COURT TO DISCUSS AND ACT ON THE FOLLOWING: |

CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Discussion and possible action to approve payment for memberships of non-profit state associations for fiscal year 2025 as required by Local Government Code Section §89.002 subject to funding availability and any other matters incident thereto.
Issue: Local Government Code §89.002 requires that the Commissioners Court may spend, in the name of the county, money from the county's general fund for membership fees and dues of a nonprofit state association of counties if:
(1) a majority of the court votes to approve membership in the association;
(2) the association exists for the betterment of county government and the benefit of all county officials;
(3) the association is not affiliated with a labor organization;
(4) neither the association nor an employee of the association directly or indirectly influences or attempts to influence the outcome of any legislation pending before the legislature, except that this subdivision does not prevent a person from providing information for a member of the legislature or appearing before a legislative committee at the request of the committee or the member of the legislature; and
(5) neither the association nor an employee of the association directly or indirectly contributes any money, services, or other valuable thing to a political campaign or endorses a candidate or group of candidates for public office.

Issue: The employee working under this grant-funded slot resigned on November 12, 2024.
Solution: Approval from the Commissioners’ Court to increase the salary to $16.00 will enhance employee satisfaction and retention, ultimately benefiting the organization as a whole. Allowing to find the right person that will make healthy and hot meals for the elderly community of our County.
Result: Investing in competitive salaries is a strategic move that can yield significant returns in terms of workforce quality and productivity, giving us the ability to continue servicing the elderly with hot & healthy meals under the Meals on Wheels and Elderly Nutrition Program. Click to View |

Issue: An evaluator is required to monitor, evaluate and measure the achievement of the program goals and gauge the effectiveness of the program.
Solution: The Program evaluator will monitor the performance and compliance of the project with model fidelity to keep court personnel and all program staff aware of the program standards and issues. This includes preparing and submitting monthly and annual performance reports as required by the Grant.

Issue: There is a need for water infrastructure improvements in the colonias to ensure access to safe, clean drinking water and enhance system functionality.
Solution: Enhance water quality through the installation of new water infrastructure and the development of a proper sewer system.
Result: The development and submission of a Texas Community Development Block Grant application to the Texas Department of Agriculture for the Colonia Fund Construction Program to support water system improvements. The Economic Development Department will ensure full compliance with all requirements set by the funding agency.

Discussion and possible action to authorize the Economic Development Department to develop and submit a grant application for the 2025-2026 Texas Department of Agriculture (TDA) Texas Community Development Block Grant (TxCDBG) for the Community Development Fund (CD) Program up to the amount of SEVEN HUNDRED FIFTY THOUSAND DOLLARS ($750,000) for street improvements within Colonia Penitas West; and to approve a resolution authorizing the County Judge to act as the County’s Executive Officer and Authorized Representative in all matters pertaining to the County’s participation in the Community Development Program. This grant application does not require a county cash/in-kind match.
Issue: Several street blocks in this Ranchos Penitas West are essentially dirt roads that have never been paved. The lack of decent and navigable roads have caused significant problems to colonia residents especially during inclement weather.
Solution: Pursue grants funds to provide first-time paving activities at the eligible Ranchos Penitas West dirt roads.
Result: The first-time paving activities shall significantly increase accessibility for the residents that live adjacent to the dirt road in Ranchos Penitas West. Click to View |

DBA NeighborWorks Laredo, a Non-Governmental Organization (NGO) to ensure expenditure of all contract funds is requesting a total of $113,731.10 of their award be transferred withing existing line item as indicated, and authorizing the County Judge to sign all relevant documents and any other matters thereto. Issue: The Webb County Jail's cell block doors are outdated and require upgrades to include the controls. Scope of work includes but not limited to the retrofit of sliding door devices and controls for approximately 104 cell doors that reflect 8 cells per block x 13 cell blocks. Corridor doors and related components are also included in the upgrade.
Solution: Consideration to approve the cooperative price proposal from Willo Products Co., two cooperative price proposals were secured for this project. It is the recommendation from Jail Management and the Purchasing Agent to award project to Willo Products Company, best value price proposal.

Solution: Approval of the sole source recommended vendor for this specialized software and hardware for the initial term of thirty-six (36) months covered by OLS grant funds. With an option to renew at $150,000.00 annually for two (2) additional years (Renewal options are not covered by OLS Grant).

Discussion and possible action per Local Government Code 291.001, “the commissioners court of a county shall: (1) provide, as soon as practicable after a county seat is established or moved, a courthouse and offices for county officers at the county seat.”; and any other matters incident thereto. Designating Julio Garcia Room located on the 4th floor of the Dean Senator Judith Zaffirini Justice Center to house the offices and staff of the DWI Court & Youth Center for Success.
Issue: Webb County Court-at-Law II has been awarded two state grants to expand its existing federal grant specialty court programs. The WCCLII court is in need of contiguous space adjacent to its main court offices to accommodate full-time personnel and comply with the safety occupancy code.
Solution: Commissioners Court approved the Julio Garcia Room adjacent to the WCCLII courtroom for the courts exclusive use. No agreements have been reached since the last commissioners' court meeting between the stakeholders regarding mutually agreeable use of space.
Result: Per Commissioners Court approval and WCCLII assessment and research, the Julio Garcia Room continues to be the best placement for the specialty court staff.

Discussion and possible action to authorize County staff to draw the necessary funds in an amount up to $4,641,494.88 from the amended standby Letter of Credit No. SBP702794 (International Bank of Commerce) as required to complete pending public road improvements required by the final plat of the Gateway Unit 1 Subdivision in the event that, on or before December 6, 2024, the developer fails to either: 1) complete the final improvements as required by the final plat approval of the Gateway Unit 1 Subdivision plat; or 2) provide a reasonable time extension to the financial guarantee.
Issue: Item is a regulatory compliance matter of the Subdivision Regulations and State law. In lieu of completion of public improvements triggered by plat requirements at the time of the Court’s final approval, a developer may submit a financial guarantee to ensure the completion of those pending improvements. Time extensions to financial guarantees are authorized by the Subdivision Regulations. The current financial guarantee expires December 6, 2024. Since an extension has not been filed, this item has been placed for the court’s authorization to draw the funds.
Solution: Drawing the funds will allow the County to ensure completion of public improvements and compliance with Subdivision Regulations and State law.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2025-004 “Legislative Consulting Services for Webb County" to the highest ranking respondent, McWilliams Governmental Affairs Consultants, to provide legislative consulting services on an “as needed basis” for a three (3) year service term under the direction and supervision of the Webb County Commissioners Court pursuant to the State of Texas Government Code; Professional Services Procurement Act and to further authorize General Counsel to proceed with the preparation of the professional services agreement and any other matters incident thereto. Issue: Webb County Commissioners Court authorized the Purchasing Agent to secure Statement of Qualifications from interested firms and/or individuals to provide Legislative Consulting Services to Webb County on Texas State legislation activities of interest to Webb County and its constituents. Solution: Consideration to award the professional services to the highest ranking respondent as recommended by the Evaluation committee and the Purchasing Agent.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2025-003 Webb County Head Start Mental Health Care Services – 3 Year Service Agreement to the highest-ranking offeror, SCAN Inc. , for a licensed professional counselor(s) to provide mental health services to the Webb County Head Start Program. The licensed counselor(s) shall provide services to participants of the Webb County Head Start/Early Head Start in the capacity of a mental health consultant, including developing mental health program activities and providing training to Head Start staff and parents in order to meet the needs of the Head Start students. The proposed term of service is for three (3) years, pursuant to the Texas Government Code; §2254 – The Professional Services Procurement Act., and to further authorize General Counsel to prepare a professional service agreement with awarded offeror(s) and any other matters incident thereto. Issue: The Webb County Head Start Program is requesting commissioners' court consideration, to hire a licensed professional counselor(s) to provide mental health services as per program performance standards.

Issue: This project is part of the federally funded projects approved by Webb County as part of its allocation of American Rescue Plan Act (ARPA) funds. The EOC will be located at 1002 Farragut Street, 2nd floor. This emergency management center will be under the direction of the Webb County Judge.
Solution: Consideration to approve sole bidder/proposer in accordance with the Texas Government Code Chapter 2269, CSP delivery procedures for construction projects and selection of offeror.

Issue: The Webb County Road and Bridge Department has capital outlay funding that includes the approval of one (1) Manitou Telehandler MTA 5519 S3 for lifting of heavy and bulky loads. Equipment can also be utilized as a fork lift, but has a more versitile, powerful and greater reach for daily operational use.
Solution: Consideration to purchase the Manitou Telehandler from Bobcat of Corpus Christi utilizing Source-well cooperative contract pricing. Equipment was approved through the FY 24-25 budget process.

Discussion and possible action to amend the Group Insurance policy provided by The Standard Insurance Company to include continued coverage for participants during school breaks and vacation. The amended language is as follows:
Continued insurance during school vacations - If you cease to be a Member because of a school break or vacation, your insurance will be continued during that period. This amendment will become effective October 1,2024, through December 31, 2025; and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: Headstart employees are off working during certain school breaks and/or vacation breaks the policy needs to specifically include language to address these employees.
Solution: Commissioners Court approval amending the policy to include the specific language as stated above insures coverage for Head Start employees.
