SPECIAL MEETING PUBLIC NOTICE COMMISSIONERS COURT MEETING WEBB COUNTY COURTHOUSE 1000 HOUSTON STREET, 2ND FLOOR LAREDO, TEXAS 78040 TUESDAY, APRIL 29, 2025 8:30 a.m.
1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
1. Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Fire Marshal
20. Discussion and possible action to authorize the Purchasing Agent to secure a lease rate quote from Enterprise Fleet Management (Source well Contract No. 060618-EFM) for one (1) new leased vehicle for the Webb County Fire Marshal’s Office to include preventive maintenance fees for a forty-eight (48) month lease term in accordance with the Texas Local Government Code; Subchapter F. Cooperative Purchasing Program; Sections 271.101 & 271.102 and any other matters incident thereto. [Account #1001-1130-001-469001-005 (General Fund-General Operating Exp-Administration-Operating Lease-Principal)] Qty Year Make/Model Lease Rate Mo. PM Rate EXT MO Lease Rate Term of Lease ETA on Delivery 1 2025 FORD/F150 XL 4x2 Crew Cab 799.82 58.25 858.07 48 months 22-24 Weeks Issue: The Webb County Fire Marshal’s Office seeks court authorization for the Purchasing Dept. to factory order one (1) new leased vehicle for operational use by Fire Inspectors. Solution: If approved, the Webb County Purchasing Agent will secure a lease rate quote for a 48-month lease term. Ordering a lease vehicle is subject to the availability of open order banks for lease vehicles. Rates may vary depending on stock and/or factory order. Factory orders will typically take up to 4 – 6 months depending on the manufacturer’s production schedule and overall demand in the car industry. Result: The Purchasing Agent will coordinate with Enterprise Fleet Management to order the lease unit(s) as per directive by the Webb County Commissioners Court.
6. Human Resources
21. Discussion and possible action to authorize the reclassification of positions pertaining to the following departments: District Clerk, County Attorney, and other attorney offices, subject to approval by the Civil Service Commission and any applicable Civil Service guidelines if required, and any other matters incident thereto. These positions were reviewed by the Wage Review Committee and recommended as stated below, effective April 28, 2025. [Requested by Wage Review Committee; Account #1001-1130-001-43107-015 (Wage Classification Study)] Issue: The Wage Review Committee reviewed these requests. Solution: Approve the proposed changes agreed by the Wage Review Committee. Result: Ability for corresponding departments to properly classify and staff their respective areas.
7. Pre-Trial Services
22. Discussion and possible action to approve the attached Resolution for Operation Lone Star Alternative Public Defense Program and an Addendum to the Webb County Indigent Defense Plan and any other matters incident thereto. Issue: There has been a reduction of all detention facilities that hold illegal aliens that are charged with criminal trespass and a possible reduction of charges of criminal trespass placed on these people. This is mainly due to the new Presidential administration policies. Solution: The Regional Public Defender's office will continue representation of these offenses moving forward. Result: Moving forward with the initiative will allow for a more effective and stream-line process for attorney representation.
1848 Event Center
23. Discussion with possible action to purchase 1,000 lattice aluminum chairs for the Webb County fairgrounds pavilion to be used for events throughout the year in an amount not to exceed One Hundred Fifty One Thousand Dollars ($151,000) to include cost of freight; and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: Fairgrounds pavilion is rented out to the public for private events. Webb County currently has to rent tables and chairs for these events. Solution: Purchase 1,000 chairs to accompany the 100 tables already purchased so that we do not have to rent them anymore. Result: The Webb County pavilion will be fully equipped to continue to lease the pavilion and provide tables and chairs for these private events.
9. Honorable Patricia Barrera, Tax-Assessor- Collector
24. Discussion and consideration of a presentation by Hamer Enterprises regarding the eScoffLaw Program, a system designed to assist with the enforcement and collection of outstanding citations and fines. The presentation will outline the program’s capabilities, potential benefits, and implementation process.
Budget Officer
25. Discussion and possible action to transfer county payroll savings funds accumulated as of April 11, 2025, in the amount of $1,679,868 to the accounts listed below; and any other matters incident thereto. Account Number Account Description Amount 1001-1130-001-431007-010 Operational Reserve $1,279,868 1001-1130-001-432001 Professional Services $200,000 1001-2290-001-470000 Capital Outlay $200,000 Issue: Budget Officer has directed a quarterly payroll sweep. Solution: Complete third quarterly payroll sweep. Result: Savings for Operational Reserve and funds for various county projects.

26. Discussion and possible action to reinstate and fund employee slot omitted from the General Order and any matters incident thereto. [Closed Session/Executive Session may be requested pursuant to Texas Government Code §551.074 Personnel Matters]
