3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. b. Discussion and possible action to approve the posting and filling of the following slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective February 24, 2025: Slot # Title Hourly Rate/Salary 0268 Supervising Attorney $90,108.04 - $100,767.12 25/N-W Issue: Slot #0268 will become vacant on February 28, 2025. This slot may be filled from within, thus creating a vacant attorney slot. Solution: Request is being made to post and fill the vacant Supervising Attorney slot (#0268), and to post and fill any remaining vacant slots created by promoting from within. Result: This action will allow our department to promote from within, fill any remaining vacant slots, and will allow our department to continue to function efficiently and effectively.

6. Fire Marshal
24. Discussion and possible action to amend the Webb County Fire Marshal’s Office Fees Schedule, approved on March 27, 2023, to reflect necessary updates and any other matters incident thereto. Issue: The Webb County Fire Marshal’s Office Fee Schedule, approved on March 27, 2023, needs revisions to ensure it remains accurate, fair, and aligned with current operational and regulatory requirements. Solution: Evaluate and update the fee schedule to reflect necessary adjustments, including cost changes, new service fees, or clarifications. Result: An updated fee schedule will enhance operational efficiency while ensuring fair and appropriate charges for services.
Human Resources
25. Update from the Human Resources Department regarding the application process for the county Executive Director of Utilities Systems and the Executive Director of Capital Projects-Infrastructure positions; with discussion and possible action; and any other matters incident thereto. Issue: The Executive Director of Utilities Systems position opened on September 23, 2024 and the Executive Director of Capital Projects-Infrastructure position opened in August 13, 2024. Solution: Review status on recruitment for both positions and recommend modifications to attract qualified applicants. Result: Increase the qualified applicant pool for these positions.

26. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2025-005 “Webb County Sheriff’s Office – Parking Garage Renovations” project to the highest ranking offeror for the renovations to approximately 75,000 square feet of parking garage traffic coating at the Webb County Sheriff’s Office building located at 1002 Farragut Street and to further authorize the County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-3010-001-470000 (General Fund-Sheriff Patrol-Administration-Capital Outlay)] Issue: Commissioners Court authorized the formal solicitation of competitive sealed proposals for the improvements to the new Sheriff’s Office building parking garage. Six (6) qualified proposals meeting all the requirements were submitted to the evaluation committee for scoring. Solution: Consideration to award to the best value proposal presented by the Purchasing Agent and as recommended by the Evaluation committee. Result: If approved, General Counsel will prepare the construction contract for execution by the County Judge as directed by the Webb County Commissioners Court.
1848 Event Center
27. Discussion with possible action to clarify and correct court action taken on January 27, 2025 for item number 26 as it pertains to Special Events Security for 1848 Event Center (Fairgrounds) to reflect $27.00 per hour for an overtime rate ("Time and a half”) for employees working 1.5 times their regular hourly rate for overtime hours worked; therefore a rate of $40.50 per hour; and any other matters incident thereto. Issue: Clarify and correct court action taken on January 27, 2025 for item number 26 as it pertains to Special Events Security for 1848 Event Center. Solution: Correct hourly rate for Special Events Security. Result: Correction will allow 1848 Event Center to function effectively and efficiently.
10. Commissioners Court Administrator
28. Discussion and possible action to enter into a Consulting Services Agreement with Rafael Dueñas, for the purpose of providing bi-national liaison services regarding trade promotion and investment attraction to the county, sister city program coordination, government relations and advocacy with Mexico, and assisting with relations between the county and Mexican counterparts regarding the development and construction of the "4/5 bridge", for a one-year period beginning March 1, 2025 through February 28, 2026, subject to negotiations as to compensation for said consulting services, authorizing the County Judge to sign all relevant documents; and any matters incident thereto. [Account #1001-1130-001-431007-010 (General Fund-General Operating Exp - Administration - Operational Reserve] Issue: At its October 15, 2024 meeting, the Commissioners Court authorized the establishment of a Bi-National Committee with the intention of creating international relationships with Mexico based on trade, economic development, business, cultural, educational and information exchange. The court directed the Purchasing Agent to solicit Request for Qualifications for consulting services for an International-Binational Relations Liaison person. Solution: At its January 13, 2025 meeting, the Commissioners Court awarded Request for Qualifications 2025-005 "Consulting Services for an International-Binational Relations Liaison" to two proposers: (1) Cross-National Advisory Partners and (2) Rafael Dueñas. Result: Approving a contract with Rafael Dueñas will allow Webb County to better develop International-Binational relations with Mexico in order to bring trade, economic development, and business to Webb County.

29. Discussion and possible action to authorize the Purchasing Agent to solicit request for qualifications (RFQs) for a Construction Management Company to manage and supervise designated Webb County construction and infrastructure projects and any matters incident thereto.
