SPECIAL MEETING PUBLIC NOTICE COMMISSIONERS COURT MEETING WEBB COUNTY COURTHOUSE 1000 HOUSTON STREET, 2ND FLOOR LAREDO, TEXAS 78040 THURSDAY, MARCH 6, 2025 9:00 a.m.
1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
1. Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. b. Discussion and possible action to authorize a declaration of public purpose pursuant to Tex. Const. Art. 3 Sec. 52 for a $2,000 donation to the Kazen Fellowship Program supporting local students with civic and government opportunities focusing on their collective enrichment in Webb County; and any other matters incident thereto. [Community Promotions Account #1001-1140-001-463526]
11. Honorable Isidro Alaniz, District Attorney
a. Discussion and possible action to purchase 22 tasers (Co-op No. 092722-AXN) in an amount not to exceed $79,000 in accordance with the Texas Local Government Code, Sub-Chapter F. Cooperative Purchasing Program; Section 271.102 (Cooperative Purchasing Program Participation) and any other matters incident thereto. [Account #2161-2260-001-457006] Issue: District Attorney’s Office is requesting Tasers to assist Zapata Sheriff’s Office in obtaining a non-lethal defense option. Funding is currently available under state forfeiture account. Solution: Use reputable vendor with cooperative contract for heavy equipment purchase. Utilizing cooperative contracts will meet the competitive bidding requirements of the State. Result: The new equipment will help improve safety and will diminish lethal force.

Discussion and possible action to authorize the quantities of select fill material to purchase from best-value bid to include delivery only or to include delivery and stockpile of approximately 115,000 cubic yards or other quantities authorized by Commissioners Court for the bid pricing presented by the Purchasing Agent in accordance with the project specifications and geotechnical reports and to further identify the funding source and any other matters incident thereto. [Account #3901-7230-001-474503 (Fairgrounds Project Series 2020-Construction In Progress-Administration-Fairground Site Improvements)] Issue: On February 10, 2025, Commissioners Court authorized the Purchasing Agent to secure competitive pricing for the fill material needed for the Webb County Fairgrounds project. Bids were secured for both delivery and delivery and stockpile. Solution: Consideration by Commissioners Court to authorize and identify total quantities to order for either delivery only or delivery and stockpile. Bids were requested from Emperor Services LLC., Anderson Columbia and Martin Marietta Materials. Only two bidders responded to bid pricing requests for fill material. Result: If approved, fill material will be ordered up to the quantities and pricing authorized by Commissioners Court.

Discussion and possible action to award Invitation to Bid 2025-003 “Concrete Slabs, Plumbing, and Electrical improvements for Webb County Water Dispensers” to the lowest responsible bidder pursuant to the County Purchasing Act and identify the funding source and to further authorize General Counsel to prepare the construction contract for the awarded sum and any other matters incident thereto. Issue: The Webb County Commissioners Court authorized the purchase of five (5) 2” overhead loading water dispensers using ARPA funds. The proposal included construction oversight but site preparation is to be done by Owner. Solution: Bids were secured for the preparation of five (5) concrete slabs, plumbing and electrical connections, installation of water-stations supplied by Owner , disposal of debris and cleanup to include walk through for final inspection with owner to ensure all specifications & installation comply with local & state code. Result: If approved, General counsel will prepare the construction contract for execution for the awarded sum. Awarded contractor will proceed after all bonds, insurances are obtained by General Counsel and a Notice to Proceed is issued by the County Engineering Department.

Status report by JHS Architects (Fairgrounds Architects) and Leyendecker Construction (Construction Manager at Risk) on the Webb County Fairgrounds Project Phase II; with presentation on CMAR Preliminary Construction Cost estimate, with discussion and possible action; and other matters incident thereto.
