3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, AgriLife Extension, Human Resources/Risk Management, Judicial Collections; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 5. Honorable Isidro Alaniz, District Attorney
23. Discussion and possible action to continue paying grant funded personnel under the High Intensity Drug Trafficking Area (HIDTA) Task Force Agreement, DEA Narcotics Task Force until notification about grant continuation award from the U.S. Department of Justice Drug Enforcement Administration. [Fund #2592] Issue: HIDTA is a multi-agency task force that continues to gather intelligence and disrupts the illicit flow of narcotics and money laundering activities along the South Texas Border region. South Texas HITDA is an alliance of over 57 federal, state and local law enforcement agencies working together to combat drug trafficking and related crimes. Historically the Grantor has always submitted award letters to local law enforcement agencies between the months of February and March; Nonetheless, the grants are retroactive to January 1st of each calendar year. Solution: For the Webb County District Attorney's Office to continue supporting HIDTA by employing grant funded investigators and continue corroborating with other law enforcement agencies to push forward the mission and goals of the South Texas HIDTA task force. Result: The Webb County District Attorney's Office will continue to employ HIDTA funded investigators who will actively participate and help the task force fight against the continued flow of illicit drugs and related crime within the South Texas region.
6. Honorable Martin Cuellar, Sheriff
24. Discussion and possible action to authorize a one-time exemption to Webb County Budget Policy and to approve, by Order, the following budget amendment (line item transfer) within the General fund: Acct. 26. Discussion and possible action to accept the Fiscal Year 2025 Regional Solid Waste Grant award and to enter into an agreement - Contract No. 25-19-02, with the Texas Commission on Environmental Quality (TCEQ) South Texas Development Council in the amount of Forty Thousand Three Hundred Eighty-Six Dollars ($40,386) in grant funds and to include a county cash match of up to Ninety Thousand Dollars ($90,000) to implement tire pickup campaigns, and; authorizing the Webb County Judge to sign all pertinent contract documentation. The contract implementation schedule is projected to run from December 1, 2024, until June 30, 2025. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by the Webb County Commissioner’s Court; Operational Reserve Account #101-1130-001-431007-010)] Issue: Webb County has identified the need for tire clean-up and collection campaigns. Solution: To carry out clean-up campaigns that will address tire littering areas and pickup tires from Colonia areas. Result: In cooperation with Code Enforcement, Building Maintenance, and the Road & Bridge Department will implement a minimum of 3 clean-up campaigns, specifically geared toward tire collection and disposal of tires.
8. Fire Marshal
27. Discussion with possible action to authorize the Purchasing Agent to add Three (3) new cell phone lines, including data service, in accordance with the current approved AT&T FirstNet Plan to the Fire Marshal's Office pursuant to Sections 271.101 and 272.102, Texas Local Government Code, Cooperative Purchasing program DIR Agreement TELE-CTSA-002 at a monthly rate of $40.99, plus surcharges and other fees; and other fees; and subject to annual budgetary appropriation; and authorize the County Judge sign all relevant documents; and any other matters incident thereto. 28. Discussion and possible action to obligate savings as projects are completed within the American Rescue Plan Act -ARPA (State and Local Fiscal Recovery Funds) forty projects to the Webb County Utilities Department intra agency Memorandum of Understanding (MOU) $7,485,232 for the La Presa Booster Pump Station Project and the La Presa Waterline Extension Phase II and any matters incident thereto; Issue: The Water Utilities Department MOU cost exceeds $5,044,881 ARPA State and Local Fiscal Recovery Funds plus interest earned. Any completed ARPA projects saving within the forty projects can be obligated to the Water Utilities Department MOU projects. Solution: Identify any ARPA saving within the forty ARPA projects to be allocated to the Webb County Utilities Department MOU projects as completed. Result: The County will not utilize the General Fund operational saving nor the General Fund - fund balance for La Presa Booster Pump Station Project nor the La Presa Waterline Extension Phase II Project.
10. Engineer
29. Discussion and possible action to approve an additive Change Order No. 1 to JMJ Constructors in the total amount of $70,000.00 for ARPA Project No. 0001-Webb County Regional Rio Bravo Wastewater Treatment Plant Upgrades; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-103 (Construction in Progress-Rio Bravo WW Treatment Upgrades)] Issue: JMJ performed an assessment of the Hydropneumatic tank on July 18, 2024. JMJ was instructed to perform an assessment and recommend rehabilitation to restore the tank to working order. Also, as per the manufacturer's recommendation, the decanter Variable Frequency Drive (VFD) will be moved from the electrical room to the top of the Sequencing Batch Reactor (SBR). VFD Relocation (Additive)-$25,000.00 and Tank Rehabilitation (Additive)-$45,000.00 Solution: The intent is to use part of the project contingency allowance to fund the tank rehabilitation. Result: To reduce the length of the VFD cables and improve response accuracy and to restore the Hydropneumatic tank.
11. Planning
30. Discussion and possible action to authorize County staff to draw the necessary funds in an amount up to $58,400.00 from the standby Letter of Credit No. 85990 (Vantage Bank) as required to complete pending FEMA Letter of Map Revision (LOMR) required by the Agreement between Webb County and TDB World Industrial Park, LLC in the event that, on or before January 19, 2025, the developer fails to either: 1) secure FEMA approval for the proposed LOMR; or 2) provide a reasonable time extension to the financial guarantee. Issue: Item is a regulatory compliance matter of the Webb County Flood Damage Prevention Order and Federal floodplain management requirements. The current financial guarantee expires January 19, 2025. The County Floodplain Administrator has not received any correspondence regarding project status from either FEMA or the project hydrologist since May 2024. Since FEMA LOMR approval has not been issued or an extension of the financial guarantee has not been submitted, this item has been placed for the court’s authorization to draw the funds. Solution: Drawing the funds will allow the County to ensure completion of LOMR and compliance with Federal and local floodplain management regulations. Result: Federal and local floodplain management regulation requirements will be met.

Discussion and possible action to award Invitation to Bid (ITB) 2025-002 "Webb County Casa Blanca Golf Course Fencing Project" for the installation of approximately 2,850 linear feet of fencing including access gates along the southern boundary of the Casa Blanca Golf Course property pursuant to the Texas Local Government Code, Sub-Chapter C. Competitive Bidding in General and to authorize the transfer of funds from the General Fund Reserve – Capital Outlay Account #1001-1130-001-470000 to the Golf Course Capital Outlay Account #7100-6040-001-470000 for the awarded sum, and to further authorize the County Judge to sign the construction contract between Webb County and awarded bidder and any other matters incident thereto. [Account #7100-6040-001-470000 (Casa Blanca Golf Course -Golf Course-Administration-Capital Outlay)] Issue: Commissioners Court authorized the advertisement for formal bids for the fabrication and installation of approximately 2,850 LF of fencing along the southern boundary of the Webb County Casa Blanca Golf Course. Solution: Consideration to award project for Casa Blanca Golf Course fencing improvements. Result: If approved, General Counsel will prepare the construction contract for the awarded amount for final execution by the Webb County Judge.
32. Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2025-005 "Consulting Services for an International-Binational Relations Liaison" for the purpose of establishing international and global relations, to bring trade, economic development, business, cultural education, and to act as a direct Liaison between Webb County and Mexican counterparts for the development & construction of the new 4/5 International Bridge System to include but not limited to long term planning of a produce terminal market and other business development planning ventures surrounding the recent Presidential permit approval for the 4/5 International Bridge connecting Webb County and the Mexican State of Tamaulipas and to further authorize General Counsel to prepare the professional service agreement and any other matters incident thereto. Solution: Consideration to accept the rankings and award the public solicitation for consulting services to the recommended firms/individuals as presented by the Purchasing Agent and the Evaluation Committee. Result: The Buildings located at 409 San Bernardo, Laredo, Texas will house the County’s Veterans Service office and museum exhibits.

Discussion and possible action to obligate savings as projects are completed within the American Rescue Plan Act -ARPA (State and Local Fiscal Recovery Funds) forty projects to the Webb County Utilities Department intra agency Memorandum of Understanding (MOU) $7,485,232 for the La Presa Booster Pump Station Project and the La Presa Waterline Extension Phase II and any matters incident thereto; Issue: The Water Utilities Department MOU cost exceeds $5,044,881 ARPA State and Local Fiscal Recovery Funds plus interest earned. Any completed ARPA projects saving within the forty projects can be obligated to the Water Utilities Department MOU projects. Solution: Identify any ARPA saving within the forty ARPA projects to be allocated to the Webb County Utilities Department MOU projects as completed. Result: The County will not utilize the General Fund operational saving nor the General Fund - fund balance for La Presa Booster Pump Station Project nor the La Presa Waterline Extension Phase II Project.

Discussion and possible action to approve an additive Change Order No. 1 to JMJ Constructors in the total amount of $70,000.00 for ARPA Project No. 0001-Webb County Regional Rio Bravo Wastewater Treatment Plant Upgrades; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-103 (Construction in Progress-Rio Bravo WW Treatment Upgrades)] Issue: JMJ performed an assessment of the Hydropneumatic tank on July 18, 2024. JMJ was instructed to perform an assessment and recommend rehabilitation to restore the tank to working order. Also, as per the manufacturer's recommendation, the decanter Variable Frequency Drive (VFD) will be moved from the electrical room to the top of the Sequencing Batch Reactor (SBR). VFD Relocation (Additive)-$25,000.00 and Tank Rehabilitation (Additive)-$45,000.00 Solution: The intent is to use part of the project contingency allowance to fund the tank rehabilitation. Result: To reduce the length of the VFD cables and improve response accuracy and to restore the Hydropneumatic tank.

Discussion and possible action to authorize County staff to draw the necessary funds in an amount up to $58,400.00 from the standby Letter of Credit No. 85990 (Vantage Bank) as required to complete pending FEMA Letter of Map Revision (LOMR) required by the Agreement between Webb County and TDB World Industrial Park, LLC in the event that, on or before January 19, 2025, the developer fails to either: 1) secure FEMA approval for the proposed LOMR; or 2) provide a reasonable time extension to the financial guarantee. Issue: Item is a regulatory compliance matter of the Webb County Flood Damage Prevention Order and Federal floodplain management requirements. The current financial guarantee expires January 19, 2025. The County Floodplain Administrator has not received any correspondence regarding project status from either FEMA or the project hydrologist since May 2024. Since FEMA LOMR approval has not been issued or an extension of the financial guarantee has not been submitted, this item has been placed for the court’s authorization to draw the funds. Solution: Drawing the funds will allow the County to ensure completion of LOMR and compliance with Federal and local floodplain management regulations. Result: Federal and local floodplain management regulation requirements will be met.

Competitive Bidding in General and to authorize the transfer of funds from the General Fund Reserve – Capital Outlay Account #1001-1130-001-470000 to the Golf Course Capital Outlay Account #7100-6040-001-470000 for the awarded sum, and to further authorize the County Judge to sign the construction contract between Webb County and awarded bidder and any other matters incident thereto. Result: If approved, General Counsel will prepare the construction contract for the awarded amount for final execution by the Webb County Judge.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2025-005 "Consulting Services for an International-Binational Relations Liaison" for the purpose of establishing international and global relations, to bring trade, economic development, business, cultural education, and to act as a direct Liaison between Webb County and Mexican counterparts for the development & construction of the new 4/5 International Bridge System to include but not limited to long term planning of a produce terminal market and other business development planning ventures surrounding the recent Presidential permit approval for the 4/5 International Bridge connecting Webb County and the Mexican State of Tamaulipas and to further authorize General Counsel to prepare the professional service agreement and any other matters incident thereto.
