3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 5. Honorable Martin Cuellar, Sheriff
22. Discussion and possible action to approve the purchase of one (1) 2026 GMC Yukon XL Denali 4WD from Chuck Nash Chevrolet Buick GMC (TIPS Contract No. 240901) in an amount not to exceed $98,070.00 for the Webb County Sheriff’s Office pursuant to the Texas Local Government Code Section 271.101 and 271.102, Subchapter F. Cooperative Purchasing Programs and any other matters incident thereto. [Account #2153-3010-001-470000 (Capital Outlay – Federal Forfeiture Fund/DOL)] Issue: Sheriff Cuellar has authorized the purchase of one (1) 2026 GMC Yukon XL Denali 4WD for investigative purposes using his federal forfeiture funds. Solution: Approve the cooperative pricing for requested law enforcement unit. Result: Proceed with purchase.
6. Honorable Victor Villarreal, County Court at Law 2 Judge
23. Discussion and possible to request that Webb County fund three of the four slots lost due to the defunding of state grants previously awarded by The Office of the Texas Governor Specialty Courts Grant Program, FY 2025 to Webb County Court-at-Law II Specialty Courts. Webb County Court-at-Law II DWI and Juvenile Drug Treatment (JDT) Courts were not awarded continuation funds under the Office of the Texas Governor (OOG) Specialty Courts Grant Program for FY 2025. On October 9, 2025, Webb County Court-at-Law II received an unfunded notice for Grant Nos. 5091602 (DWI Court) and 5091202 (Juvenile Drug Treatment Court). These grants were intended to continue services previously established through Grant Nos. 5091601 and 5091201, awarded in November 2024, which created four personnel slots under the Specialty Courts. The affected positions are DWI Court Case Manager – slot #4102 Full-Time, DWI Court Administrative Assistant – slot #4101 Part-Time, Judicial Communications Specialist – slot #4100 Full-Time, Juvenile Drug Treatment Court Administrative Assistant – slot #4099 Full-Time. The recommendation, if approved, is to place the two full-time employees under the wage plan grade 16, step I which is like the court coordinator. The part-time position would not be part of the wage plan. The request is that Webb County fund three (3) of the four positions that lost state funding: DWI Court Case Manager (FT) $42,000.00 annual salary + $20,000.00 fringe benefits DWI Court Administrative Assistant (PT) $20,000.00 annual salary + $15,000.00 fringe benefits Judicial Communications Specialist (FT) $42,000.00 annual salary + $20,000.00 fringe benefits The Judicial Communications Specialist will absorb the duties of the Juvenile Drug Treatment Court Administrative Assistant, allowing the courts to continue operating effectively with minimal service disruption. Since its inception, the Webb County Court-at-Law II DWI Court has partnered with several agencies to provide comprehensive services to program participants. The previous OOG Specialty Court grants allowed the DWI and Juvenile Drug Treatment Courts to expand services and reach more individuals than originally projected. Despite the loss of state funding, federal funds remain available through FY 2025–2026 to maintain treatment provider services. Therefore, the request only pertains to the personnel costs directly impacted by the state grant defunding. Retaining these key staff members is imperative to the continued success of both the DWI and JDT Courts in Webb County. Maintaining these positions ensures continuity of supervision, communication, data management, and participant support essential to the courts’ mission of reducing recidivism and improving outcomes for offenders. Issue: Webb County Court-at-Law II DWI & Juvenile Drug Courts was not awarded state grant funds to continue and provide expansion services to court participants. Solution: Effectively request Webb County fund the positions of DWI and JDT Court personnel affected by the loss of state grant funds. Result: Retaining the three out of the four employees unfunded by state grants is imperative to the continued success of both DWI & Juvenile Drug Treatment Courts while servicing Webb County offenders . Approval of this request will Preserve continuity of services within the Specialty Courts. Maintain critical staffing levels without service interruption. Ensure continued collaboration with community partners and treatment providers. Sustain court efficiency and participant accountability through FY 2026.
7. Auditor
24. Discussion and possible action to pay payroll and operating expenditures for FY2025 from cash match for the County Court of Law II DWI (Fund 2708) and Juvenile Drug Treatment (Fund 2709) Specialty Courts in the amount of $60,084.35 and $177,707.32 respectively. Issue: The Office of the Governor Specialty Courts Grant Program for FY2025 were deobligated. Solution: The General Fund to pay from cash match grant expenditures. Result: The year-end audit will not reflect deficit fund balances for the respective funds.
25. Discussion and possible action to settle “Notice of Claim” presented by the United Independent School District (“UISD”) regarding monies owed to UISD pertaining to services provided by their Attendance Officers for school years 2018-2021 where said Officers serve as “Juvenile Court Coordinators” for the Justice of the Peace Precinct 2, Place 1 and Justice of the Peace Precinct 4, and any other matters incident thereto Issue: The County recently received the following invoices for truancy coordinators for payment for school years 2018-2021. 2018-2019 School Year: Invoice 1164 08/21/19 - $23,829.00 JP4 and Invoice 1165 08/21/19 - $13,461.00 JP2 Pl 1 2019-2020 School Year: Invoice 1202 09/26/19 - $24,635.32 JP4 and Invoice 1203 09/26/19 - $14,149.45 JP2 Pl 1 2020-2021 School Year: Invoice 1233 09/18/20 - $24,635.77 JP4 Solution: The General Fund to pay outstanding invoices. Result: To report the outstanding invoices paid for the FY 2025 year-end audit.
8. Engineer
26. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and JMJ Constructors, in an amount not to exceed $46,130.19 to pay for Tariff charges for merchandise purchased in Canada for ARPA Project No. 0001 - Webb County Rio Bravo Wastewater Treatment Facility Improvements; and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-103 (Construction in Progress-Rio Bravo WW Treatment Upgrades)] Issue: As part of this project, a 5ft x 5 ft opening was added to the chlorine contract basin effluent slab to improve operational accessibility. This opening allows for direct access to the existing effluent low meter for routine maintenance, calibration, and potential replacement activities. The opening is outfitted with removable aluminum grating, provided in two sections for ease of handling. During procurement, tariffs were imposed on the blowers that were manufactured in Canada and shipped to the project site. These tariffs were enacted after the bid date and represent an unforeseen cost that could not have been anticipated by the contractor during the bid preparation. Solution: Consideration to authorize the use of $46,130.19 from the owner's contingency allowance funds. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
27. Discussion and possible action to approve a Work Authorization to Howland Engineering and Surveying Co., for Construction Materials and Engineering Testing in the amount of $186,700.00 for the Webb County 1848 Fairgrounds Phase II Project; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account Funding: Fairground C.O.] Issue: Construction will begin soon for the 1848 Project and material testing services are needed. Solution: Hiring of Howland Engineering and Surveying Co., who maintains a full-service testing laboratory in Laredo, Texas. Result: Approval of Contract for Material Testing.
28. Discussion and possible action to amend the existing Advance Funding Agreement between Webb County and the Texas Department of Transportation (TxDOT) for the Mangana Hein Roadway Expansion Segment 2 Project (CSJ: 0922-33-232) with a local match estimated to be $1,694,936.00 to include an additional $300,000 in Category 12 funding for construction, allocated by the Webb County Regional Mobility Authority, and any matters incident thereto; authorizing the County Judge to sign any necessary documents. 9. Planning
29. Discussion and possible action to approve the release of the Amended Letter of Credit No. SBP702794 for the completed public road improvements associated with Gateway Unit 1 Subdivision Plat and authorizing the Webb County Judge to sign any and all relevant documents; and any other matters incident thereto. Issue: The Webb County Commissioners Court issued final plat approval to the Gateway Unit 1 Subdivision Plat on December 12, 2022. In lieu of finalizing the construction of the proposed public road improvements, the developer submitted an irrevocable Letter of Credit in accordance with State statutes. The developer has finalized the proposed road improvements and they have been inspected and approved by the Webb County Engineering and Planning Departments. Solution: With the completion and acceptance of the public road improvements, a financial guarantee for the construction is no longer required. Releasing the Letter of Credit back to the developer will satisfy State and County platting regulations. Result: The Gateway Unit 1 Subdivision plat project will be finalized in compliance with State and Local regulations.
10. Pre-Trial Services
30. Discussion and possible action to approve the exception to the budget policy for the line-item transfer budget amendment by Order funding for a payroll line item under the general fund for the continuation of employment of a statutorily required position under guidelines set in Article1.051(c)(2) of the Code of Criminal Procedure for the Weekend (part-time) Clerk for the magistration process not to exceed Twenty-Two Thousand Three Hundred Twenty-Three Dollars ($22,323.00) with further action to transfer funds from the operational reserve into the accounts listed below; and any other matter incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] 1001-2390-001-413000-025 Overtime /Overtime Holiday Pay $7,387 - Restricted for Pre-Trial Services 1001-2390-001-412000 Part-time $12,613 1001-2360-001-422000 FICA $1,439 1001-2360-001-423000 Retirement $802 1001-2360-001-425000 Unemployment $9 1001-2360-001-426000 Workers Comp $73 Issue: The four year grant that funded the partial salary for the part time position came to an end on 9/30/2025. The grant terminated with no further funding, and the position is statutorily required under Article 1.051(c)(2) of the Texas Code of Criminal Procedure to perform the continued duties needed for the pre-trial services department. Solution: Approve the creation of the new account, transfer of funds from the operational reserve as outlined and release of payment. Result: Upon approval, employees may continue working for Pre-Trial Services as statutorily required, and the payment will be processed and released to, resolving the outstanding balance.
11. Purchasing
31. Discussion and possible action to accept the rankings and award Request for Proposals (RFP) 2026-001 "Vehicle Leasing and Fleet Management Solutions" to the highest ranking respondent to provide comprehensive vehicle leasing services and fleet management solutions. All orders for leased vehicles and heavy equipment will be made on an as-needed basis, subject to the availability of funds and annual appropriations by the County, in accordance with the Texas Local Government Code, §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to initiate negotiations for a service agreement(s) and any matters incident thereto. Issue: The Webb County Commissioners Court authorized the purchasing agent to solicit formal proposals from qualified firms for consulting services for the development and establishment of a Fleet Management Department to include, but not limited to, operational planning, staffing recommendations, budget analysis, policy development, and related implementation strategies. Solution: Consideration to award to the highest ranking respondent as recommended by the evaluation committee and purchasing agent. Result: If approved, General Counsel will initiate negotiations with the selected firm to establish a proposed professional service agreement for the awarded services for consideration of final approval by the Webb County Commissioners Court.
1848 Event Center
32. Discussion and possible action to allocate funding for the purchase of four (4) weapons detection metal detectors in the amount of $82,037.40, which includes warranty, batteries, mobile base, shipping, and service labor. [Account #2031-1010-001-470000 (Capital Outlay)] Issue: Additional weapons detection metal detectors are needed to enhance security measures at County facilities and public events. The new equipment will improve screening efficiency and safety for staff and visitors. Solution: Allocate funding for the purchase of four (4) weapons detection metal detectors in the total amount of $82,037.40, which includes warranty, batteries, mobile base, shipping, and service labor. Result: Approval will strengthen security operations, ensure readiness for large gatherings, and provide reliable detection equipment to safeguard County personnel and the public.
33. Discussion and possible action to allocate funding and authorize the purchase of two (2) electric self-propelled scissor lift in the amount of $66,67.68. [Account #2031-1010-001-470000 (Capital Outlay); #1001-1130-001-431007-010 (Operational Reserve)] Issue: The department requires an electric self-propelled scissor lift to safely and efficiently perform maintenance tasks at elevated heights within 1848 Event Center facilities. Solution: Authorize the purchase of two (2) scissor lift in the amount of $66,697.68 from the approved vendor. Result: Approval will enhance maintenance capabilities, improve worker safety, and ensure timely completion of facility operations.

35. Discussion and possible action to establish, by Order of the Webb County Commissioners Court, a reinvestment zone to be known as the Webb County Corvus Solar Reinvestment Zone Number 1. The Proposed Reinvestment Zone comprises approximately 2,266 acres and is located approximately 13 miles from Laredo in eastern Webb County and 8 miles south of Texas State Highway 359. [Requested by Corvus Solar LLC / No effect on the budget]
36. Discussion and possible action to enter into a Tax Abatement Agreement, pursuant to Webb County’s Guidelines and Criteria under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code, as requested by Corvus Solar, LLC, for approximately $192,000,000 in improvements related to the generation of electricity using solar panels for a ten year period and being a 100% tax abatement of ad valorem taxes (maintenance and operation only), with payments in lieu of taxes (pilot payments) to be made annually to Webb County and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Discussion and possible action to approve an emergency donation to the South Texas Food Banks to assist in providing warm and nutritious food and meals to those in need in our community that have been affected by the SNAP benefits shutdown contingent upon government shutdown; and any other matters incident thereto.

Discussion and possible action to accept the recommendation from the Webb County Housing Rehabilitation Scoring Committee to approve the following applicants to receive assistance under the Texas Department of Housing and Community Affairs - Office of Colonia Initiatives (TDHCA-OCI) Self-Help Center program and authorize the Webb County Purchasing Agent to solicit bids and any other matters incident thereto. 42. Discussion and possible action to re-name the Fesco building to Webb County Public Works; and any other matters incident thereto.
43. Discussion and possible action to accept plans, specifications, construction documents and construction administration services from Redline Architecture for the replacement of the balcony on Casa Ortiz and designating Redline Architecture, LLC, as representatives of Webb County for purposes of Laredo Historic District/Landmark Board design approval and, if applicable, the Texas Historic Commission and any matters incident thereto. [No effect on County budget as services, including contract administration and construction documents are being donated to the county] Issue: The Casa Ortiz balcony is in need of repair or replacement. Solution: Acquire plans, specification construction documents and construction administration services to remedy the situation. Result: The balcony will be repaired or replaced.
44. Discussion and possible action to accept a Thirty Thousand Dollar ($30,000.00) contribution from the Laredo Cultural District toward the Casa Ortiz. Issue: The Casa Ortiz balcony is in need of repair or replacement and the Laredo Cultural District is offering to contribute $30,000 to repair or replace the balcony. Solution: Accept the donation so that the work can proceed. Result: The balcony will be repaired or replaced.
45. Discussion and possible action to direct the Webb County Purchasing Agent to solicit Competitive Sealed Proposals (CSP) for the replacement/repair of the balcony on Casa Ortiz and any matters incident thereto. [Account #3904-7230-001-474501 (Construction in Progress)] Issue: The Casa Ortiz balcony is in need of repair or replacement. Solution: Advertise and select a contractor to do the construction work. Result: The balcony will be repaired or replaced.

Discussion and possible action to approve a Letter of Property Damage release between the City of Laredo and the respective defendants, including Texas Municipal League insurance, related to an incident that occurred on October 06, 2025, causing property damage to Medical Examiner’s Office in the amount of $1,250.00; and any matters incident thereto. The request is that Webb County fund three (3) of the four positions that lost state funding: DWI Court Case Manager (FT) $42,000.00 annual salary + $20,000.00 fringe benefits DWI Court Administrative Assistant (PT) $20,000.00 annual salary + $15,000.00 fringe benefits Judicial Communications Specialist (FT) $42,000.00 annual salary + $20,000.00 fringe benefits The Judicial Communications Specialist will absorb the duties of the Juvenile Drug Treatment Court Administrative Assistant, allowing the courts to continue operating effectively with minimal service disruption. Since its inception, the Webb County Court-at-Law II DWI Court has partnered with several agencies to provide comprehensive services to program participants. The previous OOG Specialty Court grants allowed the DWI and Juvenile Drug Treatment Courts to expand services and reach more individuals than originally projected. Despite the loss of state funding, federal funds remain available through FY 2025–2026 to maintain treatment provider services. Therefore, the request only pertains to the personnel costs directly impacted by the state grant defunding. Retaining these key staff members is imperative to the continued success of both the DWI and JDT Courts in Webb County. Maintaining these positions ensures continuity of supervision, communication, data management, and participant support essential to the courts’ mission of reducing recidivism and improving outcomes for offenders. Issue: Webb County Court-at-Law II DWI & Juvenile Drug Courts was not awarded state grant funds to continue and provide expansion services to court participants. Solution: Effectively request Webb County fund the positions of DWI and JDT Court personnel affected by the loss of state grant funds. Result: Retaining the three out of the four employees unfunded by state grants is imperative to the continued success of both DWI & Juvenile Drug Treatment Courts while servicing Webb County offenders . Approval of this request will Preserve continuity of services within the Specialty Courts. Maintain critical staffing levels without service interruption. Ensure continued collaboration with community partners and treatment providers. Sustain court efficiency and participant accountability through FY 2026.
7. Auditor
24. Discussion and possible action to pay payroll and operating expenditures for FY2025 from cash match for the County Court of Law II DWI (Fund 2708) and Juvenile Drug Treatment (Fund 2709) Specialty Courts in the amount of $60,084.35 and $177,707.32 respectively. Issue: The Office of the Governor Specialty Courts Grant Program for FY2025 were deobligated. Solution: The General Fund to pay from cash match grant expenditures. Result: The year-end audit will not reflect deficit fund balances for the respective funds.

Discussion and possible action to settle “Notice of Claim” presented by the United Independent School District (“UISD”) regarding monies owed to UISD pertaining to services provided by their Attendance Officers for school years 2018-2021 where said Officers serve as “Juvenile Court Coordinators” for the Justice of the Peace Precinct 2, Place 1 and Justice of the Peace Precinct 4, and any other matters incident thereto Issue: The County recently received the following invoices for truancy coordinators for payment for school years 2018-2021. 2018-2019 School Year: Invoice 1164 08/21/19 - $23,829.00 JP4 and Invoice 1165 08/21/19 - $13,461.00 JP2 Pl 1 2019-2020 School Year: Invoice 1202 09/26/19 - $24,635.32 JP4 and Invoice 1203 09/26/19 - $14,149.45 JP2 Pl 1 2020-2021 School Year: Invoice 1233 09/18/20 - $24,635.77 JP4 Solution: The General Fund to pay outstanding invoices. Result: To report the outstanding invoices paid for the FY 2025 year-end audit.
8. Engineer
26. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and JMJ Constructors, in an amount not to exceed $46,130.19 to pay for Tariff charges for merchandise purchased in Canada for ARPA Project No. 0001 - Webb County Rio Bravo Wastewater Treatment Facility Improvements; and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-103 (Construction in Progress-Rio Bravo WW Treatment Upgrades)] Issue: As part of this project, a 5ft x 5 ft opening was added to the chlorine contract basin effluent slab to improve operational accessibility. This opening allows for direct access to the existing effluent low meter for routine maintenance, calibration, and potential replacement activities. The opening is outfitted with removable aluminum grating, provided in two sections for ease of handling. During procurement, tariffs were imposed on the blowers that were manufactured in Canada and shipped to the project site. These tariffs were enacted after the bid date and represent an unforeseen cost that could not have been anticipated by the contractor during the bid preparation. Solution: Consideration to authorize the use of $46,130.19 from the owner's contingency allowance funds. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
27. Discussion and possible action to approve a Work Authorization to Howland Engineering and Surveying Co., for Construction Materials and Engineering Testing in the amount of $186,700.00 for the Webb County 1848 Fairgrounds Phase II Project; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account Funding: Fairground C.O.] Issue: Construction will begin soon for the 1848 Project and material testing services are needed. Solution: Hiring of Howland Engineering and Surveying Co., who maintains a full-service testing laboratory in Laredo, Texas. Result: Approval of Contract for Material Testing.
28. Discussion and possible action to amend the existing Advance Funding Agreement between Webb County and the Texas Department of Transportation (TxDOT) for the Mangana Hein Roadway Expansion Segment 2 Project (CSJ: 0922-33-232) with a local match estimated to be $1,694,936.00 to include an additional $300,000 in Category 12 funding for construction, allocated by the Webb County Regional Mobility Authority, and any matters incident thereto; authorizing the County Judge to sign any necessary documents. 9. Planning
29. Discussion and possible action to approve the release of the Amended Letter of Credit No. SBP702794 for the completed public road improvements associated with Gateway Unit 1 Subdivision Plat and authorizing the Webb County Judge to sign any and all relevant documents; and any other matters incident thereto. Issue: The Webb County Commissioners Court issued final plat approval to the Gateway Unit 1 Subdivision Plat on December 12, 2022. In lieu of finalizing the construction of the proposed public road improvements, the developer submitted an irrevocable Letter of Credit in accordance with State statutes. The developer has finalized the proposed road improvements and they have been inspected and approved by the Webb County Engineering and Planning Departments. Solution: With the completion and acceptance of the public road improvements, a financial guarantee for the construction is no longer required. Releasing the Letter of Credit back to the developer will satisfy State and County platting regulations. Result: The Gateway Unit 1 Subdivision plat project will be finalized in compliance with State and Local regulations.

Discussion and possible action to approve the exception to the budget policy for the line-item transfer budget amendment by Order funding for a payroll line item under the general fund for the continuation of employment of a statutorily required position under guidelines set in Article1.051(c)(2) of the Code of Criminal Procedure for the Weekend (part-time) Clerk for the magistration process not to exceed Twenty-Two Thousand Three Hundred Twenty-Three Dollars ($22,323.00) with further action to transfer funds from the operational reserve into the accounts listed below; and any other matter incident thereto. The grant terminated with no further funding, and the position is statutorily required under Article 1.051(c)(2) of the Texas Code of Criminal Procedure to perform the continued duties needed for the pre-trial services department. Solution: Approve the creation of the new account, transfer of funds from the operational reserve as outlined and release of payment. Result: Upon approval, employees may continue working for Pre-Trial Services as statutorily required, and the payment will be processed and released to, resolving the outstanding balance.

31. Discussion and possible action to accept the rankings and award Request for Proposals (RFP) 2026-001 "Vehicle Leasing and Fleet Management Solutions" to the highest ranking respondent to provide comprehensive vehicle leasing services and fleet management solutions. All orders for leased vehicles and heavy equipment will be made on an as-needed basis, subject to the availability of funds and annual appropriations by the County, in accordance with the Texas Local Government Code, §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to initiate negotiations for a service agreement(s) and any matters incident thereto. Issue: The Webb County Commissioners Court authorized the purchasing agent to solicit formal proposals from qualified firms for consulting services for the development and establishment of a Fleet Management Department to include, but not limited to, operational planning, staffing recommendations, budget analysis, policy development, and related implementation strategies. Solution: Consideration to award to the highest ranking respondent as recommended by the evaluation committee and purchasing agent. Result: If approved, General Counsel will initiate negotiations with the selected firm to establish a proposed professional service agreement for the awarded services for consideration of final approval by the Webb County Commissioners Court.
1848 Event Center
32. Discussion and possible action to allocate funding for the purchase of four (4) weapons detection metal detectors in the amount of $82,037.40, which includes warranty, batteries, mobile base, shipping, and service labor. [Account #2031-1010-001-470000 (Capital Outlay)] Issue: Additional weapons detection metal detectors are needed to enhance security measures at County facilities and public events. The new equipment will improve screening efficiency and safety for staff and visitors. Solution: Allocate funding for the purchase of four (4) weapons detection metal detectors in the total amount of $82,037.40, which includes warranty, batteries, mobile base, shipping, and service labor. Result: Approval will strengthen security operations, ensure readiness for large gatherings, and provide reliable detection equipment to safeguard County personnel and the public.
33. Discussion and possible action to allocate funding and authorize the purchase of two (2) electric self-propelled scissor lift in the amount of $66,67.68. [Account #2031-1010-001-470000 (Capital Outlay); #1001-1130-001-431007-010 (Operational Reserve)] Issue: The department requires an electric self-propelled scissor lift to safely and efficiently perform maintenance tasks at elevated heights within 1848 Event Center facilities. Solution: Authorize the purchase of two (2) scissor lift in the amount of $66,697.68 from the approved vendor. Result: Approval will enhance maintenance capabilities, improve worker safety, and ensure timely completion of facility operations.
