1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 9. Civil Legal Division
a. Discussion and possible action to approve a Five (5) year lease renewal agreement by and between Webb County as Lessor, and the Laredo Rifle & Pistol Club, Inc., (L.R.P.C.) as Lessee for the use of approximately 80.00 acre tract of land, more or less, owned by Webb County which is located on the south side of U.S. Hwy. 59 at a monthly rental rate of $1,000.00 per month, commencing November 1, 2024, thru October 31, 2029, and authorizing the Webb County Judge to execute all relevant documents and any other matters related thereto.

23. Discussion and possible action to accept the award and enter into an agreement with the Texas Office of the Governor - Criminal Justice Division (CJD) DC - Specialty Courts Program Grant No. 5091601, in the amount of TWO HUNDRED NINETY SIX THOUSAND NINE HUNDRED DOLLARS ($296,900.00) beginning September 1, 2024–August 31, 2024, for the Webb County Court-at-Law II Juvenile Drug Treatment Court Program. There is no cash/in-kind match required, therefore there is no financial impact to the general fund. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures. Accepting the grant will authorize the County Judge to execute all relevant documents; and any other matters incident thereto. Issue: Notice of Award from the Office of the Texas Governor for the Juvenile Drug Treatment Court Program was received on November 4, 2024, acceptance by Commissioners Court is required to activate grant funding. Solution: Accept grant award to expand services and proceed with additional treatment services provided to eligible court participants program. Result: If accepted, funding will expand services within Webb County and provide additional treatment services to eligible participants.
24. Discussion and possible action to accept the award and enter into an agreement with the Texas Office of the Governor Criminal Justice Division (CJD) DC Specialty Courts Program Grant No. 5091201, in the amount of TWO HUNDRED TWENTY EIGHT THOUSAND NINE HUNDRED SIXTY THREE DOLLARS AND FORTY FIVE CENTS ($228,963.45) beginning September 1, 2024 – August 31, 2024, for the Webb County Court-at-Law II DWI Court Program. There is no cash/in-kind match required, therefore there is no financial impact to the general fund. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact(SPOC) procedures.Accepting the grant will authorize the County Judge to execute all relevant documents; and any other matters incident thereto. Issue: Notice of Award from the Office of the Texas Governor for the DWI Court Program was received on November 4, 2024. Acceptance by Commissioners Court is required to activate grant funding. 6. Human Resources
25. Discussion and possible action to approve the Texas County & District Retirement System (TCDRS) Plan Agreement for Plan Year 2025, which includes a required employer contribution rate of 12.94% effective January 1, 2025, and any other matters incident thereto. Issue: The current employer-required contribution rate for Webb County is 13.12%, while the TCDRS rate for 2025 is set at 12.94%. The employee deposit rate will remain at 6.00%. This revision must be completed before December 15, 2024. Solution: Approving the recommended revision now will help Webb County align its retirement plan contributions with the 2024–2025 budget. Result: Approval of this revision will comply with the TCDRS timeline and will adhere to the required employer contribution rate set by TCDRS.
7. Planning
26. Discussion and possible action to amend the Planning Department’s plat application fees to incorporate separate driveway development fees. Proposed driveways need to be reviewed by the Webb County Road & Bridge, Engineering, Fire Marshal and Planning Departments for compliance with applicable development regulations affecting County roads and emergency access. A permit fee of $50.00 for residential/agricultural and $150.00 for commercial/industrial is proposed for driveways that lead to a County maintained road. Issue: Increased residential and commercial development in Webb County has resulted in a need for a higher coordinated review process by the different County departments with jurisdiction over development in Webb County. Solution: Authorizing an amendment to the subdivision plat application will allow for better coordination with County departments and streamline the development/approval process. Result: If approved, the development/approval process will be more efficient.
27. Discussion and possible action to release the Irrevocable Letter of Credit ($37,679.85) in favor of Webb County from TDB World Industrial Park, LLC for completed public improvements associated with World Logistics Park, Phase 1 Plat and authorizing the County Judge to sign all relevant documents. Issue: An Irrevocable Letter of Credit in the amount of $37,679.85 was submitted in lieu of completion of proposed public improvements for the World Logistics Park, Phase 1 Plat. All public improvements have been completed in compliance with County subdivision requirements. Developer has requested a release of the Letter of Credit. Solution: Releasing the Letter of Credit will remove the financial burden from the developer for all completed improvements. Result: Releasing the Letter of Credit will close the project.
Public Health Services
28. Discussion and possible action to create an Overtime line item in Department #5040-007 Public Health Services in the amount of $20,000 with further action to transfer funds from within the department (Account #1001-5040-007-462000 - Wellness Employee Clinic Expenditures) and make an exception to the personnel policy to allow Overtime to be paid to staff for extra time worked after hours and on weekends; and any other matters incident thereto.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2025-002 “Civil Engineering Services for Paving Projects & Preparation of a Standard Specification Manual for County Road Construction and Maintenance” to the highest ranking respondent pursuant to the Professional Services Act and to further authorize General Counsel to negotiate the terms, conditions and applicable fees for a professional service agreement between Webb County and selected respondent and any other matters incident thereto. Solution: Consideration awarding the highest-ranking respondent for the requested professional services. These services will be assigned on an as-needed basis for various projects and efforts initiated by the Webb County Commissioners Court for a two (2) year performance period. Result: If approved, General Counsel will proceed to negotiate a professional services contract and return to Commissioners Court for final execution of the agreement.
