1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 5. Honorable Martin Cuellar, Sheriff
29. Discussion and possible action to authorize an exception to Webb County Personnel Policy and approve the transfer of employee earned accruals from Slots #825 and #2552, currently under the HIDTA grant, to county slots #492 and #2918. Issue: The Laredo PD HIDTA Task Force grant will not be renewed and the CBA officers in the grant slots have accrued leave that requires payout of the accruals from county funds. Solution: Approve the transfer of accruals for these CBA members to their new respective slots #492 and #2918. Result: Transfer of accruals for CBA members in grant slots #825 and #2552 to Webb County Full Time Employee slots #492 and #2918.
6. Casa Blanca Golf Course
30. Discussion and possible action to enter into a Twenty-Four (24) Month (October 14, 2025 through October 13, 2027) Lease Agreement between Huntington National Bank (“Lessor”) and Webb County (“Lessee”) for the financing and rental of 70 refurbished 2020 E-Z GO RXV ELITE Golf Carts for the Golf Course Department at a per month rental cost of Nine Thousand Seven Hundred Four Dollars Ten Cents ($9,704.10) for a total cost of Two Hundred Thirty Two Thousand Eight Hundred Ninety-Eight Dollars Forty Cents ($232,898.40) over the term of the Agreement, subject to annual budget appropriation with further action to transfer funds from Account #1001-1130-001-431007-010 (Operationsl Reserve) to Account #7100-9050-001-483003-360 (Capital Lease 2020 TCF 70 EZ Go Carts) and Account #7100-9050-001-483037-360 (Lease Interest 2020 TCF 70 EZ Go Carts) and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Account #7100-9050-001-483003-360 (Capital Lease 2020 TCF 70 EZ Go Carts) and #7100-9050-001-483037-360 (Lease Interest 2020 TCF 70 EZ Go Carts)] Issue: The Casa Blanca Golf Course is in need of newer golf carts for their customers. Webb County has the need and the opportunity to replace its fleet of golf carts with seventy (70) year 2020 refurbished ones. Solution: Authorize the Execution of a twenty-four (24) month lease with Huntington National Bank who is financing the rental of the seventy (70) refurbished golf carts. Result: The Golf Course Department will have enough carts to facilitate the growth and demand of increased rounds of golf at Casa Blanca which will better serve the golfing community.
7. Economic Development
31. Discussion and possible action to authorize the acceptance of the Fiscal Year 2026-2027 Biennium State Aid and Targeted Grants Contract from the Texas Juvenile Justice Department in the amount of Two Million Five Hundred Ninety-Three Thousand, Four Hundred Ninety-nine Dollars ($2,593,499.00), State Aid; and $26,294.00 Targeted Grant B - Border Children's Justice Project, for the Webb County Juvenile Department. There is a State Aid cash match in the amount of $217,300.00 - Account #1001-1160-001-463906-005 and $26,890.00 Border Project Cash Match - Account #1001-1160-001-463906-015. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Gerardo Liendo, Chief Juvenile Probation Officer; Account #1001-1160-001-463906-005 and #1001-1160-001-463906-015] Issue: The Texas Juvenile Justice Department has made available and offered state financial assistance monies to the Webb County Juvenile Probation Department to assist in the provision of basic juvenile probation services and/or the operation of a pre-adjudication secure detention facility. Solution: Approval and acceptance of the grant will allow the Webb County Juvenile Probation Department to continue providing, developing, and supporting community-based juvenile probation services and programs, and meet program objectives. Result: Approval of grant will enhance the department's capabilities to expand and supplement services available to and provide for juveniles under the jurisdiction of the juvenile department, assist in reducing delinquency, increase offender accountability, and rehabilitate juvenile offenders through a comprehensive, coordinated, and community-based juvenile probation system.
8. Public Health Services
32. Discussion and possible action to authorize an exception to the 25-hour limit for a part-time employee hired under slot #888813, Part-Time Nurse, at the Public Health Services Department, and any other matters incident thereto. [Account #1001-5040-004-412000 (Part-Time)] Issue: The Public Health Services Department is requesting this authorization to ensure consistent staff coverage and to prevent disruption in the delivery of health services to the public and county employees. Solution: Approval by the Commissioners Court will allow the part-time nurse to work additional hours beyond the 25-hour weekly limit, as needed, to maintain continuity of care and service availability within the department. Result: Granting this exception will enable the Public Health Services Department to continue providing uninterrupted health services to the community and county employees.
9. Tax Attorney
33. Status report on delinquent tax collection by Webb County Tax Attorney Javier Montemayor, Jr. with discussion and possible action on the modification and extension of delinquent tax contract; and any other matters incident thereto.
10. Community Action Agency
34. Discussion and possible action to authorize, as an exception to policy, a reallocation of Payroll and Fringe funds into Operational funds in the amount of $55,000 within the FY 25-26 budget. 11. Engineer
35. Discussion and possible action to approve the closeout and release of retainage in the amount of $40,065.00 to Muralla Construction, LLC., for the completion of the Quad City Fire Station and JP Pct. 3 Expansion Project; and authorize the County Judge sign any relevant documents and any other matters incident thereto. [Account #3906-206000 (Retainage Payable)] Issue: Project has been completed. Solution: Approve and release retainage amount and closeout project. Result: Completion of project.
36. Discussion and possible action to approve Supplemental Work Authorization #3 to Work Authorization #3 with GDJ Engineering (“Consultant”) wherein Consultant will be providing Webb County an Intersection Control Evaluation (ICE) traffic study along the corridor for the Mangana Hein Road Widening Project Segment 2 from US83 to SH 20 for an additional amount of SEVENTY SEVEN THOUSAND TWO HUNDRED FORTY TWO ($77,242.00) for a total contract amount not to exceed ONE MILLION NINETY THOUSAND FIFTY EIGHT DOLLARS ($1,090,058.00) and any other matters incident thereto; authorizing the County Judge to sign all relevant documents. [Fund #2007] Issue: The Texas Department of Transportation (TxDOT) anticipates the new road will have more traffic than originally anticipated because of development and the extension of SL 20 to the South. Solution: Perform an Intersection Control Evaluation along the corridor. This data goes beyond the original proposed signal warrants and is required for the Texas Department of Transportation approval of the schematic the Project Engineers currently have under development. Result: Approval will help GDJ Engineering proceed with schematics under development for the traffic signal warrant evaluation.
37. Discussion and possible action to approve Change Order No. 1 in the amount of $20,319.96 from unused funds under the construction agreement between Webb County and Quantum Construction, LLC., for additional items as per field observations for ARPA Project No. 002-Southern Fire Station; and have the County Judge sign any relevant documents and any other matters incident thereto. Result: If approved, the Contractor will be authorized to use the funds. There will be no increase or decrease to the original contract sum.
38. Discussion and possible action to approve the Closeout and Release of Retainage in the amount of $106,499.96 to Renoworks, LLC., for the completion of ARPA Project 0029-Rio Bravo Road Improvement Project; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account #2703-206000 (Retainage Payable & #3527-206000 Retainage Payable)] Issue: Project has been completed. Solution: Approve and release retainage and close out Project. Result: Road completion will enhance safety and reliability for the public and first responders.
39. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Chamberlin Roofing and Waterproofing, in an amount not to exceed $31,085.00 for concrete Epoxy overlay for the Webb County Sheriff Department Administration Project-Parking Garage Renovations and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-3010-001-470000 (Capital Outlay) Issue: Due to imperfections of the concrete surface, the architect decided to opt for a higher strength epoxy coating. This is also required for warranty. Solution: Consideration to authorize the use of $31,085.00 from the owner's contingency allowance funds. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.

40. Discussion and possible action to accept the rankings and award RFP 2025-010 Alarm Monitoring, Inspections & Maintenance Services – 3 Year Contract to the highest-ranking respondent, Patriot Fire & Security for all applicable Webb County Building locations requiring these services effective October 1, 2025 through September 30, 2028 pursuant to the Texas Local Government Code; §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to prepare the terms, conditions and associated fees for the awarded services and any other matters incident thereto. Solution: Consideration to accept the rankings and award to the highest-ranking respondent recommended by the evaluation committee and the Purchasing Agent. Result: If approved, General Counsel will negotiate the terms, conditions and associated fees of the service agreement for final approval by the Webb County Commissioners Court.
13. Honorable Guadalupe Gomez, Constable Pct. 1
41. Discussion and possible action to approve an exemption on the maximum $15.00 Part-Time Hourly Pay Rate to $20.00 Maximum Part-Time Hourly Pay Rate for Deputy Constable. The total salary will be paid from the existing approved part-time funds account. Issue: The current maximum part-time hourly rate is capped at $15. Due to increased workload, the Constable’s Office is seeking to hire a part-time Deputy Constable. At the current rate, applicant interest is expected to be minimal, limiting our ability to fill this position with qualified personnel. Solution: Approve an exemption to increase the maximum part-time hourly rate from $15 to $20 per hour specifically for the Deputy Constable position. Result: Approval of this exemption will allow the Pct. 1 Constable Office to offer a more competitive wage, increasing the applicant pool and enabling the hiring of a qualified part-time Deputy Constable to meet workload demands. No financial impact to the county will be added salary will be within the approved part-time line item.
14. Commissioners Court Administrator
42. Discussion and possible action to authorize the purchase of forty-seven (47) Invictus Discreet Rifle - Rated Ballistic Shield for five (5) County buildings in the downtown area from Kirkpatrick Guns and Ammo, Inc. (Buy Board Contract No. 698-23) for an amount not to exceed $64,859.53 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. cooperative Purchasing Programs and any other matters incident thereto. [Sponsored by Tano E. Tijerina, Webb County Judge; Account #1001-1130-001-460105 (General Fund-General Operating Exp-Administration-Minor Tools & Apparatus)] Issue: An initiative to enhance public safety by increasing physical security measures that protect Webb County employees, visitors, and first responders from potential ballistic threats. Solution: Authorize the purchase of forty-seven (47) certified ballistic shields to be installed at five (5) Webb County buildings located in the downtown area from a reputable vendor providing cooperative pricing complying with the competitive bidding requirements of the State of Texas. Result: Ballistic shields are integrated into the overall security and emergency response plans, contributing to a more secure public facility.
43. Discussion and possible action to accept a declaration of public purpose pursuant to Texas Constitution Article 3 Section 52 for a county sponsorship in the amount of Ten Thousand ($10,000.00), from community promotion funds for the American Cancer Society - Breast Cancer Awareness for the month of October in Laredo, Webb County, Texas; and any other matters incident thereto. 44. Status report from Engineering and county staff on the completion of the new Webb County Sheriff’s Administrative Offices and the proposed Webb County Road & Bridge and Engineering building, (formerly FESCO), with discussion and possible action to schedule a date for the ribbon cutting of both Webb County buildings; and any other matters incident thereto.

Discussion and possible action to authorize the Purchasing Agent to solicit formal Invitation for Bids for the Mangana Hein Road and Rio Bravo Street Improvement project consisting of approximately 3,960 linear feet of asphalt overlays of designated County roads pursuant to Sub-Chapter C. Competitive Bidding Method; under the Texas Government Code; §2269.101 (Contracts for Facilities: Competitive Bids) and in accordance with §2269.102 (Use of Architect or Engineer) by designating the County Engineering Department to prepare the plans, specifications, estimated construction costs, construction administration throughout the duration of the project until closeout and any other matters incident thereto. Discussion and possible action authorizing and supporting joint partnerships with the Texas Animal Health Commission (TAHC), the Texas Parks Wildlife Department (TPWD) and other local and state agencies promoting a united effort in combating New World Screwworm (NWS), which could potentially threaten American agriculture and result in billions of dollars in economic losses; and any other matters incident thereto.

Discussion and possible action to enter into a Twenty-Four (24) Month (October 14, 2025 through October 13, 2027) Lease Agreement between Huntington National Bank (“Lessor”) and Webb County (“Lessee”) for the financing and rental of 70 refurbished 2020 E-Z GO RXV ELITE Golf Carts for the Golf Course Department at a per month rental cost of Nine Thousand Seven Hundred Four Dollars Ten Cents ($9,704.10) for a total cost of Two Hundred Thirty Two Thousand Eight Hundred Ninety-Eight Dollars Forty Cents ($232,898.40) over the term of the Agreement, subject to annual budget appropriation with further action to transfer funds from Account #1001-1130-001-431007-010 (Operationsl Reserve) to Account #7100-9050-001-483003-360 (Capital Lease 2020 TCF 70 EZ Go Carts) and Account #7100-9050-001-483037-360 (Lease Interest 2020 TCF 70 EZ Go Carts) and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. Webb County has the need and the opportunity to replace its fleet of golf carts with seventy (70) year 2020 refurbished ones. Solution: Authorize the Execution of a twenty-four (24) month lease with Huntington National Bank who is financing the rental of the seventy (70) refurbished golf carts. Result: The Golf Course Department will have enough carts to facilitate the growth and demand of increased rounds of golf at Casa Blanca which will better serve the golfing community.
7. Economic Development
31. Discussion and possible action to authorize the acceptance of the Fiscal Year 2026-2027 Biennium State Aid and Targeted Grants Contract from the Texas Juvenile Justice Department in the amount of Two Million Five Hundred Ninety-Three Thousand, Four Hundred Ninety-nine Dollars ($2,593,499.00), State Aid; and $26,294.00 Targeted Grant B - Border Children's Justice Project, for the Webb County Juvenile Department. There is a State Aid cash match in the amount of $217,300.00 - Account #1001-1160-001-463906-005 and $26,890.00 Border Project Cash Match - Account #1001-1160-001-463906-015. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Gerardo Liendo, Chief Juvenile Probation Officer; Account #1001-1160-001-463906-005 and #1001-1160-001-463906-015] Issue: The Texas Juvenile Justice Department has made available and offered state financial assistance monies to the Webb County Juvenile Probation Department to assist in the provision of basic juvenile probation services and/or the operation of a pre-adjudication secure detention facility. Solution: Approval and acceptance of the grant will allow the Webb County Juvenile Probation Department to continue providing, developing, and supporting community-based juvenile probation services and programs, and meet program objectives. Result: Approval of grant will enhance the department's capabilities to expand and supplement services available to and provide for juveniles under the jurisdiction of the juvenile department, assist in reducing delinquency, increase offender accountability, and rehabilitate juvenile offenders through a comprehensive, coordinated, and community-based juvenile probation system.
8. Public Health Services
32. Discussion and possible action to authorize an exception to the 25-hour limit for a part-time employee hired under slot #888813, Part-Time Nurse, at the Public Health Services Department, and any other matters incident thereto. [Account #1001-5040-004-412000 (Part-Time)] Issue: The Public Health Services Department is requesting this authorization to ensure consistent staff coverage and to prevent disruption in the delivery of health services to the public and county employees. Solution: Approval by the Commissioners Court will allow the part-time nurse to work additional hours beyond the 25-hour weekly limit, as needed, to maintain continuity of care and service availability within the department. Result: Granting this exception will enable the Public Health Services Department to continue providing uninterrupted health services to the community and county employees.

36. Discussion and possible action to approve Supplemental Work Authorization #3 to Work Authorization #3 with GDJ Engineering (“Consultant”) wherein Consultant will be providing Webb County an Intersection Control Evaluation (ICE) traffic study along the corridor for the Mangana Hein Road Widening Project Segment 2 from US83 to SH 20 for an additional amount of SEVENTY SEVEN THOUSAND TWO HUNDRED FORTY TWO ($77,242.00) for a total contract amount not to exceed ONE MILLION NINETY THOUSAND FIFTY EIGHT DOLLARS ($1,090,058.00) and any other matters incident thereto; authorizing the County Judge to sign all relevant documents. [Fund #2007] Issue: The Texas Department of Transportation (TxDOT) anticipates the new road will have more traffic than originally anticipated because of development and the extension of SL 20 to the South. Solution: Perform an Intersection Control Evaluation along the corridor. This data goes beyond the original proposed signal warrants and is required for the Texas Department of Transportation approval of the schematic the Project Engineers currently have under development. Result: Approval will help GDJ Engineering proceed with schematics under development for the traffic signal warrant evaluation.
37. Discussion and possible action to approve Change Order No. 1 in the amount of $20,319.96 from unused funds under the construction agreement between Webb County and Quantum Construction, LLC., for additional items as per field observations for ARPA Project No. 002-Southern Fire Station; and have the County Judge sign any relevant documents and any other matters incident thereto. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Chamberlin Roofing and Waterproofing, in an amount not to exceed $31,085.00 for concrete Epoxy overlay for the Webb County Sheriff Department Administration Project-Parking Garage Renovations and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-3010-001-470000 (Capital Outlay) Issue: Due to imperfections of the concrete surface, the architect decided to opt for a higher strength epoxy coating. This is also required for warranty. Solution: Consideration to authorize the use of $31,085.00 from the owner's contingency allowance funds. 41. Discussion and possible action to approve an exemption on the maximum $15.00 Part-Time Hourly Pay Rate to $20.00 Maximum Part-Time Hourly Pay Rate for Deputy Constable. The total salary will be paid from the existing approved part-time funds account. Issue: The current maximum part-time hourly rate is capped at $15. Due to increased workload, the Constable’s Office is seeking to hire a part-time Deputy Constable. At the current rate, applicant interest is expected to be minimal, limiting our ability to fill this position with qualified personnel. Solution: Approve an exemption to increase the maximum part-time hourly rate from $15 to $20 per hour specifically for the Deputy Constable position. Result: Approval of this exemption will allow the Pct. 1 Constable Office to offer a more competitive wage, increasing the applicant pool and enabling the hiring of a qualified part-time Deputy Constable to meet workload demands. No financial impact to the county will be added salary will be within the approved part-time line item.
