3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources, Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 5. Honorable Martin Cuellar, Sheriff
18. Discussion and possible action to approve the purchase and installation of access control equipment for the Dean Senator Judith Zaffirini Justice Center from Johnson Controls Fire Protection Sourcewell (Contract #121024 JHN), including replacement of existing server and workstations, access control equipment and panel, card readers, hardware and installation of three (3) double doors, system programming and warranty, for an amount not to exceed $103,485.78 and in accordance with the Texas Local Government Code; Section 271.101 & 271.102 (Sub-Chapter F. Cooperative Purchasing Program) and any other matters incident thereto. [Account #1001-3190-001-470000 (Capital Outlay)] Issue: Replacement of the Justice Center building’s current access control system is needed to improve control, reliability, and enhance safety and security. Solution: Approve the purchase and installation of the access control server, system and doors for access control from the parking garage into the building. Result: Replacement and installation of access control system for the Dean Senator Judith Zaffirini Justice Center.
6. Economic Development
19. Discussion and possible action to approve the appointment of Mr. James Flores, Economic Development Department Executive Director, as the Labor Standards Officer for the Texas Parks and Wildlife Department – 2025 Webb County Colonia Splash Pads Project, Grant No. 48-01312, and authorize the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This action will not have an impact on the general fund. Issue: A Labor Standards Officer must be formally appointed in order to comply with the funding agency’s grant and contract requirements for the Texas Parks and Wildlife – 2025 Webb County Colonia Splash Pads Project. Solution: The appointment of Mr. James Flores will allow the oversight of the project’s labor standards requirements and ensure compliance with applicable fair housing and equal opportunity provisions required under the grant agreement. Result: The Economic Development Department will be able to monitor and document compliance with all applicable labor standards, fair housing and equal opportunity requirements, thereby helping ensure Webb County remains in good standing with the funding agency throughout the project period.
7. Human Resources
20. Discussion and possible action to adopt the FY 2026 Voluntary Separation Incentive Program Application Form, criteria and authorize County staff to initiate the Voluntary Separation Incentive Plan for County employees who meet the eligibility requirements outlined in the Program Application Form, provide for a one-time 30% lump sum payment based on the current fiscal year base salary excluding stipends or supplemental pay as outlined in detail in the adopted Voluntary Separation Incentive Program Application Form with an application submission of no later than August 11, 2026; and any other matters incident thereto.
8. Civil Legal Division
21. Discussion and possible action to retain outside counsel in Cause Number 2026 CVK000972-D2. The Removal of John C. Galo, Commissioner of Webb County in the 111th District Court and any matters incident thereto.
9. Engineer
22. Discussion and possible action to approve the Closeout and release of retainage, in the amount of $106,294.56 to Anderson Columbia for the Las Loma Road Project; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account #1001-206000 (Retainage Payable)] Issue: The Las Lomas Road Project addressed the dire condition of the streets which made it difficult for school buses to pick up children, and prevented ambulances and law enforcement from accessing the colonias. Solution: This paving project— involved regrading, compaction and pavement of approximately 2.3 miles of the area—is specifically designed to prevent major flooding during heavy rains. Result: Ensure smooth, reliable access for emergency responders and residents. The Las Lomas Paving Road Project is the last project from the 2020 County Transportation Infrastructure Fund Grant Program (CTIF). This project will provide the county savings totaling $66,224.00.
23. Discussion and possible action to approve the use of the contingency allowance #009 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC, in an amount not to exceed $10,160.25 for after-hour security costs for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: At the request of the Judicial Court, the contractor was asked to continue work after hours, so as not to disturb court proceedings and avoid interruptions, as well as safety concerns. Solution: Consideration to authorize the use of $10,160.25.00 from the owner's contingency allowance funds. Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
24. Discussion and possible action to approve the use of the contingency allowance #010 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC, in an amount not to exceed $4,240.00 for fire-treated wood blocking for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: An existing void was identified between the copper roof coping and cornice located above the east courtyard. Please see attachments to see the location and condition. Solution: In order to continue workflow, the roofing crew will install 2x, fire treated material, to fill the void and proceed with insulation board installation. Consideration to authorize the use of $4,240.00 from the owner's contingency allowance funds. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
25. Discussion and possible action to approve the use of contingency allowance #002 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Leyendecker Construction., in an amount not to exceed $53,230.00 for additional structural services, restaurant roof repairs and switchgear additions for the Webb County 1848 Fairgrounds Pavilion & Restaurant Renovation Project and to further authorize the release of Pay Application No. 5 to Leyendecker Construction: and have the Webb County Judge sign any relevant documents; and any other matters incident thereto. [Account #3901-7230-001-474501-007 (Construction In Progress Restaurant)] Issue: Additional structural consulting services are needed regarding existing cracks located along the east wall of the restaurant's building; also, the roof is in need of repairs and the switchgear needs to be upgraded. Solution: Consideration to authorize the use of $53,230.00 from the owner's contingency allowance funds. The structural engineer made a site visit, submitted a report and provided recommendations. The roofing company will replace damaged panels, replace fasteners and closures and apply two (2) coats of elastomeric roof coating. The switchgear resistance rating will go from 10KAIC to 42KAIC. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
26. Discussion and possible action to approve the closeout and release of retainage in the amount of $289,642.71 to Anderson Columbia Co., Inc., for the completion of ARPA Project No. 0025 El Pico Road Project; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #2703-206000 (Retainage Payable)] Issue: The project consisted of the overlay of a 2,640 LF of 2” thick asphalt-paved road varying from 24 ft back to back. The work included paving, backfilling, and all appurtenances and all incidental. Solution: Approval of closeout and release of retainage. The improvements included shaving the road to level uneven terrain and paving of the road with cement. There is a balance/savings of $84,065.77 for this project. Result: Completion of project. This project aims to bring much needed road maintenance, utilities and draining to help improve transportation for residents in the area of the Mines Road.
27. Discussion and possible action to approve the closeout and release of retainage in the amount of $53,880.30 to Cognituv LLC for the Webb County UV-C Lights Project; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account #1001-206000 (Retainage Payable)] Issue: Cognituv LLC has supplied and installed UV-C lights within AC equipment and ductwork in County Buildings. Solution: Approval of Closeout and release of retainage. Result: Completion of project.
28. Discussion and possible action to authorize the County Judge to grant AEP three easements (a 10-ft 23,971 sq. ft. strip of land, 10-ft easement 1,952 sq. ft. strip of land, and a 10-ft wide easement 15,281 sq. ft. strip of land) on the Fairground/1848 property for the placement of power poles and any matters incident thereto; authorizing the County Judge to sign all easement documents. [No effect on the County Budget]
29. Discussion and possible action to enter into a Contribution-in-Aid of Construction Agreement for Electric Distribution Service with AEP at a cost to the County of Sixty-six Thousand Four Hundred Sixty-Nine Dollars Fifty-Seven Cents ($66,469.57) to install 16 poles, 9347 ft. of overhead primary cables, 2 transformers and remove 8700 ft. of overhead primary cable, 11 poles and 7 transformers and any matters incident thereto; authorizing the County Judge to sign all documents. 30. Discussion and possible action to enter into a Contribution-in-Aid of Construction Agreement for Electric Distribution Service with AEP at a cost to the County of Thirty-Five Thousand Four Hundred Seventy-Five Dollars Sixty-two Cents ($35,475.62) to remove 7 poles, 5084 ft. of overhead primary, 1 transformer, and install 9 poles abd 5268 ft of overhead primary and any matters incident thereto; authorizing the County Judge to sign all documents. 11. Risk Management
34. Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2026-007 Employee Health Benefit Services to the highest-ranking respondents for employee health benefits such as health, dental, vision, prescription drug, stop loss and to further authorize General Counsel to negotiate the terms, conditions and associated fees with the awarded respondent Aetna and any other matters incident thereto. [Account Numbers 6100-1090-001-432056 (Administration Fees), #6100-1090-001-4325056-025 (Aetna Stop-Loss), #6100-1090-001-432056-030 (Administration Fees Dental), #6100-1090-001-452015-005 (Plan Premiums Vision Aetna), & #6100-1090-001-432057 (Cafeteria Administration)] Issue: On February 23, 2026, Item 12, a Commissioners Court authorized the Purchasing Agent to advertise a Request for Proposals for the procurement of employee health benefits such as health, dental, vision, prescription drug, stop loss, third-party administration and other related health benefits pursuant to the Professional Services Procurement Act. Solution: Consideration to award to the highest-ranking firms for each category of health benefit services as recommended by the evaluation committee based on the published weighted criteria and in accordance with the Texas Government Code; Professional Services Procurement Act. Result: If approved, General Counsel will prepare the professional service agreements for each award for final execution and approval of terms, conditions and associated fees by the Webb County Commissioners Court.
12. Water Utilities
35. Discussion and possible action to authorize Task #4 Project Transfer Pump Station Technical Specification in which scope of work will include a professional engineering services assessment with Ardurra Group, Inc. to correct the original operating design points and developing the technical specifications necessary to procure and replace the aging transfer pumps for the Rio Bravo Water Treatment Plant. This is pursuant to the Master Service Agreement between Webb County for the Water Utilities Department and Ardurra Group, Inc. (approved on August 25, 2025, Item #27) in the amount of Twelve Thousand One Hundred Sixty Dollars ($12,160.00); authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: The Water Treatment Plant is currently not in regulatory compliance. The original operating design points for the existing transfer pumps at the Water Treatment Plant are inaccurate or inefficient. Additionally, the equipment is aging, which threatens the reliability, flow, and pressure required to meet current and future water demands for local residents. Solution: Authorize Task #4 (Transfer Pump Station Technical Specification) pursuant to the existing Master Service Agreement with Ardurra Group. Result: A comprehensive review will determine the precise operating design points needed to increase plant efficiency. The new pumps will restore reliable flow and pressure, ensuring the plant can safely meet the water demands of Rio Bravo and El Cenizo residents. The potential results of proceeding with the agreement are operational improvements, enhanced compliance requirements with TCEQ, and improve the overall quality and safety of drinking water for residents.
13. Commissioners Court Administrator
37. Discussion and possible action to enter into a Tax Collection Agreement (for the Webb County Tax Assessor Collector) with Laredo Independent School District to collect ad valorem taxes beginning July 1, 2026 tax year, and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Requested by Laredo Independent School District. No effect on County budget] Issue: Laredo Independent School District has requested that Webb County and the Webb County Tax Assessor collect ad valorem taxes for their jurisdiction. Solution: Enter into a Tax Collection Agreement to collect taxes for Laredo Independent School District beginning the 2026 tax year. Result: The Webb County Tax Assessor Collector will begin collecting taxes for Laredo Independent School District.

38. Discussion and possible action to enter into Work Authorization #1 for surveying services with Howland Engineering and Surveying Co. in an amount not to exceed Twenty-five Thousand Six Hundred Ninety Dollars ($25,690.00) for the surveying of Wormser Road (Ejido to Loop 20 and Loop 20 to intersection of intersection with Lomas del Sur extension) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. 42. Status report and update by Dr. Leyendecker, Dr. Lansford and Jeffrey Hester from Texas A&M AgriLife Extension regarding the New World Screwworm (NWS) cases.
44. Presentation by Conor Cummings with Heckenkemper Golf Course Design regarding the master plan redesign at Casa Blanca Golf Course to include golf course, parking, clubhouse, and event center with possible action to approve or amend the proposed master plan; and any other matters incident thereto. Issue: Casa Blanca Golf Course, a Webb County facility since its opening in 1967, has not undergone any major renovations to its greens or overall layout. Over time, this has resulted in conditions that, while still playable, fall below the standard expected by the community and the volume of play the course receives.The course remains one of the most utilized recreational assets in the region, supporting daily public play, seven local high school and middle school golf programs, and numerous nonprofit and community events. It also serves as a host site for the Border Olympics, the longest-running high school golf tournament in the area. Solution: The proposed master plan represents a long-term investment in a critical community asset, ensuring Casa Blanca Golf Course continues to serve as a hub for recreation, youth athletics, and regional events while improving overall course conditions and operational efficiency. Result: Approval of this master plan will authorize the continuation of detailed design and engineering phases necessary to prepare construction-ready documents and initiate the procurement process for future improvements.
17. Closed Session/Executive Session
45. Consultation with legal counsel regarding participation in the National PFAS Phase 2 Settlement Program, review of eligibility status, authorization to collect and submit required system information, and preservation of all rights available under the court-approved PFAS settlements before the July 31, 2026 deadline. Discussion and possible action to approve the use of contingency allowance #002 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Leyendecker Construction., in an amount not to exceed $53,230.00 for additional structural services, restaurant roof repairs and switchgear additions for the Webb County 1848 Fairgrounds Pavilion & Restaurant Renovation Project and to further authorize the release of Pay Application No. 5 to Leyendecker Construction: and have the Webb County Judge sign any relevant documents; and any other matters incident thereto. [Account #3901-7230-001-474501-007 (Construction In Progress Restaurant)] Issue: Additional structural consulting services are needed regarding existing cracks located along the east wall of the restaurant's building; also, the roof is in need of repairs and the switchgear needs to be upgraded. Solution: Consideration to authorize the use of $53,230.00 from the owner's contingency allowance funds. The structural engineer made a site visit, submitted a report and provided recommendations. The roofing company will replace damaged panels, replace fasteners and closures and apply two (2) coats of elastomeric roof coating. The switchgear resistance rating will go from 10KAIC to 42KAIC. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.

Discussion and possible action to approve the closeout and release of retainage in the amount of $289,642.71 to Anderson Columbia Co., Inc., for the completion of ARPA Project No. 0025 El Pico Road Project; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #2703-206000 (Retainage Payable)] Issue: The project consisted of the overlay of a 2,640 LF of 2” thick asphalt-paved road varying from 24 ft back to back. The work included paving, backfilling, and all appurtenances and all incidental. Solution: Approval of closeout and release of retainage. The improvements included shaving the road to level uneven terrain and paving of the road with cement. There is a balance/savings of $84,065.77 for this project. Result: Completion of project. This project aims to bring much needed road maintenance, utilities and draining to help improve transportation for residents in the area of the Mines Road.

Discussion and possible action to approve the closeout and release of retainage in the amount of $53,880.30 to Cognituv LLC for the Webb County UV-C Lights Project; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account #1001-206000 (Retainage Payable)] Issue: Cognituv LLC has supplied and installed UV-C lights within AC equipment and ductwork in County Buildings. Solution: Approval of Closeout and release of retainage. Result: Completion of project.

Discussion and possible action to authorize the County Judge to grant AEP three easements (a 10-ft 23,971 sq. ft. strip of land, 10-ft easement 1,952 sq. ft. strip of land, and a 10-ft wide easement 15,281 sq. ft. strip of land) on the Fairground/1848 property for the placement of power poles and any matters incident thereto; authorizing the County Judge to sign all easement documents. Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2026-007 Employee Health Benefit Services to the highest-ranking respondents for employee health benefits such as health, dental, vision, prescription drug, stop loss and to further authorize General Counsel to negotiate the terms, conditions and associated fees with the awarded respondent Aetna and any other matters incident thereto. [Account Numbers 6100-1090-001-432056 (Administration Fees), #6100-1090-001-4325056-025 (Aetna Stop-Loss), #6100-1090-001-432056-030 (Administration Fees Dental), #6100-1090-001-452015-005 (Plan Premiums Vision Aetna), & #6100-1090-001-432057 (Cafeteria Administration)] Issue: On February 23, 2026, Item 12, a Commissioners Court authorized the Purchasing Agent to advertise a Request for Proposals for the procurement of employee health benefits such as health, dental, vision, prescription drug, stop loss, third-party administration and other related health benefits pursuant to the Professional Services Procurement Act. Solution: Consideration to award to the highest-ranking firms for each category of health benefit services as recommended by the evaluation committee based on the published weighted criteria and in accordance with the Texas Government Code; Professional Services Procurement Act. Result: If approved, General Counsel will prepare the professional service agreements for each award for final execution and approval of terms, conditions and associated fees by the Webb County Commissioners Court.
12. Water Utilities
35. Discussion and possible action to authorize Task #4 Project Transfer Pump Station Technical Specification in which scope of work will include a professional engineering services assessment with Ardurra Group, Inc. to correct the original operating design points and developing the technical specifications necessary to procure and replace the aging transfer pumps for the Rio Bravo Water Treatment Plant. This is pursuant to the Master Service Agreement between Webb County for the Water Utilities Department and Ardurra Group, Inc. (approved on August 25, 2025, Item #27) in the amount of Twelve Thousand One Hundred Sixty Dollars ($12,160.00); authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: The Water Treatment Plant is currently not in regulatory compliance. The original operating design points for the existing transfer pumps at the Water Treatment Plant are inaccurate or inefficient. Additionally, the equipment is aging, which threatens the reliability, flow, and pressure required to meet current and future water demands for local residents. Solution: Authorize Task #4 (Transfer Pump Station Technical Specification) pursuant to the existing Master Service Agreement with Ardurra Group. Result: A comprehensive review will determine the precise operating design points needed to increase plant efficiency. The new pumps will restore reliable flow and pressure, ensuring the plant can safely meet the water demands of Rio Bravo and El Cenizo residents. The potential results of proceeding with the agreement are operational improvements, enhanced compliance requirements with TCEQ, and improve the overall quality and safety of drinking water for residents.

Discussion and possible action to enter into a Tax Collection Agreement (for the Webb County Tax Assessor Collector) with Laredo Independent School District to collect ad valorem taxes beginning July 1, 2026 tax year, and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Requested by Laredo Independent School District. No effect on County budget] Issue: Laredo Independent School District has requested that Webb County and the Webb County Tax Assessor collect ad valorem taxes for their jurisdiction. Solution: Enter into a Tax Collection Agreement to collect taxes for Laredo Independent School District beginning the 2026 tax year. Result: The Webb County Tax Assessor Collector will begin collecting taxes for Laredo Independent School District.

Presentation by Conor Cummings with Heckenkemper Golf Course Design regarding the master plan redesign at Casa Blanca Golf Course to include golf course, parking, clubhouse, and event center with possible action to approve or amend the proposed master plan; and any other matters incident thereto. Issue: Casa Blanca Golf Course, a Webb County facility since its opening in 1967, has not undergone any major renovations to its greens or overall layout. Over time, this has resulted in conditions that, while still playable, fall below the standard expected by the community and the volume of play the course receives.The course remains one of the most utilized recreational assets in the region, supporting daily public play, seven local high school and middle school golf programs, and numerous nonprofit and community events. It also serves as a host site for the Border Olympics, the longest-running high school golf tournament in the area. Solution: The proposed master plan represents a long-term investment in a critical community asset, ensuring Casa Blanca Golf Course continues to serve as a hub for recreation, youth athletics, and regional events while improving overall course conditions and operational efficiency. Result: Approval of this master plan will authorize the continuation of detailed design and engineering phases necessary to prepare construction-ready documents and initiate the procurement process for future improvements.
