CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. 5.a. Discuss with possible action authorizing that Webb County Constable Precinct 3 be allowed to utilize county department vehicles within current Webb County policy; and any other matters incident thereto.

Discussion and possible action to enter into a one year (March 1, 2026 through February 28, 2027) consulting services agreement with Rafael Duenas in an amount to not exceed Two Thousand Five Hundred Dollars ($2,500.00) a month ($30,000.00 over the term of the Agreement) where Mr. Duenas will continue to act as a direct Liaison between Webb County and Mexican counterparts on joint projects affecting international and global relations, trade, economic development and business, and cultural education; and to further authorize General Counsel to prepare said consulting service agreement and any matters incident thereto. Judge Joe Lopez, 49th District Court, regarding the success of the Legal Resource Center Program servicing eligible clients at the Webb County Law Library; with discussion and possible action to authorize additional operational resources including an essential full time position to help ensure the continues success of the program; and any other matters incident thereto.
19. Public Hearing on establishing a Reinvestment Zone, to be known as the Webb County Corvus Solar Reinvestment Zone Number 1. The Proposed Reinvestment Zone comprises approximately 2,266 acres and is located approximately 13 miles from Laredo in eastern Webb County and 8 miles south of Texas State Highway 359.
20. Discussion and possible action to establish, by Order of the Webb County Commissioners Court, a reinvestment zone to be known as the Webb County Corvus Solar Reinvestment Zone Number 1. The Proposed Reinvestment Zone comprises approximately 2,266 acres and is located approximately 13 miles from Laredo in eastern Webb County and 8 miles south of Texas State Highway 359. [Requested by Corvus Solar LLC / No effect on the budget]
21. Discussion and possible action to enter into a Tax Abatement Agreement, pursuant to Webb County’s Guidelines and Criteria under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code, as requested by Corvus Solar, LLC, for approximately $200,000,000 in improvements related to the generation of electricity using solar panels for a ten year period and being a 100% tax abatement of ad valorem taxes (maintenance and operation only), with payments in lieu of taxes (pilot payments) to be made annually to Webb County and any matters incident thereto; authorizing the County Judge to sign all relevant documents. 22. Discussion and possible action to enter into an Agreement with CID Group Inc. for the installation of Speed Humps on selected roads in the City of Oilton and Colonia Los Altos (Los Altos Drive) in an amount not to exceed ONE HUNDRED TEN THOUSAND FOUR HUNDRED SIXTY-THREE DOLLARS THIRTY-TWO CENTS ($110,463.32) and a timeline to complete the installation work of ninety (90) calendar days from the issuance of the “Notice to Proceed” by the Engineering Department and any matters incident thereto; authorizing the County Judge to execute all relevant documents.
