Discussion and possible action to enter into Amendment #3 with Ardurra for the Waterline Project for plans, specifications, estimates and construction administration services for a16” Transmission Main Extension (Transmission main extension of approximately 1.3 miles East of Mangana Hein Road to Ranch to Market Road 6073A), 8” Distribution System (Distribution system extension for approximately 2.1 miles East of Sciaraffa Pkwy to provide first time water service to the remainder of the La Presa community), and Platting Services (Assist County in platting up to 189 parcels within La Presa Community to allow residence to connect to new water services) in an amount not to exceed Eight Hundred Seventy-Eight Thousand Five Hundred Sixty-Six Dollars ($878,566.00) and any matters incident thereto. 6. Discussion ans possible action authorizing the amendment to county procurement policy regarding initial bid bond requirements for potential county vendors; and any other matters incident thereto.

Status report by JHS Architects (Fairgrounds Architects) and Leyendecker Construction (Construction Manager at Risk) on the Webb County Fairgrounds Project Phase II; with presentation on CMAR Preliminary Construction Cost estimate, with discussion and possible action; and other matters incident thereto.

Discussion and possible action to enter into a construction contract with Midas Contractors, LLC in the amount of TWO MILLION THREE HUNDRED FORTY-FIVE THOUSAND DOLLARS ($2,345.000) for a renovation project to the building located at 111 Camino Nuevo Road (off Highway 359) which will house the CAA’s Meals on Wheels and Social Services Programs (ARPA Project No. 8), with a substantial completion date of Two Hundred Ten Days (210) from the Issuance of the “Notice to Proceed”, and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account # 2703-5205-001-474501 (American Rescue Plan Act of 2021-American Rescue Plan-Administration-Construction in Progress] Issue: There is a necessity to relocate the CAA’s Meals on Wheels and Social Services Programs from their current locations. The Commissioners Court authorized the Purchasing Agent to send out Competitive Sealed Proposals (ITB) 2025-004 for such work. Solution: At the Commissioners Court meeting of December 9, 2024, the court awarded CSP 2025-004 to Midas Contractors, LLC to do the renovation project. Result: The Contractor will substantially complete the project within two hundred ten (210) calendar days from the issuance of the “Notice to Proceed” by Webb County.
Planning & Physical Development
9. Discussion and possible action to authorize the close-out and release of retainage (PO #2024-7710) in the amount of $9,250.00 to RGM Land Management, LLC (Invoice No. 0792), for the installation of 4 septic tanks (Batch #3); and authorize the County Judge to execute all relevant documents; and any other matters hereto. [Account #2703-5205-001-474502-101 (Infrastructure in Progress Septic Systems Assistance Prog.)] Issue: The contractor has finished the installation of the third batch of 4 septic tanks approved under ARPA Project #0006. The County Designated Representative has determined that the installations and systems are operational in compliance with State and Local requirements and has issued a license to operate. Solution: Releasing pending retainage for the completed installation will close out this PO. Result: Batch #3 of ARPA Project #0006 will be completed.

Discussion and possible action to accept and award Request for Qualifications (RFQ) 2025-006 "Consulting Services for Development of a Public Private Partnership Agreement" to sole proposer, Taft Infrastructure Advisors, to assist in the development of a Public-Private Partnership (P3) agreement for the proposed construction of a hotel to be located in the general area of the 1848 Event Center pursuant to the State of Texas Government Code; Professional Services Procurement Act and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)] Issue: Webb County Commissioners Court authorized the Purchasing Agent to advertise a RFQ to seek out interested firms / individuals to submit Statement of Qualifications for the development of a Public Private Partnership agreement for the construction of a hotel at the 1848 Center with the goal to boost the local economy, increase tourism in Webb County and create new jobs. Solution: Consideration to approve the selection of sole proposer Taft Infrastructure Advisors. If selected, the consultant will work closely with the County’s project management team, County’s General Counsel, and other stakeholders to structure the P3 agreement. The scope of services will include but not limited to project feasibility analysis, legal and regulatory guidance, financial structuring and analysis, and facilitating meetings with key stakeholders, including County officials, potential private partners, and community representatives. Result: If approved, General Counsel will prepare a professional services agreement and return to the Webb County Commissioners Court for final approval of terms, conditions and related fees.

Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2024-009 “Webb County Justice Center - Building Envelope and Site Rehabilitation Project” to Offeror with the best value proposal for the recommended Base Bid amount + Alternates no. 2, 3, & 4 pursuant to the Texas Government Code; §2269.151 Contracts for Facilities: Competitive Sealed Proposals and to further authorize General Counsel to prepare the construction contract between Webb County and selected Offeror for the awarded sums and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund-General Operating Exp-Administration-Capital Outlay)] Issue: The Webb County Commissioners Court authorized the Purchasing Agent to solicit formal competitive sealed proposals for the improvements to the Dean Senator Judith Zaffirini Justice Center Building to include roof replacement and site improvements to eliminate water intrusion from the roof and drainage enhancements around building areas identified by the Project Architect and as stipulated in the plans and specifications advertised. Four (4) Competitive Sealed Proposals were submitted for this project by the advertised deadline. Solution: Consideration to approve the best value proposal as presented by the Project Architect and Purchasing Agent in accordance with the Texas Government Code Chapter 2269, CSP delivery procedures for construction projects and selection of Offeror. Result: If approved, General Counsel will prepare a construction contract for final approval by Commissioners Court at the next regular scheduled meeting with selected Offeror for awarded sums.
Risk Management
12. Discussion and possible action for Webb County to continue the contract with Tristar Risk Management, (Worker’s Compensation/Liability Third Party Administrator-TPA) on a monthly basis on the terms and conditions of the recently expired contract. An RFP (Request for Proposals) process will be requested and would be conducted by our Risk Management consultant, RWL Group that will include TPA (third party administration) services. Issue: Tristar contract has expired and requires continuance of agreement. Solution: Continue on a monthly basis with Tristar on the terms and conditions of the expired contract. Result: Continuation with agreement will ensure uninterrupted coverage.
