3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Economic Development
21. Discussion and possible action to approve Change Order No. 6 for an increase of 145 days and in an amount not to exceed THREE HUNDRED SEVENTY THOUSAND NINE HUNDRED TWENTY DOLLARS AND NO CENTS ($370,920.00) to the contract with AOC Calton, Ltd. d/b/a Summit Building & Design for the Southern Health Facility (Project No. 70800001013), to allow for completion of construction of approximately six hundred square feet (600 sf) of additional space and other enhancements, and authorizing the Webb County Judge to execute all relevant documents and any other matters incident thereto. This amendment will have no impact on the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Account #3520-7230-001] Issue: The contract with Summit Building & Design is due to expire on August 28, 2025. The Texas Department of Housing and Community Affairs awarded Webb County a total of FOUR HUNDRED THOUSAND DOLLARS AND NO CENTS ($400,000.00) to allow for additional space to the Webb County Southern Health Facility. Solution: Approval of the change order will allow Summit Building & Design to have additional days to complete construction. Result: The residents of Rio Bravo, El Cenizo and surrounding areas will be able to obtain additional healthcare services, and the contractor will complete the Webb County Southern Health Facility within the contract timeframe.
6. Road & Bridge
22. Discussion and possible action to approve a Non-Potable Water Well Construction Contract with Bull’s Eye Services, LLC (“Contractor”) in the amount not to exceed TWO HUNDRED THOUSAND FOUR HUNDRED THIRTY-SEVEN DOLLARS ($200,437.00) for construction of a Seven Hundred Fifty (750) Foot Water Well to be located at 328 Pearson Moss Lane, Webb County, Texas with a substantial completion date of One Hundred Twenty (120) calendar days from the issuance of the “Notice to Proceed” by Webb County, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Account #2007-7140-001 (Capital Outlay)] Issue: At its meeting of May 12, 2025, the Commissioners Court authorized the advertisement for formal bids for the construction of a water well at the Los Botines Yard off Pearson Moss Lane, Webb County, Texas. Solution: At its June 28, 2025 meeting, the Webb County Commissioners Court awarded Invitation to Bid (ITB) 2025-012 “Non-Potable Water Well Installation at Webb County Road and Bridge Los Botines Lot” to Bull’s Eye Services, LLC. Result: Provision of Non-Potable Water for use by Webb County and Webb County Road and Bridge Department.
7. Engineer
23. Discussion and possible action to approve Change Order No. 1 in the amount of $23,850.00 for Royal Contractors for the Webb County 1848 Parking Lot Fence Project (VIP); with additional action to transfer funds from Account 3901-7230-001-474-501 (Construction in Progress) to account #3901-7230-001-474503-006 (Fairgrounds Site Improvements-Fencing); and authorize the County Judge to sign any relevant documents and any other matters incident thereto. [Account #3901-7230-001-474503-006 (Fairgrounds Site Improvements-Fencing)] Issue: Additional security is needed for the VIP section area instead of a barrier arm / gate arm. Solution: A motorized rolling gate with pedestrian gate will be installed. Result: Approval of change order so that the project may proceed with additional changes.
8. Planning
24. Discussion and possible action to enter into an interlocal agreement with Nueces River Authority to update and enhance floodplain mapping, improve flood risk management and guide future mitigation planning with the County to pay Four Hundred Eighty-Three Thousand Four Hundred Two Dollars ($483,402.00) as part of a required match payable in ten annual installments of Forty-Eight Thousand Three Hundred Forty Dollars and Twenty Cents beginning January 1, 2026, to January 1, 2035 and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Issue: The County seeks grant funding from the Texas Water Development Board Flood Infrastructure Fund to update and enhance floodplain mapping, improve flood risk management, and guide future mitigation planning recommended by the Amended 2023 Region 13 Nueces Regional Flood Plan. Solution: Enter into an agreement with the Nueces River Authority where the Authority will assist in seeking grant funding and implementing the recommendations in return for a portion of the grant as consideration. Result: Webb County will be able to update its floodplain mapping, improve flood risk management, and plan for mitigation of future flooding.
9. Risk Management
25. Presentation by Elizabeth Bibeau, HUB International Texas, Inc. (Webb County Benefits Consultant) with discussion and possible action to adopt proposed plans and rates for premiums for the employee health insurance plan (to include vision, dental, and stop-loss renewals) for the next calendar year, January 1,2026, through December 31, 2026, and any other matters incident thereto. Issue: The current premiums and plans may require adjustments to progressively maintain funding levels when recommended. Solution: Adjust premiums and/or plans based on usage and expenditures when recommended. Result: Progressively and appropriately manage and fund the County’s health plans.
10. Water Utilities
26. Discussion and possible action to approve an Agreement with JMJ Diaz, Corp. d/b/a JMJ Constructors (“Contractor”) in the amount not to exceed TWO HUNDRED FIFTY-EIGHT THOUSAND THREE HUNDRED DOLLARS ($258,300.00) for sludge, sand, grit, and vegetation removal and cleaning services for the four (4) basins and splitter box at the Webb County Water Plant located at 515 Martha Drive, Rio Bravo, Texas Street (“Water Plant Basins Sludge Removal and Cleaning Services” Project”) with a substantial completion date of Ninety (90) calendar days from the issuance of the “Notice to Proceed” by Webb County, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Account #7200-7080-001-441405 (Landfill Fees) and #1001-1130-001-431007-010 (Operational Reserve)] Issue: At its meeting of May 27, 2025, the Commissioners Court authorized the advertisement for formal bids for the removal of approximately 700,000 gallons of sludge, sand, grit and vegetation removal and to provide cleaning services for four (4) basins and splitter box at the Water Plant located at 515 Martha Drive, Rio Bravo, Texas. Solution: At its June 23, 2025 meeting, the Webb County Commissioners Court awarded Invitation to Bid (ITB) 2025-010 “Webb County Water Plant Basins Sludge Removal and Cleaning Services” to JMJ Diaz, Corp. d/b/a JMS Constructors. Result: Better efficiency in the provision and quality of water to the residents served by the Water Plant.
27. Discussion and possible action to enter into a Master Agreement with Ardurra Group Inc. to provide Water and Wastewater Consulting Services for Webb County Utilities Department. [No effect on budget, will be billed for work as needed through approved work authorizations. Issue: The County has exceeded the regulatory limits of disinfection byproducts in its water in years past and requires a treatment assessment with possible action to remediate any issues. Solution: The County will enter into a Master Agreement with Audurra Group, Inc. to conduct a treatment assessment and work on an as needed basis with separate Task Orders being executed for approval of the Court for services. Result: The water at the Webb County water treatment plant will meet regulatory standards.
12. Honorable Patricia Barrera, Tax-Assessor- Collector
29. Discussion and possible action to establish a Proposed Tax Rate for fiscal year 2025-2026; to take a record vote on a Proposed Tax Rate, including scheduling a public hearing and meeting to adopt the Tax Rate for fiscal year 2025-2026.
30. As per section 26.04 (b) of the Texas Property Tax Code, the tax Assessor Collector has submitted for approval the Amended Certified Tax Roll Values for the Tax Year 2025.
31. Discussion and possible action to purchase from G&S Office Designs forty-five (45) office chairs (models #33654-WA and 33954-WA) for the Webb County Tax Office in an amount not to exceed TWENTY-ONE THOUSAND SEVEN HUNDRED TWO DOLLARS AND EIGHTY CENTS ($21,702.80) which includes cost of freight and installation; and any other matters incident thereto. [Account #1001-1320-001-461000 (Materials & Supplies)] Issue: The Webb County Tax Office is in need of new chairs to accommodate the implementation of the new Queuing System and to provide adequate seating for the public in the lobby area. Solution: Purchase 45 new chairs to be used in conjunction with the new Queuing System, improving customer service flow, comfort, and overall office efficiency. Result: The Webb County Tax Office will be better equipped to serve the public through an enhanced queuing process and the addition of adequate lobby seating, creating a more organized and welcoming environment for constituents.
13. Commissioners Court Administrator
32. Discussion and possible action to authorize the civil legal division to enter into discussions and negotiate terms for a proposed inter-local agreement or Memorandum of Understanding with the Mirando City Water Supply Corporation, the Robert Marshall Estate and Webb County for the proposed drilling and completion of water well (No. 6 ); and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: There is a need for a new water well No. 6 to be constructed to help support the current water supply being provided by Mirando City Water Supply Corporation to county residents. Current well No. 5 is only pumping 15 gallons per minute and well No. 4 is producing high levels of arsenic mixed with water supply. Solution: Consideration to authorize an agreement with the Mirando City Water Supply Corporation, Robert Marshall Estate and Webb County to assist with this requested assistance. Result: Improve water supply currently being provided to the Webb County community residents.
33. Discussion and possible action to approve Contract Amendment No. 002 – Phase II to the Professional Services Contract with Juan Homero Sanchez, Inc. dba JHS Architects, for the Webb County Fairgrounds project in accordance with the Architectural/Engineering (A/E) Professional Services Agreement in the amount of $1,048,315 based on 5% of the estimated CMAR cost of work including Furniture, Fixtures, and Equipment (FF&E) as per the Commissioner’s Court Meeting on March 20, 2025. The additional A/E stipulated fee adjustment is 5% of the additional net project budget of $25M minus Owner Development Costs and prior fees resulting in a net A/E fee basis of $20,966,304. [Fund #3901] Issue: Overall scope of the Fairgrounds Project has grown to include an additional $25M for Phase II. As stipulated in Article 6.1 of the Agreement, additional fees shall be adjusted in conformity with the significant changes to the Owner’s initial program, size, complexity, schedule, and project budget for the Cost of the Work and FF&E. Solution: Approve Contract Amendment No. 002 – Phase II so architect fees of 5% of the additional scope can be included in the overall project. Result: Architect can proceed with completion of the design phase for Phase II of the overall project.
14. Honorable John C. Galo, Webb County Commissioner Pct. 3
34. Discussion and possible action to authorize county staff and the Purchasing department to develop a request for fleet management proposals and best pricing from current and interested vendors that provide fleet services for county law enforcement and civilian vehicles; and any other matters incident thereto.
15. Honorable Tano E. Tijerina, Webb County Judge
35. Presentation by Conor Cummings with Heckenkemper Golf Course Design regarding the master plan redesign at Casa Blanca Golf Course to include golf course, parking, clubhouse, and event center; and any other matters incident thereto.
36. Presentation by Laredo Cultural District and discussion and possible action regarding the Casa Ortiz balcony restoration, possible amendment of the lease agreement to include the Casa Ortiz as a County facility for electric service subject to reimbursement monthly by the District and to allow the District to promote the facility as a non-profit hub by allowing it to sub-lease, for a fee, space to the Webb County Historic Commission (long term monthly or yearly) as well as other non-profit 501 (c)(3) organizations (daily, weekly or monthly) and any matters incident thereto.
37. Discussion with possible action to authorize the use of the limo golf carts of the Fairgrounds Department - 1848 Event Center for the United Day School Grandparents Day Event on September 5, 2025 contingent to a signed Release of Liability and proof of Liability Insurance; and any other matters incident thereto.

Discussion and possible action to approve Contract Amendment No. 002 – Phase II to the Professional Services Contract with Juan Homero Sanchez, Inc. dba JHS Architects, for the Webb County Fairgrounds project in accordance with the Architectural/Engineering (A/E) Professional Services Agreement in the amount of $1,048,315 based on 5% of the estimated CMAR cost of work including Furniture, Fixtures, and Equipment (FF&E) as per the Commissioner’s Court Meeting on March 20, 2025. The additional A/E stipulated fee adjustment is 5% of the additional net project budget of $25M minus Owner Development Costs and prior fees resulting in a net A/E fee basis of $20,966,304. [Fund #3901] Issue: Overall scope of the Fairgrounds Project has grown to include an additional $25M for Phase II. As stipulated in Article 6.1 of the Agreement, additional fees shall be adjusted in conformity with the significant changes to the Owner’s initial program, size, complexity, schedule, and project budget for the Cost of the Work and FF&E. Solution: Approve Contract Amendment No. 002 – Phase II so architect fees of 5% of the additional scope can be included in the overall project. Result: Architect can proceed with completion of the design phase for Phase II of the overall project.

Presentation by Laredo Cultural District and discussion and possible action regarding the Casa Ortiz balcony restoration, possible amendment of the lease agreement to include the Casa Ortiz as a County facility for electric service subject to reimbursement monthly by the District and to allow the District to promote the facility as a non-profit hub by allowing it to sub-lease, for a fee, space to the Webb County Historic Commission (long term monthly or yearly) as well as other non-profit 501 (c)(3) organizations (daily, weekly or monthly) and any matters incident thereto.
37. Discussion with possible action to authorize the use of the limo golf carts of the Fairgrounds Department - 1848 Event Center for the United Day School Grandparents Day Event on September 5, 2025 contingent to a signed Release of Liability and proof of Liability Insurance; and any other matters incident thereto.
