1. CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
1. Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
3. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

4. Discussion regarding the possible organizational realignment and consolidation of the County’s Road and Bridge Department, Engineering Department, and Building Maintenance Department under a unified Department of Public Works and Capital Projects; including the proposed leadership structure, department responsibilities, staffing, budgetary impact, and implementation plan; and direction to county staff to present information at future budget adoption hearing.

Discussion and possible action to approve a revision to the Order of Joint General Election and to review, authorize and establish the Main and Temporary Branch Early Voting Polling sites and Election Day Centers for the November 3, 2026 Joint General Election and to authorizing the conduct of The General Election between the County of Webb, The City of Laredo, The City of Rio Bravo, The City of El Cenizo, Laredo College, Laredo Independent School District, United Independent School District, Webb Consolidated Independent School District, and The Webb County Appraisal District within Webb County, Texas pursuant to Chapter 85, Texas Election Code and any other matters incident thereto.

6. “Discussion and possible action to amend section 4.2 of the construction contract between Owner (Webb County) and Construction Manager (Stoddard Enterprise LLC) regarding the Veterans Building Rehabilitation and Preservation Project by redesignating Mario Santos, Executive Director Capital Projects Infrastructure, as the Owner’s commissioner courts’ authorized representative for the day-to-day administration of the Project, to issue stop order, and to authorize expenditures within the Owner’s contingency, authorize the County Judge to execute all relevant documents, and any matters incident thereto.

Discussion and possible action to rescind action taken on Item #32 at the August 10, 2026 Commissioners Court Meeting and approving and ratifying Change Order #001 in the amount of $623,013.51 to Leyendecker Construction of Texas Inc., for the Webb County 1848 Fairgrounds Pavilion & Restaurant Renovations Project; and have the County Judge sign any relevant documents and any other matters incident thereto. [Account #3901-7230-001-474501 Capital-Buildings & Improvements-Site Work (Construction in Progress)] Issue: Auditors asked for funding to come from contingency fund, but the Change Order is needed to cover items as requested as follows: Additional lighting package and electrical service upgrades, relocation of walls, doors and openings, plumbing revisions, relocation of fixtures, and an additional wood door at the new service counter at the Food Concession. HVAC system including equipment, ducts, air devices, labor, crane and startup. This will also include10% GC fee and a 1.2 % Bond cost. Solution: Rescind the previous action and approve Change Order #001 for $623,013.51, utilizing contingency funds for the required additional work. Result: Provides the necessary funding to complete the requested improvements and allows the Pavilion & Restaurant Renovations Project to proceed without further delays.
The Webb County Commissioners Court hereby reserves the right to go into closed session at any time during this public meeting, if such is requested by the County Attorney or other legal counsel for the County, pursuant to his or her duty under Section 551.071(2) of the Government Code, to consult privately with his or her client on an item on the agenda, or on a matter arising out of such item.
