3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Honorable Jose "Pepe" Salinas, Justice of the Peace Pct. 4
24. Discussion and possible action to enter into a one year (September 1, 2025 through August 31, 2026) Interlocal Agreement with the United Independent School District (“UISD”) for juvenile court coordinators salaries for the Justice of the Peace Court Precinct 2, Place 1, in the amount of Eighteen Thousand Five Hundred Fifty-Three Dollars ($18,553.00) being the County’s Share and Twenty-Six Thousand Six Hundred Five Dollars ($26,605.00) being the County’ Share for the Justice of the Peace Precinct 4 for a total salary amount for both Justice of the Peace Precincts being FORTY-FIVE THOUSAND ONE HUNDRED FIFTY-EIGHT DOLLARS ($45,158.00) plus One Hundred Fifty-Dollars ($150.00) for supplies for each attendance officer assigned to the respective JP Courts, and any other matters incident thereto; authorizing the County Judge to execute all relevant documents. [Requested by Honorable Judge Salinas, Pct. 4 and Honorable Judge Quintana, Pct. 2, Pl. 1 ; Juvenile Case Manager Fund: J.P. Pct. 4 J. Salinas #2014-2180-001-432001 and J.P. Pct. 2 Pl. 1 R. Quintana #2014-2160-001-432001 (Professional Services)] Issue: Webb County Justices of the Peace Courts provide truancy court for juveniles referred to their Courts by school districts for violation of compulsory state attendance laws. The Justices of the Peace require the presence of school district Attendance Officers in order to enforce these school compulsory attendance laws. These Attendance Officers, who assist the Justices of the Peace in providing court coordination of the truancy court docket, require their services be compensated (salary). Solution: UISD and Webb County each pay ½ the salaries for Attendance Officers acting as Justice Court Coordinators overseeing the truancy court docket plus each Attendance Officer gets a $150 allowance for supplies.
6. Casa Blanca Golf Course
25. Discussion and possible action to authorize a budget allocation in the amount of $95,000.00 to support high school athletic team uniform orders with further action to transfer funds from Account #1001-1130-001-431007-010 (Operational Reserve) to Account #7100-6110-001-461005-015 (Merchandise COS Men’s Apparel); and any other matters incident thereto. Issue: Schools place orders in August and this is usually when we run short either due to growth in sales or an abundance of orders from schools coming in. Currently, Webb County provides uniforms to high school athletic programs across the region, serving schools from Eagle Pass to Corpus Christi, Texas. Due to the high volume of team orders this year, available funds have been fully expended. Without additional funding, the County will be unable to continue supplying uniforms and related items to schools in need. Solution: Approval is requested for a transfer of $95,000.00 from the General Fund into the designated accounts for athletic uniform purchases. Result: This allocation will allow Webb County to continue providing uniforms for high school teams and ensure that student-athletes receive the necessary equipment to represent their schools.
7. Civil Legal Division
26. Discussion and possible action to enter into a Fifty-One (51) month (October 1, 2024 through December 31, 2029) Non-Financial Memorandum of Understanding with the State of Texas, through the Texas Health and Human Services Commission (HHSC), establishing a Community Partnership Program with Webb County in order to assist Webb residents with online community based application assistance in connection with Supplemental Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Children’s Health Insurance Program (CHIP), Medicaid Long-Term Care Services (LTC), Health Texas Women (HTW), as well as other HHSC benefit programs, designating Guillermo Walls, as the Site Manager for Webb County regarding the Program; authorizing the County Judge to execute all relevant documents, and any other matters incident thereto. [Requested by Webb County Judge; No Financial Impact on the General Fund] Issue: Webb County residents have had to apply for various Texas Health and Human Services benefit Programs by visiting a local Texas Health and Human Services office making it difficult to access said services for residents leaving outside the corporate city limits of Laredo. Solution: This MOU will allow Webb County residents to be able to be assisted in applying to HHSC benefit services through an online portal at a designated Webb County office(s).
8. Community Action Agency
27. Discussion and possible action to approve a five percent (5%) wage increase to the Webb County Community Action Agency for the following grant-funded lines of service: Community Social Services Program, Self-Help Center Program, Rural Transit Program (El Aguila) Administrative Staff, and Meals-On-Wheels/Elderly Nutrition Program effective October 1, 2025. The State funding Agencies have noted that approval of staff salary increase is subject to approval at the local level only and contingent that it does not include an increase request in state funding. [Grant Funds #2362-5150-521-410000 and #2368-5150-521-410000]] Issue: Webb County Community Action Agency staff are not under the county Wage and Classification Pay Scale and not subject to the step increase approved on Commissioners Court meeting of 09/08/2025. Solution: The Webb County Community Action Agency is proposing a grant staff wage adjustment of 5%. Funding for the increase is available under each respective grant account. Result: The Webb County Community Action Agency staff wages will be adjusted for the following programs, subject to the approval of the program funding agencies: The Community Social Services Program, Self-Help Center Program, Rural Transit Program (El Aguila) Administrative Staff, and Meals-On-Wheels Program.
9. Purchasing
28. Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2025-007 Temporary Staffing for the Election's Office to the highest-ranking respondent on an as-needed basis for a three (3) year performance period in accordance with Texas Government Code – Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms and conditions of the professional service agreement and any other matters incident thereto.[Account #2010-1110-001-451201 (Elections Service Contracts - Elections Expense)] Issue: Webb County will require these professional services for county wide elections administered by the Elections Office. These professional services will be on an as-needed basis depending on election schedules. Solution: Consideration to award to the highest-ranking respondent based on the recommendation made by the evaluation committee and the purchasing agent. Result: If approved, General Counsel will prepare a service agreement, effective 10/01/2025, for Temporary Staffing for the Elections Office subject to final approval by the Webb County Commissioners Court.
29. Discussion and possible action to accept the rankings and award Request for Qualifications RFQ 2025-016 Real Estate Appraisal Services to the top three (3) highest-ranking respondents on a rotational and as-needed basis for County projects for a three (3) year performance period in accordance with Texas Government Code – Professional Services Procurement Act and to further authorize General Counsel to negotiate the terms and conditions of the professional service agreement and any other matters incident thereto. Result: If approved, General Counsel will prepare a professional services contract, effective October 1, 2025, for Real Estate Appraisal Services subject to final approval by the Webb County Commissioners Court.
30. Discussion and possible action to accept rankings and award Invitation to Bid (ITB) 2025-014 "Webb County Jail - Recreation Area Floor Renovations" to the lowest responsible bidder Royal Contractors, LLC for the renovation of the floor and lower wall sections within the Webb County Jail's Recreation Area in an amount not to exceed $63,573.00 for base bid and/or if selected total base bid + alternate no. 1 for $93,198.00. The primary objective is to install a durable, industrial-grade flooring system and wall coating that can withstand heavy use, provide a secure and hygienic surface and address existing structural and cosmetic deficiencies pursuant to the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and to further authorize General Counsel to prepare the contract for awarded sum(s) and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund - Sheriff Jail - Administration - Capital Outlay)] Issue: Due to water intrusion in the Jail recreational outdoor area, the Webb County Commissioners Court authorized the Purchasing Agent to secure formal competitive bids for the renovation of existing flooring and surrounding walls not adequately sealed due to aging and exposure to the outdoor elements over the years. Solution: Consideration to award the flooring renovation project to the lowest responsible bidder as presented by the Purchasing Agent. Result: If approved, General Counsel will prepare a contract for the awarded sum(s) to the successful bidder selected by Commissioners Court.
31. Discussion and possible action to award Invitation to Bid (ITB) 2025-015 "Demolition of Webb County Properties" to the lowest responsible bidder for the complete demolition and site clearance of three (3) county-owned residential properties located at 920 Houston Street and 918 Houston Street to include but not limited to the complete removal and disposal of properties identified. The contractor is responsible for providing all labor, materials, equipment, transportation, permits, and supervision required to perform the scope of work in accordance with the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act), and to further authorize General Counsel to prepare the contract for the awarded sum(s) and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund-General Operating Exp-Administration-Capital Outlay)] Issue: On April 14, 2025, the Commissioners Court authorized the demolition of the County-owned dilapidated building structures located at 918 and 920 Houston Street. Solution: Formal sealed bids were secured for consideration by the Webb County Commissioners Court to award to the lowest responsible bidder. Result: If approved, General Counsel will prepare the contract for the awarded services for the bid amount(s) submitted by the selected bidder providing the lowest qualified bid.
32. Discussion and possible action to clarify the total contract sum approved for the Competitive Sealed Proposal (CSP) 2025-006 1848 Restaurant & Pavilion Renovation Project to the highest-ranking offeror, Summit Building and Design, for the renovations to the Webb County 1848 Fairgrounds located at 7128 E. Saunders St., Laredo, Tx. and to further authorize General Counsel to prepare the construction contract for awarded sum for final execution by the Webb County Judge and any other matters incident thereto. [Account #3901-7230-001-474501 (Fairgrounds Project Series 2020)] Issue: Commissioners Court authorized the formal solicitation of competitive sealed proposals for the renovations to the Webb County 1848 Fairgrounds. Qualified proposals meeting all the requirements were submitted to the evaluation committee for scoring. On September 8, 2025, under item 29, the Commissioners Court accepted the rankings and awarded the project to the highest-ranking offeror. Solution: Consideration to authorize the clarification of total contract sum awarded for base bid, allowances and selected alternatives. Result: If approved, General Counsel will prepare the construction contract for execution by the County Judge as directed by the Webb County Commissioners Court for the awarded sum(s).
10. Risk Management
33. Discussion and possible action to approve a one (1) year renewal contract with AirMedCare (AirEvac), a current ancillary benefit provider for air ambulance services. All ancillary products are 100% paid by the employees. The renewal premium for AirMedCare ancillary benefit will be offered at a monthly cost of Seven Dollars ($7.00) per month for the performance period of Jan 1, 2026 through December 31, 2026; and authorize the County Judge to execute all relevant documents; and any other matters incident thereto. [Account #6100-1090-001-432057 (Cafeteria Administration)] Issue: The current contract with AirMedCare for air ambulance services has a monthly premium of $5.00; The monthly rate will increase to $7.00 for 2026. We are requesting a (1) year extension with the $7.00 monthly premium increase. Solution: Request approval from the Commissioners Court for a one (1) year extension of the AirMedCare contract to maintain uninterrupted coverage. Result: Approve the one (1) year extension of the AirMedCare contract to ensure continued access to ancillary air ambulance service.
11. Water Utilities
34. Discussion and possible action to enter into Amendment #4 with Garver’s Construction Administration Services shall be extended to align with the full 810 calendar day construction duration of the awarded construction contract. This amendment adds 445 additional calendar days of Construction Administration Services beyond the original 365-day scope outlined in Task 5 of the original Agreement's Scope of Services in a lump sum amount of One Hundred Thirty-Nine Thousand Nine Hundred Sixteen Dollars ($139,916.00). 35. Discussion and possible action to approve the Webb County Investment Policy for Fiscal Year 2025–2026, in compliance with the Texas Public Funds Investment Act (Texas Government Code Chapters 2256 and 2257), and authorize filing of the policy. Issue: It is mandatory for the County to have an Annual investment policy on file. Solution: This Policy will be in accordance with the Public Investment Act and reflects the Texas Government Code 2256 & 2257. Result: Once approved by the Commissioners Court, it will be filed in a timely manner.

The primary objective is to install a durable, industrial-grade flooring system and wall coating that can withstand heavy use, provide a secure and hygienic surface and address existing structural and cosmetic deficiencies pursuant to the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and to further authorize General Counsel to prepare the contract for awarded sum(s) and any other matters incident thereto. Discussion and possible action to award Invitation to Bid (ITB) 2025-015 "Demolition of Webb County Properties" to the lowest responsible bidder for the complete demolition and site clearance of three (3) county-owned residential properties located at 920 Houston Street and 918 Houston Street to include but not limited to the complete removal and disposal of properties identified. The contractor is responsible for providing all labor, materials, equipment, transportation, permits, and supervision required to perform the scope of work in accordance with the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act), and to further authorize General Counsel to prepare the contract for the awarded sum(s) and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund-General Operating Exp-Administration-Capital Outlay)] Issue: On April 14, 2025, the Commissioners Court authorized the demolition of the County-owned dilapidated building structures located at 918 and 920 Houston Street. Solution: Formal sealed bids were secured for consideration by the Webb County Commissioners Court to award to the lowest responsible bidder. Result: If approved, General Counsel will prepare the contract for the awarded services for the bid amount(s) submitted by the selected bidder providing the lowest qualified bid.

Discussion and possible action to clarify the total contract sum approved for the Competitive Sealed Proposal (CSP) 2025-006 1848 Restaurant & Pavilion Renovation Project to the highest-ranking offeror, Summit Building and Design, for the renovations to the Webb County 1848 Fairgrounds located at 7128 E. Saunders St., Laredo, Tx. and to further authorize General Counsel to prepare the construction contract for awarded sum for final execution by the Webb County Judge and any other matters incident thereto. [Account #3901-7230-001-474501 (Fairgrounds Project Series 2020)] Issue: Commissioners Court authorized the formal solicitation of competitive sealed proposals for the renovations to the Webb County 1848 Fairgrounds. Qualified proposals meeting all the requirements were submitted to the evaluation committee for scoring. On September 8, 2025, under item 29, the Commissioners Court accepted the rankings and awarded the project to the highest-ranking offeror. Solution: Consideration to authorize the clarification of total contract sum awarded for base bid, allowances and selected alternatives. Result: If approved, General Counsel will prepare the construction contract for execution by the County Judge as directed by the Webb County Commissioners Court for the awarded sum(s).

33. Discussion and possible action to approve a one (1) year renewal contract with AirMedCare (AirEvac), a current ancillary benefit provider for air ambulance services. All ancillary products are 100% paid by the employees. The renewal premium for AirMedCare ancillary benefit will be offered at a monthly cost of Seven Dollars ($7.00) per month for the performance period of Jan 1, 2026 through December 31, 2026; and authorize the County Judge to execute all relevant documents; and any other matters incident thereto. [Account #6100-1090-001-432057 (Cafeteria Administration)] Issue: The current contract with AirMedCare for air ambulance services has a monthly premium of $5.00; The monthly rate will increase to $7.00 for 2026. We are requesting a (1) year extension with the $7.00 monthly premium increase. Solution: Request approval from the Commissioners Court for a one (1) year extension of the AirMedCare contract to maintain uninterrupted coverage. Result: Approve the one (1) year extension of the AirMedCare contract to ensure continued access to ancillary air ambulance service.

Discussion and possible action to enter into Amendment #4 with Garver’s Construction Administration Services shall be extended to align with the full 810 calendar day construction duration of the awarded construction contract. This amendment adds 445 additional calendar days of Construction Administration Services beyond the original 365-day scope outlined in Task 5 of the original Agreement's Scope of Services in a lump sum amount of One Hundred Thirty-Nine Thousand Nine Hundred Sixteen Dollars ($139,916.00).
