19. Discussion and possible action to adopt the county budget for fiscal year 2025-2026 pursuant to Chapter 111 of the Texas Local Government Code. The Court may make any modifications to the proposed budget that it considers warranted by law and required by the interest of the taxpayers by majority vote.
20. Discussion and possible action to levy a Tax Rate of $0.382500 per $100 Taxable value by Order, under the provisions of Article VIII, Section 9(a) and 9(b) of the Texas Constitution and Section 26.05 of the Texas Property Code for Tax Year 2025. The rate includes $0.341108 per $100 value for General Fund Maintenance and Operation; $0.024775 per $100 value for General Fund – Debt Service Bonds; $0.016322 for Road and Bridge Fund M&O; $0.000295 for Road & Bridge – Debt Service Bonds.
21. Discussion and possible action to itemize and set fees by Order as part of the FY 25-26 budget preparation process for the county’s floodplain management program including but not limited to determinations, development permits, certifications and inspections as prescribed by the provisions of Section 16.324, Texas Water Code. Staff recommends maintaining current fees.
22. Discussion and possible action to approve the Budgetary and Fiscal Policy with amendments to the list of restricted accounts; and any other matters incident thereto.
23. Discussion and possible action to approve a reimbursement resolution to allow Webb County to reimburse the General Fund for expenditures related to projects; and any other matters incident thereto. Issue: The County intends to reimburse the expenditures hereunder after the date the original expenditure is paid or the date the project is placed in service. Solution: This resolution shall evidence the intent of the County to comply with state law and federal income tax law in the issuance of tax-exempt obligations for the project. Result: Approving resolution will allow Webb County to comply with State and Federal income tax laws.
24. Discussion and possible action to adopt a Capital Improvement Plan for Webb County with several listed projects beginning in fiscal year 2026; and any other matters incident thereto.
6. County Judge and Commissioners Court
25. Discussion and possible action to designate the following meeting dates and times on which the Commissioners Court shall convene in regular term each month during Fiscal Year 2025-2026 pursuant to Section 81.005, Texas Local Government Code. All meetings shall start at 9:00 a.m. The Court may convene on any other day as deemed necessary and as authorized by law. Commissioners Court may at its discretion, re-schedule meeting dates and times if necessary. 27. Discussion and possible action to approve the FY 2025 County Voluntary Separation Program contracts signed by 24 county employees, including pending contracts, for a total payout amount up to $467,313.60 with additional action to authorize a budget amendment from the Operational Reserve (Account #1001-1130-001-431007-010) to cover the difference to pay out the eligible employees; and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1130-001-431007-015 (Operational Reserve Wage Classification Study and Payroll Savings)]
7. Auditor
28. Discussion and possible to adopt by Order, to increase the minimum fund balance from fifteen percent to twenty-five percent for the County Comprehensive Fund Balance Policy. Issue: The County’s Fund Balance Policy was previously updated on November 26, 2018 with the minimum fund balance at fifteen percent. Solution: The County is required to disclose within the County annual audit the compliance with Governmental Accounting Standard Board issued Statement No. 54 for the Fund Balance Reporting and Governmental Fund Type Definition. Result: Adopt by Order the revised minimum fund balance percentage for reporting purposes.
8. Purchasing
29. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2025-006 1848 Restaurant & Pavilion Renovation Project to the highest-ranking offeror for the renovations to the Webb County 1848 Fairgrounds located at 7128 E. Saunders St., Laredo, Tx. and to further authorize the County Judge to sign all relevant documents and any other matters incident thereto. [Account #3901-7230-001-474501 (Fairgrounds Project Series 2020)] Issue: Commissioners Court authorized the formal solicitation of competitive sealed proposals for the renovations to the Webb County 1848 Fairgrounds. Qualified proposals meeting all the requirements were submitted to the evaluation committee for scoring. Solution: Consideration to award to the best value proposal presented by the Purchasing Agent and as recommended by the Evaluation committee. Result: If approved, General Counsel will prepare the construction contract for execution by the County Judge as directed by the Webb County Commissioners Court.
30. Discussion and possible action to accept the rankings and award Request for Proposals (RFP) 2025-003 Property & Casualty Insurance to the highest-ranking firm(s) to include, but not limited to, property, liability and worker's compensation insurance protection to also include Third Party Administration services and to further authorize General Counsel to negotiate terms, conditions and associated fees for the awarded contracted services and any other matters incident thereto. [Account #1001-1180-001-452012 (Property Casualty Casualty Premium); #1001-1180-001-432059 (3rd Party Administration); #6200-1090-001-432059 (3rd Party Administration); #6200-1090-001-452013 (Worker Compensation Premium)] Issue: At its February 10, 2025, meeting, the Webb County Commissioners Court authorized the advertisement for Request for Proposal for property and casualty insurance and TPA services pursuant to the Texas Local Government Code, Section 262.030 (Alternative Competitive Proposal Procedures for Certain Goods and Services) (d). The current property and casualty insurance coverage is scheduled to expire on September 30, 2025. Solution: Consideration to award to the highest-ranking firm(s) as presented by Webb County's property and casualty insurance consultant, the evaluation committee and the Webb County Purchasing Agent. Result: If approved, the General Counsel and designated county officials along with the consultant will negotiate terms, conditions and associated fees for final approval by Webb County Commissioners Court.

Solution: Confirm the August 25, 2025, approvals for medical increases in the base plan by 20%-40% and the CDHP plan by a $1-15% increase, a $5 increase on the employee-only dental base plan and an 8% increase on all other dental tiers. Increase the county contribution to the Health Savings Account (HSA) from $600 to $900, increase employer contributions from $840.62 to $1,475.00 per employee per month and increase dental employer contributions from $25 to $27.07 per employee per month, and the implementation of the CVS weight management program. In addition, increase the individual Stop-Loss deductible from $225,000 up to $250,000. Result: Ensure that Webb County maintains adequate funding levels for employee medical and dental plans, support employees with enhanced contributions, and provides access to additional health and wellness programs.

32. OPEN PUBLIC HEARING Public hearing to consider and discuss the Archival Plan for Fiscal Year 2025-2026 or funding of the automation project and the Records Management Plan for preservation services performed by the Webb County Clerk. This plan includes a Records Archive Fee of $10.00 pursuant to Texas Local Government Code Section 118.025, effective September 1, 2019. The fiscal year 2025-2026 include title changes and salary adjustments from both funds. These adjustments do not fall under the County’s Wage Plan as they do not come from the Webb County general fund. CLOSE PUBLIC HEARING
33. 34. Discussion and possible action on a Participation Agreement Tax Increment Reinvestment Zone Number One (Downtown Laredo) with the City of Laredo regarding the City’s offer to appoint two County representatives to the TIRZ #1 Board beginning with tax increment for tax year 2025, and continuing until the termination of the Zone on December 31, 2046 and obligating the County to annually contribute to the tax increment fund of the Zone:(i) one hundred percent (100%) of any County tax increment resulting from rollback taxes; and (ii) one hundred percent (100%) of County tax increment attributable to the portion of their respective tax rates attributable to maintenance and operation and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
35. Discussion and possible action to consider a Chapter 381 Economic Development Agreement between Webb County and Gateway Municipal Utility District No. 1 to jointly finance public improvements within a 3,315 acre service area (development)by contributing 75% of the property tax increment generated by service area (development) beginning with 2026 tax year collections and continue through 2054 or until all reimbursable costs are paid and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
36. Discussion and possible action to cancel Commissioners Court meeting scheduled for September 15, 2025; and any other matters incident thereto.

37. Discussion and possible action regarding the resolution of the Purdue Bankruptcy and proposed settlement with the remaining 8 manufacturer defendants and any matters incident thereto. Discussion and possible action to levy a Tax Rate of $0.382500 per $100 Taxable value by Order, under the provisions of Article VIII, Section 9(a) and 9(b) of the Texas Constitution and Section 26.05 of the Texas Property Code for Tax Year 2025. The rate includes $0.341108 per $100 value for General Fund Maintenance and Operation; $0.024775 per $100 value for General Fund – Debt Service Bonds; $0.016322 for Road and Bridge Fund M&O; $0.000295 for Road & Bridge – Debt Service Bonds.
21. Discussion and possible action to itemize and set fees by Order as part of the FY 25-26 budget preparation process for the county’s floodplain management program including but not limited to determinations, development permits, certifications and inspections as prescribed by the provisions of Section 16.324, Texas Water Code. Staff recommends maintaining current fees.
22. Discussion and possible action to approve the Budgetary and Fiscal Policy with amendments to the list of restricted accounts; and any other matters incident thereto.
23. Discussion and possible action to approve a reimbursement resolution to allow Webb County to reimburse the General Fund for expenditures related to projects; and any other matters incident thereto. Issue: The County intends to reimburse the expenditures hereunder after the date the original expenditure is paid or the date the project is placed in service. Solution: This resolution shall evidence the intent of the County to comply with state law and federal income tax law in the issuance of tax-exempt obligations for the project. Result: Approving resolution will allow Webb County to comply with State and Federal income tax laws.
24. Discussion and possible action to adopt a Capital Improvement Plan for Webb County with several listed projects beginning in fiscal year 2026; and any other matters incident thereto.

28. Discussion and possible to adopt by Order, to increase the minimum fund balance from fifteen percent to twenty-five percent for the County Comprehensive Fund Balance Policy. Issue: The County’s Fund Balance Policy was previously updated on November 26, 2018 with the minimum fund balance at fifteen percent. Solution: The County is required to disclose within the County annual audit the compliance with Governmental Accounting Standard Board issued Statement No. 54 for the Fund Balance Reporting and Governmental Fund Type Definition. Result: Adopt by Order the revised minimum fund balance percentage for reporting purposes.

29. Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2025-006 1848 Restaurant & Pavilion Renovation Project to the highest-ranking offeror for the renovations to the Webb County 1848 Fairgrounds located at 7128 E. Saunders St., Laredo, Tx. and to further authorize the County Judge to sign all relevant documents and any other matters incident thereto. [Account #3901-7230-001-474501 (Fairgrounds Project Series 2020)] Issue: Commissioners Court authorized the formal solicitation of competitive sealed proposals for the renovations to the Webb County 1848 Fairgrounds. Qualified proposals meeting all the requirements were submitted to the evaluation committee for scoring. Solution: Consideration to award to the best value proposal presented by the Purchasing Agent and as recommended by the Evaluation committee. Result: If approved, General Counsel will prepare the construction contract for execution by the County Judge as directed by the Webb County Commissioners Court.

Discussion and possible action to accept the rankings and award Request for Proposals (RFP) 2025-003 Property & Casualty Insurance to the highest-ranking firm(s) to include, but not limited to, property, liability and worker's compensation insurance protection to also include Third Party Administration services and to further authorize General Counsel to negotiate terms, conditions and associated fees for the awarded contracted services and any other matters incident thereto. The current property and casualty insurance coverage is scheduled to expire on September 30, 2025. Solution: Consideration to award to the highest-ranking firm(s) as presented by Webb County's property and casualty insurance consultant, the evaluation committee and the Webb County Purchasing Agent. Result: If approved, the General Counsel and designated county officials along with the consultant will negotiate terms, conditions and associated fees for final approval by Webb County Commissioners Court.

Solution: Confirm the August 25, 2025, approvals for medical increases in the base plan by 20%-40% and the CDHP plan by a $1-15% increase, a $5 increase on the employee-only dental base plan and an 8% increase on all other dental tiers. Increase the county contribution to the Health Savings Account (HSA) from $600 to $900, increase employer contributions from $840.62 to $1,475.00 per employee per month and increase dental employer contributions from $25 to $27.07 per employee per month, and the implementation of the CVS weight management program. In addition, increase the individual Stop-Loss deductible from $225,000 up to $250,000. Result: Ensure that Webb County maintains adequate funding levels for employee medical and dental plans, support employees with enhanced contributions, and provides access to additional health and wellness programs.

This plan includes a Records Archive Fee of $10.00 pursuant to Texas Local Government Code Section 118.025, effective September 1, 2019. The fiscal year 2025-2026 include title changes and salary adjustments from both funds. Discussion and possible action on a Participation Agreement Tax Increment Reinvestment Zone Number One (Downtown Laredo) with the City of Laredo regarding the City’s offer to appoint two County representatives to the TIRZ #1 Board beginning with tax increment for tax year 2025, and continuing until the termination of the Zone on December 31, 2046 and obligating the County to annually contribute to the tax increment fund of the Zone:(i) one hundred percent (100%) of any County tax increment resulting from rollback taxes; and (ii) one hundred percent (100%) of County tax increment attributable to the portion of their respective tax rates attributable to maintenance and operation and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
35. Discussion and possible action to consider a Chapter 381 Economic Development Agreement between Webb County and Gateway Municipal Utility District No. 1 to jointly finance public improvements within a 3,315 acre service area (development)by contributing 75% of the property tax increment generated by service area (development) beginning with 2026 tax year collections and continue through 2054 or until all reimbursable costs are paid and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
