CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. 22. Discussion and possible action to amend the Courts approval of the architectural services agreement with PDG, LLC. d.b.a. Heckenkemper Golf Course Design for the redesign of the portion of the Casa Blanca Golf Course that is to be taken by TXDOT as part of the expansion of Loop 20 in the amount of Three Hundred And Six Thousand Eight Hundred And Thirty Six Dollars ($306,836.00) and Forty-Eight Thousand Nine Hundred Dollars ($48,900.00) for Supplemental Services (Surveying) and increasing the cost to SIX HUNDRED SEVENTY THOUSAND AND THIRTY DOLLAR ($670,030.00) and adding additional services including but not limited to a master plan redesign of the cart barn, parking entrance and club house and any matters incident thereto; with additional transfer of funds from Account #1001-1130-001-432001 to Fund #7100 and authorizing the County Judge to sign all relevant documents. Discussion and possible Action to enter into a contractual agreement with SIMA Contractors, LLC for a Mailbox Relocation project along State Highway 359 for an amount not to exceed ONE HUNDRED FIFTY-FIVE THOUSAND FIVE HUNDRED FIFTY DOLLARS ($155,550.00) and any other matters incident thereto, and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account #2007-7150-001-470000 (Capital Outlay)] Issue: Existing individual mailboxes along the shoulder/roadside on South Highway 359 serving residents living off Wawi Tijerina Parkway, Emiliano Road, and Welsch Road are in need of replacement. Solution: At the Commissioners Court meeting of October 4, 2024, the court awarded ITB 2024-009 “Webb County HWY 359 Mailbox Relocation Project to SIMA Contractors, LLC to do the Mailbox (Cluster Mailboxes) relocation work. Result: The Contractor will substantially complete the project within ninety (90) calendar days from the issuance of the “Notice to Proceed” by the Engineering Department.

Reconsideration of Court’s action on October 15, 2024 agenda item #26, “Discussion and possible action to enter into an Emergency Ambulance Service Agreement with Angel Care Ambulance Service LLC for three years (and two one year options to extend) at a monthly cost of Eighty Five Thousand Dollars ($85,000.00 monthly being $1,020,000.00 annually) and a monthly cost of Forty Thousand Dollars ($40,000.00) for any additional manned unit requested and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Discussion and possible action to enter into an Advance Funding Agreement (AFA) between Webb County and the Texas Department of Transportation (TxDOT) for the widening of the Mangana Hein Roadway from SL 20 (Cuatro Vientos) to 2.5 miles east, and along Sciaraffa Pkwy from Mangana Hein Rd. 0.3 south to RM 6703A of SL 20-Segment 1 (CCSJ #0922-33-228, (AFA CSJs 0922-33-229) with an estimated total payment to TxDOT to be $50,000.00; and any other matters incident thereto; with additional action to transfer funds from Account #1001-1130-001-432001 to Fund #2007 and authorizing the County Judge to sign any necessary documents. 7. Pre-Trial Services
27. Discussion and action to accept the FY 2025 grant award payment of $4,520.00 from the Texas Indigent Defense Commission to off-set the salary of the Weekend Indigent Defense Coordinator. This is the final payment of a multi-year grant from the Texas Indigent Defense Commission. Webb County must take consideration to absorb the entire $22,602.00 estimated salary for this position for the 2025-2026 budget year. All necessary documents will be provided for consideration and to allow the county judge authorization to sign all documents accepting the grant award. [Account #1001-1160-001-463910-005]

28. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) CSP 2025-001 "ARPA Project No. 25 - El Pico Road Widening and Paving Improvement Project" to the highest ranking respondent to widen and reconstruct an existing gravel County Road. The scope of work will consist of asphalt pavement, and/or concrete pavement, emulsion, excavation, embankment, demolition, grading, pavement reconstruction, utility adjustments, flexible base, sub-grade preparation, storm drainage improvements, traffic control and erosion control improvements pursuant to the Texas Government Code; §2269.151 Contracts for Facilities: Competitive Sealed Proposals and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize the Webb County Judge to execute a contract between Webb County and selected respondent for the awarded sum and any other matters incident thereto. [Account #2703-5205-006 - ARPA Revenue Replacement Fund] Issue: This public works project was authorized by Webb County Commissioners Court to be funded as part of its allocation of American Rescue Plan Act Funds awarded to Webb County. The Purchasing Agent was authorized to advertise for formal bids/proposals on September 9, 2024. Solution: Consideration to authorize the award to the highest ranking respondent as recommended by the scoring committee and presented by the Purchasing Agent. Two formal proposals were officially received by deadline. Result: If approved, authorize General Counsel to prepare and finalize a construction contract with selected respondent to include any federal contract provisions, if applicable.
29. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2024-008 “ARPA Waterline Projects 4, 5, 9, 10, 12, & 13 Rio Bravo Water Treatment Plant to La Presa" to the highest ranking respondent. The scope of work consist of providing water supply from Rio Bravo Water Treatment Plant (RBWTP) located at 512 Martha Street to Colonia La Presa located approximately five (5) miles north of the RBWTP, about two (2) miles east from US Hwy. 83 and Mangana Hein Road intersection pursuant to the Texas Government Code; §2269.151 Contracts for Facilities: Competitive Sealed Proposals and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize the Webb County Judge to execute a contract between Webb County and selected respondent for the awarded sum and any other matters incident thereto. [Account #2703-5205-001-474501- (American Rescue Plan Act of 2021-American Rescue Plan-Administration-Construction In Progress-Rio Bravo to La Presa Waterline Ext. Project] Issue: This public works project was authorized by Webb County Commissioners Court to be funded as part of its allocation of American Rescue Plan Act Funds awarded to Webb County. Solution: Consideration to accept the rankings and award to the highest ranking respondent based on the base bid and alternate options recommended by the Project Engineer. Eight (8) formal proposals were officially received by solicitation deadline. Result: If approved, a construction contract will be prepared by General Counsel to include any required federal contract provisions for final approval by Webb County Commissioners Court.
30. Discussion and possible action to authorize the Webb County Purchasing Agent to secure formal competitive bids/proposals for the replacement and installation of a new automated jail door control system for the Webb County Juvenile Detention Facility for an amount not to exceed $97,000.00 and any other matters incident thereto. [Account #1001-2450-001-470000 (General Fund-Juvenile Probation-Administration-Capital Outlay)] Issue: The current automated door control system is outdated and needs to be replaced. The department has experienced multiple setbacks with the current system and is requesting a replacement with a more modern automated system with the capacity to monitor and control jail doors and locks from the central control room, monitor who has accessed the doors, intercom capabilities and video surveillance. Solution: Consideration to authorize the Purchasing Agent to proceed in securing competitive bids and/or competitive cooperative pricing from vendors who specialize in automated jail door control systems. The department has an allocation of $97,000.00 under capital outlay adopted during the FY 2025 Budget process. Result: If approved, the procurement process will be initiated by the Purchasing Agent as authorized by the Webb County Commissioners Court.
31. Discussion and possible action to authorize the Purchasing Agent to secure formal competitive bids/proposals for the replacement and installation of new jail cell doors for four (4) sections of the Jail, for the Webb County Sheriff’s Office for an amount not to exceed $1,200,000.00 and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail - Administration - Capital Outlay] Issue: The Webb County Jail’s cell doors need to be replaced due to wear and tear and outdated locking mechanisms that may pose potential security vulnerabilities. Solution: Consideration to authorize the Purchasing Agent to seek cooperative pricing and/or formal competitive bids for the specifications required to replace the jail cell doors as recommended by the Webb County Sheriff’s Office. The adopted FY 2025 budget for the Webb County Jail Division has an allocation of $1,200,000.00 under capital outlay specifically for this project. Result: If approved, the Purchasing Agent will proceed with the solicitation of this project and return for final approval for award by the Webb County Commissioners Court with approval to execute contract with awarded vendor.
32. Discussion and possible action to authorize the Webb County Purchasing Agent to solicit competitive bids/proposals for the replacement and installation of two (2) new x-ray inspection units for the Dean Senator Judith Zaffirini Justice Center Building for an amount not to exceed $68,750.00 pursuant to the Texas Local Government Code; Sub-Chapter C: Competitive Bidding in General and any other matters incident thereto. [Account #2703-5205-006 - Revenue Replacement Fund] Issue: The existing security checkpoint X-Ray machines located at both north and south entrances to the Dean Senator Judith Zaffirini Justice Center Building are outdated and need to be replaced due to more frequent repairs. Existing equipment was purchased in 2009. Solution: Consideration to authorize the Purchasing Agent to secure pricing to purchase two (2) new X-Ray checkpoint machines meeting the specifications required by the Sheriff’s Office. Result: If approved, the Purchasing Agent will proceed with this purchase by securing formal bids for the required equipment as per specifications approved by the Webb County Sheriff’s Office.
1848 Event Center
33. Discussion and possible action to approve a contract Amendment No. 002 to the Professional Services Contract with Juan Homero Sanchez Architect, Inc D/B/A JHS Architect, for the Webb County Fairgrounds Project in accordance with the Architectural / Engineering Professional Services agreement to include PHASE III additional scope: a Multi-Purpose Barn (Event Center) and Exposition Hall No.2 and associated landscaping, supplemental event parking, driveways, lighting, site and utility infrastructure. The proposed work shall include planning and design for Phase III of the project. The fees can be adjusted in conformity with the significant changes to the Owner's initial budget for all phases of the project; and any other matters incident thereto.

34. Discussion and possible action to enter into Amendment #2 to the Professional Services Contract with Ardurra Group, Inc. (Waterline Extension Design) for design, construction administration services and stakeholder engagement services for a Ground Storage Tank and Booster Pumps, Hydropneumatic Tank and Chemical Boosting System at an additional cost of Five Hundred Sixty-Six Thousand Seven Hundred Fifty-Five Dollars ($566,755.00) with a design period of ten (10) months and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Discussion and possible action to reconsider or ratify Amendment #1, Webb County - Office(s) Renovation (Sheriff Bldg.), with Frank Architects, Inc. at a cost of One Hundred Six Thousand Seven Hundred Fifty Dollars ($106,750.00) for additional services related to the roof and garage renovations (including design review and site observations of roof and parking garage renovations) and any matters incident thereto; authorizing he County Judge to sign all relevant documents. Discussion and possible action to accept the rankings and award Request for Proposal 2025-001 “ARPA Project No. 27 – Webb County Veterans Building Rehabilitation and Preservation Project” to the highest ranking respondent for the rehabilitation, renovation, and restoration of a County owned building(s) located at 409 San Bernardo Avenue, Laredo, Texas. The recommended general contractor is being selected based on the weighted criteria published and in accordance with the one-step process for selecting a Construction Manager at Risk (CMAR) for the Project as provided by the Texas Government Code; §2269.251 Contracts for Facilities: CMAR and §2269.253 (Selection Process) and to further authorize the Webb County Judge to execute a contract between Webb County and selected CMAR to include the pre-construction fees, construction overhead and profit and general condition pricing and any other matters incident thereto. [Co-Sponsored by Tano Tijerina, County Judge] [Account #2703-5205-006 (ARPA Revenue Replacement Fund)] Issue: The designated property consists of a one-story 4,448 SF Main Building and a one-story 240 SF Storage Building, both to be rehabilitated, and secondary non-historic structures to be demolished. The restoration of the exterior of the building (to meet the concurrence/approval of the Texas Historical Commission) and conversion of the interior into the Webb County’s Veterans Service offices, museum exhibit space, associated open spaces, landscaping, and parking. Solution: The successful CMAR will contract directly with Webb County and will work cooperatively with Webb County’s Design Professional(s) to successfully complete the full scope of the Project within the Project budget and on schedule. Result: If approved, a CMAR contract will be executed with the selected contractor in order to meet the project deadline towards a final guaranteed maximum price.
37. Discussion and possible action to approve a Resolution to recognize the month of November as Pancreatic Cancer Awareness Month and November 21st as Pancreatic Cancer Awareness Day and any other matters incident thereto.

38. Discussion and possible action to proclaim the month of November as National adoption Awareness month in Webb County.
39. Discussion and possible action by Resolution of the Webb County Commissioners Court to nominate a candidate as Webb County's member to the Webb County Appraisal District Board of Directors for the term beginning January 1, 2025 pursuant Section 6.0301 of the Texas Property Tax Code prior to December 15, 2024, Webb County Commissioners Court will cast its 1,165 votes in any manner it wishes for those individuals listed on the ballot provided by the Chief Appraiser; and any other matters incident thereto.

40. Discussion and possible action to authorize conversion of 5.5 hours of sick leave to annual leave for employee (slot #409). This sick leave was originally taken on December 27th, 2023 and would allow this employee to participate in the 2024 CBA Sick Leave Buy Back Program (SLBBP). Presentation by Guadalupe Alvarez and Gene Reyes from the United States Marine Corps Reserve to invite the Commissioners Court and County Departments to partake in the Toys for Tots initiative with possible action to place a toy donation box at county buildings/ departments and any other matters incident thereto. The Marine Corp distributes toys to the less fortunate children across the country in hopes to make the Holidays brighter for many families. Solution: Consideration to authorize the award to the highest ranking respondent as recommended by the scoring committee and presented by the Purchasing Agent. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2024-008 “ARPA Waterline Projects 4, 5, 9, 10, 12, & 13 Rio Bravo Water Treatment Plant to La Presa" to the highest ranking respondent. The scope of work consist of providing water supply from Rio Bravo Water Treatment Plant (RBWTP) located at 512 Martha Street to Colonia La Presa located approximately five (5) miles north of the RBWTP, about two (2) miles east from US Hwy. 83 and Mangana Hein Road intersection pursuant to the Texas Government Code; §2269.151 Contracts for Facilities: Competitive Sealed Proposals and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize the Webb County Judge to execute a contract between Webb County and selected respondent for the awarded sum and any other matters incident thereto. Project] Issue: This public works project was authorized by Webb County Commissioners Court to be funded as part of its allocation of American Rescue Plan Act Funds awarded to Webb County. Solution: Consideration to accept the rankings and award to the highest ranking respondent based on the base bid and alternate options recommended by the Project Engineer. Eight (8) formal proposals were officially received by solicitation deadline. Result: If approved, a construction contract will be prepared by General Counsel to include any required federal contract provisions for final approval by Webb County Commissioners Court.
30. Discussion and possible action to authorize the Webb County Purchasing Agent to secure formal competitive bids/proposals for the replacement and installation of a new automated jail door control system for the Webb County Juvenile Detention Facility for an amount not to exceed $97,000.00 and any other matters incident thereto. [Account #1001-2450-001-470000 (General Fund-Juvenile Probation-Administration-Capital Outlay)] Issue: The current automated door control system is outdated and needs to be replaced. The department has experienced multiple setbacks with the current system and is requesting a replacement with a more modern automated system with the capacity to monitor and control jail doors and locks from the central control room, monitor who has accessed the doors, intercom capabilities and video surveillance. Solution: Consideration to authorize the Purchasing Agent to proceed in securing competitive bids and/or competitive cooperative pricing from vendors who specialize in automated jail door control systems. The department has an allocation of $97,000.00 under capital outlay adopted during the FY 2025 Budget process. Result: If approved, the procurement process will be initiated by the Purchasing Agent as authorized by the Webb County Commissioners Court.
31. Discussion and possible action to authorize the Purchasing Agent to secure formal competitive bids/proposals for the replacement and installation of new jail cell doors for four (4) sections of the Jail, for the Webb County Sheriff’s Office for an amount not to exceed $1,200,000.00 and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail - Administration - Capital Outlay] Issue: The Webb County Jail’s cell doors need to be replaced due to wear and tear and outdated locking mechanisms that may pose potential security vulnerabilities. Solution: Consideration to authorize the Purchasing Agent to seek cooperative pricing and/or formal competitive bids for the specifications required to replace the jail cell doors as recommended by the Webb County Sheriff’s Office. The adopted FY 2025 budget for the Webb County Jail Division has an allocation of $1,200,000.00 under capital outlay specifically for this project. Result: If approved, the Purchasing Agent will proceed with the solicitation of this project and return for final approval for award by the Webb County Commissioners Court with approval to execute contract with awarded vendor.
32. Discussion and possible action to authorize the Webb County Purchasing Agent to solicit competitive bids/proposals for the replacement and installation of two (2) new x-ray inspection units for the Dean Senator Judith Zaffirini Justice Center Building for an amount not to exceed $68,750.00 pursuant to the Texas Local Government Code; Sub-Chapter C: Competitive Bidding in General and any other matters incident thereto. [Account #2703-5205-006 - Revenue Replacement Fund] Issue: The existing security checkpoint X-Ray machines located at both north and south entrances to the Dean Senator Judith Zaffirini Justice Center Building are outdated and need to be replaced due to more frequent repairs. Existing equipment was purchased in 2009. Solution: Consideration to authorize the Purchasing Agent to secure pricing to purchase two (2) new X-Ray checkpoint machines meeting the specifications required by the Sheriff’s Office. Result: If approved, the Purchasing Agent will proceed with this purchase by securing formal bids for the required equipment as per specifications approved by the Webb County Sheriff’s Office.

33. Discussion and possible action to approve a contract Amendment No. 002 to the Professional Services Contract with Juan Homero Sanchez Architect, Inc D/B/A JHS Architect, for the Webb County Fairgrounds Project in accordance with the Architectural / Engineering Professional Services agreement to include PHASE III additional scope: a Multi-Purpose Barn (Event Center) and Exposition Hall No.2 and associated landscaping, supplemental event parking, driveways, lighting, site and utility infrastructure. The proposed work shall include planning and design for Phase III of the project. The fees can be adjusted in conformity with the significant changes to the Owner's initial budget for all phases of the project; and any other matters incident thereto.

Discussion and possible action to accept the rankings and award Request for Proposal 2025-001 “ARPA Project No. 27 – Webb County Veterans Building Rehabilitation and Preservation Project” to the highest ranking respondent for the rehabilitation, renovation, and restoration of a County owned building(s) located at 409 San Bernardo Avenue, Laredo, Texas. The recommended general contractor is being selected based on the weighted criteria published and in accordance with the one-step process for selecting a Construction Manager at Risk (CMAR) for the Project as provided by the Texas Government Code; §2269.251 Contracts for Facilities: CMAR and §2269.253 (Selection Process) and to further authorize the Webb County Judge to execute a contract between Webb County and selected CMAR to include the pre-construction fees, construction overhead and profit and general condition pricing and any other matters incident thereto. Solution: The successful CMAR will contract directly with Webb County and will work cooperatively with Webb County’s Design Professional(s) to successfully complete the full scope of the Project within the Project budget and on schedule.
