2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Honorable Isidro Alaniz, District Attorney
16. Discussion and possible action to continue paying grant-funded personnel under OOG Grant No. 4376702, Operation Lone Star Grant Program (OLS), until notification about grant continuation award is received from the Criminal Justice Division by the Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Fund #2748 (payroll)] Issue: Current grant funding expires on August 31, 2024. The Operation Lone Star Grant Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after August 31, 2024. Solution: Grant a payroll extension until award notice is received for personnel working under this grant. Result: The Operation Lone Star Gant Program in Laredo/Webb County will continue to deter and interdict criminal activity and to assist in the execution of border security.
17. Discussion and possible action to approve a Cooperative Agreement, between Webb County District Attorney’s office and Laredo Police Department concerning the joint efforts between officers and prosecutor who will work closely with the LPD TAG unit, and the creation of a new prosecutor slot for this grant. The grant runs from March 18, 2024 to March 17, 2025 at which point LPD will re-apply. The Laredo Police Department will reimburse Webb County for payroll expenses including salary and fringe benefits in an amount not to exceed $153,000. There is not cash match required for this grant. Issue: There is evidence that an increasing amount of auto theft exists in Laredo, Texas area and that such illegal activity has a substantial and detrimental effect on the welfare of the people of Texas. Solution: Disrupt the illicit auto theft in Laredo by immobilizing targeted violators and auto theft organizations. Result: There is evidence that auto theft exists in Laredo, and surrounding areas and that such illegal activity has a substantial and detrimental effect on the welfare of the community. The D.A.’s Office prosecutor will collaborate between state and local law enforcement agencies by providing legal expertise and lead by DEA Task force participants. The objective is to disrupt the illicit drug traffic in Laredo and surrounding areas by immobilizing targeted violators and trafficking organizations; therefore minimizing the harmful effects of illegal drugs and organized crime.

19. Discussion and possible action to authorize the continuation of salary payment of 90 days (maximize) for the department's Truancy Juvenile Case Manager from Account #2734-2180-001 Truancy Juvenile Case Manager, Administration pending the release of approved funds OOG Texas Grant #3239808. Issue: Current grant will be expiring on August 31, 2024. The state has not yet released of approved grant funds for the position. Solution: Continuing funding the Truancy Juvenile Case Manager salary from allocated and sufficient funds from Account #2734-2180-001 Truancy Juvenile Case Manager. Result: The court's Truancy Juvenile Case Manager services will continue uninterrupted until funds are released by the state.
8. Casa Blanca Golf Course

Solution: To allow the budget officers to increase funding in these two accounts Result: This will allow for CBGC to continue to fund insurance for employees and fix the down equipment.
9. Civil Legal Division
21. Discussion and possible action to authorize Webb County, as Lessor, to enter into a Five (5) year (June 24, 2024 through June 23, 2029) Hunting and Grazing Lease Agreement with a Two (2) year renewal option with Cliff Davis d/b/a Rafter D Cattle Company, as Lessee, for the total sum of Seven Hundred Eighty-Six Thousand Two Hundred Seventy-Three Dollars Twenty Cents ($786,273.20) at $17.81 per acre over the Lease Term ($157,254.64 annually) pursuant to RFP 2024-008 "Agricultural Hunting and Grazing Lease-Penjamo & Llano Pastures", said pastures comprising approximately 8,829.57 acres, authorizing the County Judge to execute all relevant documents and any matters incident thereto. [Receivable to the School Land Funds] Issue: The Penjamo and Llano Pastures (School Lands) were granted to Webb County by the State of Texas with said pastures held in trust on behalf of the School Districts in Webb County. Webb County partly derives income from said pastures by leasing them on behalf of the School Districts. Solution: On April 8, 2024, the Commissioners Court directed the Purchasing Agent to solicit bids for a hunting and grazing lease for the Webb County School Land Penjamo and Llano Pastures (Abstract 503 & 504, Survey Numbers 1383, 1384) containing approximately 8,829.57 acres. Result: On August 8, 2024, the Commissioners Court awarded RFP 2024-008 "Agricultural Hunting and Grazing Lease-Penjamo & Llano Pastures" to the sole respondent, Rafter D. Cattle Company.
22. Discussion and possible action to enter into Amendment 1 to the Agreement for Engineering Services with Top Site Civil Group, LLC for Phase II of the Webb County Fairground Project in an amount not to exceed Three Hundred Fifteen Thousand Dollars ($315,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Funding - Fairgrounds C.O.]
23. Discussion and possible action to enter into four (4) agreements with RGM Land Management, LLC for Colonia site evaluation, design, and installation of On-Site Sewage Facilities (Septic Systems) involving four Colonia Properties for the following landowners: (1) Jesus E. Gonzalez, 889 Camino Del Este Road, Block 11, Lot 16 Colorado Acres (2) Hilario Gonzalez Mojica, 134 Los Centenarios Road, (3) Reyes Perez & Camille Easton Perez, 151 Los Centenarios Road, and (4) Kristopher L. Garcia, 135 Los Fresnos Road, with said property owners being third-party beneficiaries to the installation contracts in an amount not to exceed ONE HUNDRED EIGHTY-FIVE THOUSAND DOLLARS ($185,000.00), authorizing the County Judge to execute all relevant documents, and any other matters incident thereto. [Account #2703-5205-001-474502-101 (American Rescue Plan Act of 2021-American Rescue Plan-Administration-Infrastructure in Progress-Septic Systems Assistance Program)] Issue: On September 25, 2023, the Webb County Commissioners Court approved the "First Time On-Site Sewer Facilities (OSSF) or Replacement Program" (OSSF Program") for eligible Colonia residents to be able to have septic systems installed on their homestead property. Solution: At the August 26, 2024 Commissioners Court meeting, the Court awarded Invitation to Bid (ITB) 2024-008 "ARPA Project No.6-Spetic Tank Systems Site Evaluation, Design and Installation Project-Phase III" to RGM Land Mangement, LLC to do site evaluation, design, and septic system installation for four Colonia properties 1 in Colorado Acres, 2 in Los Centenarios, and 1 in Ranchitos Los Fresnos that met the eligibility requirements under the county's OSSF Program. Under each contract, the contractor has ninety (90) calendar days to complete the site evaluation, design, and septic system installation on each of the properties. Result: Four eligible county homestead landowners will receive a septic system in order for the property owners to be able to safely remove household wastewater.
24. Discussion and possible action to authorize Webb County, as Lessor, to enter into a Six-Month Agricultural Hunting and Grazing Lease Agreement (Cuchillas & Lomas Pastures) (September 1, 2024 through February 28, 2025) with James E. Kainer, as Lessee, for the total sum of Seventeen Thousand Five Hundred Sixty-Six Dollars Ninety-Eight Cents ($17,566.98) at $15.97 per acre over the Lease Term with said pastures comprising approximately 2,292 acres, authorizing the County Judge to execute all relevant documents and any matters incident thereto. [Receivable to the School Land Funds] Issue: The Cuchillas & Lomas Pastures (School Lands) were granted to Webb County by the State of Texas with said pastures held in trust on behalf of the School Districts in Webb County. Webb County partly derives income from said pastures by leasing them on behalf of the School Districts. Solution: James Kainer has been leasing the School Lands off Highway from Webb County; however, Grand Solar Texas II also has an active lease of the school lands for solar development of the School Lands. Recently, the Solar Company agreed for Mr. Kainer to continue to conduct hunting and grazing activities on the Pastures through February 2026. Result: Webb County will be getting receivables to the School Land Funds from Hunting and Grazing Activities.
Drug Court Program
25. Discussion and possible action to approve the posting and filling of two new slots (grant-funded), subject to the availability of payroll funds and any applicable Civil Service guidelines, effective September 9, 2024 for the Drug Court Program: Slot # Title Salary New Slot Drug Court Counselor I $65,000 (grant-funded) New Slot Drug Court Counselor II $60,000 (grant-funded) Issue: Two full-time grant-funded Drug Court Counselors will provide co-occurring substance-use disorder and mental health treatment services to the Webb County Adult Drug Court Program Clients. Solution: Request Authorization by the court for the posting and filling of these positions subject to availability of payroll funds and any applicable Civil Service Guidelines. Result: Filling of two full-time counselors will help augment the work of the Webb County Adult Drug Court.

Discussion and possible action to adopt a Resolution of the Commissioners Court approving an Advance Funding Agreement between Webb County and the Texas Department Of Transportation for the Mangana Hein Roadway Expansion Project Segment 2 (CSJ: 0922-33-232) with a local match estimated to be $1,694,936.00 and authorizing the County Judge to sign any necessary documents that may be needed by the Texas Department Of Transportation and any matters incident thereto. 12. Purchasing
30. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2024-006 “Webb County Sheriff's Office-Roof Renovation Project” to the highest ranking contractor as presented by the Purchasing Agent and the Evaluation Committee based on the weighted criteria published, for the renovations to approximately 13,000 square feet of PVC roof at the Webb Counnty Sheriff's Office located at 1002 Farragut Street. The main scope of work includes removal of all existing roof equipment (except those identified as "new") and existing TPO and insulation, as well as, the installation of new insulation, cover board, and PVC roof. The work also includes the removal and replacement of sealants at panel joints and new metal copings where required by plans and specifications pursuant to the Texas Government Code; §2269.151 Contract for Facilities: Competitive Sealed Proposals and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund-General Operating Exp-Administration-Capital Outlay)] Issue: Recent heavy rainfall resulted in significant water intrusion into the new sheriff's administrative building located at 1002 Farragut Street. In order to prevent further water intrusion and possible damage to county property, an approximate 13,000 square feet of roof area needs to be repaired. Commissioners Court authorized Frank Architects to prepare the construction documents for the roof replacement project and authorized the Purchasing Agent to secure competitive sealed proposals. Solution: Consideration to authorize the award to the highest-ranking contractor as recommended by the evaluation committee and the Purchasing Agent. Result: If approved, General Counsel will prepare the construction contract as per the Webb County Commissioners Court directive and awarded sum.
31. Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2024-014 "Architectural Services for Renovations to Road & Bridge, Planning, and Engineering Facility" to the highest-ranking firm, for Architectural Services for the design/schematics, development of construction cost estimates, preparation of construction documents for the bidding process and construction administration throughout the duration of project to close out for the renovations to the future Road & Bridge, Planning, and Engineering building (former FESCO building) located at the corner of Fesco Boulevard and Davy Ward Street, in accordance with the State of Texas Government Code; Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms and conditions of the agreement and any other matters incident thereto. Issue: On July 22, 2024, item no. 9a. The Webb County Commissioners Court authorized the Purchasing Agent to secure a statement of qualifications for architectural services for the design/schematics, development of construction cost estimates, preparation of construction documents for the bidding process and construction administration throughout the duration of project to close out for the renovations to the future Road & Bridge, Planning, and Engineering building (former FESCO building) located at the corner of Fesco Boulevard and Davy Ward Street. Solution: Consideration to authorize the award to highest-ranking firm as recommended by the evaluation committee and the Purchasing Agent. Result: If approved, General Counsel will negotiate the terms, conditions and related fees for a professional service agreement between Webb County and the awarded firm.
32. Discussion and possible action to authorize the purchase of one (1) Mower-max Prime Mower 22ft-26ft FLA Capable, Gen 4 with mulcher attachment from ATMAX Equipment Co. (Buy-Board Contract 706-23) in an amount not to exceed $282,449.58 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. cooperative Purchasing Programs and to further authorize the transfer of funds from the General Operating Reserve Capital Outlay account #1001-1130-001-470000 to the Road and Bridge Capital Outlay account #2007-7150-001-470000 for the full amount required for purchase and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund-Road Maintenance General-Administration-Capital Outlay)] Issue: Road and Bridge is requesting one new Mower Max with mulcher attachment for cleanup of Right of Ways to include the removal of overgrown branches and for mulching. Solution: Consideration to authorize the purchase utilizing a reputable cooperative contract vendor who has met the competitive bidding requirements of the State. Result: If approved, order will be placed. The estimated time of delivery is projected at 110 days from time of order.
33. Discussion and possible action to authorize the Purchasing Agent to secure competitive pricing for the purchase of one (1) Kubota Tail Swing Compact Excavator Model U27-4 in an amount not to exceed $55,000.00 and to further authorize the transfer of funds from the Road and Bridge Repairs and Maintenance to Bridges account #2007-7150-001-443000-045 to the Road and Bridge Capital Outlay account #2007-7150-001-470000 for the full amount required for purchase and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund-Road Maintenance General-Administration-Capital Outlay)] Issue: Road and Bridge is requesting one compact excavator to utilize for county bridge repair and cleanup in areas that have confined conditions for digging, lifting or loading. This equipment is better suited for areas where larger excavators can not operate efficiently. The tight tail swing compact excavator is more versatile and compact for tight areas. Solution: Consideration to authorize the Purchasing Agent to secure competitive bids to purchase the needed heavy equipment requested by the Road and Bridge Department. The Purchasing Agent will also secure cooperative pricing to include estimated timelines for delivery. Result: If approved, the Purchasing Agent will proceed to secure bids for this equipment and proceed with the order on best value bid selected.

35. Discussion and possible action to enter into a construction contract with Gilmar Construction, Ltd., for the overall restoration of Webb County’s north Rio Bravo drainage channel outfall and to stabilize and restore the effluent line and manhole at the end of Centeno Lane, Rio Bravo, Texas (Rio Bravo Drainage Outfall & Maintenance Improvement Project), in an amount not to exceed Nine Hundred Sixty-Three Thousand Three Hundred Dollars ($963,300.00) and any matters incident thereto, authorizing the County Judge to sign all relevant documents. Discussion and possible action to adopt Order designating supervision of each Community Center Director by the County Commissioner in which the community center is located, providing that the Center's Director serves at the will of the Commissioner, and amending the General Order of Personnel Positons and other applicable Orders of Commissioners Court as required and any other matters incident thereto.

37. Discussion and possible action to authorize the Purchasing Agent to advertise an Invitation to Bid for El Pico Road Extension Project pursuant to the Texas Local Government Code; Texas Purchasing Act and the Code of federal regulations §200.318 - §200.327 (General Procurement Standards) and any other matters incident thereto. [Account #2703-5205-001-474501 (American Rescue Plan Act of 2021-American Rescue Plan-Administration-Construction In Progress)] Issue: On March 11, 2024, Commissioners Court authorized the professional services with Top Site Civil Group for engineering and surveying services including but not limited to all necessary construction designs/drawings and specifications; construction cost estimates; preparation of construction documents for bid solicitation and construction administration through the duration of project up to closeout for El Pico Road Project; right of way identification, right of way widening, rehabilitation of a creek crossing and reconstruction of an approximate ½ mile section of the roadway. Solution: Consideration to authorize the Purchasing Agent to solicit competitive bids upon delivery of construction documents (CD) completed by Top Site Civil Group. Result: If approved, the Purchasing Agent will post the formal bid solicitation when CD are delivered and ready for posting to secure competitive bids from general contractors.
38. Discussion and possible action to enter into a memorandum of understanding with the City of Laredo to provide health services at Fernando A. Salinas Community Center through the Laredo Health Department for a two year period (May 1, 2024 - April 30, 2026) and any matters incident thereto; authorizing the County Judge to sign all relevant documents.

39. Discussion and possible action to proclaim the month of September as National Suicide Prevention month in Webb County, Texas.
40. Discussion and possible action to authorize the Economic Development Department to develop and submit an application to the United States Department of Transportation (U.S. DOT) grant under the Charging and Fueling Infrastructure Discretionary Grant Program (CFI) in the amount up to FIFTEEN MILLION ($15,000,000) in which TWELVE MILLION ($12,000,000) is in grant funds and THREE MILLION ($3,000,000) will be private sector match for Electric Vehicle (EV) Transportation Infrastructure in the rural areas of Webb County, and to designate the County Judge as the authorized signatory on all documents pertaining to this application. This action will not have an impact on the county general fund. The Economic Development Department has reviewed the documentation and it is compliant with the Webb County Single Point of Contact (SPOC) policy and procedures. Issue: Webb County is in need of establishing accessible EV charging stations in rural low-income areas. Solution: Webb County will apply for the Discretionary Grant funding under the Charging and Fueling Infrastructure Program for funding and to address this issue. Result: Webb County will establish a viable EV charging station network in rural areas of the county.
41. Discussion and possible action to proclaim the month of September as National Childhood Cancer Awareness Month in Webb County, Texas.

42. Discussion and possible action regarding resolution of the Texas Commission on Environment Quality’s Enforcement Action against Webb County under Case Number 63891 and accompanying Docket Number 2023-0493-PWS-E and any other matters incident thereto. 3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 5. Honorable Isidro Alaniz, District Attorney
16. Discussion and possible action to continue paying grant-funded personnel under OOG Grant No. 4376702, Operation Lone Star Grant Program (OLS), until notification about grant continuation award is received from the Criminal Justice Division by the Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Fund #2748 (payroll)] Issue: Current grant funding expires on August 31, 2024. The Operation Lone Star Grant Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after August 31, 2024. Solution: Grant a payroll extension until award notice is received for personnel working under this grant. Result: The Operation Lone Star Gant Program in Laredo/Webb County will continue to deter and interdict criminal activity and to assist in the execution of border security.
17. Discussion and possible action to approve a Cooperative Agreement, between Webb County District Attorney’s office and Laredo Police Department concerning the joint efforts between officers and prosecutor who will work closely with the LPD TAG unit, and the creation of a new prosecutor slot for this grant. The grant runs from March 18, 2024 to March 17, 2025 at which point LPD will re-apply. The Laredo Police Department will reimburse Webb County for payroll expenses including salary and fringe benefits in an amount not to exceed $153,000. There is not cash match required for this grant. Issue: There is evidence that an increasing amount of auto theft exists in Laredo, Texas area and that such illegal activity has a substantial and detrimental effect on the welfare of the people of Texas. Solution: Disrupt the illicit auto theft in Laredo by immobilizing targeted violators and auto theft organizations. Result: There is evidence that auto theft exists in Laredo, and surrounding areas and that such illegal activity has a substantial and detrimental effect on the welfare of the community. The D.A.’s Office prosecutor will collaborate between state and local law enforcement agencies by providing legal expertise and lead by DEA Task force participants. The objective is to disrupt the illicit drug traffic in Laredo and surrounding areas by immobilizing targeted violators and trafficking organizations; therefore minimizing the harmful effects of illegal drugs and organized crime.

Discussion and possible action to authorize the continuation of salary payment of 90 days (maximize) for the department's Truancy Juvenile Case Manager from Account #2734-2180-001 Truancy Juvenile Case Manager, Administration pending the release of approved funds OOG Texas Grant #3239808. Issue: Current grant will be expiring on August 31, 2024. The state has not yet released of approved grant funds for the position. Solution: Continuing funding the Truancy Juvenile Case Manager salary from allocated and sufficient funds from Account #2734-2180-001 Truancy Juvenile Case Manager. Result: The court's Truancy Juvenile Case Manager services will continue uninterrupted until funds are released by the state.

21. Discussion and possible action to authorize Webb County, as Lessor, to enter into a Five (5) year (June 24, 2024 through June 23, 2029) Hunting and Grazing Lease Agreement with a Two (2) year renewal option with Cliff Davis d/b/a Rafter D Cattle Company, as Lessee, for the total sum of Seven Hundred Eighty-Six Thousand Two Hundred Seventy-Three Dollars Twenty Cents ($786,273.20) at $17.81 per acre over the Lease Term ($157,254.64 annually) pursuant to RFP 2024-008 "Agricultural Hunting and Grazing Lease-Penjamo & Llano Pastures", said pastures comprising approximately 8,829.57 acres, authorizing the County Judge to execute all relevant documents and any matters incident thereto. [Receivable to the School Land Funds] Issue: The Penjamo and Llano Pastures (School Lands) were granted to Webb County by the State of Texas with said pastures held in trust on behalf of the School Districts in Webb County. Webb County partly derives income from said pastures by leasing them on behalf of the School Districts. Solution: On April 8, 2024, the Commissioners Court directed the Purchasing Agent to solicit bids for a hunting and grazing lease for the Webb County School Land Penjamo and Llano Pastures (Abstract 503 & 504, Survey Numbers 1383, 1384) containing approximately 8,829.57 acres. Result: On August 8, 2024, the Commissioners Court awarded RFP 2024-008 "Agricultural Hunting and Grazing Lease-Penjamo & Llano Pastures" to the sole respondent, Rafter D. Cattle Company.
22. Discussion and possible action to enter into Amendment 1 to the Agreement for Engineering Services with Top Site Civil Group, LLC for Phase II of the Webb County Fairground Project in an amount not to exceed Three Hundred Fifteen Thousand Dollars ($315,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Funding - Fairgrounds C.O.]

Discussion and possible action to enter into four (4) agreements with RGM Land Management, LLC for Colonia site evaluation, design, and installation of On-Site Sewage Facilities (Septic Systems) involving four Colonia Properties for the following landowners: (1) Jesus E. Gonzalez, 889 Camino Del Este Road, Block 11, Lot 16 Colorado Acres (2) Hilario Gonzalez Mojica, 134 Los Centenarios Road, (3) Reyes Perez & Camille Easton Perez, 151 Los Centenarios Road, and (4) Kristopher L. Garcia, 135 Los Fresnos Road, with said property owners being third-party beneficiaries to the installation contracts in an amount not to exceed ONE HUNDRED EIGHTY-FIVE THOUSAND DOLLARS ($185,000.00), authorizing the County Judge to execute all relevant documents, and any other matters incident thereto. [Account #2703-5205-001-474502-101 (American Rescue Plan Act of 2021-American Rescue Plan-Administration-Infrastructure in Progress-Septic Systems Assistance Program)] Issue: On September 25, 2023, the Webb County Commissioners Court approved the "First Time On-Site Sewer Facilities (OSSF) or Replacement Program" (OSSF Program") for eligible Colonia residents to be able to have septic systems installed on their homestead property. Solution: At the August 26, 2024 Commissioners Court meeting, the Court awarded Invitation to Bid (ITB) 2024-008 "ARPA Project No.6-Spetic Tank Systems Site Evaluation, Design and Installation Project-Phase III" to RGM Land Mangement, LLC to do site evaluation, design, and septic system installation for four Colonia properties 1 in Colorado Acres, 2 in Los Centenarios, and 1 in Ranchitos Los Fresnos that met the eligibility requirements under the county's OSSF Program. Under each contract, the contractor has ninety (90) calendar days to complete the site evaluation, design, and septic system installation on each of the properties. Result: Four eligible county homestead landowners will receive a septic system in order for the property owners to be able to safely remove household wastewater.
24. Discussion and possible action to authorize Webb County, as Lessor, to enter into a Six-Month Agricultural Hunting and Grazing Lease Agreement (Cuchillas & Lomas Pastures) (September 1, 2024 through February 28, 2025) with James E. Kainer, as Lessee, for the total sum of Seventeen Thousand Five Hundred Sixty-Six Dollars Ninety-Eight Cents ($17,566.98) at $15.97 per acre over the Lease Term with said pastures comprising approximately 2,292 acres, authorizing the County Judge to execute all relevant documents and any matters incident thereto. [Receivable to the School Land Funds] Issue: The Cuchillas & Lomas Pastures (School Lands) were granted to Webb County by the State of Texas with said pastures held in trust on behalf of the School Districts in Webb County. Webb County partly derives income from said pastures by leasing them on behalf of the School Districts. Solution: James Kainer has been leasing the School Lands off Highway from Webb County; however, Grand Solar Texas II also has an active lease of the school lands for solar development of the School Lands. Recently, the Solar Company agreed for Mr. Kainer to continue to conduct hunting and grazing activities on the Pastures through February 2026. Result: Webb County will be getting receivables to the School Land Funds from Hunting and Grazing Activities.
Drug Court Program
25. Discussion and possible action to approve the posting and filling of two new slots (grant-funded), subject to the availability of payroll funds and any applicable Civil Service guidelines, effective September 9, 2024 for the Drug Court Program: Slot # Title Salary New Slot Drug Court Counselor I $65,000 (grant-funded) New Slot Drug Court Counselor II $60,000 (grant-funded) Issue: Two full-time grant-funded Drug Court Counselors will provide co-occurring substance-use disorder and mental health treatment services to the Webb County Adult Drug Court Program Clients. Solution: Request Authorization by the court for the posting and filling of these positions subject to availability of payroll funds and any applicable Civil Service Guidelines. Result: Filling of two full-time counselors will help augment the work of the Webb County Adult Drug Court.

30. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2024-006 “Webb County Sheriff's Office-Roof Renovation Project” to the highest ranking contractor as presented by the Purchasing Agent and the Evaluation Committee based on the weighted criteria published, for the renovations to approximately 13,000 square feet of PVC roof at the Webb Counnty Sheriff's Office located at 1002 Farragut Street. The main scope of work includes removal of all existing roof equipment (except those identified as "new") and existing TPO and insulation, as well as, the installation of new insulation, cover board, and PVC roof. The work also includes the removal and replacement of sealants at panel joints and new metal copings where required by plans and specifications pursuant to the Texas Government Code; §2269.151 Contract for Facilities: Competitive Sealed Proposals and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund-General Operating Exp-Administration-Capital Outlay)] Issue: Recent heavy rainfall resulted in significant water intrusion into the new sheriff's administrative building located at 1002 Farragut Street. In order to prevent further water intrusion and possible damage to county property, an approximate 13,000 square feet of roof area needs to be repaired. Commissioners Court authorized Frank Architects to prepare the construction documents for the roof replacement project and authorized the Purchasing Agent to secure competitive sealed proposals. Solution: Consideration to authorize the award to the highest-ranking contractor as recommended by the evaluation committee and the Purchasing Agent. Result: If approved, General Counsel will prepare the construction contract as per the Webb County Commissioners Court directive and awarded sum.
31. Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2024-014 "Architectural Services for Renovations to Road & Bridge, Planning, and Engineering Facility" to the highest-ranking firm, for Architectural Services for the design/schematics, development of construction cost estimates, preparation of construction documents for the bidding process and construction administration throughout the duration of project to close out for the renovations to the future Road & Bridge, Planning, and Engineering building (former FESCO building) located at the corner of Fesco Boulevard and Davy Ward Street, in accordance with the State of Texas Government Code; Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms and conditions of the agreement and any other matters incident thereto. Issue: On July 22, 2024, item no. 9a. The Webb County Commissioners Court authorized the Purchasing Agent to secure a statement of qualifications for architectural services for the design/schematics, development of construction cost estimates, preparation of construction documents for the bidding process and construction administration throughout the duration of project to close out for the renovations to the future Road & Bridge, Planning, and Engineering building (former FESCO building) located at the corner of Fesco Boulevard and Davy Ward Street. Solution: Consideration to authorize the award to highest-ranking firm as recommended by the evaluation committee and the Purchasing Agent. Result: If approved, General Counsel will negotiate the terms, conditions and related fees for a professional service agreement between Webb County and the awarded firm.
32. Discussion and possible action to authorize the purchase of one (1) Mower-max Prime Mower 22ft-26ft FLA Capable, Gen 4 with mulcher attachment from ATMAX Equipment Co. (Buy-Board Contract 706-23) in an amount not to exceed $282,449.58 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. cooperative Purchasing Programs and to further authorize the transfer of funds from the General Operating Reserve Capital Outlay account #1001-1130-001-470000 to the Road and Bridge Capital Outlay account #2007-7150-001-470000 for the full amount required for purchase and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund-Road Maintenance General-Administration-Capital Outlay)] Issue: Road and Bridge is requesting one new Mower Max with mulcher attachment for cleanup of Right of Ways to include the removal of overgrown branches and for mulching. Solution: Consideration to authorize the purchase utilizing a reputable cooperative contract vendor who has met the competitive bidding requirements of the State. Result: If approved, order will be placed. The estimated time of delivery is projected at 110 days from time of order.

Discussion and possible action to authorize the Purchasing Agent to secure competitive pricing for the purchase of one (1) Kubota Tail Swing Compact Excavator Model U27-4 in an amount not to exceed $55,000.00 and to further authorize the transfer of funds from the Road and Bridge Repairs and Maintenance to Bridges account #2007-7150-001-443000-045 to the Road and Bridge Capital Outlay account #2007-7150-001-470000 for the full amount required for purchase and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund-Road Maintenance General-Administration-Capital Outlay)] Issue: Road and Bridge is requesting one compact excavator to utilize for county bridge repair and cleanup in areas that have confined conditions for digging, lifting or loading. This equipment is better suited for areas where larger excavators can not operate efficiently. The tight tail swing compact excavator is more versatile and compact for tight areas. Solution: Consideration to authorize the Purchasing Agent to secure competitive bids to purchase the needed heavy equipment requested by the Road and Bridge Department. The Purchasing Agent will also secure cooperative pricing to include estimated timelines for delivery. Result: If approved, the Purchasing Agent will proceed to secure bids for this equipment and proceed with the order on best value bid selected.

Discussion and possible action to authorize the Purchasing Agent to advertise an Invitation to Bid for El Pico Road Extension Project pursuant to the Texas Local Government Code; Texas Purchasing Act and the Code of federal regulations §200.318 - §200.327 (General Procurement Standards) and any other matters incident thereto. [Account #2703-5205-001-474501 (American Rescue Plan Act of 2021-American Rescue Plan-Administration-Construction In Progress)] Issue: On March 11, 2024, Commissioners Court authorized the professional services with Top Site Civil Group for engineering and surveying services including but not limited to all necessary construction designs/drawings and specifications; construction cost estimates; preparation of construction documents for bid solicitation and construction administration through the duration of project up to closeout for El Pico Road Project; right of way identification, right of way widening, rehabilitation of a creek crossing and reconstruction of an approximate ½ mile section of the roadway. Solution: Consideration to authorize the Purchasing Agent to solicit competitive bids upon delivery of construction documents (CD) completed by Top Site Civil Group. Result: If approved, the Purchasing Agent will post the formal bid solicitation when CD are delivered and ready for posting to secure competitive bids from general contractors.
38. Discussion and possible action to enter into a memorandum of understanding with the City of Laredo to provide health services at Fernando A. Salinas Community Center through the Laredo Health Department for a two year period (May 1, 2024 - April 30, 2026) and any matters incident thereto; authorizing the County Judge to sign all relevant documents.

39. Discussion and possible action to proclaim the month of September as National Suicide Prevention month in Webb County, Texas.
40. Discussion and possible action to authorize the Economic Development Department to develop and submit an application to the United States Department of Transportation (U.S. DOT) grant under the Charging and Fueling Infrastructure Discretionary Grant Program (CFI) in the amount up to FIFTEEN MILLION ($15,000,000) in which TWELVE MILLION ($12,000,000) is in grant funds and THREE MILLION ($3,000,000) will be private sector match for Electric Vehicle (EV) Transportation Infrastructure in the rural areas of Webb County, and to designate the County Judge as the authorized signatory on all documents pertaining to this application. This action will not have an impact on the county general fund. The Economic Development Department has reviewed the documentation and it is compliant with the Webb County Single Point of Contact (SPOC) policy and procedures. Issue: Webb County is in need of establishing accessible EV charging stations in rural low-income areas. Solution: Webb County will apply for the Discretionary Grant funding under the Charging and Fueling Infrastructure Program for funding and to address this issue. Result: Webb County will establish a viable EV charging station network in rural areas of the county.
41. Discussion and possible action to proclaim the month of September as National Childhood Cancer Awareness Month in Webb County, Texas.
