2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 7. Discussion and possible action to adopt the county budget for fiscal year 2024-2025 pursuant to Chapter 111 of the Texas Local Government Code. The Court may make any modifications to the proposed budget that it considers warranted by law and required by the interest of the taxpayers by majority vote.
8. Discussion and possible action to levy a Tax Rate of $0.385000 per $100 Taxable value by Order, under the provisions of Article VIII, Section 9(a) and 9(b) of the Texas Constitution and Section 26.05 of the Texas Property Code for Tax Year 2024. The rate includes $0.342824 per $100 value for General Fund Maintenance and Operation; $0.027759 per $100 value for General Fund – Debt Service Bonds; $0.014122 for Road and Bridge Fund M&O; $0.000295 for Road & Bridge – Debt Service Bonds.
9. Discussion and possible action to itemize and set fees by Order as part of the FY 2024-2025 budget preparation process for the county’s floodplain management program including but not limited to determinations, development permits, certifications and inspections as prescribed by the provisions of Section 16.324, Texas Water Code. Staff recommends additional permit fees for illegal residential and commercial sewage discharges.
10. Discussion and possible action to approve the Budgetary and Fiscal Policy with amendments to the list of restricted accounts; and any other matters incident thereto.
11. Discussion and possible action to adopt a Capital Improvement Plan for Webb County with several listed projects beginning in fiscal year 2025; and any other matters incident thereto.
12. Discussion and possible action to approve a reimbursement resolution to allow Webb County to reimburse the General Fund for expenditures related to projects; and any other matters incident thereto. Issue: The County intends to reimburse the expenditures hereunder after the date the original expenditure is paid or the date the project is placed in service. Solution: This resolution shall evidence the intent of the County to comply with state law and federal income tax law in the issuance of tax-exempt obligations for the project. Result: Approving resolution will allow Webb County to comply with State and Federal income tax laws.

13. Discussion and possible action to designate the following meeting dates and times on which the Commissioners Court shall convene in regular term each month during Fiscal Year 2024-2025 pursuant to Section 81.005, Texas Local Government Code. All meetings shall start at 9:00 a.m. The Court may convene on any other day as deemed necessary and as authorized by law. Commissioners Court may at its discretion, re-schedule meeting dates and times if necessary. Discussion and possible action to approve the FY 2024 County Voluntary Separation Program contracts signed by 27 county employees, including pending contracts, for a total payout amount up to $476,548.80 with additional action to authorize a budget amendment from the Operational Reserve (Account #1001-1130-001-431007-010) to cover the difference to payout the eligible employees; and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. 16. Discussion and possible action to adopt the Webb County’s Wage Scale effective October 1, 2024 as submitted. Issue: The current Wage Scale has not been updated since 2020. Solution: Remove grades five (5) and six (6) and add grades 29 and 30 (discretion to hire up to 10 steps into these additional grades). Result: This will establish an updated Wage Scale to mirror our current employee population.
17. Discussion and possible action to award contract to USI Southwest, Inc., for Property, Historic Property, Inland Marine, General Liability, Commercial Auto Liability & Physical Damage, Public Officials & Employment Practices, Law Enforcement Liability, Educators Legal & Employment Practices Liability, Aircraft Hull Physical Damage and Aviation Liability, Crime, Excess Workers Compensation, Cyber Liability Insurances. In addition to awarding McGriff Insurance Services, LLC the renewal contract for the Premises Pollution Liability and Underground Storage Tank Coverage. Premium amount not to exceed $2,021,836.00 (which includes the renewal Risk Engineering Fee) through the following insurance carriers listed below, effective October 1,2024, through September 30th,2025 and authorizing the County Judge to execute all relevant documents. [Account #1001-1180-001-452012 (Property & Casualty Premium) and #62000-1090-001-452013 (Property & Casualty Premium)] Allied World Assurance Company (AWAC) XL Specialty Insurance Company Underwriters ay Lloyd’s of London Lexington Insurance Company Safety National Casualty Corporation Travelers Casualty And Surety Company Westchester Fire Insurance Company Zurich American Insurance Company of IL Zurich American Insurance Company CHUBB -Illinois Union Insurance Company Issue: Property and Casualty Premiums need approval for fiscal year 2024-2025. Solution: Approve premiums as recommended. Result: Proper insurances will be renewed in order to provide respective coverages for FY 2024-2025.
8. Honorable Tano E. Tijerina, Webb County Judge
18. Discussion and possible action to authorize Webb County to partner with Laredo College for the development and submission of the 2024-2029 U.S. Department of Commerce - NTIA Digital Equity Grant for up to Two Million Five Hundred Thousand Dollars ($2,500,000.00); and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures.
