3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 6. Honorable Martin Cuellar, Sheriff
21. Discussion and possible action to authorize the Purchasing Agent to solicit formal requests for proposals for a thirteen (13) month service agreement for GPS trackers for fifty (90) Webb County Sheriff’s Office patrol units to include but not limited to ten (10) GPS tracking devices, dual facing cameras, monthly services and other related hardware pursuant to the Local Government Code; §262.030 Alternative Competitive Proposal Procedure for Certain Goods and Services and any other matters incident thereto. [Account #1001-3010-001-441010 (Cell Phone)] Issue: The Webb County Sheriff’s Office seeks to utilize GPS trackers in the patrol units to enhance officer and public safety, improve response times, and streamline fleet management and resource allocation. Solution: Consideration to authorize the Purchasing Agent to secure formal competitive proposals for these services to be effective from date of execution of service agreement until September 30, 2026. Result: Trackers and cameras in patrol units allows for real-time location tracking, improved response times, enhanced officer safety, efficient fleet management, and provides valuable data for strategic planning and resource allocation.
7. Honorable Jose "Pepe" Salinas, Justice of the Peace Pct. 4

Discussion and possible action to authorize payment of invoice presented by the United Independent School District (“UISD”) pertaining to services provided by their Attendance Officers for scholastic school year 2024-2025 (September through August) who serve as “Juvenile Court Coordinators” involving truancy cases for the Justice of the Peace Precinct 2, Place 1 and Justice of the Peace Precinct 4 in the amount of Forty-Three Thousand Nine Hundred Ninety-Eight Dollars ($43,998.00), and any matters incident thereto. [Requested by JP 4 J. Salinas and JP Pct. 2, Pl. 1 R. Quintana; Juvenile Case Manager Fund: J.P. Pct. 4 J. Salinas #2014-2180-001-432001 and J.P. Pct. 2 Pl. 1 R. Quintana #2014-2160-001-432001 (Professional Services)] Issue: Webb County Justices of the Peace Courts provide truancy court for juveniles referred to their Courts by school districts for violation of compulsory state attendance laws. The Justices of the Peace require the presence of school district Attendance Officers in order to enforce these school compulsory attendance laws. These Attendance Officers, who assist the Justices of the Peace in providing court coordination of the truancy court docket, require their services be compensated. Solution: UISD and Webb County each pay ½ the salaries of Attendance Officers acting as Justice Court Coordinators overseeing the truancy court docket.
8. Economic Development
23. Discussion and possible action to approve Contract Amendment #1 with Redline Architecture, LLC for the Webb County Southern Health Facility (Project No. 70800001013) to allow for additional design services in the amount of FORTY-NINE THOUSAND NINE HUNDRED SIXTY-SEVEN DOLLARS WITH ZERO CENTS ($49,967.00). These services include approximately six hundred feet (600 sf) of additional space, building modifications to accommodate Ruthe B. Cowl Rehabilitation and other enhancements, and authorizing the Webb County Judge to execute all relevant documents and any other matters incident thereto. This amendment will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Account #3520-7230-001-432000] Issue: Redline Architecture, LLC will charge $49,967.00 for the additional services related to the enhancements to the Webb County Southern Health Facility. Solution: Accept the contract amendment. Result: The residents of Rio Bravo, El Cenizo and surrounding areas will be able to obtain additional health care services.
9. Fire Marshal
24. Discussion and possible action to approval for the sale and use of fireworks for holidays as follows: Beginning May 1 to midnight on May 5, Cinco de Mayo Beginning February 25 to midnight on March 2, Texas Independence Day Beginning April 16 to midnight on April 21, San Jacinto Day Beginning the Wednesday before the last Monday in May to midnight on the last Monday in May, Memorial Day Beginning five days before the first day of Diwali until midnight on the last day of Diwali
10. Human Resources
25. Discussion and possible action to authorize the reclassification of positions pertaining to the following departments: Public Health Services, Risk Management and Planning, subject to approval by the Civil Service Commission and any applicable Civil Service guidelines if required, and any other matters incident thereto. These positions were reviewed by the Wage Review Committee and recommended as stated below, effective July 28, 2025. [Requested by Wage Review Committee; Account #1001-1130-001-43107-015 (Wage Classification Study)] Issue: The Wage Review Committee reviewed the requests. Solution: Approve the proposed change(s) agreed by the Wage Review Committee. Result: Ability for corresponding departments to properly classify and staff their respective areas.

Discussion and possible action to award Invitation to Bid (ITB) 2025-012 “Non-Potable Water Well Installation at Webb County Road & Bridge Los Botines Lot” to the lowest responsible bidder; Bull's Eye Services, LLC, for an amount not to exceed $200,437.00 and to further authorize General Counsel to prepare a construction contract for the awarded sum pursuant to the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), §262.021 (County Purchasing Act) and any other matters incident thereto. [Account #2007-7140-001-470000 (Capital Outlay)] Issue: Webb County authorized the Purchasing Agent to secure formal competitive bids to design, permit, drill, construct, equip, and commission a non-potable water supply well at the Webb County Road & Bridge Los Botines Lot. Solution: Consideration to award to the lowest responsible bidder; Bull's Eye Services, LLC. A total of two (2) sealed bids were received by the advertised deadline. Result: If approved, General Counsel will prepare a construction contract for the awarded sum for final execution by the County Judge subject to submission of required bonds and insurance documentation.

Discussion and possible action to authorize the purchase of fourteen (14) in-car video systems with body-worn cameras to include a five-year subscription of cloud services from Motorola Solutions (Cooperative Contract No. 39000-DIR-CPO-5433) for Constable Office Precinct 2–4 for an amount not to exceed $27,693.00 for first year subscription which includes all equipment, installation, software, and programming pursuant to Texas Local Government Code; §271.101 and §271.102, Subchapter F. Cooperative Purchasing Program and any other matters incident thereto. That aftermarket equipment cost would have a significant impact on the monthly lease rates. Solution: Consideration to authorize the allocation of funding not to exceed $27,693.00 for the purchase of equipment and cloud service for year one during fiscal year 2025 for the fourteen (14) leased police units (renewals only). Results: If approved, a purchase Order will be issued to Motorola by the Purchasing Agent for the recommended sums. Webb County will be billed annually for the continuation of cloud services during the approved term of five (5) years.

Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2025-004 “Webb County Clerk Record Management Software - 3 Year Contract" to the highest ranking firm for an initial term of three (3) years and one (1) option to extend for two (2) years subject to approval by the Webb County Commissioners Court pursuant to the Texas Local Government Code, §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and any other matters incident thereto. Issue: On May 12, 2025, Commissioners Court authorized the Purchasing Agent to advertise an RFP for the requested services by the Webb County Clerk. Solution: Consideration to award to accept the rankings and award to the highest ranking respondent. Six (6) sealed proposals were received by the advertised deadline. Result: If approved, General Counsel will negotiate the terms, conditions and related fees and prepare the service agreement for final approval by the Webb County Commissioners Court.
12. Water Utilities
29. Discussion and possible action to approve an agreement with JMJ Diaz, Corp. d/b/a JMS Constructors (“Contractor”) in an amount not to exceed Two Hundred Fifty-Eight Thousand Three Hundred Dollars ($258,300.00) for sludge, sand, grit, and vegetation removal and cleaning services for the four (4) basins and splitter box at the Webb County Water Plant located at 515 Martha Drive, Rio Bravo, Texas Street (“Water Plant Basins Sludge Removal and Cleaning Services” Project”) with a substantial completion date of Ninety (90) calendar days from the issuance of the “Notice to Proceed” with further action to transfer from Account #7200-7050-001-470000 (Capital Outlay) the amount of $243,354 and Account #7200-7080-001-443000-035 (Repairs & Maintenance Equipment) the amount of $14,946 to Account #7200-7080-001-441405 (Landfill Fees) for a total of $258,300; and any other matters incident thereto; authorizing the County Judge to sign and execute all relevant documents. [Account #7200-7080-001-441405 (Landfill Fees)] Issue: At its meeting of May 27, 2025, the Commissioners Court authorized the advertisement for formal bids for the removal of approximately 700,000 gallons of sludge, sand, grit and vegetation removal and to provide cleaning services for four (4) basins and splitter box at the Water Plant located at 515 Martha Drive, Rio Bravo, Texas. Solution: At its June 23, 2025 meeting, the Webb County Commissioners Court awarded Invitation to Bid (ITB) 2025-010 “Webb County Water Plant Basins Sludge Removal and Cleaning Services” to JMJ Diaz, Corp. d/b/a JMS Constructors. Result: Better efficiency in the provision of the quality of water provided to the residents served by the Water Plant.

36. Discussion and possible action on extension of the Grandsolar Texas Two, LLC lease of approximately 2,225.93 acres of Webb County School Land (Cuchillas and Lomas Pastures located off Highway 59) and any matters incident thereto. Discussion and possible action to settle “Notice of Claim” presented by the United Independent School District (“UISD”) regarding monies owed to UISD pertaining to services provided by their Attendance Officers for school year 2023-2024 (September 1st through August 31st) where said Officers serve as “Juvenile Court Coordinators” for the Justice of the Peace Precinct 2, Place 1 and Justice of the Peace Precinct 4, and any matters incident thereto. Discussion and possible action to approve an agreement with JMJ Diaz, Corp. d/b/a JMS Constructors (“Contractor”) in an amount not to exceed Two Hundred Fifty-Eight Thousand Three Hundred Dollars ($258,300.00) for sludge, sand, grit, and vegetation removal and cleaning services for the four (4) basins and splitter box at the Webb County Water Plant located at 515 Martha Drive, Rio Bravo, Texas Street (“Water Plant Basins Sludge Removal and Cleaning Services” Project”) with a substantial completion date of Ninety (90) calendar days from the issuance of the “Notice to Proceed” with further action to transfer from Account #7200-7050-001-470000 (Capital Outlay) the amount of $243,354 and Account #7200-7080-001-443000-035 (Repairs & Maintenance Equipment) the amount of $14,946 to Account #7200-7080-001-441405 (Landfill Fees) for a total of $258,300; and any other matters incident thereto; authorizing the County Judge to sign and execute all relevant documents. [Account #7200-7080-001-441405 (Landfill Fees)] Issue: At its meeting of May 27, 2025, the Commissioners Court authorized the advertisement for formal bids for the removal of approximately 700,000 gallons of sludge, sand, grit and vegetation removal and to provide cleaning services for four (4) basins and splitter box at the Water Plant located at 515 Martha Drive, Rio Bravo, Texas. Solution: At its June 23, 2025 meeting, the Webb County Commissioners Court awarded Invitation to Bid (ITB) 2025-010 “Webb County Water Plant Basins Sludge Removal and Cleaning Services” to JMJ Diaz, Corp. d/b/a JMS Constructors. Result: Better efficiency in the provision of the quality of water provided to the residents served by the Water Plant.

Discussion and possible action to settle “Notice of Claim” presented by the United Independent School District (“UISD”) regarding monies owed to UISD pertaining to services provided by their Attendance Officers for school year 2023-2024 (September 1st through August 31st) where said Officers serve as “Juvenile Court Coordinators” for the Justice of the Peace Precinct 2, Place 1 and Justice of the Peace Precinct 4, and any matters incident thereto.
