PUBLIC NOTICE COMMISSIONERS COURT MEETING WEBB COUNTY COURTHOUSE 1000 HOUSTON STREET, 2ND FLOOR LAREDO, TEXAS 78040 FRIDAY, OCTOBER 4, 2024 9:00 a.m.

4. Discussion and possible action to award Invitation to Bid 2024-009 “Webb County HWY 359 Mailbox Relocation Project” to sole bidder SIMA Contractors, LLC. for an amount not to exceed $155,550.00 for the removal of existing mailboxes along State Highway 359 to include the installation of one-hundred and sixty-three (163) new mailboxes at designated areas for Wawi Tijerina Parkway, Emiliano Road, and Welch Road. Bid submission includes clearing and grading of all designated areas for new mailboxes, all material/supplies required, equipment, labor, Local & State required permits, and all bonding and insurance requirements in accordance with the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and to further authorize the Webb County Judge to execute the construction contract between Webb County and SIMA Contractors, LLC for the awarded sum and any other matters incident thereto. Issue: Currently, residential Mailboxes along the subject area locations are located along the shoulder/roadside of SH359. The existing placement of these residential Mailboxes pose a safety concern due to the proximity of the Mailboxes to the road. Webb County Commissioners Court had authorized the Purchasing Agent to advertise an Invitation to bid solicitation for this project. Solution: Only one bid was submitted, recommendation to proceed and award to sole bidder. Result: If approved, a construction contract will be executed between Webb County and sole bidder for the awarded bid amount. This project once completed will provide a safer roadway, protect property and most importantly protect the residents of Webb County.

Discussion and possible action to accept the rankings and award Request for Proposal 2024-013 “ARPA Project No. 27 – Webb County Veterans Building Rehabilitation and Preservation Project” to the highest ranking respondent for the rehabilitation, renovation, and restoration of a County owned building(s) located at 409 San Bernardo Avenue, Laredo, Texas. The recommended general contractor is being selected based on the weighted criteria published and in accordance with the one-step process for selecting a Construction Manager at Risk (CMAR) for the Project as provided by the Texas Government Code; §2269.251 Contracts for Facilities: CMAR and §2269.253 (Selection Process) and to further authorize the Webb County Judge to execute a contract between Webb County and selected CMAR to include the pre-construction fees, construction overhead and profit and general condition pricing and any other matters incident thereto. [Co-Sposored by Tano Tijerina, County Judge] [Account #2703-5205-006 (ARPA Revenue Replacement fund)] Issue: The designated property consists of a one-story 4,448 SF Main building and a one-story 240 SF Storage building, both to be rehabilitated and secondary non-historic structures to be demolished. The restoration of the exterior of the building (to meet the concurrence/approval of the Texas Historical Commission and City of Laredo Historical Commission) and conversion of the interior into the Webb County’s Veterans Service offices, museum exhibit space, associated open spaces, landscaping, and parking. Solution: The successful CMAR will contract directly with Webb County and will work cooperatively with Webb County’s Design Professional(s) to successfully complete the full scope of the Project within the Project budget and on schedule. Result: If approved, a CMAR contract will be executed with the selected contractor in order to meet the project deadline towards a final guaranteed maximum price.

Discussion and possible action to authorize a professional service agreement between Webb County and River City Environmental LLC. for the removal and disposal of asbestos containing drywall in accordance with OSHA, EPA, TDH, Federal, State and Local rules and regulations for properties located at 916 Houston Street and 920 Houston Street for an amount not to exceed $37,000.00 and to further authorize General Counsel to prepare the terms and conditions of the professional service agreement for final execution by the Webb County Judge and any other matters incident thereto.
