1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
1. Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. CONSENT ITEMS
11. Community Action Agency
i. Discussion and possible action to adopt policy and resolution in support of Fair Housing Month as proclaimed for April 2025 and to authorize the County Judge to sign all relevant documents and any other matters thereto. Issue: It is a federal requirement that Webb County adopt the Fair Housing Policy within its jurisdiction in order to continue to apply for grants. Solution: The adoption of the Fair Housing Policy in Webb County and inform citizens of Webb County of their legal rights in housing discrimination. Result: The federal requirement for Fair Housing will be met by promoting Fair Housing within Webb County’s jurisdiction, thus allowing Webb County to continue applying for grants.
17. Fire Marshal
a. Discussion and possible action to approve a burn ban Order for a maximum of Sixty (60) days of all outdoor burning in all the unincorporated areas of Webb County commencing March 24, 2025, pursuant to Local Government Code §352.081 and other applicable statutes, a violation of this Order is a Class C misdemeanor, punishable by a fine not to exceed $500.00; and any other matters incident thereto. Issue: The current Keetch-Byram Drought Index (KBDI) average for Webb County is at 634 and is expected to reach 702 within the next fourteen days. (KBDI scale ranges from 0-800 with 800 representing extremely dry conditions) These conditions create a high risk of wildfires with danger to damage life and property. Solution: Order an immediate Burn Ban for a maximum of 60 days (or until conditions are considered safe) to be enforced by the Sheriff’s Office to discourage outdoor burning in order to prevent spread of wildfires and loss of life and property. Result: Discourage citizens from outdoor burning in the unincorporated areas of Webb County in order to prevent wildfires and enforce a fine of up to $500 by the Sheriff’s Office for those citizens that do not abide by Burn Ban.
Human Resources
30. Discussion and possible action to authorize the reclassification of positions pertaining to the following departments: Human Resources, Risk Management, Fire Marshal, and Constable Pct. 2, subject to approval by the Civil Service Commission and any applicable Civil Service guidelines if required, and any other matters incident thereto. These positions were reviewed by the Wage Review Committee and recommended as stated below, effective April 1, 2025. [Requested by Wage Review Committee; Account #1001-1130-001-43107-015 (Wage Classification Study)] Issue: The Wage Review Committee reviewed these requests. Solution: Approve the proposed changes agreed by the Wage Review Committee. Result: Ability for corresponding departments to properly classify and staff their respective areas.
31. Discussion and possible action to revise the job description and qualifications criteria for the position of Executive Director of Capital Projects Infrastructure, and make additional changes, if necessary; and any other matters incident thereto. [Requested by Commissioners Court] Issue: The position of Executive Director of Capital Projects Infrastructure is currently vacant. Solution: Request approval from the Court to modify the current job description as recommended by the Wage Review Committee. Result: Modifications will allow for more specific qualification information pertaining to the Executive Director of Capital Projects position.
6. Civil Legal Division
32. Discussion and possible action to enter into a construction contract with Chamberlin San Antonio, LLC for the Webb County Sheriff’s Office Parking Garage Renovations (CSP 2025-005) in the amount of One Million Three Hundred Eighty-Five Thousand Three Hundred Sixty-Seven Dollars ($1,385,367.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-3010-001-470000 (General Fund - Sheriff Patrol - Administration - Capital Outlay)]
7. Elections
33. Discussion and possible action to approve a change of Voter Registration vendors/support company to VR systems. Also to change from laptop based voter check-in and paper sign-in forms to tablet based voter check-ins and tablet sign-in which will expedite check-ins and add efficiency, security and transparency to the election process and to further authorize the County Judge to execute all relevant documents and any other matters incident thereto.
34. Discussion and possible action to approve a Resolution opposing the elimination of countywide polling places and electronic poll box.
35. Discussion and possible action to request for Commissioners Court to authorize the Treasurer and County Attorney to collect and file suit, if needed, the expenses and cost due and owing Webb County from the requested manual recount by Jay Furman on the November 2024 General Election – Congressional District 28 race; and any other matters incident thereto. Issue: Having lost by a margin of over 12,000 votes, a manual recount was requested and by Mr. Jay Furman for the November 2024 General Election – Congressional District 28 race. Webb County Elections carried out the recount over several days at a cost of $30,942.02. All part-time workers and expenses have already been paid by Webb County. Even though request have been made for payment, to date no payment has been made. Solution: The Texas Government Code section 113.902 states as “the county treasurer shall direct prosecution for the recovery of any debt owed the county, as provided by law, and shall supervise the collection of the debt.” Result: Webb County will be paid for conducting the requested recount.
8. Engineer
36. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Quantcorp Construction LLC., in an amount not to exceed $6,149.14 to purchase one (1) electric air compressor for ARPA Project No. 0002 - Webb County Southern Fire Station and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-101 (Construction in Progress-Southern Fire Station) Issue: The stationary electric Air Compressor (10 hp. 2 stage) is needed to pump air and increase pressure as needed for inflating tires on fire units, brush trucks or ambulances housed at the Fire Station. The air compressor will also be used in various applications such as charging electronic equipment batteries, and supplying air for pneumatic tools. Solution: Consideration to authorize the use of $6,149.14 from the owner's contingency allowance funds to purchase air compressor. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. No increase or decrease to the original contract sum.
9. Planning
37. Discussion and possible action to authorize County staff to review and make recommendations to change election precinct boundaries to precincts 132, 356 and 359 pursuant to Chapter 42, Subchapter B, Sect. 42.031 of the Texas Election Code (TEC) and any other matters incident thereto. Issue: Chapter 42, Subchapter B, Sect. 42.031 of the TEC requires that during March or April of each odd-numbered year, each commissioners court shall determine whether the county election precincts comply with Sections 42.005, 42.006, and 42.007 TEC. The commissioners court may make that determination during March or April of an even-numbered year. Before May 1 of the year in which the determination is made, the commissioners court shall order the boundary changes necessary for compliance. Section 42.006 requires that a county election precinct must contain at least 100 but not more than 5,000 registered voters. The Elections Department has determined that election precincts 132, 356 and 359 are very close to exceeding the 5,000 registered voter threshold allowed by statute. Solution: Modifying the affected election precincts by shifting boundaries with less populous precincts will allow the County to remain in compliance with State election code requirements. Result: The County’s election process will be in compliance with State election code requirements
10. Purchasing
38. Discussion and possible action to authorize the Purchasing Agent to advertise a formal Request for Application (RFA) for a Bank Depository for Webb County in accordance with the Texas Local Government Code, Chapter 113 (Management of County Money), Chapter 116 (Depositories for County Public Funds) and Chapter 117 (Depositories for Certain Trust Funds and Court Registry funds) and any other matters incident thereto. Issue: The current depository bank contract expires at the end of May 2025. Seeking permission to advertise and invite local home offices or branch facilities to participate in this RFA and to further request from the Commissioners Court the desired term for the future bank depository contract term effective June 1, 2025. Solution: Consideration to authorize the Purchasing Agent to seek competitive applications for the depository bank contract for Webb County. Result: If approved, the RFA will be advertised as per the Texas Local Government Code and any additional directives by the Webb County Commissioners Court.

Discussion and possible action to approve a Resolution to recognize the month of April 2025 as World Autism Awareness Month and to commemorate World Autism Awareness Month in Webb County, Texas by lighting up the Webb County Courthouse in Blue for the month of April 2025; and any other matters incident thereto.

Discussion and possible action to authorize the Purchasing Agent to advertise an Invitation to Bid for the purchase and installation of required fencing for the 1848 Event Center and to further identify the type of fencing material, areas requiring fencing, identify funding use and any other matters incident thereto.

42. Discussion and possible action to authorize the Purchasing Agent to solicit bids (for a 30 day period) for the construction of a concrete parking lot on Lot 5, Block 18 Western Division, City of Laredo, Texas being 801 Zaragoza St. and any matters incident thereto.

43. Discussion and possible action to proclaim the month of March 2025 as March for Meals Month in Webb County, Texas; and any other matters incident thereto. Issue: Communities across the country use March to highlight their local senior nutrition programs as it is recognized as the national "March for Meals" Month, dedicated to celebrating the national elderly nutrition program established under the Older Americans Act, highlighting the importance of nutrition services for senior citizens across the country. Essentially, March is the month to focus on promoting healthy eating for the elderly population. Solution: The CAA Meals on Wheels Program seeks to celebrate a historic day in 1972 when a national nutrition program for seniors was added to the Older Americans Act. This legislation supported the Meals on Wheels network that now collectively serves 2. 8 million seniors each year. The Webb County CAA Meals on Wheels Program provides nutritious meals to seniors throughout the City of Laredo/County of Webb that help them maintain their health and independence. Result: March 2025 will be proclaimed by the Commissioners’ Court as March for Meals Month in Webb County, Texas.
