CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.
19. Discussion and possible action to enter into an Agreement for Mechanical, Electrical, and Plumbing (MEP) Engineering Services with DBR Engineering Consultants, Inc. in the amount of Sixty Thousand Seven Hundred Fifty Dollars ($60,750.00) for the design development, preparation of construction documents, and construction administration for removal and replacement of multiple (20) HVAC air handler units at the Webb County Jail Facility in accordance with applicable Texas Commission on Jail (Facility) Standards and pursuant to Texas Government Code, Chapter 2254 (Professional Services Procurement Act), authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. 20. Discussion and possible action requesting authorization from the Commissioners Court for the Webb County Sheriff’s Department to fully occupy the recently completed Sheriff’s Administration Building located at 1002 Farragut Street; and any other matters incident thereto.
21. Discussion and possible action to ratify the authorization of a resolution and the submission of the Webb County HWY 59 Colonias Water Infrastructure Project funding application to the North American Development Bank (NADBank) under the Border Environment Infrastructure Fund (BEIF) in a project cost amount not to exceed THIRTY MILLION DOLLARS ($30,000,000); and authorizing the County Judge to execute all relevant documents including a Resolution; and any other matters incident thereto. The Local Match Amount will be determined by the NADBank as part of the funding package. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) Procedures.
22. Discussion and possible action to enter into an agreement from April 13. 2026 to April 30, 2027 with Laredo College (LC) to provide training for Webb County employees, specifically in the areas of leadership development for supervisors and managers (Supervisor Academy) and customer service workshops. Training sessions will be conducted primarily at the Webb County Billy Hall Administration Building. The Supervisor Academy class participants would be meeting twice a month, three-hour classes, for three months, $200 per participant. The customer service workshops will be conducted as needed and will be 1.5-hour classes, at $50 per participant. Laredo College will provide qualified instructors, training materials, and certificates of completion. This agreement is subject to budget availability. 23. Discussion and possible action to approve the proposed revision to the Webb County Personnel Policies, Section 6.20 "Transfer of Grant Employees to Non-Grant Funded Positions." This revision clarifies that accrued leave (vacation, sick, personal, and wellness days) cannot be transferred from grant-funded to non-grant-funded positions and must be paid from the grant when allowed; otherwise, it is forfeited. Departments are responsible for managing leave and ensuring compliance with grant requirements.
24. Discussion and possible action to approve the filling and proposed salary for Slot #2119, Deputy Medical Examiner for the Webb County Medical Examiner's Office. The slot will be filled with a permanent part-time employee at a monthly rate of $20,833.34 ($250,000 annually), effective April 14, 2026, and any other matters incident thereto.
25. Discussion and possible action to adopt a policy and resolution in support of fair housing, to proclaim April 2026 as Fair Housing Month, and April 20th - 24th as Fair Housing Week, and to authorize the Webb County Judge to sign all relevant documents; and any other matters thereto.
26. Discussion and possible action to approve the closeout and release of retainage in the amount of $5,330.00 to ALCAN Contracting LLC for the completion of ITB 2025-003 Concrete Slabs, Plumbing and Electrical Improvements for the Webb County Water Dispensers; and have the County Judge sign any relevant documents; and any other matters incident thereto.
