3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Treasurer, AgriLife Extension; Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 6. Honorable Martin Cuellar, Sheriff
20. Discussion and possible action to authorize a donation of 19 Motorola APX mobile radios to Laredo Independent School District (LISD) Police Department, Pursuant to Local Government Code; 236.151 and any other matters incident thereto. Issue: Mobile radio assets being recommended for donation are obsolete for the purposes of the Webb County Sheriff’s Office communications system and are not upgradable (Motorola End of Life 2023). Radios lack either AES encryption or lack the Multi-Key Encryption necessary to operate on the Webb County Communications system. The radios are 100% functional, tested and meet the operational needs of the LISD police department. LISD will be responsible for the installation of radio assets. Solution: Authorization of the donation of the radios to LISD police department for public safety purposes. Result: Radios will be legally transferred to LISD and the property removed from the Webb County Capital asset records and inventory. County Assets to be transferred to LISD.
7. Economic Development
21. Discussion and possible action to ratify the Economic Development Department to develop and submit a grant application to the Southwest Border Regional Commission’s Economic and Infrastructure (EID) Grant Program for the purchase of Three Hundred (300) Atmospheric Water Generators, filters, and related administrative costs in the amount of THREE HUNDRED FIFTY-NINE THOUSAND FIVE HUNDRED THIRTY-FOUR DOLLARS AND EIGHTEEN CENTS ($359,534.18) and authorizing the County Judge to act as the Authorized Representative and any other matters incident thereto. This application requires a match of 20% for a total of up to SEVENTY-TWO THOUSAND DOLLARS ($72,000.00) via cash and/or in-kind contributions. All required documents were reviewed by the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: There are still various colonias within Webb County that do not have a conventional water system in place. Solution: Ratify the submission of this grant application for the purchase of 300 Atmospheric Water Units and its filters. Result: This project could provide immediate access to native potable water to the Webb County colonias that do not have water.
8. Auditor
22. Discussion and possible action to acquire the services of Cascos & Associates, PC to resolve the Internal Revenue Service Federal Excise Tax Return Form 720 notices for the County Self-Insurance program. Issue: Form 720 is also utilized by the Internal Revenue Service (IRS) for Quarterly Federal Excise Tax Returns. The County Auditor has assisted Risk Management in responding to various Internal Revenue Service notices. The IRS notices have been addressed in a timely matter with the required documentation along with an amended Form 720. The Internal Revenue Service however continues to issue notices for these previously addressed notices and continues assessing penalties and interest. The annual tax years in questions are 2018, 2022 and recently 2024. Solution: Have the accounting firm review the underlying County documentation and tax transcripts to eliminate any additional Internal Revenue Service notices related to Form 720. Result: Ensure the County Self-Insurance tax reporting is current.
9. Elections
23. Discussion and possible action to approve a Resolution and Order of the Constitutional Amendments Special Election and to authorize and establish the Early Voting Polling Locations and Election Day Sites for the November 4, 2025 Constitutional Amendment Special Election within Webb County, Texas pursuant to Chapter 85, Texas Election Code.
10. Engineer
24. Discussion and possible action to approve the use of $6,300.00 from the Professional Services-Article 11.2 (Supplemental Services) from the Cavazos & Associates Architects PLLC Contract; and authorize the County Judge sign any relevant documents and any other matters incident thereto. [Account #2703-5205-001-432001-206 (Professional Services Southern Fire Station)] Issue: Design of an All-Weather Road Layout –to provide service to the Generator and Septic System. KCI, a sub-consultant of Cavazos & Associates Architects PLLC, will coordinate with the Architect, County Fire Department and the General Contractor on the proposed location to access the generator. Prepare a conceptual draft layout of the road location to serve the septic system located south of the building. Provide 2 options. Conduct a CAD vehicle turning analysis for a WB-67 AASHTO vehicle that will accommodate the anticipated tanker truck that will service the septic system. (Please see contract amendment for additional information). Solution: There is still a balance of $6,300.00 in the Professional Services (IT consulting line item), which will not be used on this project that can be used for the design work that will be done by KCI Technologies, Inc. This was not part of their original scope of work. Result: Approval of agenda item.
25. Discussion and possible action to approve the Closeout and Release of Retainage in the amount of $2,301.00 to AAA Roofing Service, for the completion of the Public Health Services Roof Project; and authorize the County Judge sign any relevant documents and any other matters incident thereto. [Account #1001-206000 (Retainage Payable)] Issue: The Public Health Services building located at 1620 Santa Ursula, was in need of replacement of the roof due to numerous water leaks and damaged coping. Solution: Approve and release retainage amount and close out project. Result: Completion of project.
26. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC., in an amount not to exceed $2,168.59 for Building Plan Review Fees for ARPA Project No. 0027 - Webb County Veteran's Building Rehabilitation and Preservation Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-1250-001-474501-108 (Construction in Progress-Veteran’s Building Rehabilitation and Preservation Project)] Issue: A Building Plan Review is needed in order to commence with this Project. Solution: Consideration to authorize the use of $2,168.59 from the owner's contingency allowance funds to acquire the Building Plan Review. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioner Court. There will be no increase or decrease to the original contract sum.
27. Discussion and possible action to approve the use of the contingency allowance funds in the amount of $14,231.45 as stipulated under §4.3 (allowances); and to further authorize the use of $9,785.05 from the PA System and Antenna funds, which will not be used, under the construction agreement between Webb County and Quantum Construction, LLC., (Request #006) in an amount not to exceed $24,016.50. for additional items as per field observation, for ARPA Project No. 002 Southern Fire Station; and to have the Webb County Judge sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-101 (Construction in Progress-Southern Fire Station)] Issue: Funding is needed for interior and exterior additions such as; yellow stripping at apparatus bay area, Mechanical enclosure chain-link fence extension to meet generator clearance, and installation of metal panel at interior face of perimeter walls at truck canopy. Solution: Consideration to authorize the use of $14,231.45 from the owner's contingency allowance and from the PA System fund in the amount of $9,785.05. Result: If approved, the Contractor will be authorized to use the owner's contingency amount and other funds as approved by Commissioner Court. There will be no increase or decrease to the original contract sum.
11. Planning
28. Discussion and possible action to enter into a Floodplain Development Permitting Agreement with Gateway Core Equity, Ltd. and accepting an irrevocable letter of credit in the amount of Sixty Thousand Dollars ($60,000.00) to ensure compliance with Webb County Development regulations and any other matters incident thereto; authorizing the County Judge to sign all relevant documents.
12. Purchasing
29. Discussion and possible action to reject all sealed proposals submitted for Request for Proposal (RFP) 2025-009 "Webb County Fleet Management Consultant" and any other matters incident thereto. Issue: The Webb County Commissioners Court authorized the Purchasing Agent to solicit formal proposals from qualified firms for consulting services for the development and establishment of a Fleet Management Department to include, but not limited to, operational planning, staffing recommendations, budget analysis, policy development, and related implementation strategies. Solution: Recommendation to reject all proposals submitted by the advertised deadline. Result: If approved, no further action will be required on this prior approval to solicit sealed proposals for a fleet consultant.
30. Discussion and possible action to accept the rankings and award RFP 2025-006 Parking Access & Revenue Control System to the highest-ranking firm, FlashParking Inc. for the Webb County Parking Lot located at the corner of Washington Street and Salinas Avenue in downtown Laredo, Texas in accordance with Texas Local Government Code, §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to prepare the terms, conditions and associated fees for the awarded contracted services and any other matters incident thereto. Funding is available in the depository interest account under 2019-A Bond Series. Result: If approved, General Counsel will negotiate the terms, conditions and associated fees of the contract agreement for final approval by the Webb County Commissioners Court.

Discussion and possible action to accept the rankings and award Request for Qualifications RFQ 2025-015 “Geotechnical Engineering Services for County Projects” to the top three (3) highest-ranking proposers on a rotational and as-needed basis for various County projects for a three (3) year performance period in accordance with Texas Government Code – Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms and conditions of the professional service agreement and any other matters incident thereto. Discussion and possible action to approve an Independent Contractor Agreement with Southern Trenchless Solutions, LLC, a Texas Limited Liability Company (“Contractor”) in the amount not to exceed SEVEN HUNDRED TWENTY-FIVE THOUSAND EIGHT HUNDRED DOLLARS ($725,800.00) for rehabilitation of the Main Lift Station at the Webb County Wastewater Treatment Plant located 1806 Margarita Lane, Rio Bravo Texas with a substantial completion date of ninety (90) calendar days from the issuance of the “Notice to Proceed”, and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #7220-7280-001 (Capital Outlay-Water Utility Main Lift Station) and Contingency Funds from Account #2703-5205-001 (ARPA Project No. 1)] Issue: At its meeting of May 27, 2025, the Commissioners Court authorized the advertisement for formal bids for the rehabilitation of the Main Lift Station at the Wastewater Treatment Plant located at 1806 Margarita Lane, Rio Bravo, Texas. Solution: At its June 23, 2025 meeting, the Webb County Commissioners Court awarded Invitation to Bid (ITB) 2025-011 “Main Lift Station Rehabilitation at the Webb County Wastewater Treatment Plant” to Trenchless Solutions, LLC. Result: Rehabilitation of the Main Lift Station will allow the Wastewater Plant to meet TECQ compliance standards.

Discussion and possible action to authorize the purchase and installation pursuant to Texas Local Gov't Code Section 262.024 of a NEMO-Q GALA Genius Queuing Software System, including associated hardware, software licenses, and system features, to improve customer service operations at the Webb County Tax Office, in the amount not to exceed THIRTY FOUR THOUSAND NINE HUNDRED SEVENTY SIX DOLLARS ($34,976.00) and any matters incident thereto; authorizing the Webb County Judge to execute any and all relevant documents. Software)] Issue: The current customer service process lacks an efficient queuing system, leading to long wait times, decreased staff productivity, and limited data for performance monitoring. Solution: Deploy the NEMO-Q GALA Genius Queuing System with integrated kiosks, software licenses, administrative dashboards, audio-visual components, and online wait time access. County-supplied hardware will meet specified compatibility requirements. Result: Improved customer flow, reduced wait times, and enhanced operational efficiency through real-time monitoring, data reporting, and better service management.

Issue: Form 720 is also utilized by the Internal Revenue Service (IRS) for Quarterly Federal Excise Tax Returns. The County Auditor has assisted Risk Management in responding to various Internal Revenue Service notices. The IRS notices have been addressed in a timely matter with the required documentation along with an amended Form 720. The Internal Revenue Service however continues to issue notices for these previously addressed notices and continues assessing penalties and interest. The annual tax years in questions are 2018, 2022 and recently 2024. Solution: Have the accounting firm review the underlying County documentation and tax transcripts to eliminate any additional Internal Revenue Service notices related to Form 720. Result: Ensure the County Self-Insurance tax reporting is current.

Discussion and possible action to approve a Resolution and Order of the Constitutional Amendments Special Election and to authorize and establish the Early Voting Polling Locations and Election Day Sites for the November 4, 2025 Constitutional Amendment Special Election within Webb County, Texas pursuant to Chapter 85, Texas Election Code.
10. Engineer

Discussion and possible action to approve the use of $6,300.00 from the Professional Services-Article 11.2 (Supplemental Services) from the Cavazos & Associates Architects PLLC Contract; and authorize the County Judge sign any relevant documents and any other matters incident thereto. [Account #2703-5205-001-432001-206 (Professional Services Southern Fire Station)] Issue: Design of an All-Weather Road Layout –to provide service to the Generator and Septic System. KCI, a sub-consultant of Cavazos & Associates Architects PLLC, will coordinate with the Architect, County Fire Department and the General Contractor on the proposed location to access the generator. Prepare a conceptual draft layout of the road location to serve the septic system located south of the building. Provide 2 options. Conduct a CAD vehicle turning analysis for a WB-67 AASHTO vehicle that will accommodate the anticipated tanker truck that will service the septic system. (Please see contract amendment for additional information). Solution: There is still a balance of $6,300.00 in the Professional Services (IT consulting line item), which will not be used on this project that can be used for the design work that will be done by KCI Technologies, Inc. This was not part of their original scope of work. Result: Approval of agenda item.

Discussion and possible action to approve the Closeout and Release of Retainage in the amount of $2,301.00 to AAA Roofing Service, for the completion of the Public Health Services Roof Project; and authorize the County Judge sign any relevant documents and any other matters incident thereto. [Account #1001-206000 (Retainage Payable)] Issue: The Public Health Services building located at 1620 Santa Ursula, was in need of replacement of the roof due to numerous water leaks and damaged coping. Solution: Approve and release retainage amount and close out project. Result: Completion of project.

Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC., in an amount not to exceed $2,168.59 for Building Plan Review Fees for ARPA Project No. 0027 - Webb County Veteran's Building Rehabilitation and Preservation Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-1250-001-474501-108 (Construction in Progress-Veteran’s Building Rehabilitation and Preservation Project)] Issue: A Building Plan Review is needed in order to commence with this Project. Solution: Consideration to authorize the use of $2,168.59 from the owner's contingency allowance funds to acquire the Building Plan Review. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioner Court. There will be no increase or decrease to the original contract sum.

Discussion and possible action to approve the use of the contingency allowance funds in the amount of $14,231.45 as stipulated under §4.3 (allowances); and to further authorize the use of $9,785.05 from the PA System and Antenna funds, which will not be used, under the construction agreement between Webb County and Quantum Construction, LLC., (Request #006) in an amount not to exceed $24,016.50. for additional items as per field observation, for ARPA Project No. 002 Southern Fire Station; and to have the Webb County Judge sign any relevant documents; and any other matters incident thereto. Solution: Consideration to authorize the use of $14,231.45 from the owner's contingency allowance and from the PA System fund in the amount of $9,785.05. Issue: The Webb County Commissioners Court authorized the Purchasing Agent to solicit formal proposals from qualified firms for consulting services for the development and establishment of a Fleet Management Department to include, but not limited to, operational planning, staffing recommendations, budget analysis, policy development, and related implementation strategies. Solution: Recommendation to reject all proposals submitted by the advertised deadline. Result: If approved, no further action will be required on this prior approval to solicit sealed proposals for a fleet consultant.
