examiners Office with a low floor easy access ramp system, and optional accessories such as an aluminum racking system, a diesel generator and a cadaver hydraulic lift, if required and to further authorize the use of the general reserve fund - capital outlay account and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund-General Operating Exp-Administration-Capital Outlay)] Issue: The leased refrigerated trailer is no longer cooling properly and Lessor has informed the Medical Examiners Office that it will no longer continue leasing the unit to Webb County. Solution: Consideration to purchase one refrigerated unit for the Medical Examiners operation from the recommended options presented by the County Purchasing Agent. Result: If approved, a new refrigerated unit will supplant the existing leased unit that needs to be returned to Lessor.
37. Discussion and possible action to authorize the purchase of selected portable restroom trailers as presented by the Webb County Purchasing Agent for the Webb County Fairgrounds Department and/or any other County site as deemed necessary by Commissioners Court and to further authorize the transfer of funds from the General Operating Reserve fund to the Webb County Fairgrounds capital outlay account in an amount not to exceed the total cost of selected portable restrooms and any other matters incident thereto. [Account #2031-1010-001-470000 (Webb County Fairgrounds - Commissioners Court Administration Capital Outlay)] Issue: Portable Restrooms are needed for year round events scheduled at the Webb County Fairgrounds and/or as needed for other County sponsered events or operations. Solution: Review and consider authorizing the purchase of selected portable restrooms with trailers subject to budget availability. Result: If approved, proceed with the transfer of funds and order as directed by the Commissioners Court.
38. Discussion and possible action to authorize repairs and installation of a new Jail kitchen floor utilizing a high strength commercial epoxy (Stonclad UT 1/4" with UT7 Topcoat) for approximately 2,500 square feet to include a five (5) year warranty from Stonhard (TIPs Contract No. 23110102) in an amount not to exceed $93,000.00 including the required payment bond and insurances pursuant to Sections 271.101 and 271.102 of the Texas Local Government Code, Cooperative Purchasing program; and to further authorize the transfer of funds from the General Operating Reserve Capital Outlay account 1001-1130-001-470000 to the Webb County Jail Capital Outlay account 001-4070-001-470000 and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail-Administration-Capital Outlay)] Issue: The Webb County Jail kitchen floor is deteriorating and requires a seal-proof flooring system to protect it from daily high foot traffic, grease, water, oils and cleaning products used for daily maintenance. Solution: Consideration to authorize the use of a reputable vendor utilizing a cooperative contract that meets the competitive bidding requirements of the State of Texas. Result: If approved, general counsel will proceed with the execution of a construction contract for the floor renovations at the Webb County Jail.
39. Discussion and possible action to authorize the purchase of one (1) APX-6500 Enhanced VHF Mobile radios including programming and installation for a total amount not to exceed $7,009.31 from Motorola (TX DIR Contract TSO-4101) for the Webb County Constable Pct. 1 Office and in accordance with the Texas Local Government Code; Sub-Chapter F. Cooperative Purchasing Program, §271.101, §271.102 (Cooperative Purchasing Program Participation) and to further authorize the transfer of funds from the General Operating Capital Outlay account #1001-1130-001-470000 to the Constable’s Capital Outlay account #1001-3150-001-470000 and any other matters incident thereto. [Account #1001-3150-001-470000 (Capital Outlay-Constable Pct. 1)] Issue: A mobile radio is being requested as part of the upfitting of a leased police unit. Solution: Consideration to authorize the transfer of funds to cover the requested expense for law enforcement operations. Motorola has a cooperative contract with HGAC, meeting all competitive bidding requirements of the State of Texas. Result: If approved, proceed with order. The estimated time of delivery and installation is 60 days or less.

Cooperative Purchasing Program, §271.101, §271.102 (Cooperative Purchasing Program Participation) and to further authorize the transfer of funds from the General Operating Capital Outlay account 1001-1130-001-470000 to the Constable’s Capital Outlay account 1001-3150-001-470000 and any other matters incident thereto. CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. Honorable Oscar J. Hale, Jr., 406th District Court
21. Discussion and possible action to authorize a new temporary slot (From October to December 2024) to prepare, for a period of three months, the individual who will fill the vacancy of the Associate Judge once Judge David Garcia takes office on January 1, 2025. Slot # Title Hourly Rate/Salary New Associate District Judge $71.16 / $48,287.63 Issue: The current associate district judge will take his new office effective January 1, 2025, and it will create a vacancy. The judges would like to hire a replacement to fill the position at least 60 days before the vacancy occurs to allow the new person to receive training regarding our magistration process so that they can have a smooth transition in January 2025. Solution: Create a temporary slot to prepare, for a period of three months, the individual who will fill the vacancy once Judge David Garcia takes his new office. Result: The hired individual will be prepared to take on his responsibilities as the Associate Judge for the District Courts, in particular the magistration duties.

22. Discussion and possible action to acknowledge the resignation of the county Capital Projects Infrastructure director effective July 26th, 2024 and to further appoint an interim director and solicit qualified applicants for the position; and any other matters incident thereto.
7. Civil Legal Division
23. Discussion and possible action to enter into a Contractual Agreement with SIMA Contractors, LLC involving the removal and installation of tile flooring (Renovation Project) for the Justice of the Peace Precinct 2, Place 1 office in the amount of SEVENTY SIX THOUSAND EIGHT HUNDRED DOLLARS ($76,800.00) and any matters incident thereto, and authorizing the County Judge to execute all relevant documents. [Account #1001-2160-001-470000 (General Fund-JP Pct. 2, Pl. 1 R Quintana-Administration-Capital Outlay)] Issue: The office of the Justice of the Peace Precinct 2, Place 1 is in need of new tile flooring. The Commissioners Court authorized the Purchasing Agent to send out an "Invitation to Bid ("ITB") 2024-007 for such work. Solution: At the Commissioners Court Meeting of July 8, 2024, the court awarded ITB 2024-007 to SIMA Contractors, LLC to do the renovation work (removal and installation of tile flooring). Result: The Contractor will substantially complete the project within 90 calendar days from the Issuance of the "Notice to Proceed" by the engineering department.
24. Discussion and possible action to enter into an architectural services contract (AIA Document B104-2017 Standard Abbreviated Form of Agreement Between Owner and Architect) with Steven Land Tillotson, PLLC for the design (construction plans and specifications) for the Casa Ortiz roof (removal of existing deteriorated roof and installation of new roofing membrane and metal roofing) in the amount of Seventy Six Thousand Five Hundred Dollars ($76,500.00) for the design and an additional amount of Thirteen Thousand Five Hundred Dollars ($13,500.00) for Supplemetnal Services, to include: Documentation and Diagnostics of Existing Conditions and Engineering Assessment of Roof Structure Assemblies for a total cost of Ninety Thousand Dollars ($90,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-1130-432001 (General Fund-General Operating Exp-Administration-Professional Services)] Issue: JJ Flores Roofing & Construction was contracted to do a condition assessment of the existing roof of Casa Ortiz. On January 4, 2024, the construction company published a Roof Inspection Report with a recommendation being for the County to consider the complete replacement of the roof due to extensive wear & considerable deterioration throughout the roof structure, which includes the built-up roof system, metal roof panels, and gutters/downspouts. Solution: At its April 22, 2024 commissioners court meeting, the commissioners court approved retaining Architect Steven Land Tillotson, FAIA to undertake the design work including preparation of construction documents for the Casa Ortiz roof replacement. Result: Enter into an Architectural Contract with Steven Land Tillotson, FAIA for the design (construction plans and specifications) regarding Roof Replacement and associated Repairs to Casa Ortiz.
25. Discussion and possible action to enter into an architecture services contract (AIA Document B104-2017-Standard Abbreviated Form of Agreement Between Owner and Architect) with EIKON Consulting Group, LLC for the design (construction plans and specifications) of the Webb County Emergency Operations Center (approximately 1,750 square feet of the 2nd Floor of the former HEB Building-1002 Farragut Street) for a total cost of One Hundred Forty Thousand Dollars ($140,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #2703-5205-001-474501 (American Rescue Plan Act of 2021-American Rescue Plan-Administrtion-Construction In Progess-Emegency Operation Center] Issue: The Webb County Commissioners Court designated the need for the construction of an Emergency Operations Center to be located on the second floor of the new Sheriff's Office Building located at 1002 Farragut Street and for ARPA funds to be used to design and construct the Emergency Operations Center. Solution: At its October 24, 2022 Commissioners Court Meeting, the Commissioners Court awarded RFQ 2022-016 "Emergency Operation Center Architectural Services" to EIKON Consulting Group, LLC to design (plans and specifications) for the construction of the Emergency Operation Center. Result: Eikon Consulting Group, LLC will do the Architectural Design of Webb County's Emergency Operations Center.
26. Discussion and possible action for Webb County, by Order, to waive all delinquent taxes, including penalty, interest and attorney fees, owed to Webb County on the real property legally described as Lot 9 & 10, Block 2, El Cenizo Unit 1 & 1E, Webb County, Texas, or more commonly known as 621 Hernandez, El Cenizo, Texas in the amount of $7,383.06, and for Webb County to transfer its property interest in said property to the City of El Cenizo, Texas with the understanding and agreement that the City of El Cenizo will use said real property to build an inner-city park. [Executive Session may be requested pursuant to Texas Government Code Section 551.072 (Deliberation Regarding Real Property)] Issue: Webb County owns an interest in the Property along with the United Independent School District and the City of El Cenizo by virtue of a Sheriff's Deed since August 2015. The City of El Cenizo has approached Webb County about donating its property interest in said property to the City of El Cenizo who will be seeking to build a park on said property. Solution: Webb County waives the ad valorem taxes owed them and transfers its property interest in a Special Warranty Deed to the City of El Cenizo with the condition that it be used as a public park, otherwise the property would revert to Webb County. Result: El Cenizo would be able to build a city park as outright owner of the property.
27. Discussion and possible action to enter into an architectural services contract (AIA B104-2017- Standard Abbreviated Form of Agreement Between Owner and Architect) with Madeline Anz Slay Architecture, LLC for the design (construction plans and specifications) for the renovation to the existing Webb County Fairground Facility to include but not limited to Pavilion restrooms and concession areas, outside restrooms, restaurant restrooms, restaurant walls/flooring and kitchen areas for a total cost of One Hundred Ten Thousand One Hundred Twenty-Five Dollars ($110,125.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services] Issue: The Webb County Fairgrounds Facility is in need of renovations in order for the County to provide a quality venue that can be rented to the community and special interest groups. Solution: At its November 13, 2023 meeting, the Webb County Commissioners Court authorized the Webb County Purchasing Agent to solicit Request for Qualifications for Architectural Services in order to design (plans and specifications) and contract administration for renovations to the Webb County Fairgrounds Facility. At its January 8, 2024 meeting the Webb County Commissioners Court awarded Request for Qualifications (RFQ) 2024-003 “Architectural Services for Renovations to Fairgrounds Facility” to Slay Architecture to undertake the renovation work to the Fairgrounds Facility. Result: Slay Architecture will provide the design work for the renovation to the existing Webb County Fairground Facility to include but not limited to Pavilion restrooms and concession areas, outside restrooms, restaurant restrooms, restaurant walls/flooring and kitchen areas.
28. Discussion and possible action to enter into an architectural services contract (AIA B104-2017- Standard Abbreviated Form of Agreement Between Owner and Architect) with X Architecture Collective, LLC for the design (construction plans and specifications) for the renovation to the two-story building known as the Webb County Youth Village Rehabilitation Center for the Community Action Agency’s Meals on Wheels and Community Social Services Programs for a total cost of One Hundred Twenty-Nine Thousand Six Hundred Ninety-Three Dollars Thirty-Three Cents ($129,693.33) with Webb County separately contracting with a Civil Engineer to address installation of propane gas lines to the building for gas ovens as well addressing additional accessible parking spots and accessible path to the building and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #2703-5205-001-432001-214 (ARPA Funds)] Issue: Currently, the building used for the Meals on Wheels and Social Services Programs does not allow for expansion of its services to better meet the demands for these services. Webb County is seeking to relocate the Community Action Agency’s Meal on Wheels and Social Services Programs to the Webb County Youth Village Rehabilitation Center; however, said facility will have to undergo renovation work to house both Programs. Solution: At its December 11, 2023 meeting, the Webb County Commissioners Court awarded Request for Qualifications (RFQ) 2024-001 “ARPA Project Architectural Services for the Community Action Agency’s Meals on Wheels & Nutrition Program” to X Architecture Collective LLC to undertake the renovation work to the Webb County Youth Village Rehabilitation Center. Result: Housing the Meals on Wheels and Social Services Programs will allow these Programs to meet the rise in the demand for their services.

29. Discussion and possible action to award Request for Proposal (RFP) 2024-008 "Agricultural Hunting and Grazing Lease - Penjamo & Llano Pastures" to sole respondent, Rafter D. Cattle, Co., and to further approve the sole bid amount of $17.81 per acre (Total Acreage 8,829.57) for a total annual fee of $157,254.64 for an initial term of five (5) years with one (1) option to extend for two (2) years pursuant to the Texas Local Government Code; Section 263.003 (School Lands) and Section 263.007 (Sale or Lease of Real Property Through Sealed Bid Procedure) and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Account #5100-8010-362200 - Grazing Lease] Issue: The current hunting and grazing lease expired on June 23rd, a Fair Market Value appraisal was secured to set the minimum bid amount accepted by Webb County. Result: If approved, leasing of designated Texas School Lands will continue to generate revenue for the benefit of school districts located inside Webb County.

Discussion and possible action to accept the rankings and award (RFQ) Request for Qualifications 2024-012 "ARPA Project No. 24 - Hydrologic & Hydraulic Study for San Carlos Phase I and Tanquecitos Colonias" to the highest-ranking respondent, Porras Nance Engineering in accordance with the Professional Services Procurement Act and the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms, conditions, and associated fees of the professional service agreement and any other matters incident thereto. (HGAC (TX)-RA05-21) for the Webb County Fire Department pursuant to §271.101 and §271.102, of the Texas Local Government Code, Cooperative Purchasing Program in an amount not to exceed $31,400.46 and to further authorize the transfer of funds from the General Operating Reserve Capital Outlay account 1001-1130-001-470000 to the Fire Departments Capital Outlay account 001-3140-001-470000 and any other matters incident thereto. [Account #1001-3140-001-470000 (General Fund-Fire & EMS Services-Administration-Capital Outlay)] Issue: The Webb County Fire Department is requesting additional mobile radios for new units received and to replace older mobile units that are no longer compatible with required programming and updates for this communication equipment. Solution: Consideration to purchase the requested mobile radios from a reputable vendor with a cooperative contract meeting all the competitive bidding requirements of the State of Texas. Result: If approved, order will be placed and estimated time of delivery is 4 - 6 weeks.
35. Discussion and possible action to authorize the purchase of eight (8) APX-6000 VHF MHZ Model 2.5 Portable Radios from Motorola Solutions, Inc. (HGAC Cooperative Contract #RA05-21) for the Webb County Fire Department pursuant to §271.101 and §271.102, of the Texas Local Government Code, Cooperative Purchasing Program in an amount not to exceed $55,544.88 and to further authorize the transfer of funds from the General Operating Reserve Capital Outlay account 1001-1130-001-470000 to the Fire Departments Capital Outlay account 001-3140-001-470000 and any other matters incident thereto. [Account #1001-3140-001-470000 (General Fund-Fire & EMS Services Administration - Capital Outlay)] Issue: The Webb County Fire Department is requesting additional portable radios for new Southern fire station operation. Solution: Consideration to purchase the requested portable radios from a reputable vendor with a cooperative contract meeting all the competitive bidding requirements of the State of Texas. Result: If approved, order will be placed and estimated time of delivery is 4 - 6 weeks.
36. Discussion and possible action to authorize the purchase of one (1) morgue refrigerated container and/or trailer for the Medical Examiners Office with a low floor easy access ramp system, and optional accessories such as an aluminum racking system, a diesel generator and a cadaver hydraulic lift, if required and to further authorize the use of the general reserve fund - capital outlay account and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund-General Operating Exp-Administration-Capital Outlay)] Issue: The leased refrigerated trailer is no longer cooling properly and Lessor has informed the Medical Examiners Office that it will no longer continue leasing the unit to Webb County. Solution: Consideration to purchase one refrigerated unit for the Medical Examiners operation from the recommended options presented by the County Purchasing Agent. Result: If approved, a new refrigerated unit will supplant the existing leased unit that needs to be returned to Lessor.

Discussion and possible action to authorize the purchase of selected portable restroom trailers as presented by the Webb County Purchasing Agent for the Webb County Fairgrounds Department and/or any other County site as deemed necessary by Commissioners Court and to further authorize the transfer of funds from the General Operating Reserve fund to the Webb County Fairgrounds capital outlay account in an amount not to exceed the total cost of selected portable restrooms and any other matters incident thereto. [Account #2031-1010-001-470000 (Webb County Fairgrounds - Commissioners Court Administration Capital Outlay)] Issue: Portable Restrooms are needed for year round events scheduled at the Webb County Fairgrounds and/or as needed for other County sponsered events or operations.
