CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. 8. Medical Examiner
19. Discussion and possible action to increase the salaries of part-time Autopsy Technician/Transporter, Medical Death Investigator employees (Slot #888819) with the new approved salary. Issue: We have part-time employees that need a salary increase with the new approved salaries. Solution: Approve the part-time increase in salaries. Result: By approving this Agenda Item we will be able to increase Autopsy Technician/Transporter and Medical Death Investigator salaries.

20. Discussion and possible action to approve the use of contingency allowance #012 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC., in an amount not to exceed $14,993.00 for miscellaneous site & concrete work for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: The City of Laredo requested that modification be done in order to be in compliance. The existing concrete elevation is sloped towards the building, which causes flooding. It is needed to allow water to drain into the storm drains. Solution: Consideration to authorize the use of $14,993.00 from the owner's contingency allowance funds. Contractor will reduce approximately 121 square feet of sidewalk. Remove and discard two (2) movable existing bollards. Provide labor and materials to remove two (2) existing concrete car stops then add two (2) “Yellow” concrete car stops and anchor to deck similar to the existing ones. Paint existing bollards with “Safety Yellow” following project specifications. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
21. Discussion and possible action to approve the use of the contingency allowance #013 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC., in an amount not to exceed $1,500.00 for Sewer Line Camera Services for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: Due to heavy equipment being used on this project, it was recommended to check pipes for cracks or other damage. Solution: As a necessary precaution, vendor will use a camera to verify that sewer lines are not damaged. Consideration to authorize the use of $1,500.00 from the owner's contingency allowance funds. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
22. Discussion and possible action to approve the use of the contingency allowance #014 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC, in an amount not to exceed $4,555.73 for after-hour security costs for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: As requested by the Judicial Court, construction work must continue after hours so as not to disturb court proceedings and avoid interruptions, as well as for safety concerns. Solution: Consideration to authorize the use of $4,555.73 from the owner's contingency allowance funds. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
23. Discussion and possible action to authorize Change Order No. 003 for additional days to Stoddard Enterprise LLC., for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project; and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [No Impact to the Account] Issue: This change order increases the contract time as per previously approved contingency allowance approvals. Manufacture delays Delays due to court proceedings High wind days Rain days Solution: Approval of change order will increase the contract time by one hundred seventeen (117) days. Result: Substantial completion date will be moved from July 30, 2026 to November 24, 2026.
24. Discussion and possible action to authorize Change Order No. 004 for additional days to JMJ Constructors, for the Webb County Wastewater Treatment Plant Project; and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [No Impact to the Account] Issue: This change order increases the contract time as per previously approved contingency allowance approvals. Was Piping Replacement & Valve Installation Chlorinators & Chlorination Solenoid SCADA Integration Post Aeration Blower Addition Replacement of existing air control valve RAS piping restoration Solution: Approval of change order will increase the contract time by ninety-five (95) days. Result: Substantial completion date will be moved from September 12, 2026, to December 16, 2026.
25. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Mor-Wil, LLC., in an amount not to exceed $40,400.00 for Land Acquisition of a parcel of land consisting of a 1 acre tract for the La Presa Booster Station, for ARPA Project No. 0004, 0005, 0009, 0010, 0012 and 0013 – Waterline Projects and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474502-103 (W/Line Exten RioBravo Man Hein Rd), Account #2703-5205-001-474502-104 (Main w/line Exten South Fire St), Account #2703-5205-001-474502-105 (Dist W/line La Presa Comm Center), Account #2703-5205-001-474502-106 (Dist W/line ManHeinRd South Fire Sta), Account #2703-5205-001-474502-107 (Connect w/line Water Dispenser), Account #2703-5205-001-474502-108 (Distribu w/lines Col LaPresa)] Issue: On May 26, 2026, Webb County Commissioners Court approved to assign current Contingency Funds that are budgeted within the project, and executed a contract to include the La Presa Booster Pump Station that will be required to provide adequate pressure and flow, improve system reliability, and support existing and future demand. ARDURRA Group has identified A 1-Acre Tract called out of a larger 178.76 Acre tract identified in VOL. 5554, PG. 244 which is specifically located off Mangana Hein Rd and in the immediate alignment of the Waterline Extension Project. Solution: ARDURRA Group has coordinated with the landowners of this tract and were given permission to survey the 1 Ac. tract in order to issue to Brighton Group and proceed with acquisition services for said tract. The landowner requested compensation due to the size of the tract and an appraisal was ordered and completed on May 18, 2026, by Appraisal Haus and issued to Webb County Engineering on May 20, 2026. The value identified in the formal appraisal is $40,400.00. At this time, consideration to authorize the use of $40,400.00 from the owner's contingency allowance funds is being requested. Result: Commissioner Court approval will allow and accept Brighton Group to provide an official offer of the appraised value to the landowner for formal acquisition. In the interim, the landowners are willing and cooperative to issue a formal Right of Entry for the construction phase to assure the contractor can proceed with all scopes related to the Booster Station and the 1 Ac. tract so that this project can remain on schedule for completion by the end of 2026. If approved, the Contractor will be authorized to use the owner's contingency amount as approved. There will be no increase or decrease to the original contract sum.
26. Discussion and possible action to enter into an Agreement with AC Group LLC for a professional engineering roadway speed study of designated streets within the City of Rio Bravo, Texas in an amount not to exceed TWENTY-FOUR THOUSAND FOUR HUNDRED FORTY-SEVEN DOLLARS THIRTY-SIX CENTS ($24,447.36) and a timeline to complete the study within fourteen (14) business days from the Issuance of the “Notice to Proceed” by the Engineering Department, authorizing the County Judge to execute all relevant documents and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)] Issue: County residents living in Rio Bravo have been complaining of drivers speeding along Jacobita Road and surrounding areas in Rio Bravo, Texas. Solution: At its meeting of April 27, 2026, Item 20, the Commissioners Court authorized the Purchasing Agent to secure qualification statements for the completion of a professional roadway speed study to include but not limited to the collection of traffic data, analyze existing traffic conditions, and determine how to manage the appropriate speeds and evaluate changes for safer roadways within Rio Bravo. Result: At its meeting of June 8, 2026, Item 22, the Commissioners Court awarded RFQ 2026-006 “Webb County Rodway Speed Study in Rio Bravo, Texas” to AC Group, LLC the highest ranked firm responding to the RFQ.
10. Purchasing
27. Discussion and possible action to accept the rankings and award RFP 2026-009 Webb County Jail Intercom System to the highest-ranking offeror - Cornerstone Detention Products, Inc. for an amount not to exceed $473,418.31 (includes P&P bonds) pursuant to the Texas Local Government Code; Section 262.030 (Alternative Competitive Proposal Procedure for Certain Goods and Services) and to further authorize General Counsel to prepare the contract for the published scope of work and awarded sum and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail-Administration-Capital Outlay)] Issue: Webb County Commissioners Court authorized the Purchasing Agent to solicit formal proposals for the upgrade of the Jail Intercom System; a total of three proposals were submitted by deadline. Solution: Consideration to accept the rankings and award to the highest-ranking offeror for the requested equipment / services needed by the Webb County Jail and in order to comply with TCJS. Result: If approved, General Counsel will prepare the purchase and installation agreement between Webb County and the awarded company subject to any negotiated terms and conditions.
28. Discussion and possible action to approve a contract between Webb County and Willo Products Company (State of Utah Cooperative Contract #MA4894) for the retrofitting of twenty-seven (27) Jail Cell doors, controls and related components to include required performance and payment bonds for an amount not to exceed $342,919.00 (includes P&P bonds) pursuant to Section 271.101 and 271.102 of the Texas Local Government Code, Cooperative Purchasing Program; and to further authorize General Counsel to prepare a contract for the awarded services and contract sum and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail-Administration-Capital Outlay)] Issue: The Webb County Jail's cell block doors are outdated and require upgrades to include the controls. The scope of work includes, but not limited to, the retrofit of sliding door devices and controls for approximately twenty-seven (27) cell doors. Solution: Consideration to approve the cooperative price proposal from Willo Products Co. It is the recommendation from Jail Management and the Purchasing Agent to award the project to Willo Products Company, which is the same vendor that previously fabricated, delivered and installed the prior phase of upgrades to Jail Cell doors. Result: If approved, General Counsel will prepare the contract between Webb County and Willo Products Company for the awarded sum.
29. Discussion and possible action to award Invitation to Bid (ITB) 2026-007 "El Cenizo Street Improvement Project – HUD Grant No. B-24-CP-TX-2083” to the lowest responsible bidder Elite Grading and Paving in an amount not to exceed $954,071.85 for the construction of approximately 3.2 miles of roadway improvements including, but not limited to, new Type “D” Hot Mix Asphalt, concrete removal, man-hole lid lifting, traffic control, signage, striping, drainage improvements and all related road work necessary to complete the project in accordance with the plans and specifications. The Project is funded in whole or in part through a grant from the U.S. Department of Housing and Urban Development (HUD) under the Community Project Funding (CPF) Program, Grant No. B-24-CP-TX-2083. Accordingly, all contractors, subcontractors, suppliers, and vendors shall comply with all applicable federal contract provisions and other federal procurement requirements, in addition to the requirements of the Texas Government Code; Chapter 2269, Subchapter C. (Competitive Bidding Method) and any other matters incident thereto. [Account #3563-7230-001-474502-001 (El Cenizo Street Improvements-Construction In Progress-Administration-Infrastructure in Progress-Non-Capitalized)] Issue: On May 26th, Commissioners Court authorized the Purchasing Agent to solicit an invitation to bid for the subject project. A total of seven (7) bids ranging from $954,000.00 to $1,500,000.00 were submitted by deadline. Solution: Consideration to approve the award to the lowest responsible bidder, Elite Grading and Paving. Result: If approved, General Counsel will prepare the construction contract for the awarded sum.
30. Discussion and possible action to award Invitation to Bid (ITB) 2026-008 "Paseo De Los Santos Acceleration and Deceleration Lane Project" to the lowest responsible bidder CID Group Inc., for the construction of roadway improvements intended to enhance vehicular safety, improve traffic flow, and provide safer ingress and egress to the Webb County Public Health Facility in an amount not to exceed $197,187.50. The Contractor shall provide all labor, materials, equipment, tools, traffic control, supervision, and incidentals necessary to complete the scope of work in accordance with Webb County specifications and applicable state, local and federal standards, in accordance with Texas Government Code; Subchapter C. (Competitive Bidding Method) and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: On June the 8th, the Webb County Commissioners Court authorized the Purchasing Agent to publish an invitation to bid in order to secure sealed competitive bids from contractors. A total of five (5) bids were submitted by deadline; bids ranged from $197,000.00 to $238,800.00. Solution: Consideration to award to the lowest responsible bidder, CID Group, Inc. Result: If approved, General Counsel will prepare the construction contract between Webb County and CID Group, Inc. for the awarded sum.
1848 Event Center
31. Discussion and possible action to enter into a professional services agreement not exceeding $30,000 annually with Hispanic Global News LLC (Hispanic International) for the purposes of binational and international events, relations and event logistics; and any other matters incident thereto. [Account #2031-1010-001-432001 (Professional Services)]
32. Discussion and possible action regarding additional services and construction work associated with the Fairgrounds' renovation project, including but not limited to: outdoor stage structure and related electrical and trenching work; exhibit/vendor barn repurposing/renovations; concrete improvements to the concert stage audience area; renovations of beer concession and ticket booths, including entrance and exit areas; and any other matters incident and related thereto. [Account #3901-7230-001-474501 (Construction in Progress)]
33. Discussion and possible action to authorize the Purchasing to advertise a formal Request for Qualifications for Consulting Services for an International-Binational Relations Liaison for the purpose of establishing international and global relations, to bring trade, economic development, business, cultural education, and to act as a direct Liaison between Webb County and Mexican counterparts for the development & construction of the new 4/5 International Bridge System to include but not limited to long term planning of a produce terminal market and other business development planning ventures pursuant to the Professional Services Act and any other matters incident thereto. Issue: The current contract is set to expire. Approval of this item will allow the Fairgrounds Department to initiate the competitive procurement process to secure a new contract, ensuring continuity of services without interruption while complying with applicable purchasing requirements. Solution: Authorize the Purchasing Agent to seek statement of qualifications for the requested services pursuant to the Texas Government Code; Professional Services Act. Result: Return to Commissioners Court with a recommendation of award based on qualifications and published criteria.
34. Discussion and possible action to authorize the Purchasing Agent to advertise a Request for Proposal to solicit a highly qualified entertainment / promotion management company to bring major events / activities to the existing Webb County 1848 Facility to include but not limited to, booking promotions, producing and marketing events, and ticket sale management in order to sell live entertainment consistent with the goals and discretion of the Webb County Commissioners Court and in accordance with the Texas Local Government Code; §262.030 (Alternative Competitive Proposal Procedures for Certain Goods and Services) and any other matters incident thereto. [Account #2031-1010-001-432001 (Webb County Fairgrounds - Professional Services)] Issue: The 1848 Management Team is in need of a qualified person / group that has the capacity and knowledge to promote and book /manage all major events at the existing 1848 Facility. Solution: Authorize the Purchasing Agent to advertise a formal Request for Proposal which would allow interested parties to submit their sealed proposals for the services being requested. Result: Secure formal proposals as authorized by Commissioners Courts and return to Commissioner Court with recommendations for selection of most qualified, best and final offer, if required and award.

35. Presentation and acceptance of the following tax year 2026 information as per Tax Code 26.4(b): As per section 26.04 (b) of the Texas Property Tax Code, the Tax Assessor Collector has submitted for Approval of the Certified Tax Roll Values for the Tax Year 2026. 37. Discussion and possible action to pass a Resolution adopting the 2026 Webb County Tax Abatement Guidelines and Criteria and any other matters incident thereto.
38. Discussion and possible action to enter into a Joint Prosecution, Common Interest, and Confidentiality Agreement with the Area Groundwater Utility Agency (AGUA), City of Laredo, Legacy Municipal Management District (LMMD), and Legacy Water Supply Corporation (LWSC) to formalize the attorney-client privilege, the attorney work-product privilege, or any other applicable privilege or protection from disclosure regarding the GMA-13 Carrizo-Wilcox Desired Future Conditions dispute and the Webb County Regional Water Project litigation against the Wintergarden Groundwater Conservation District and related parties; and any other matters incident thereto; authorizing the County Judge to sign the Agreement. [No effect on the County budget]
39. Discussion and possible action to adopt and Order, pursuant to Texas Local Government Code §115.031, to audit the Webb County Sheriff’s Office and to authorize and direct the Purchasing Agent to issue a Request for Qualifications for an independent certified public accountant to conduct a forensic audit of the financial records and accounts of the Webb County Sheriff's Office and any matters incident thereto.

Discussion and possible action to approve the use of contingency allowance #012 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC., in an amount not to exceed $14,993.00 for miscellaneous site & concrete work for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: The City of Laredo requested that modification be done in order to be in compliance. The existing concrete elevation is sloped towards the building, which causes flooding. It is needed to allow water to drain into the storm drains. Solution: Consideration to authorize the use of $14,993.00 from the owner's contingency allowance funds. Contractor will reduce approximately 121 square feet of sidewalk. Remove and discard two (2) movable existing bollards. Provide labor and materials to remove two (2) existing concrete car stops then add two (2) “Yellow” concrete car stops and anchor to deck similar to the existing ones. Paint existing bollards with “Safety Yellow” following project specifications. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.

Discussion and possible action to approve the use of the contingency allowance #013 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC., in an amount not to exceed $1,500.00 for Sewer Line Camera Services for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: Due to heavy equipment being used on this project, it was recommended to check pipes for cracks or other damage. Solution: As a necessary precaution, vendor will use a camera to verify that sewer lines are not damaged. Consideration to authorize the use of $1,500.00 from the owner's contingency allowance funds. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
22. Discussion and possible action to approve the use of the contingency allowance #014 as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC, in an amount not to exceed $4,555.73 for after-hour security costs for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: As requested by the Judicial Court, construction work must continue after hours so as not to disturb court proceedings and avoid interruptions, as well as for safety concerns. Solution: Consideration to authorize the use of $4,555.73 from the owner's contingency allowance funds. Result: If approved, the contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.
23. Discussion and possible action to authorize Change Order No. 003 for additional days to Stoddard Enterprise LLC., for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project; and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [No Impact to the Account] Issue: This change order increases the contract time as per previously approved contingency allowance approvals. Manufacture delays Delays due to court proceedings High wind days Rain days Solution: Approval of change order will increase the contract time by one hundred seventeen (117) days. Result: Substantial completion date will be moved from July 30, 2026 to November 24, 2026.

[No Impact to the Account] Issue: This change order increases the contract time as per previously approved contingency allowance approvals. Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Mor-Wil, LLC., in an amount not to exceed $40,400.00 for Land Acquisition of a parcel of land consisting of a 1 acre tract for the La Presa Booster Station, for ARPA Project No. 0004, 0005, 0009, 0010, 0012 and 0013 – Waterline Projects and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474502-103 (W/Line Exten RioBravo Man Hein Rd), Account #2703-5205-001-474502-104 (Main w/line Exten South Fire St), Account #2703-5205-001-474502-105 (Dist W/line La Presa Comm Center), Account #2703-5205-001-474502-106 (Dist W/line ManHeinRd South Fire Sta), Account #2703-5205-001-474502-107 (Connect w/line Water Dispenser), Account #2703-5205-001-474502-108 (Distribu w/lines Col LaPresa)] Issue: On May 26, 2026, Webb County Commissioners Court approved to assign current Contingency Funds that are budgeted within the project, and executed a contract to include the La Presa Booster Pump Station that will be required to provide adequate pressure and flow, improve system reliability, and support existing and future demand. ARDURRA Group has identified A 1-Acre Tract called out of a larger 178.76 Acre tract identified in VOL. 5554, PG. 244 which is specifically located off Mangana Hein Rd and in the immediate alignment of the Waterline Extension Project. Solution: ARDURRA Group has coordinated with the landowners of this tract and were given permission to survey the 1 Ac. tract in order to issue to Brighton Group and proceed with acquisition services for said tract. The landowner requested compensation due to the size of the tract and an appraisal was ordered and completed on May 18, 2026, by Appraisal Haus and issued to Webb County Engineering on May 20, 2026. The value identified in the formal appraisal is $40,400.00. At this time, consideration to authorize the use of $40,400.00 from the owner's contingency allowance funds is being requested. Result: Commissioner Court approval will allow and accept Brighton Group to provide an official offer of the appraised value to the landowner for formal acquisition. In the interim, the landowners are willing and cooperative to issue a formal Right of Entry for the construction phase to assure the contractor can proceed with all scopes related to the Booster Station and the 1 Ac. tract so that this project can remain on schedule for completion by the end of 2026. If approved, the Contractor will be authorized to use the owner's contingency amount as approved. There will be no increase or decrease to the original contract sum.
26. Discussion and possible action to enter into an Agreement with AC Group LLC for a professional engineering roadway speed study of designated streets within the City of Rio Bravo, Texas in an amount not to exceed TWENTY-FOUR THOUSAND FOUR HUNDRED FORTY-SEVEN DOLLARS THIRTY-SIX CENTS ($24,447.36) and a timeline to complete the study within fourteen (14) business days from the Issuance of the “Notice to Proceed” by the Engineering Department, authorizing the County Judge to execute all relevant documents and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)] Issue: County residents living in Rio Bravo have been complaining of drivers speeding along Jacobita Road and surrounding areas in Rio Bravo, Texas. Solution: At its meeting of April 27, 2026, Item 20, the Commissioners Court authorized the Purchasing Agent to secure qualification statements for the completion of a professional roadway speed study to include but not limited to the collection of traffic data, analyze existing traffic conditions, and determine how to manage the appropriate speeds and evaluate changes for safer roadways within Rio Bravo. Result: At its meeting of June 8, 2026, Item 22, the Commissioners Court awarded RFQ 2026-006 “Webb County Rodway Speed Study in Rio Bravo, Texas” to AC Group, LLC the highest ranked firm responding to the RFQ.

27. Discussion and possible action to accept the rankings and award RFP 2026-009 Webb County Jail Intercom System to the highest-ranking offeror - Cornerstone Detention Products, Inc. for an amount not to exceed $473,418.31 (includes P&P bonds) pursuant to the Texas Local Government Code; Section 262.030 (Alternative Competitive Proposal Procedure for Certain Goods and Services) and to further authorize General Counsel to prepare the contract for the published scope of work and awarded sum and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail-Administration-Capital Outlay)] Issue: Webb County Commissioners Court authorized the Purchasing Agent to solicit formal proposals for the upgrade of the Jail Intercom System; a total of three proposals were submitted by deadline. Solution: Consideration to accept the rankings and award to the highest-ranking offeror for the requested equipment / services needed by the Webb County Jail and in order to comply with TCJS. Result: If approved, General Counsel will prepare the purchase and installation agreement between Webb County and the awarded company subject to any negotiated terms and conditions.
28. Discussion and possible action to approve a contract between Webb County and Willo Products Company (State of Utah Cooperative Contract #MA4894) for the retrofitting of twenty-seven (27) Jail Cell doors, controls and related components to include required performance and payment bonds for an amount not to exceed $342,919.00 (includes P&P bonds) pursuant to Section 271.101 and 271.102 of the Texas Local Government Code, Cooperative Purchasing Program; and to further authorize General Counsel to prepare a contract for the awarded services and contract sum and any other matters incident thereto. [Account #1001-4070-001-470000 (General Fund-Sheriff Jail-Administration-Capital Outlay)] Issue: The Webb County Jail's cell block doors are outdated and require upgrades to include the controls. The scope of work includes, but not limited to, the retrofit of sliding door devices and controls for approximately twenty-seven (27) cell doors. Solution: Consideration to approve the cooperative price proposal from Willo Products Co. It is the recommendation from Jail Management and the Purchasing Agent to award the project to Willo Products Company, which is the same vendor that previously fabricated, delivered and installed the prior phase of upgrades to Jail Cell doors. Result: If approved, General Counsel will prepare the contract between Webb County and Willo Products Company for the awarded sum.
29. Discussion and possible action to award Invitation to Bid (ITB) 2026-007 "El Cenizo Street Improvement Project – HUD Grant No. B-24-CP-TX-2083” to the lowest responsible bidder Elite Grading and Paving in an amount not to exceed $954,071.85 for the construction of approximately 3.2 miles of roadway improvements including, but not limited to, new Type “D” Hot Mix Asphalt, concrete removal, man-hole lid lifting, traffic control, signage, striping, drainage improvements and all related road work necessary to complete the project in accordance with the plans and specifications. The Project is funded in whole or in part through a grant from the U.S. Department of Housing and Urban Development (HUD) under the Community Project Funding (CPF) Program, Grant No. B-24-CP-TX-2083. Accordingly, all contractors, subcontractors, suppliers, and vendors shall comply with all applicable federal contract provisions and other federal procurement requirements, in addition to the requirements of the Texas Government Code; Chapter 2269, Subchapter C. (Competitive Bidding Method) and any other matters incident thereto. [Account #3563-7230-001-474502-001 (El Cenizo Street Improvements-Construction In Progress-Administration-Infrastructure in Progress-Non-Capitalized)] Issue: On May 26th, Commissioners Court authorized the Purchasing Agent to solicit an invitation to bid for the subject project. A total of seven (7) bids ranging from $954,000.00 to $1,500,000.00 were submitted by deadline. Solution: Consideration to approve the award to the lowest responsible bidder, Elite Grading and Paving. Result: If approved, General Counsel will prepare the construction contract for the awarded sum.
30. Discussion and possible action to award Invitation to Bid (ITB) 2026-008 "Paseo De Los Santos Acceleration and Deceleration Lane Project" to the lowest responsible bidder CID Group Inc., for the construction of roadway improvements intended to enhance vehicular safety, improve traffic flow, and provide safer ingress and egress to the Webb County Public Health Facility in an amount not to exceed $197,187.50. The Contractor shall provide all labor, materials, equipment, tools, traffic control, supervision, and incidentals necessary to complete the scope of work in accordance with Webb County specifications and applicable state, local and federal standards, in accordance with Texas Government Code; Subchapter C. (Competitive Bidding Method) and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)] Issue: On June the 8th, the Webb County Commissioners Court authorized the Purchasing Agent to publish an invitation to bid in order to secure sealed competitive bids from contractors. A total of five (5) bids were submitted by deadline; bids ranged from $197,000.00 to $238,800.00. Solution: Consideration to award to the lowest responsible bidder, CID Group, Inc. Result: If approved, General Counsel will prepare the construction contract between Webb County and CID Group, Inc. for the awarded sum.

31. Discussion and possible action to enter into a professional services agreement not exceeding $30,000 annually with Hispanic Global News LLC (Hispanic International) for the purposes of binational and international events, relations and event logistics; and any other matters incident thereto. Discussion and possible action regarding additional services and construction work associated with the Fairgrounds' renovation project, including but not limited to: outdoor stage structure and related electrical and trenching work; exhibit/vendor barn repurposing/renovations; concrete improvements to the concert stage audience area; renovations of beer concession and ticket booths, including entrance and exit areas; and any other matters incident and related thereto. Discussion and possible action to authorize the Purchasing to advertise a formal Request for Qualifications for Consulting Services for an International-Binational Relations Liaison for the purpose of establishing international and global relations, to bring trade, economic development, business, cultural education, and to act as a direct Liaison between Webb County and Mexican counterparts for the development & construction of the new 4/5 International Bridge System to include but not limited to long term planning of a produce terminal market and other business development planning ventures pursuant to the Professional Services Act and any other matters incident thereto. Issue: The current contract is set to expire. Approval of this item will allow the Fairgrounds Department to initiate the competitive procurement process to secure a new contract, ensuring continuity of services without interruption while complying with applicable purchasing requirements. Solution: Authorize the Purchasing Agent to seek statement of qualifications for the requested services pursuant to the Texas Government Code; Professional Services Act. Result: Return to Commissioners Court with a recommendation of award based on qualifications and published criteria.
34. Discussion and possible action to authorize the Purchasing Agent to advertise a Request for Proposal to solicit a highly qualified entertainment / promotion management company to bring major events / activities to the existing Webb County 1848 Facility to include but not limited to, booking promotions, producing and marketing events, and ticket sale management in order to sell live entertainment consistent with the goals and discretion of the Webb County Commissioners Court and in accordance with the Texas Local Government Code; §262.030 (Alternative Competitive Proposal Procedures for Certain Goods and Services) and any other matters incident thereto. [Account #2031-1010-001-432001 (Webb County Fairgrounds - Professional Services)] Issue: The 1848 Management Team is in need of a qualified person / group that has the capacity and knowledge to promote and book /manage all major events at the existing 1848 Facility. Solution: Authorize the Purchasing Agent to advertise a formal Request for Proposal which would allow interested parties to submit their sealed proposals for the services being requested.
