CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 5. Engineer
20. Discussion and possible action to approve the use of the Contingency Allowance Funds (No. 2), as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Quantcorp Construction LLC., in an amount not to exceed $65,074.99 for ARPA Project No. 0002 - Webb County Southern Fire Station and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-101 (Construction in Progress-Southern Fire Station) Issue: Quantum Construction proposes an allowance needed for additional items; signage, PA System, landscaping and other exterior improvements (air compressor additions and electric air compressor hose reels & installation). Solution: Consideration to authorize the use of $65,074.00 from the owner's contingency allowance funds. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
21. Discussion and possible action to approve a contract amendment with IKON Consulting Group LLC., in the amount not to exceed Three Thousand Eight Hundred Dollars ($3,800.00) to EIKON Consulting Group, LLC., for additional architectural services for ARPA Project No. 0003 Emergency Operations Center, including electrical design changes per General Contractors’ Change Order Number One to the Project with MEP coordination as well as added millwork (cabinetry); and authorize the County Judge to execute all relevant documents, and any other matters incident thereto. [Account #2703-5205-001-432001-218 (Professional Services-Emergency Operations Center) (Fund 3874 Interest Income Series 2019A)] Issue: At the April 14th meeting, Commissioners Court approved three Change Orders for ARPA Project #0003 Emergency Operations Center. Some of the items in the change orders required the Architect to do electrical design changes as well as added millwork (cabinetry) for the conference room, all in coordination with the MEP. Solution: Have the Project Architect conduct the additional design services to address what is required under the Change Orders. Result: Allow for the Emergency Operations Center to manage emergencies in a more efficient manner.
22. Discussion and possible action to approve negotiations and enter into a contract with GDJ Engineering for Qualifications (RFQ) 2025-002 Civil Engineering Services for Paving Projects & Preparation of a Standard Specification Manual for County Road Construction and Maintenance to GDJ Engineering in the amount of $743,329.00; and have the County Judge sign any relevant documents and any other matters incident thereto. 23. Discussion and possible action to approve Work Authorization No. 6 to Howland Engineering and Surveying Co., for Material Testing in the amount of $15,940.00 for the Camino Las Lomas Paving Project; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account #3716-7230-715-432001 (Professional Services)] Issue: Construction will begin soon for the Camino Las Lomas Paving Project and material testing services are needed. Solution: Hiring of Howland Engineering and Surveying Co., who maintains a full-service testing laboratory in Laredo Texas. Result: Approval of Contract for Material Testing.
Human Resources
24. Discussion and possible action to authorize the reclassification of a position pertaining to the following department: County Attorney, subject to approval by the Civil Service Commission and any applicable Civil Service guidelines if required, and any other matters incident thereto. This position was reviewed by the Wage Review Committee and recommended as stated below, effective June 23, 2025. [Requested by Wage Review Committee; Account #1001-1130-001-43107-015 (Wage Classification Study)] Issue: The Wage Review Committee reviewed the request. Solution: Approve the proposed change(s) agreed by the Wage Review Committee. Result: Ability for corresponding department to properly classify and staff their respective areas.

25. Discussion and possible action to enter into a service agreement with Civic Plus to redesign and host Webb County’s website in an amount not to exceed $127,924.00 in the initial year and $33,855.00 plus 5% yearly increase in subsequent years. (GSA contract GS-35F-0124U); pursuant to the Texas Local Government Code §271.101, & §271.102, Sub-Chapter F. Cooperative Purchasing Program and to further authorize a transfer of $65,000.00 from Account #1001-1280-001-443000-110 (Repairs and Maintenance Software) to Account #1001-1280-001-432001 (Professional Services) and any other matters incident thereto. [Account #1001-1280- 001-432001 (Professional Services)] Issue: It has been over five years since the County’s website has been redesigned. Solution: Enter into a service agreement with a company that is experienced in designing/building government websites. Result: Webb County will have an agreement to redesign, host and maintain its website.

Discussion and possible action to award Invitation to Bid (ITB) 2025-009 “Fesco Building Fleet Equipment and Installation” to the lowest responsible bidder TRS Equipment, LLC., for the purchase, installation and staff training of fleet operation equipment to be located at the Webb County Fesco Building to include all required materials/supplies, labor and equipment for an amount not to exceed $368,474.02, pursuant to the Texas Local Government Code, Sub-Chapter C. Competitive Bidding in General and to further authorize the County Judge to sign any relevant legal documents and any other matters incident thereto between Webb County and awarded bidder. [Account #2007-7140-001-470000 (Capital Outlay)] Issue: Commissioners Court authorized the Purchasing Agent to solicit competitive bids for fleet operation equipment to be located at the Webb County Fesco Building. Solution: Consideration to award ITB 2025-009 “Fesco Building Fleet Equipment and Installation” to TRS Equipment, LLC. Result: If approved, General Counsel will prepare the necessary legal documents, if required, for the awarded bid amount for final execution by the Webb County Judge.

Discussion and possible action to award Invitation to Bid (ITB) 2025-011 “Main Lift Station Rehabilitation at the Webb County Wastewater Treatment Plant” to the lowest responsible bidder Southern Trenchless Solutions, LLC., for the rehabilitation of the Main Lift Station located at 1806 Margarita Street, Rio Bravo, Texas including the installation of four (4) new guide systems with four (4) new brackets two (2) more pumps, pipes, valves and control panels, in an amount not to exceed $725,800.00 pursuant to the Texas Local Government Code, Sub-Chapter C. Competitive Bidding in General and to authorize the transfer of funds from Bond Series 2016 Interest Income (3866-9080-001-485005 – Transfer Out) to Capital Outlay Water Utility Main Lift Station (7220-7280-001-470000-210) for the awarded amount and to further authorize General Counsel to prepare the construction contract between Webb County and Vendor X and any other matters incident thereto. Solution: Consideration to accept the rankings and award the public solicitation for architectural services to the recommended firm as presented by the Purchasing Agent and the Evaluation Committee. Result: If approved, authorize General Counsel to prepare the professional architectural service agreement for approval by the Webb County Commissioners Court.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2025-009 "Webb County Fleet Management Consultant" to the highest ranking respondent and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-professional services)] Issue: The Webb County Commissioners Court authorized the Purchasing Agent to solicit formal proposals from qualified firms for consulting services for the development and establishment of a Fleet Management Department to include, but not limited to, operational planning, staffing recommendations, budget analysis, policy development, and related implementation strategies. Solution: Consideration to award to the highest ranking respondent as recommended by the Evaluation committee and Purchasing Agent. Result: If approved, General Counsel will initiate negotiations with the selected firm to establish a proposed professional service agreement for the awarded services for consideration of final approval by the Webb County Commissioners Court.
31. Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2025-005 "ARPA Project No. 11 – Webb County UV-C Lighting Project” to the recommended respondent in accordance with the Texas Government Code; §2269.151 Contracts for Facilities: Competitive Sealed Proposals and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms, conditions and related fees with selected Respondent and any other matters incident thereto. Issue: Commissioners Court authorized the publication of this RFP to secure competitive proposals for the purchase and installation of UV-C lighting equipment for Webb County buildings. The equipment will be installed inside the Heating, Ventilation and Cooling systems to sanitize the air and reduce the spread of mold, viruses and airborne illnesses. Solution: Consideration to accept the rankings and award to best value proposal as presented by the Purchasing Agent and recommended by the Evaluation Committee. Result: If approved, General Counsel will proceed to negotiate the terms, conditions and related fees for the contractual agreement between Webb County and awarded respondent.
32. Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) RFQ 2025-011 “Engineering Consulting Firm for the Webb County Water Plant and Waste Water Treatment Plant” to the highest ranking respondent in accordance with the State of Texas Government Code; Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms, conditions and related fees and any other matters incident thereto. [GL account number] Issue: Commissioners Court authorized the publication of this formal solicitation to secure qualifications from interested firms to prepare and complete a comprehensive study of the existing Webb County Water and Wastewater Treatment Plants. The study will assess the water and wastewater treatment plant’s capacity and provide recommendations for system improvements, expansions and/or operational optimizations in compliance with Texas water quality and environmental standards recommended by the Texas Commission on Environmental Quality. Solution: Consideration to accept the rankings and award to highest-ranking respondent based on the published weighted criteria and as recommended by the Evaluation Committee. Result: If approved, General Counsel will proceed to negotiate the terms, conditions, and related fees of the professional services agreement between Webb County and selected firm.
33. Discussion and possible action to award Invitation to Bid (ITB) ITB 2025-010 “Webb County Water Plant Basins Sludge Removal and Cleaning Services” to the lowest responsible bidder pursuant to the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and to further authorize General Counsel to prepare the construction contract for the awarded sum(s) any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: Commissioners Court authorized the formal solicitation to secure competitive bids for the removal of approximately 700,000 gallons of sludge, sand, grit, vegetation and to provide cleaning services for (4) basins and (1) splitter box located at the Webb County Water Plant located at 513 Martha Drive, Rio Bravo, Texas, to include but not limited to the transportation of sludge and debris off site. Solution: Consideration to award to the lowest responsible bidder for the requested services. Result: If approved, General Counsel will prepare the construction contract for the awarded sum(s) for Webb County Commissioners Court's consideration.

34. Progress report by Joseph Palacios with Brighton Group, LLC. regarding overview of all county American Rescue Plan Act (ARPA) funded projects, including projected timelines, budgets and completion dates; and any other matters incident thereto, with discussion and possible action.
35. Discussion and possible action to approve a Consulting Agreement with Management Advisory Group International Inc. (“Consultant”) who will undertake a Wage and Classification Study to ensure an equitable and competitive salary structure for Webb County employees with said services to be compensated in the amount not to exceed SEVENTY NINE THOUSAND FOUR HUNDRED DOLLARS ($79,400.00) with a time frame to complete the study within One Hundred Twenty Calendar Days from the date of the Issuance of the “Notice to Proceed”, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Account #1001-1130-001-432001 (Professional Services)] Issue: At the meeting of December 9, 2024, the Commissioners Court directed the Purchasing Agent to issue a Request for Qualifications (RFQ) for a consultant to review the County’s Employee Classification and Wage Study and provide the Commissioners Court a comprehensive analysis and recommendations of current job classifications and wages to paid to county employees. Solution: At the meeting of May 5, 2024, the commissioners court awarded RFQ 2025-007 “Webb County Wage and Classification Study” to Management Advisory Group International, Inc. Result: Webb County will have an equitable and competitive salary schedule for its employees.

Discussion and possible action to settle a collision claim with the third party’s insurance carrier, Apollo Managing General Agency (Apollo Claim #2025-04398), for a motor vehicle accident involving a Webb County vehicle; said accident occurred on March 17, 2025, at 8400 Las Cruces Rd. This settlement is proposed to Webb County, as the third party was responsible for rear-ending our county vehicle. Apollo Insurance is reimbursing us for the $4,822.00 in fees the County incurred for the vehicle repairs. Competitive Bidding in General and to further authorize the County Judge to sign any relevant legal documents and any other matters incident thereto between Webb County and awarded bidder. Competitive Bidding in General and to authorize the transfer of funds from Bond Series 2016 Interest Income (3866-9080-001-485005 – Transfer Out) to Capital Outlay Water Utility Main Lift Station (7220-7280-001-470000-210) for the awarded amount and to further authorize General Counsel to prepare the construction contract between Webb County and Vendor X and any other matters incident thereto. Solution: Consideration to award to the highest ranking respondent as recommended by the Evaluation committee and Purchasing Agent. Result: If approved, General Counsel will initiate negotiations with the selected firm to establish a proposed professional service agreement for the awarded services for consideration of final approval by the Webb County Commissioners Court.

Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2025-005 "ARPA Project No. 11 – Webb County UV-C Lighting Project” to the recommended respondent in accordance with the Texas Government Code; §2269.151 Contracts for Facilities: Competitive Sealed Proposals and with the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms, conditions and related fees with selected Respondent and any other matters incident thereto. Issue: Commissioners Court authorized the publication of this RFP to secure competitive proposals for the purchase and installation of UV-C lighting equipment for Webb County buildings. The equipment will be installed inside the Heating, Ventilation and Cooling systems to sanitize the air and reduce the spread of mold, viruses and airborne illnesses. Solution: Consideration to accept the rankings and award to best value proposal as presented by the Purchasing Agent and recommended by the Evaluation Committee. Result: If approved, General Counsel will proceed to negotiate the terms, conditions and related fees for the contractual agreement between Webb County and awarded respondent.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) RFQ 2025-011 “Engineering Consulting Firm for the Webb County Water Plant and Waste Water Treatment Plant” to the highest ranking respondent in accordance with the State of Texas Government Code; Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms, conditions and related fees and any other matters incident thereto. [GL account number] Issue: Commissioners Court authorized the publication of this formal solicitation to secure qualifications from interested firms to prepare and complete a comprehensive study of the existing Webb County Water and Wastewater Treatment Plants. The study will assess the water and wastewater treatment plant’s capacity and provide recommendations for system improvements, expansions and/or operational optimizations in compliance with Texas water quality and environmental standards recommended by the Texas Commission on Environmental Quality. Solution: Consideration to accept the rankings and award to highest-ranking respondent based on the published weighted criteria and as recommended by the Evaluation Committee. Discussion and possible action to award Invitation to Bid (ITB) ITB 2025-010 “Webb County Water Plant Basins Sludge Removal and Cleaning Services” to the lowest responsible bidder pursuant to the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and to further authorize General Counsel to prepare the construction contract for the awarded sum(s) any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: Commissioners Court authorized the formal solicitation to secure competitive bids for the removal of approximately 700,000 gallons of sludge, sand, grit, vegetation and to provide cleaning services for (4) basins and (1) splitter box located at the Webb County Water Plant located at 513 Martha Drive, Rio Bravo, Texas, to include but not limited to the transportation of sludge and debris off site. (“Consultant”) who will undertake a Wage and Classification Study to ensure an equitable and competitive salary structure for Webb County employees with said services to be compensated in the amount not to exceed SEVENTY NINE THOUSAND FOUR HUNDRED DOLLARS ($79,400.00) with a time frame to complete the study within One Hundred Twenty Calendar Days from the date of the Issuance of the “Notice to Proceed”, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. This settlement is proposed to Webb County, as the third party was responsible for rear-ending our county vehicle.
