1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management, Tax Assessor-Collector; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 8. Commissioners Court Administrator
a. Discussion and possible action to authorize a county sponsorship in the amount of Four Thousand ($4,000.00), from community promotion funds for the WBCA Festivities Señor Internacional event sponsored by Laredo LULAC Council #12, on February 22, 2025 in Laredo, Webb County, Texas; and any other matters incident thereto. [Community Promotions Account #1001-1140-001-463526]
14. Fire Marshal
a. Discussion and possible action to approve the posting and filling of the following Slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective January 27, 2025: Slot # Title Hourly Rate 003015 Fire Inspector $22.50 - $24.54 (20/A-H) Issue: Request to fill Slot #003015 that became vacant on November 22, 2024. Solution: Approval to post and fill Slot #003015. Result: The filling of the slot will allow the Fire Marshal's Office to function efficiently and effectively.
17. Purchasing
a. Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to the public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned. Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department. Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose of or destroy property that cannot be sold through public auction because it has been deemed worthless or disposed of through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law. Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments.
5. Casa Blanca Golf Course
23. Discussion and possible action to enter into a Barrier Netting Agreement for the Casa Blanca Golf Course Driving Range with TR Facility Services, LLC pursuant to Sections 271.101 and 271.102, Chapter 271, Subchapter F, “Cooperative Purchasing Program”, Texas Local Government Code (Interlocal Purchasing System (TIPS) Cooperative) in the amount of ONE HUNDRED EIGHTY-THREE THOUSAND FOUR HUNDRED FIFTY-EIGHT DOLLARS THIRTY-FOUR CENTS ($183,458.34) to erect a barrier netting to the Driving Range to protect patrons and the general public, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Requested by Casa Blanca Golf Course; Account #7100-6080-001-470000 (Capital Expenditure)] Issue: Webb County to erect a netting barrier to the Casa Blanca Golf Course range to protect patrons and the general public. Solution: Enter into an agreement with TR Facility Services, LLC whose services will include the construction and erection of a netting barrier for the Casa Blanca Golf Course Driving Range. Result: Webb County will be able to protect patrons and the general public from errant golf balls being hit off the Casa Blanca Driving Range.
6. Auditor
24. Discussion and possible action to record into the Commissioners Court minutes the District Clerk's certification of the appointment of Mr. Rafael Pérez, CPA as County Auditor for Webb County, Texas, pursuant to Texas Local Government Code §84.003(b) and 152.031 (b).
7. Purchasing
25. Discussion and possible action to authorize the Purchasing Agent to secure competitive bids and/or cooperative pricing for the purchase of furniture, capital outlay equipment and computer hardware/software for the Webb County Southern Fire Department in an amount not to exceed $75,000.00 and to further authorize the transfer of funds from the General Reserve Fund (#1001-1130-001-470000 - Capital Outlay) to the Fire Departments minor tools and apparatus, material and supplies and capital outlay accounts and any other matters incident thereto. [Accounts #1001-3140-461000, 460105, 470000] Issue: New Southern Fire Station will require furniture, computer hardware/software, lockers, and other equipment necessary for day to day operations. Solution: Consideration to authorize the procurement of requested equipment / supplies and the transfer of funds. Result: If approved, orders will be placed to process the requested items for new fire station.
1848 Event Center
26. Discussion with possible action to allow an exemption and approve the current Part-time Special Events Security hourly rate to $40.00 per hour, a rate higher than the rate currently allowed by Webb County policy for part-time employees; and any other matters incident thereto. Issue: The 1848 Event Center is seeking a rate increase to be able to retain part-time Special Events Security. Solution: Webb County Commissioners Court approval to increase the hourly rate paid to part-time Special Events Security. Result: The 1848 Event Center will be able to retain part time Special Events Security.
27. Discussion and possible action to authorize a one-time expense to the Webb County credit card for the purchase of a 4 pack set (30) total of Rapid Radios Nationwide Push to Talk Walkie Talkies for an amount not to exceed $5,400.00 from Rapid Consulting LLC, and any other matters incident thereto. [Account #1001-1130-001-431007-010] Issue: Requesting permission to use Webb County credit card for this purchase. Rapid Consulting LLC, does not accept purchase orders. Portable radios are needed for dead spots in rural county areas for 1848 Event Center staff and security. Solution: Authorize the purchase of a set of rapid radios to test its capabilities. No subscriptions and/or cell phone services are required. Nationwide range. Result: If approved, the County’s credit card will be used for this one-time purchase.
9. Honorable Guadalupe Gomez, Constable Pct. 1
28. Discussion and possible action to authorize the purchase of ten (10) Motorola In-Car Video Systems w/Body Worn Camera, and fifteen (15) Cloud subscriptions for a term of five (5) years for unlimited storage data to include required software, accessories and In-Car Video System installation from Motorola Solutions (DIR Cooperative Contract # DIR-CPO-5433) for an amount not to exceed $177,000.00 ($35,400 per year) and to further transfer from the General Operating Reserve Capital Outlay Account 1001-1130-001-470000 to Constable Pct. 1 Capital Outlay Account 1001-3150-001-470000 and any other matters incident thereto. [Account #1001-3150-001-470000 (General Fund-Constable Pct 1 - Administration-Capital Outlay)] Issue: Our office does not currently have Body Cameras and our In-Car Video Systems is currently not working. Solution: Consideration to authorize the transfer of funds for the requested law enforcement equipment and Cloud subscription services for the protection of the public and Patrol Officers. And to further secure video/audio data collected during routine traffic stops and/or other calls for evidence that may be requested by the Courts. Result: If approved, order will be placed after Court meeting. ETA on delivery of equipment and installation is 8-12 weeks.
10. Commissioners Court Administrator
29. Discussion and possible action to adopt the proposed Webb County Legislative agenda for the 89th Texas Legislature as recommended by the Legislative Affairs Committee; and authorize the County Judge to execute a Resolution recognizing the official action of Commissioners Court; and taking further action on Laredo/Webb County Day's for the state and federal legislative visits; and any other matter incident thereto.
11. Honorable John C. Galo, Webb County Commissioner Pct. 3
30. Discussion and possible action authorizing county Road and Bridge staff and contracted civil engineer Topsite to finalize placement sites for the installation of solar lighting fixtures for the 1848 Fairgrounds parking lot project; and any other matters incident thereto.
