1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

2. Pledge of Allegiance/Invocation
3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources/Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Honorable Martin Cuellar, Sheriff
18. Discussion and possible action to enter into an Agreement between Webb County for the benefit of the Webb County Sheriff's Office and the Department of Homeland Security, Immigration and Customs Enforcement, for the “287G”, beginning upon court approval until either party terminates with written notice, and authorizing the County Judge to sign any and all relevant documents and any other matters incident thereto. There is no impact to the General fund. Issue: SB8 89th Legislative session requires Sheriffs' participation with Department of Homeland Security Immigration and Customs Enforcement 287(g) Program, Section 8USC Subsection 1357 Immigration and Nationality Act. Solution: Commissioners Court approval to enter into an agreement with DHS for enrollment and participation into the 287 (g). Result: Webb County will be compliant with SB8 (89th Legislative session) as a 287 (g).
6. Economic Development
19. Discussion and possible action to approve Contract Amendment #5 with the Texas Department of Housing and Community Affairs (TDHCA) to extend the contract date until March 31, 2026, for the Webb County Southern Health Facility Project (Contract #70800001013), and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. Issue: The contract with TDHCA will expire on December 31, 2025, while construction is ongoing. Solution: The County accepts and signs the contract extension. Result: Webb County is able to continue administering this grant, which will result in the completion of the Webb County Southern Health Facility.

Discussion and possible action to approve Contract Amendment #2 with Redline Architecture, LLC for the Webb County Southern Health Facility (Project No. 70800001013) to an amount not to exceed THIRTY FOUR THOUSAND FOUR HUNDRED FORTY DOLLARS ($34,440.00) to allow for continued construction administration services from December 2024 through February 2026, including site observation, progress review and coordination meetings. [Account #352-7230-001-432001 / Account #2703-5205-001-474501-102] Issue: Project construction extended past the initial nine (9) month architectural contract period. Solution: The Court agrees to pay for the additional services. Result: Redline continues to oversee the project to ensure the facility is built as requested by the county.
7. Engineer
21. Discussion and possible action to enter into a contractual agreement with Republic of Texas Concrete & Coatings LLC, for a floor renovation project at the Webb County Jail 4th Floor Recreation Area in an amount not to exceed TWENTY-FOUR THOUSAND THREE HUNDRED TWENTY-THREE DOLLARS TWENTY-FIVE CENTS ($24,323.25), with final completion date of five (5) days from the issuance of the “Notice to Proceed” by the Engineering Department and any other matters incident thereto, and authorizing the County Judge to sign all relevant documents. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail-Administration-Capital Outlay)] Issue: Due to water intrusion in the Jail outdoor recreation area, the Webb County Commissioners Court, at its July 14th 2025 meeting, item no.21c., authorized the Purchasing Agent to solicit formal competitive bids/proposals for the renovation of flooring for the recreation room at the Jail. Solution: At its September 22, 2025 commissioner court meeting, the court awarded the flooring project (ITB 2025-014 “Webb County Jail-Recreation Area Floor Renovations”) to the lowest responsible bidder, Republic of Texas Concrete & Coatings LLC. Result: The Contractor will substantially complete the project within five (5) business days from the issuance of the “Notice to Proceed” by the Engineering Department where contractor shall address the water intrusion issues.
8. Purchasing
22. Discussion and possible action to authorize the Purchasing Agent to secure competitive cooperative pricing for the Courthouse Annex Fencing project in an amount not to exceed $100,000.00 and to further authorize the Purchasing Agent to initiate the process of obtaining an electric meter from AEP to provide power to the vehicular gate and any other electrical requirements that may be needed for this project subject to the Texas Local Government Code; §271.101 and §271.102, Cooperative Purchasing program and any other matters incident thereto. [Account #1001-1130-001-470000 (General Fund-General Operating Exp-Administration-Capital Outlay)] Issue: Due to recent vandalism at the County Courthouse to County units after hours, an 8’ anti-scaling fence with a vehicular gate and pedestrian gate is recommended to provide additional parking to Courthouse staff and to park County units after hours in a secure location. Solution: Authorize the Purchasing Agent to secure competitive cooperative pricing from vendors that have met the competitive bidding requirements of the State with fencing installation experience with government entities to include the process of securing an electric meter to provide power for gate motor and, if authorized, for security lighting to protect county property after hours. Result: If approved, the Purchasing Agent will proceed and return to Commissioners Court with a recommendation of award and to secure permission for General Counsel to execute a contract between Webb County and the selected bidder for the awarded sum.

Discussion and possible action to ratify work authorization #1 for a Phase I Environmental Site Assessment for an approximate 0.786-acre tract of land designated as a parking lot located at 1101 Matamoros Street and for the adjacent property at 720 Convent Avenue pursuant to the Master Service Environmental Agreement and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund Professional Services)] Issue: The Webb County Commissioners Court has authorized County staff to negotiate the purchase of said properties subject to an environmental site assessment on both properties. Solution: The services were obtained from a contracted firm selected by Commissioner Court; the work authorization was expedited to meet closing deadlines. Result: The Phase I ESA will provide Webb County with a preliminary investigation of properties to identify potential environmental contamination risks, if any.
1848 Event Center
24. Discussion and possible action to enter into a three (3) year agreement (beginning Oct. 1, 2024, to September 30, 2027), with the option for a two (2) year renewal between Webb County for the benefit of the 1848 fairgrounds and Angel Care Ambulance Service, LLC to provide EMS services at the 1848 Fairgrounds during events and authorizing the county judge to sign all relevant documents and any other matters incident thereto. [Account #2031-1010-001-463535 (Emergency Medical Services)] Issue: The Fairgrounds requires dedicated EMS services for future events, and negotiations for a contracted provider were previously initiated. Solution: Civil Legal was directed to negotiate a contract with Angel Care and present the finalized agreement for Commissioners Court review and approval. Result: Approval of the contract will secure EMS services for future Fairgrounds events and ensure reliable emergency response coverage.
10. Honorable Margie Ibarra, County Clerk
25. Discussion and possible action to enter into a Thirty-Six Month (36) Month (November 24, 2025 through November 23, 2028) Records Management Software Agreement between Webb County, for the Webb County Clerk Office, and Tyler Technologies in the amount of Four Hundred Sixty-Four Thousand Two Hundred Twenty-One Dollars ($464,221.00) over the term of the Agreement, subject to annual budget appropriation, with the first year financial obligation under the Agreement to be in the amount of Two Hundred Twenty-Five Thousand Three Hundred Fourteen Dollars ($225,314.00) plus travel expenses ($2,500 per trip-maximum of 6 trips) for training. Of the first-year cost, our office is short Fifty Thousand Dollars ($50,000.00) that shall be paid from the Operational Reserve Account, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Transfer from Account #1001-1130-001-431-007-010 (Operational Reserve Account) as to the $50,000.00 to Account #001-2310-001-432001 (Professional Services) which will pay for the first-year costs] Issue: Webb County Clerk is seeking to update and streamline the recording, filing, and management of its land and official public records. On May 12, 2025, the Commissioners Court authorized the Webb County Purchasing Agent to issue Request for Proposals for a records management software system for the Webb County Clerk’s Office. Tyler Technologies submitted a response to Request for Proposal (RFP) 2025-004 “Webb County Clerk Record Management Software-3-year contract.” Solution: Re-award RFP 2025-004 to Tyler Technologies and enter into an agreement with Tyler Technologies whose services provides for the implementation of a Records Management Software System (“SaaS Services”) which will streamline, the recording, filing and management of the County Clerk’s land and official public records. Result: Webb County Clerk will be better able to more efficiently streamline the recording, filing, and management of its land and official public records through implementation of Tyler Technologies Record Management Software System (“SaaS Services”).
11. Commissioners Court Administrator
26. Discussion and possible action to enter into an Interlocal Agreement for Cooperative Water Sampling and Blending Analysis with the City of Laredo and Legacy Water Supply Corporation to evaluate the quality, compatibility, blending potential, and treatment characteristics of groundwater from deep Carrizo Aquifer wells and surface water from the Rio Grande River sources from facilities operated by the Parties for a total estimated cost of Fifty Thousand Six Hundred Eighty-Three Dollars ($50,683.00) to be divided three ways amongst the parties being Sixteen Thousand Eight Hundred Ninety-Four Dollars and Thirty-Three Cents ($16,894.33) each and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Request of Legacy Water Supply Corporation; Account #1001-1130-001-432001 (Professional Services)] Issue: Legacy Water Supply Corporation wants to evaluate the quality, compatibility, blending potential, and treatment characteristics of groundwater from deep Carrizo Aquifer wells and surface water from the Rio Grande River sources from facilities operated by the City of Laredo and Webb County. Solution: The parties enter into an Interlocal Agreement to share the costs of a study and to coordinate the collection, testing, and conducting of blending analysis of samples from these water sources to evaluate their compatibility for co-treatment and blending using the City's El Pico Water Treatment Plant and other infrastructure. Result: Legacy Water Supply Corporation will have a study that evaluates the quality, compatibility, blending potential, and treatment characteristics of groundwater from Legacy Water Supply Corporation deep Carrizo Aquifer wells.
27. Discussion and possible action to authorize staff to initiate discussions with representatives of water rights owners to purchase municipal water rights for the Webb County Utility and any matters incident thereto. [No effect on budget at this time] Issue: Development is expected to increase in south Webb County over the next decade requiring the County Water Utility to provide additional water and wastewater connections and affecting the County's water availability. Solution: Acquire additional water rights. Result: The County will have sufficient water rights to provide potable water for the anticipated growth.
28. Discussion and possible action to authorize the Purchasing Agent to donate surplus used copiers to local civic or charitable organizations qualified under the Texas Local Government Code §263.152, subject to the organization assuming all transfer-related costs and signing any required property transfer/donation documentation required by Webb County and any other matters incident thereto. Issue: The County has determined that used Toshiba and Lexmark copiers/printers are no longer needed for county operations and meet the definition of surplus property under Texas Local Government Code Chapter 263.152. Solution: Consideration to authorize the donation, which would serve a public purpose by supporting the programs and community services provided by Civic and nonprofit organizations in the County of Webb. Result: If approved, the Purchasing Agent will proceed with the donation of the surplus property as directed by the commissioner’s court.

29. Discussion regarding scope of work and architectural service contract negotiations with Cavazos & Associates Architects PLLC for the Webb County Rock House located at 902 Houston Street, Laredo, Texas, and any matters related thereto. Discussion and possible action to authorize the Purchasing Agent to donate surplus used copiers to local civic or charitable organizations qualified under the Texas Local Government Code §263.152, subject to the organization assuming all transfer-related costs and signing any required property transfer/donation documentation required by Webb County and any other matters incident thereto. Issue: The County has determined that used Toshiba and Lexmark copiers/printers are no longer needed for county operations and meet the definition of surplus property under Texas Local Government Code Chapter 263.152. Solution: Consideration to authorize the donation, which would serve a public purpose by supporting the programs and community services provided by Civic and nonprofit organizations in the County of Webb. Result: If approved, the Purchasing Agent will proceed with the donation of the surplus property as directed by the commissioner’s court.
