1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Casa Blanca Golf Course
16. Discussion with possible action to authorize the installation of netting around the perimeter of the driving range at the Casa Blanca Golf Course, in an amount not to exceed $135,000, and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: The current setup at the driving range at Casa Blanca Golf Course allows for golf balls to be launched onto the golf course which results in the loss of hundreds of range balls throughout the year. Solution: Installing perimeter netting around the driving range will allow for all range balls to be accounted for and properly retrieved. Result: Expenses on range balls will be reduced and will allow for the proper recycling of range balls for future use.
17. Discussion with possible action to authorize the purchase of materials needed for the fabrication and future installation of the perimeter fence along Casa Blanca Lake Road, in an amount not to exceed $45,000, and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: Currently there is no perimeter fence along the southern portion of the Casa Blanca Golf Course. Solution: Purchase the materials needed for the fabrication and future installation of fence along Casa Blanca Lake Road from the entrance of the golf course to Loop 20. Result: The fabrication and installation of perimeter fencing will allow for proper security of the golf course.
18. Discussion with possible action to authorize the Purchasing Agent to solicit Requests for Proposals (RFP) for the fabrication and installation of the perimeter fencing along the southern portion of the Casa Blanca Golf Course, and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: Once the materials are purchased for the southern fence line along Casa Blanca Golf Course, a vendor will be needed to fabricate and install the fencing. Solution: A vendor can provide services for the fabrication and installation of the fence. Result: Casa Blanca Golf Course will have an iron fence line around the perimeter of the entire golf course.
6. Economic Development
19. Discussion and possible action to authorize the development and submission of the U.S. Department of the Interior-Water Smart Drought Response Program Application in the amount up to Ten Million Dollars ($10,000,000.00) and authorization of the County Judge to act as the County’s Executive Office and Authorized Representative in all matters pertaining to the County’s participation in the application. This grant application requires a 5% cash match. The Economic Development Department has reviewed the documentation, and it is in compliance with the Webb County Single Point of Contact (SPOC) policy and procedures. Issue: Webb County is in need of increasing access to clean drinking water in low-income areas such as the rural areas/colonias of Hwy 59. Solution: Submission of the Water Smart Drought Response Program Application aims to support critical drought resiliency projects and enhance the Webb County water infrastructure. Result: If funded, Webb County will establish access to clean drinking water through SOURCE Global Hydropanel systems in rural areas of Hwy 59.
Engineer
20. Discussion and possible action to enter into an Advance Funding Agreement between Webb County and the Texas Department of Transportation (TxDOT) for the widening of the Mangana-Hein Roadway from SL 20 (Cuatro Vientos) to 2.43 miles east of SL 20-Segment 1 (0922-33-231, (ROW 0922-33-240) with a local match estimated to be $100,000.00 and any other matters incident thereto; authorizing the County Judge to sign any necessary documents. Discussion and possible action to adopt a Resolution of the Commissioners Court approving an Advance Funding Agreement between Webb County and the Texas Department of Transportation (TxDOT) for the widening of the Mangana-Hein Roadway from SL 20 (Cuatro Vientos) to 2.43 miles east of SL 20-Segment 1 (0922-33-231, (ROW 0922-33-240) with a local match estimated to be $100,000.00 and any other matters incident thereto; authorizing the County Judge to sign any necessary documents. Human Resources
22. Discussion and possible action to appoint an Interim Executive Director of Utilities Systems, G28 due to the upcoming retirement of Mr. Tomas Sanchez, Utilities Director. Issue: The current Director will be retiring by September 30, 2024. Solution: Appoint an Interim Executive Director to oversee department temporarily and authorize respective Interim pay. Result: The Utilities Department can continue operating while a permanent Executive Director is appointed.
23. Discussion and possible action to approve the posting and filling of the Executive Director of Utilities Systems, G28 position as recommended, subject to the availability of payroll funds and applicable Civil Service guidelines. Issue: The current Director will be retiring by September 30, 2024. Solution: Post the position as recommended. Result: Hire a permanent Executive Director to efficiently oversee the Utilities Department.
9. Civil Legal Division
24. Discussion and possible action to enter into an Engineering Services contract with Top Site Civil Group for civil engineering services for the Webb County Youth Village Adolescent Rehabilitation Center building in an amount not to exceed Twenty Thousand Nine Hundred Dollars ($20,900.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-1130-001-432001 (Professional Services)] Issue: Due to office space demands, Community Action Agency is in the process of relocating its Social Services and Meals on Wheels Programs to the Webb County Youth Village Adolescent Rehabilitation Center building. The commercial ovens to cook meals for the Meals on Wheels Program require gas which is unavailable in the building. Also, given the Social Services Program will also be re-located, building accessibility and parking issues may need to be addressed. Solution: Hire a civil engineering firm for engineering work for the provision of propane gas to the building. Also, civil engineering firm will address any ADA compliance issues that may arise regarding the building and its parking. Result: Provide propane gas to the existing building so Meals on Wheels Program is able to operate its commercial ovens. Also, any ADA issues with the building will be addressed.
25. Discussion and possible action to adopt a Resolution of the Webb County (County) Commissioners Court approving an application for membership in, and water service from, the Legacy Water Supply Corporation (LWSC) and Area Ground Water Utility Agency (AGUA) Corporation and for Webb County to contemporaneously appoint a representative in all matters related to the operation and membership in LWSC as part of the Webb County Regional Wholesale Water Supply Project (Project). Said Project is in the best interest of the health and safety of the community by providing an additional source of clean water to its constituents and authorizing the Webb County Judge to sign any and all relevant documents and any matters incident thereto.
10. Information Technology
26. Discussion and possible action to enter into a five (5) year Lease/Purchase Agreement between Dell Financial Services and Webb County for a data backup solution system at an annual cost of $357,501.94 for a total cost of $1,787,509.70, pursuant to Sections 271.101 and 271.102 of the Texas Local Government Code, Cooperative Participation Program (Contract No. DIR-TSO-3763); and further authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. [Account #1001-1280-001-470000 (Capital Outlay)] Issue: The existing data backup solution used for the majority of countywide servers such as Public Safety, Jail, Case Management, Human Resources/Payroll, Financial Management, Utilities and others are nearing the end of life. Solution: To purchase the requested backup system for the servers. Result: Core servers for Webb County will continue to get backed up for the next five years.
11. Purchasing
27. Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2024-011 "Employee Assistance Program Service Agreement" to the highest ranking respondent, Deer Oaks Services, LLC, to provide employee assistance services for all Webb County Employees and their dependents, and anyone residing in their household for the requested services. The initial term of the service agreement will be effective October 1, 2024, and terminate on September 30, 2025, with an additional four (4) – one (1) year options to extend, in accordance with the Texas Local Government Code; §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and authorizing the General Counsel to negotiate the terms and conditions of the service agreement and any other matters incident thereto. Status report by Marco Arredondo P.E., Inc., Utility Rate and Energy Consultant for Webb County to provide pricing options on kwh rates quoted by electric providers with Discussion and possible action to authorize an energy contract for supply of electricity to Webb County with selected electric provider and selected kwh rates pursuant to Sections 271.101 and 271.102 of the Texas Local Government Code, Cooperative Purchasing Programs; and any other matters incident thereto. Issue: The existing electric provider contract will expire at the end of the fiscal year. Recently, kwh rates have dropped slightly, and our energy consultant is recommending to lock in kwh rates at the recommended terms based on projected increases in kwh rates in the coming years. Solution: Consideration to approve a new energy contract for supply of electricity with the selected electric provider who will provide best value kwh rates for the selected term. Result: If approved, a new energy contract for supply of electricity will be executed as per terms and rates authorized by Webb County Commissioners Court.
12. Commissioners Court Administrator
29. Discussion and possible action to consider and approve the recommendations from the Board of Directors of the Legacy Municipal Management District (“LMMD”) for the successive board members that will serve as directors on the board for upcoming or expired terms, pursuant to Chapter 4008 of the Texas Special District and Local Laws Code; and any other matters incident thereto.
30. Discussion and possible action to approve that Webb County participate in and contribute to the City of Laredo Tax Increment Reinvestment Zone (TIRZ) #1, and develop and enter into a mutual agreement to establish funding level, term and Webb County Board membership representation, and any other pertinent matters, pursuant to Texas Tax Code, Chapter 311, Tax Increment Financing Act, beginning and effective the 2025 tax year.
13. Honorable John C. Galo, Webb County Commissioner Pct. 3
31. Discussion and possible action requesting a collaboration between the Texas Parks & Wildlife Department (TPWD), City of Laredo and Webb County for a future partnership agreement proposing to utilize the Casa Blanca reservoir as a secondary source of potable water; and any other matters incident thereto.
14. Honorable Tano E. Tijerina, Webb County Judge
32. Discussion and possible action to continue paying grant-funded personnel under Office of the Governor, Grant No. 4325004, Texas Emergency Network Diversion (TEND) Court Program, Ninety (90) days, until notification about grant continuation award from the Criminal Justice Division by the Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Requested by the Honorable Judge Selina L. Mireles, of the TEND Court Program; Account #2747-1150-001-410000 (Payroll Account)] Issue: Current grant funding expires on September 30, 2024. The Texas EmergencyNetwork Diversion (TEND) Court Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after September 30, 2024. Solution: Grant a 90-day payroll extension for personnel working under this grant. Result: The Texas Emergency Network Diversion (TEND) Court Program in Laredo/Webb County will continue to identify and provide services for youths aged 10 to 17, in CPS Conservatorship living in a foster home, or residential treatment center, who are at risk of exploitation, human trafficking, and/or sexual exploitation, under the oversight of 4th Administrative Judicial Regions Child Protection Court.
33. Discussion and possible action to appoint representatives to the county’s priority legislative agenda committee in anticipation of the upcoming session of the 88th Texas Legislature; and any other matters incident thereto.
34. Discussion and possible action to adopt a Resolution regarding Webb County’s relationship with the City of Laredo in connection with the Columbia Solidarity Bridge for the upcoming expansion and authorizing the County's co-signature on the presidential permit application. [Requested by City of Laredo, no effect on the budget]
35. Discussion and possible action to proclaim October 6 - 12, 2024 as National 4-H Week in Texas.

32. Discussion and possible action to continue paying grant-funded personnel under Office of the Governor, Grant No. 4325004, Texas Emergency Network Diversion (TEND) Court Program, Ninety (90) days, until notification about grant continuation award from the Criminal Justice Division by the Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Requested by the Honorable Judge Selina L. Mireles, of the TEND Court Program; Account #2747-1150-001-410000 (Payroll Account)] Issue: Current grant funding expires on September 30, 2024. The Texas EmergencyNetwork Diversion (TEND) Court Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after September 30, 2024. Solution: Grant a 90-day payroll extension for personnel working under this grant. Result: The Texas Emergency Network Diversion (TEND) Court Program in Laredo/Webb County will continue to identify and provide services for youths aged 10 to 17, in CPS Conservatorship living in a foster home, or residential treatment center, who are at risk of exploitation, human trafficking, and/or sexual exploitation, under the oversight of 4th Administrative Judicial Regions Child Protection Court.
33. Discussion and possible action to appoint representatives to the county’s priority legislative agenda committee in anticipation of the upcoming session of the 88th Texas Legislature; and any other matters incident thereto.
34. Discussion and possible action to adopt a Resolution regarding Webb County’s relationship with the City of Laredo in connection with the Columbia Solidarity Bridge for the upcoming expansion and authorizing the County's co-signature on the presidential permit application. [Requested by City of Laredo, no effect on the budget]
35. Discussion and possible action to proclaim October 6 - 12, 2024 as National 4-H Week in Texas.
