4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 17. Honorable Martin Cuellar, Sheriff
c. Discussion and possible action to enter into an Agreement between Webb County for the benefit of the Webb County Sheriff's Office and the Department of Homeland Security, Immigration and Customs Enforcement, for the “287G” program Jail Enforcement Model (JEM), beginning upon court approval until either party terminates with written notice; and authorizing the County Judge to sign any and all relevant documents and any other matters incident thereto. No impact to the general fund. Issue: SB8 89th Legislative session requires Sheriffs' participation with Department of Homeland Security Immigration and Customs Enforcement 287(g) Program, Section 8USC Subsection 1357 Immigration and Nationality Act. Solution: Commissioners Court approval to enter into an agreement with DHS for enrollment and participation into the 287 (g) (JEM) program. Result: Webb County will be compliant with SB8 (89th Legislative session) as a 287 (g) (JEM) participant.
5. Engineer
18. Discussion and possible action to approve Change Order 001 in the amount of $70,738.48, as a credit from Stoddard General Contractors for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope and Site Rehabilitation Project; and authorize the County Judge sign any relevant documents and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: The proposed metal framed skylights from Velux Commercial do not meet specification requirements (lead time, availability, schedule impact, extended warranties), and the Apollo Industries skylight exceeds specification requirements. Solution: The contractor has fully reviewed the proposed substitution, including its impact on the work, and certifies it matches or exceeds the performance, durability, appearance, size and other characteristics of the specified product. Result: The contractor will execute work required to properly install the proposed substitution in accordance with the contract and will credit the county the amount of $70,738.48.
19. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Midas Contractors LLC., in an amount not to exceed $29,605.00 for the design of a new parking lot for ARPA Project No. 0008 – Community Action Agency Administration, Social Services and Meals on Wheels Facility Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-106 (Meals on Wheels Facility) Issue: Administration is requesting additional parking for clients, closer to the CAA offices. Solution: Consideration to authorize the use of $29,605.00 from the owner's contingency allowance funds. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
20. Discussion and possible action to enter into a demolition agreement with Midas Contractors, LLC for the demolition of improvements on county-owned real property located at 918 and 920 Houston Street in an amount not to exceed THIRTY-NINE THOUSAND NINE HUNDRED FIFTY DOLLARS ($39,950.00) and any other matters incident thereto, and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund Operating Exp-Administration-Capital Outlay] Issue: At its meeting of April 14, 2025, the Commissioners Court authorized the demolition of the county-owned dilapidated building structures at 918 and 920 Houston Street, Laredo, Texas 78040 and authorized the Purchasing Agent to issue an Invitation to Bid for the demolition work. Solution: At its September 22, 2025 meeting, the Commissioners Court awarded Invitation to Bid (ITB) 2025-015 “Demolition of Webb County Properties” to the lowest bidder, Midas Contractors, LLC. Result: The Contractor will substantially complete the project within forty-five (45) calendar days from the issuance of the “Notice to Proceed” by the Engineering Department.
6. Pre-Trial Services
21. Discussion and possible action to approve the 2025-2026 Formula Grant Indigent Defense Resolution and to authorize the Webb County Judge to sign all pertinent documents. The purpose of the grant is to maintain quality and cost effective defense system that meets the needs of local communities and the requirements of the constitution and state laws. Webb County will be eligible to receive a portion of the funding. There is no negative impact on the general fund. \The necessary documents have been submitted for review and approval to the Economic Development Department and to the Civil Legal Department. Discussion and possible action to accept the rankings and award RFP 2025-008 "Webb County GPS Tracking Devices" to the highest-ranking respondent, Acadian Total Security, LLC, to provide and install Global Positioning System (GPS) tracking devices and associated fleet management software for its vehicle fleet and construction equipment, current fleet inventory is estimated at over 500+. Awarded services will be contingent upon available budget appropriations and shall be made at the County’s sole discretion, pursuant to the Texas Local Government Code; §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to prepare the terms, conditions and associated fees for the awarded services and any other matters incident thereto. The purpose of securing these services is to properly track all County units for accountability, transparency, cost control, safety and security. Solution: Consideration to accept the rankings and award to the highest-ranking company as recommended by the Evaluation Committee and the Webb County Purchasing Agent. The County may elect to phase in GPS installations over time, prioritize specific departments or vehicle types, or reduce scope based on operational needs and funding availability. Result: If approved, General Counsel will prepare the service agreement for final approval and execution by the Webb County Commissioners Court. No minimum purchase quantities are guaranteed, and Webb County further reserves the right to purchase GPS tracking devices and related services only as needed during the contract term.
Risk Management
23. Discussion and possible action to renew the "Webb County Stop Loss, Assumptions, and Caveats." Agreement with Aetna by selecting "Renewal Option1" for the performance period of January 1, 2026 – December 31, 2026, as recommended by Webb County's insurance consultant and authorizing the Webb County Civil Legal Division to review the Renewal Agreement; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #6100-1090-001-432056-025 (Administrative Fees Aetna Stop Loss)] Issue: Webb County’s current stop loss agreement with Aetna expires December 31st, 2025. A renewal decision is required to maintain coverage and manage financial risk associated with high-cost medical claims. Solution: Renew the Webb County Stop Loss, Assumptions and Caveats Agreement by selecting renewal option 1 for the performance period of January 1, 2026–December 31, 2026, as recommended by the insurance consultant. Result: Webb County will maintain stop loss coverage with Aetna, ensuring continued financial protection against catastrophic claims. The renewal under Option 1 aligns with consultant recommendations and provides budgetary certainty for the upcoming plan year.
9. Water Utilities
24. Discussion and possible action to proceed with Task #1 scope of work will include consultant focusing on personnel and resources to assist County staff with technical, operational, maintenance, design concerns, as well as preparation for County Commissioner’s Court presentations, and Task #2 scope of work will include in-depth evaluation of operations at RBWTP, including raw and finished water quality, unit process performance chemical dosing, instrumentation, and controls. Also, analysis of water quality data, pressure maintenance and operations, sampling and flushing plans, the County’s Nitrification Action Plan, and operation of storage and pumping facilities to identify risks and ensure alignment with best management practices (BMPs). Pursuant to the Master Service Agreement (Agreement) between Webb County for the Water Utilities Department and Ardurra Group, Inc. approved on August 25, 2025 Item #27, in the amount of Two Hundred Fifty-One Thousand Nine Hundred Seventy Dollars ($251,970.00); authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #7200-7050-001-432001] Issue: The Webb County Water Utilities Department has several ongoing operational challenges including concerns regarding the RBWTP overall operations, especially disinfection byproducts(DBP) specifically Trihalomethanes(TTHMs)and Haloacetic Acids(HAAs), and analysis of its water distribution system's pressure maintenance and operation, as well as its sampling and flushing plans. Solution: Webb County will enter into a Master Service Agreement with the Ardurra Group, Inc. in order to address these water system issues. Result: The potential results of proceeding with the agreement are operational improvements, enhanced compliance requirements with TCEQ, and improve the overall quality and safety of drinking water for residents.
10. Commissioners Court Administrator
25. Discussion and possible action to enter into an architectural services agreement (AIA - B101 B10–2017, Standard Form of Agreement Between Owner and Architect) with Steven Land Tillotson Architect, PLLC for Plans, Specifications, Estimates and Construction Administration services for the Webb County Courthouse Rehabilitation Project in the amount of Six Hundred Eighty-Five Thousand Dollars ($685,000) plus maximum travel reimbursements not to exceed Four Thousand Six Hundred and Fifty-six dollars ($4,656.00) to be completed two hundred and seven (207) days from date of execution and review by the Texas Historical Commission and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Funding Source: Professional Services] Issue: Architectural plans are needed for the Webb County Courthouse Rehabilitation Project to apply for grant funding and begin construction. Solution: Enter into an agreement with Steven Land Tillotson Architect, PLLC in the amount of Six Hundred Eighty-Five Thousand Dollars ($685,000) plus maximum travel reimbursements not to exceed Four Thousand Six Hundred and Fifty-six dollars ($4,656.00) for architectural services to complete the plans and apply for grant funding. Result: Receive all documents necessary to apply for grant funding by February 2026 and proceed with construction and rehabilitation of the Webb County Courthouse.
26. Discussion and possible action to consider a Chapter 381 Economic Development Agreement between Webb County and Killam Development, Ltd., by approving an annual grant payment to Killam Development, Ltd. of an amount equivalent to 100% of the uncommitted M&O and business personal property portion of the ad valorem property tax generated by 32 downtown properties (inside the downtown TIRZ) and 100% of the County’s sales tax, generated on each property, beginning the calendar year immediately following the year in which the Company makes a cumulative investment of at least $4,000,000 in the Improvements, for a ten year period with an option for an additional ten years and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Requested by Killam Development, Ltd.] [Sponsored by Ricardo Jaime, Commissioner Pct. 4] Issue: Killam Development has requested a Chapter 381 economic development grant to improve 32 of their downtown properties. Solution: Enter into a Chapter 381 Economic Development Agreement between Webb County and Killam Development, Ltd. to grant funds to assist in the rehabilitation/improvement of Killam's downtown properties. Result: Killam Development will be incentivized to improve their properties and enhance the overall condition of the downtown.
11. Honorable Ricardo A. Jaime, Webb County Commissioner Pct. 4
27. Proclamation designating the month of November as Pancreatic Cancer Awareness Month and November 20, 2025 as Pancreatic Cancer Awareness Day and to commemorate it by lighting up the Webb County Courthouse purple all November, along with a presentation by Mrs. Patty Vela on behalf of the Pancreatic Cancer Action Network (PanCAN).
28. Discussion and possible action to approve a permanent exemption on the maximum of $15.00 part-time hourly rate to $22.22 maximum for all Webb County Constable offices to hire part-time Peace Officers. The total salary will be paid from existing part-time fund accounts and any matters incident thereto. [Co-Sponsored by Tano E. Tijerina, County Judge] Issue: The current maximum part-time hourly rate is capped at $15.00. Due to increased workload, the constable's office is seeking to hire part-time Peace Officers. At the current rate, applicant interest is expected to be minimal, limiting our ability to fill this position with qualified personnel. Solution: Approve an exemption to increase the maximum part-time hourly rate from $15.00 to $22.22 per hour specifically to hire qualified Peace Officers. Result: Approval of this exemption will allow all Webb County Constable offices to offer a more competitive wage, increasting the applicant pool and enabling the hiring of qualified part-time Peace Officers to meet workload demands. No financial impact to the county will be added, salary will be within approved part-time line item.

29. Discussion and possible action to enter into Amendment #1 to the Consulting Services Agreement with McWilliams Governmental Affairs Consultants, Inc. (January 1, 2025 to December 31, 2026) extending the term of the agreement through the 31st day of December 2027 and increasing the monthly sum to $10,000 for additional Consultant support in federal efforts and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration - Professional Services)] Issue: McWilliams Governmental Affairs Consultants, Inc. is currently providing Webb County with consulting services for all State and Administrative legislative matters as it relates to our Texas Senators and House of Representatives’ legislative efforts in Austin. Solution: Request is being made to amend their current agreement with Webb County to include consulting services with our federal legislators and agenda items that are pertinent to Webb County in Washington D.C. Result: Amending the current consulting agreement with McWilliams Governmental Affairs Consultants, Inc. will ensure effective county representation for all State and Federal legislative matters.

The purpose of securing these services is to properly track all County units for accountability, transparency, cost control, safety and security. Solution: Consideration to accept the rankings and award to the highest-ranking company as recommended by the Evaluation Committee and the Webb County Purchasing Agent. The County may elect to phase in GPS installations over time, prioritize specific departments or vehicle types, or reduce scope based on operational needs and funding availability. Result: If approved, General Counsel will prepare the service agreement for final approval and execution by the Webb County Commissioners Court. No minimum purchase quantities are guaranteed, and Webb County further reserves the right to purchase GPS tracking devices and related services only as needed during the contract term.
Risk Management
23. Discussion and possible action to renew the "Webb County Stop Loss, Assumptions, and Caveats." Agreement with Aetna by selecting "Renewal Option1" for the performance period of January 1, 2026 – December 31, 2026, as recommended by Webb County's insurance consultant and authorizing the Webb County Civil Legal Division to review the Renewal Agreement; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #6100-1090-001-432056-025 (Administrative Fees Aetna Stop Loss)] Issue: Webb County’s current stop loss agreement with Aetna expires December 31st, 2025. A renewal decision is required to maintain coverage and manage financial risk associated with high-cost medical claims. Solution: Renew the Webb County Stop Loss, Assumptions and Caveats Agreement by selecting renewal option 1 for the performance period of January 1, 2026–December 31, 2026, as recommended by the insurance consultant. Result: Webb County will maintain stop loss coverage with Aetna, ensuring continued financial protection against catastrophic claims. The renewal under Option 1 aligns with consultant recommendations and provides budgetary certainty for the upcoming plan year.
9. Water Utilities
24. Discussion and possible action to proceed with Task #1 scope of work will include consultant focusing on personnel and resources to assist County staff with technical, operational, maintenance, design concerns, as well as preparation for County Commissioner’s Court presentations, and Task #2 scope of work will include in-depth evaluation of operations at RBWTP, including raw and finished water quality, unit process performance chemical dosing, instrumentation, and controls. Also, analysis of water quality data, pressure maintenance and operations, sampling and flushing plans, the County’s Nitrification Action Plan, and operation of storage and pumping facilities to identify risks and ensure alignment with best management practices (BMPs). Pursuant to the Master Service Agreement (Agreement) between Webb County for the Water Utilities Department and Ardurra Group, Inc. approved on August 25, 2025 Item #27, in the amount of Two Hundred Fifty-One Thousand Nine Hundred Seventy Dollars ($251,970.00); authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #7200-7050-001-432001] Issue: The Webb County Water Utilities Department has several ongoing operational challenges including concerns regarding the RBWTP overall operations, especially disinfection byproducts(DBP) specifically Trihalomethanes(TTHMs)and Haloacetic Acids(HAAs), and analysis of its water distribution system's pressure maintenance and operation, as well as its sampling and flushing plans. Solution: Webb County will enter into a Master Service Agreement with the Ardurra Group, Inc. in order to address these water system issues. Result: The potential results of proceeding with the agreement are operational improvements, enhanced compliance requirements with TCEQ, and improve the overall quality and safety of drinking water for residents.
10. Commissioners Court Administrator
25. Discussion and possible action to enter into an architectural services agreement (AIA - B101 B10–2017, Standard Form of Agreement Between Owner and Architect) with Steven Land Tillotson Architect, PLLC for Plans, Specifications, Estimates and Construction Administration services for the Webb County Courthouse Rehabilitation Project in the amount of Six Hundred Eighty-Five Thousand Dollars ($685,000) plus maximum travel reimbursements not to exceed Four Thousand Six Hundred and Fifty-six dollars ($4,656.00) to be completed two hundred and seven (207) days from date of execution and review by the Texas Historical Commission and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Funding Source: Professional Services] Issue: Architectural plans are needed for the Webb County Courthouse Rehabilitation Project to apply for grant funding and begin construction. Solution: Enter into an agreement with Steven Land Tillotson Architect, PLLC in the amount of Six Hundred Eighty-Five Thousand Dollars ($685,000) plus maximum travel reimbursements not to exceed Four Thousand Six Hundred and Fifty-six dollars ($4,656.00) for architectural services to complete the plans and apply for grant funding. Result: Receive all documents necessary to apply for grant funding by February 2026 and proceed with construction and rehabilitation of the Webb County Courthouse.
26. Discussion and possible action to consider a Chapter 381 Economic Development Agreement between Webb County and Killam Development, Ltd., by approving an annual grant payment to Killam Development, Ltd. of an amount equivalent to 100% of the uncommitted M&O and business personal property portion of the ad valorem property tax generated by 32 downtown properties (inside the downtown TIRZ) and 100% of the County’s sales tax, generated on each property, beginning the calendar year immediately following the year in which the Company makes a cumulative investment of at least $4,000,000 in the Improvements, for a ten year period with an option for an additional ten years and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Solution: Enter into a Chapter 381 Economic Development Agreement between Webb County and Killam Development, Ltd. to grant funds to assist in the rehabilitation/improvement of Killam's downtown properties. Result: Killam Development will be incentivized to improve their properties and enhance the overall condition of the downtown.

Discussion and possible action to approve a permanent exemption on the maximum of $15.00 part-time hourly rate to $22.22 maximum for all Webb County Constable offices to hire part-time Peace Officers. The total salary will be paid from existing part-time fund accounts and any matters incident thereto. [Co-Sponsored by Tano E. Tijerina, County Judge] Issue: The current maximum part-time hourly rate is capped at $15.00. Due to increased workload, the constable's office is seeking to hire part-time Peace Officers. At the current rate, applicant interest is expected to be minimal, limiting our ability to fill this position with qualified personnel. Solution: Approve an exemption to increase the maximum part-time hourly rate from $15.00 to $22.22 per hour specifically to hire qualified Peace Officers. Result: Approval of this exemption will allow all Webb County Constable offices to offer a more competitive wage, increasting the applicant pool and enabling the hiring of qualified part-time Peace Officers to meet workload demands. No financial impact to the county will be added, salary will be within approved part-time line item.

29. Discussion and possible action to enter into Amendment #1 to the Consulting Services Agreement with McWilliams Governmental Affairs Consultants, Inc. (January 1, 2025 to December 31, 2026) extending the term of the agreement through the 31st day of December 2027 and increasing the monthly sum to $10,000 for additional Consultant support in federal efforts and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
