1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Treasurer, Human Resources, Risk Management; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 22. Discussion and possible action to introduce the newly appointed Interim Executive Director of Utility Systems, Javier Gonzalez Rodriguez, and any other matters incident thereto.
1848 Event Center
23. Discussion and possible action to enter into Amendment 1 with Herculano Suarez, LLC. d/b/a Suarez Restaurant to authorize the use of the allocated space by increasing the hours of operation at the Webb County Fair Grounds (Renamed “1848”) for the remaining period of the Agreement beginning November 1, 2024, and ending November 14, 2025, with all other terms in full force and effect; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto

24. Discussion and possible action to reduce the ACH fee charged by the Tax Office through USA-Epay VCI formerly VeriCheck, Inc. to the Web Dealers from 1% to .50% per web dealer transaction and to authorizing the Webb County Judge to sign all relevant documents; and any other matters incident thereto. There will be no impact to the General Fund. Issue: The State Motor Vehicle Department (DMV) requires that all web dealers pay their transactions-Sales via ACH, credit cards or other electronic method. At the present time the Tax Office is processing ACH transactions through USA-Epay VCI formerly VeriCheck, Inc. at the cost of 1% to the Web Dealers. This fee can be modified depending on the number of transactions per month. After almost two of web dealer transactions there has been a significant increase to the limits to the point that there will be an adjustment to this fee. Solution: Commissioners court authorization to renew contracts. Result: To be in compliance with the Texas Motor Vehicle Department’s requirement for payment of web dealer transactions.

25. Discussion and possible action to enter into a construction contract (AIA A101-2017 Standard Form of Agreement Between Owner and Contractor Stipulated Sum) with Roofing and Construction by JJ Flores, LLC in an amount not to exceed Six Hundred Forty-Seven Thousand Five Hundred Dollars ($647,500.00) plus an additional Twenty-Nine Thousand Dollars Owner's contingency for the Webb County Sheriff’s Office Roof Renovation Project and any matters incident thereto; authorizing the County Judge to sign all relevant documents. 26. Discussion and possible action to enter into an Emergency Ambulance Service Agreement with Angel Care Ambulance Service LLC for three years (and two one year options to extend) at a monthly cost of Eighty Five Thousand Dollars ($85,000.00 monthly being $1,020,000.00 annually) and a monthly cost of Forty Thousand Dollars ($40,000.00) for any additional manned unit requested and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Discussion and possible action to enter into Amendment #1, Webb County - Office(s) Renovation (Sheriff Bldg.), with Frank Architects, Inc. at a cost of One Hundred Six Thousand Seven Hundred Fifty Dollars ($106,750.00) for additional services related to the roof and garage renovations (including design review and site observations of roof and parking garage renovations) and any matters incident thereto; authorizing he County Judge to sign all relevant documents. Discussion and possible action to enter into a Developer Participation Contract with AFW Investment II, Ltd. and East Laredo Homeplace, Ltd. to pave two sections of Estrella Road (a county road), with Webb County to participate by providing construction material and any matters incident thereto; authorizing the County Judge to sign all relevant documents. 29. Discussion and possible action to approve a Resolution to recognize the month of October as Breast Cancer Awareness Month and to commemorate it by lighting up the Webb County Commissioners Courthouse in pink all of October, 2024; and any matters incident thereto.

Discussion and possible action to enter into an engineering services agreement with GDJ Engineering for plans, specifications, construction administration and inspection at a cost of $156,818 for the Las Lomas Road Project (RFQ 2024-013 Las Lomas Paving Road Sal Sipuedes Rd. to Camino de Norte approx. 2 miles) and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
