CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 11. Community Action Agency
c. Discussion and possible action to authorize the Webb County Community Action Agency (CAA) to enter into a vendor agreement with the Retail Energy providers (listed below) for the continued implementation of the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP). These vendor agreements are a Texas Department of Housing and Community Affairs (TDHCA) requirement for the implementation of the programs, authorizing the County Judge to sign all relevant documents; and, any other matters incident thereto. These vendor agreements are a requirement by the Texas Department of Housing and Community Affairs (TDHCA) for the implementation of these social programs. This agreement shall be effective starting on January 1, 2026, and for a period not to exceed two years from that effective date. [Account #2362-5360-521 (Comprehensive Energy Assistance Program)] Retail Energy Provider: 4 Change Customer Care (Vistra Preferred Inc.) Ambit Energy (Volt Asset Compony, Inc.) Spark Energy (Spark HoldCO, LLC) Tara Energy (Fulcrum Tetail Holdings LLC) Just Energy (Just Energy Texas I Corp.) Amigo Energy (Fulcrum Tetail Holdings LLC) TriEagle Energy (Crius Energy Corporation) TXU Energy (TXU Energy Retail Company LLC) POGO Energy (POGO Energy LLC) Issue: These vendor agreements are a Texas Department of Housing and Community Affairs (TDHCA) requirement. Solution: The Webb County CAA will enter into a two-year vendor agreement with the Retail Energy Provider for the implementation of the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP). Result: The Texas Department of Housing and Community Affairs (TDHCA) will provide funding to be utilized for payment of home energy expenses for qualifying low-income citizens of Webb County.
15. Elections Administration
a. Discussion and possible action for the Order of Joint Primary Election and to authorize and establish the Main and Temporary Branch Early Voting Centers for the March 6, 2026 Joint Primary Elections within Webb County, Texas pursuant to Chapter 85, Texas Election Code and any other matters incident thereto.

Discussion and possible action to commit the General Fund’s fund balance in compliance with Government Accounting Standards Board Statement Number 54 (GASB No. 54) and the Texas Local Government Code Sec. 111.070 emergency budget amendment for FY 2026 for the County’s Capital Improvement Program; and any other matters incident thereto. County Capital Improvement Plan to utilize the following projects from General Fund’s fund balance: Water Utility Fund acquisition of municipal water rights - $16,000,000* County land and building acquisition project - $10,500,000 County Fairgrounds improvements series 2020 fund - $35,000,000 * The County Bond Counsel and Bond Advisors are preparing a reimbursement resolution for the acquisition of these municipal water rights. Issue: The County’s Capital Improvement Program requires General Fund’s fund balance to be committed to acquire or complete the County’s capital improvement program in compliance with GASB No. 54, while the County adheres to the minimum twenty-five percent unassigned General Fund’s fund balance. Solution: Commit the General Fund’s fund balance to acquire or complete the County Capital Improvement Projects. Result: The County Capital Improvement Program will continue as planned to meet capital projects.
6. Engineer
29. Discussion and possible action to approve Change Order No. 2 in the amount of $97,167.37 to 360 General Contractors, Inc., for ARPA Project No. 0003 Webb County Emergency Operations Center; and authorize the County Judge sign any relevant documents and any other matters incident thereto. [Fund #3874 (Applicant Interest Income)] Issue: Additional changes to scope of work, as requested by Owner. Solution: As requested by Owner, full system programming and integration, cameras and access control system. Electrical panel addition. Install an additional door for the new lounge closet. Elevator room modification (as per the state inspector), relocation of smoke detectors, light fixtures, and sprinkler heads. Result: Approval of items as requested by Owner. Completion of Project.
7. Purchasing
30. Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2026-002 "Webb County Inmate Telephone Services” to the highest-ranking company to obtain a turnkey, fully managed inmate telephone system that includes all equipment, installation, maintenance, network services, and customer support necessary to provide secure, reliable, and monitored telecommunications for inmates and facility staff in full compliance with all applicable Texas Commission on Jail Standards (TCJS) requirements and Federal Communications Commission (FCC) regulations governing inmate calling services and to further authorize General Counsel to prepare the service agreement for the awarded services for final execution by the Webb County Judge and any other matters incident thereto. [Revenue Account #1001-4070-357140 (General Fund-Sheriff Jail-Telephone Commissions)] Issue: The initial three (3) year contract term of active agreement has expired and the Webb County Sheriff's Office requested from the Purchasing Agent to secure competitive proposals subject to authorization by the Webb County Commissioners Court. Solution: Consideration to accept the rankings and award the RFP to the highest ranking company as recommended by the Webb County Purchasing Agent and the Evaluation committee. Result: If approved, General Counsel will proceed with the preparation of the service agreement for execution by the Webb County Judge.
31. Discussion and possible action to accept the rankings and award RFQ 2026-001 "Webb County Employee Health Benefit Consulting Services" to the highest ranking respondent for professional consulting services for a three (3) year agreement with two (2) optional one - year extensions at the County's sole discretion and to further authorize General Counsel to prepare the professional consulting service agreement with the selected respondent and any other matters incident thereto. [Account #6100-1090-001-432001 (Employee's Health Benefit - ISF - Risk Management -Administration-Professional Services)] Issue: The Consulting agreement between Webb County and HUB International Texas, Inc. has expired. On October 27, 2025, Webb County Commissioners Court authorized the Purchasing Agent to secure sealed qualification statements from qualified firms and/or individuals who can provide Webb County with consultation with strategic benefit planning with respect to its employee benefit health programs. Solution: Consideration to accept the rankings and award to the highest ranking respondent as presented by the Webb County Purchasing Agent and the Evaluation Committee. Results: If approved, General Counsel will prepare the professional consulting service agreement with awarded respondent.
32. Discussion and possible action to approve a Master Open-End Vehicle Lease Agreement (MLA) between Webb County and Commercial Vehicle Leasing, LLC., d/b/a D&M Leasing for the leasing of County vehicles on an as-needed basis and subject to annual budget appropriations and to further authorize the County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1130-001-469001-005 (General Fund-General Operating Exp-Administration-Operating Lease-Principal) No financial impact at this time] Issue: On November 10th, Webb County Commissioners Court approved to award RFP No. 2026-001 "Vehicle Leasing and Fleet Management Solutions" to D&M Leasing. Solution: Consideration to authorize the execution of the MLA between Webb County and Commercial Vehicle Leasing, LLC., d/b/a D&M Leasing. Result: If approved, MLA will be executed. Staff will proceed to work with D&M Leasing for the evaluation of County-owned and/or leased fleet as directed by the Webb County Commissioners Court.
8. Risk Management
33. Discussion and possible action to adopt the Pre-Approved Government Plan 457(b) “Deferred Compensation” amendment effective January 01, 2026, and exercise the county’s right to continue the 3rd party administration agreement between Webb County and Nationwide Financial Service, Inc. for the purpose of administering the 457(b) plan; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: Effective January 01, 2026, under a provision of the Secure 2.0 Act (Section 603) mandates that certain employees make their catch-up contributions to a Roth (after-tax) account instead of a traditional pre-tax account. The current 457(b) plan does not include a Roth feature, making the existing plan document noncompliant with this federal requirement. Solution: Adopt the Pre-Approved Government Plan 457(b) Deferred Compensation Amendment, which includes the Roth deferral provision, and authorize continuation of the Nationwide Financial Services agreement, allowing participants to make both pre-tax and Roth contributions, including catch-up contributions, depending on their eligibility. Result: Amending the plan ensures compliance with federal guidelines and enables eligible employees to continue to make catch-up contributions beginning January 1, 2026.
34. Discussion and possible action to accept Nationwide’s partner, Actuarial Systems Corporation (ASC), to assist in drafting plan documents for the County’s 457(b) Deferred Compensation Plan, authorizing the Webb County Judge to sign any documents and any other matters relevant thereto. Issue: Webb County’s current enhancement Fidelity Information Service plan documents are no longer sponsored by Nationwide for its 457(b) Deferred Compensation Plan. Solution: Nationwide has selected a new partner, Actuarial Systems Corporation, to assist in drafting plan documents for retirement plans. The changes have been reviewed by Webb County’s retirement consultant and align with the current plan administration. Result: Webb County’s Nationwide-Sponsored 457(b) Deferred Compensation Plan can continue to be supported with ASC’s assistance in drafting plan documents.
35. Discussion and possible action to authorize an exception to budget policy and approve, by Order, the following budget amendment (line item transfer) within the General fund: Acct. Number Acct. From: 1001-1130-001-431007-010 Operational Reserve $161,000.00 To: 6100-1090-345000-010 Premiums Employer HSA Contribution $96,000.00 $161,000.00 $257,000.00 $257,000.00 Issue: There is a need to add additional funding to the Premiums Employer HSA (Health Savings Account) Contribution line item to cover the $900.00 County contribution per employee enrolled in the CDHP (Consumer Driven Health Plan). Solution: Approve line item transfer. Result: Funds will be in place for the CDHP (Consumer Driven Health Plan) and will enable timely employer contributions into the employee HSA's.
9. Commissioners Court Administrator
36. Discussion and possible action to allow Precinct 4 staff and the County Executive Administrator to evaluate and update Memorandums of Understandings with various County departments, state and federal agencies to review the physical boundaries and condition of the "Law Enforcement Shooting Range", including but not limited to environmental concerns, and any matters incident thereto. 37. Discussion and possible action to approve a reimbursement resolution to allow Webb County to reimburse the General Fund for expenditures related to projects; and any other matters incident thereto. Issue: The County intends to reimburse the expenditures hereunder after the date theoriginal expenditure is paid or the date the project is placed in service. Solution: This resolution shall evidence the intent of the County to comply with state law and federalincome tax law in the issuance of tax-exempt obligations for the project. Result: Approving resolution will allow Webb County to comply with State and Federal income taxlaws.
38. Discussion with possible action regarding the Webb County Constables use of county vehicles and any matters incident thereto.

41. Discussion and possible action to designate Friday, December 26, 2025 as part of the Christmas holiday and allow county employees to celebrate Christmas holiday uninterrupted; and any other matters incident thereto. Issue: December 25th falls on a Thursday and County employees would report back to work for only one day before the weekend/interrupting the Christmas holiday. Solution: Designate December 26, 2025 as a part of the Christmas holiday. Result: County employees will have a full five days to be with their families and celebrate the Christmas season without interruption enhancing employee morale.

Discussion and possible action to accept the rankings and award RFQ 2026-001 "Webb County Employee Health Benefit Consulting Services" to the highest ranking respondent for professional consulting services for a three (3) year agreement with two (2) optional one - year extensions at the County's sole discretion and to further authorize General Counsel to prepare the professional consulting service agreement with the selected respondent and any other matters incident thereto. [Account #6100-1090-001-432001 (Employee's Health Benefit - ISF - Risk Management -Administration-Professional Services)] Issue: The Consulting agreement between Webb County and HUB International Texas, Inc. has expired. On October 27, 2025, Webb County Commissioners Court authorized the Purchasing Agent to secure sealed qualification statements from qualified firms and/or individuals who can provide Webb County with consultation with strategic benefit planning with respect to its employee benefit health programs. Solution: Consideration to accept the rankings and award to the highest ranking respondent as presented by the Webb County Purchasing Agent and the Evaluation Committee. Results: If approved, General Counsel will prepare the professional consulting service agreement with awarded respondent.

Discussion and possible action to approve a Master Open-End Vehicle Lease Agreement (MLA) between Webb County and Commercial Vehicle Leasing, LLC., d/b/a D&M Leasing for the leasing of County vehicles on an as-needed basis and subject to annual budget appropriations and to further authorize the County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1130-001-469001-005 (General Fund-General Operating Exp-Administration-Operating Lease-Principal) No financial impact at this time] Issue: On November 10th, Webb County Commissioners Court approved to award RFP No. 2026-001 "Vehicle Leasing and Fleet Management Solutions" to D&M Leasing. Solution: Consideration to authorize the execution of the MLA between Webb County and Commercial Vehicle Leasing, LLC., d/b/a D&M Leasing. Result: If approved, MLA will be executed. Staff will proceed to work with D&M Leasing for the evaluation of County-owned and/or leased fleet as directed by the Webb County Commissioners Court.
8. Risk Management
33. Discussion and possible action to adopt the Pre-Approved Government Plan 457(b) “Deferred Compensation” amendment effective January 01, 2026, and exercise the county’s right to continue the 3rd party administration agreement between Webb County and Nationwide Financial Service, Inc. for the purpose of administering the 457(b) plan; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: Effective January 01, 2026, under a provision of the Secure 2.0 Act (Section 603) mandates that certain employees make their catch-up contributions to a Roth (after-tax) account instead of a traditional pre-tax account. The current 457(b) plan does not include a Roth feature, making the existing plan document noncompliant with this federal requirement. Solution: Adopt the Pre-Approved Government Plan 457(b) Deferred Compensation Amendment, which includes the Roth deferral provision, and authorize continuation of the Nationwide Financial Services agreement, allowing participants to make both pre-tax and Roth contributions, including catch-up contributions, depending on their eligibility. Result: Amending the plan ensures compliance with federal guidelines and enables eligible employees to continue to make catch-up contributions beginning January 1, 2026.
34. Discussion and possible action to accept Nationwide’s partner, Actuarial Systems Corporation (ASC), to assist in drafting plan documents for the County’s 457(b) Deferred Compensation Plan, authorizing the Webb County Judge to sign any documents and any other matters relevant thereto. Issue: Webb County’s current enhancement Fidelity Information Service plan documents are no longer sponsored by Nationwide for its 457(b) Deferred Compensation Plan. Solution: Nationwide has selected a new partner, Actuarial Systems Corporation, to assist in drafting plan documents for retirement plans. The changes have been reviewed by Webb County’s retirement consultant and align with the current plan administration. Result: Webb County’s Nationwide-Sponsored 457(b) Deferred Compensation Plan can continue to be supported with ASC’s assistance in drafting plan documents.
35. Discussion and possible action to authorize an exception to budget policy and approve, by Order, the following budget amendment (line item transfer) within the General fund: Acct. Number Acct. Solution: Approve line item transfer. Result: Funds will be in place for the CDHP (Consumer Driven Health Plan) and will enable timely employer contributions into the employee HSA's.

36. Discussion and possible action to allow Precinct 4 staff and the County Executive Administrator to evaluate and update Memorandums of Understandings with various County departments, state and federal agencies to review the physical boundaries and condition of the "Law Enforcement Shooting Range", including but not limited to environmental concerns, and any matters incident thereto. 37. Discussion and possible action to approve a reimbursement resolution to allow Webb County to reimburse the General Fund for expenditures related to projects; and any other matters incident thereto. Issue: The County intends to reimburse the expenditures hereunder after the date theoriginal expenditure is paid or the date the project is placed in service. Solution: This resolution shall evidence the intent of the County to comply with state law and federalincome tax law in the issuance of tax-exempt obligations for the project. Result: Approving resolution will allow Webb County to comply with State and Federal income taxlaws.
38. Discussion with possible action regarding the Webb County Constables use of county vehicles and any matters incident thereto.

Discussion and possible action to designate Friday, December 26, 2025 as part of the Christmas holiday and allow county employees to celebrate Christmas holiday uninterrupted; and any other matters incident thereto. Issue: December 25th falls on a Thursday and County employees would report back to work for only one day before the weekend/interrupting the Christmas holiday. Solution: Designate December 26, 2025 as a part of the Christmas holiday. Result: County employees will have a full five days to be with their families and celebrate the Christmas season without interruption enhancing employee morale.
