3. Discussion and possible action for Approval of Bills, Payroll, and Monthly Reports (Auditor, Treasurer, Human Resources, Risk Management; and any other Department reports); and any other matters incident thereto.
4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners. The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court. The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda. 5. Honorable Isidro Alaniz, District Attorney
20. Discussion and possible action to ratify the submission of the Victim Coordinator and Liaison Grant (VCLG) application, enter into an agreement for the performance period of September 1, 2026 to August 31, 2027, and to continue paying grant-funded personnel under the Office of the Texas Attorney General, OAG Grant No. C-03363, Victims Coordinator and Liaison Grant (VCLG), until notification or up to Ninety (90) days and allocation of funds by the grant award. All personnel costs will be reimbursed with grant funds. [Fund #2714; Account #1001-2260-001] Issue: Current grant funding expired on August 31, 2026. The Victims Coordinator and Liaison Grant (VCLG) has not received a notice of award for the new grant. Solution: Grant a payroll extension effective September 1, 2026, through December 31, 2026, for Personnel working under this grant. Result: Continued funding for the Victim Coordinator and Liaison Grant (VCLG) personnel to assist Victims of crime as mandated by the Texas Code of Criminal Procedure, Article 56.04, specifically Crime Victim Liaisons (CVL) in law enforcement agencies.
21. Discussion and possible action to continue paying grant-funded personnel under HSTF for work performed until notification or up to Ninety (90) days and allocation of funds by the grant award from the U.S. Department of Justice Drug Enforcement Administration. All personnel costs will be reimbursed with grant funds. [Fund #2587-2260-001-413000] Issue: Current grant funding will expire on September 30, 2026. The D.A.’s Office has not received notice of award for the new grant. Unless this item is approved, personnel working under this grant will not be paid after September 30, 2026. Solution: Grant a payroll extension effective October 1, 2026. Result: The Webb County District Attorney’s Office will continue to employ the grant-funded personnel, and will continue to execute its duties against criminal activity.
22. Discussion and possible action to continue paying grant-funded personnel under ATTF (SB224) grant for work performed until notification or up to Ninety (90) days and allocation of funds by the grant award from the Laredo Police Department. All personnel costs will be reimbursed with grant funds. [Fund #2591-2260-001-413000] Issue: Current grant funding expired on August 31, 2026. The D.A.’s Office has not received notice of award for the new grant. Solution: Grant a payroll extension effective September 1, 2026. Result: The Webb County District Attorney’s Office will continue to employ the grant-funded personnel, and will continue to execute its duties against criminal activity.
6. Honorable Martin Cuellar, Sheriff
23. Discussion and possible action to authorize the purchase of nine (9) APX-NEXT, AES encryption capable, All Band Model 4.5 portable radios and accessories; including software, licensing, programming and installation, and enhanced data for a total amount not to exceed One Hundred Ten Thousand Eight Hundred Forty-Eight Dollars ($110,848.00) from Motorola (DIR-CPO-5433) for the Webb County Sheriff's Office and in accordance with the Texas Local Government Code; Sub-Chapter F. Cooperative Purchasing Program, §271.101, §271.102 (Cooperative Purchasing Program Participation), and to further approve an exception to the Purchasing requisition deadline and any other matters incident thereto. [Account #2716-3010-001-470000 (Capital Outlay)] Issue: The Sheriff’s Office is upgrading and enhancing subscriber units to be compatible with LTE-GPS systems to improve radio coverage and officer safety. This enhancement will ensure the safety of the public, officers and county residents. The purchase will be made with grants funds and will have no impact on the general fund. Solution: Consideration to authorize the purchase of equipment for law enforcement use. Motorola has a cooperative contract, meeting all competitive bidding requirements of the State of Texas. Result: If approved, proceed with placing the order.
24. Discussion and possible action to sign the lease agreement, pending legal review, from Commissioners Court action on March 9, 2026 which approved a Resolution for the purpose of authorizing a public property finance contract issued under Local Government Code Section 271.005 (Authority to Contract for Personal Property) and enter into a purchase agreement for the purpose of authorizing a public property finance contract issued under Local Government Code Section Sec. 271.102 (Cooperative Purchasing Program Participation, pursuant to DIR-CPO-5443) between Motorola Solutions, Inc. and Webb County for the purpose of installing a Communications System in an amount not to exceed $752,047.39; and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-3010-001-470000 (Capital Outlay) FY 2026 $500,000 and FY 2027 $252,047.39] Issue: Lease agreement documents need to be signed by the County judge for action taken by the Commissioners Court on March 9, 2026 for the purpose of optimizing secure and reliable communications system for users to perform their constitutional duties to serve and protect the constituents of Webb County. Solution: Sign lease agreement with Motorola Solutions, Inc. to install 800MHz system for urban use by all county radio system users and integrate the system with the current VHF P25 system. Result: The signal strength and coverage of radio communications will improve in the jurisdictional area of Webb County radio system users.
7. Honorable Victor Villarreal, County Court at Law 2 Judge
25. Discussion and possible action to approve the 2026-2027 budget for the Webb County Court at Law 2 DWI Court Program, associated with Substance Abuse and Mental Health Services Administration (SAMHSA) Grant Award Number 5H79TI085858-03 and authorizing the County Judge to sign all relevant documents, and all other matters incident thereto. There is no impact to the County budget. All required documents were sent for review through the Economic Development Department and the budget and award are compliant with the Webb County Single Point of Contact (SPOC) procedures. The total grant award will be budgeted into fund Account #2356 with sub-accounts for Payroll, Health Insurance, FICA, Retirement, Unemployment, Workers Compensation, Professional Services, Contractual (SCAN), Administrative Travel, Materials & Supplies, and Other. Amounts are subject to change according to changes in Webb County rates. In the event of such changes, line item transfers will be requested and executed, and a new detailed budget will be submitted for the Commissioners Court review and approval. The Budget is to reflect as listed on the Notice of Award (NOA) as approved by SAMHSA. Issue: The approval of the budget by the Commissioners Court is required in order to have the Auditor’s Office key in amounts under the corresponding fund account and sub-accounts. Webb County Court-at-Law II was awarded a federal SAMHSA grant for the DWI Court and this continuation is for year 4 of 5. Solution: The Commissioners Court approving the budget as submitted to, and approved by, SAMHSA. Result: The Webb County Court-at-Law 2 DWI Court Program will be able to continue to provide services and operate fully.
26. Discussion and possible action to continue paying personnel under Webb County Court-at-Law II DWI & Juvenile Drug Courts, for up to Ninety (90) days, or until notification of grant funding award from the TX Office of the Governor Criminal Justice Division, Specialty Courts Program FY 2027. All personnel costs will be reimbursed with grant funds if approved for personnel after September 1, 2026. Issue: Current funding expires on September 30, 2026. The DWI and Juvenile Drug Courts Program have not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after September 30, 2026. Solution: Grant a 90-day payroll extension for personnel working under these two grants. For (2) positions: DWI Court Case Manager and Judicial Communications Specialist. Result: The Webb County Court-at-Law II DWI & Juvenile Drug Courts Program in Laredo/Webb County will continue to identify and provide services for court participants.
Casa Blanca Golf Course
27. Discussion and possible action to ratify the purchase of two (2) tons/cubic yards of sand from La Flecha Materials in an amount not to exceed $3,000.00, and to further authorize an exemption to the purchasing requisition deadline, and any other matters incident thereto. [Account #7100-6080-001-444001-020 – (Sand and Gravel)] Issue: Casa Blanca Golf Course continues its greens renovation and grow-in process. Additional sand is required as part of the ongoing maintenance program to promote healthy turf growth, improve surface levelness, and continue developing consistent playing surfaces on the newly renovated greens. Solution: Authorize the purchase of the required sand from La Flecha Materials. The material will allow the golf course maintenance team to continue topdressing and servicing the greens as they mature, helping create a tighter, more uniform turf canopy while addressing uneven areas during the grow-in process. Result: Continued improvement in turf density, surface smoothness, and overall green quality. Proper and timely topdressing will support the continued establishment of the renovated greens and help provide more consistent, durable, and playable putting surfaces.
9. Economic Development
28. Discussion and possible action to authorize an additional thirty (30) days of payroll continuation through October 31, 2026, for all eligible personnel funded under the Operation Lone Star (OLS) Grant Program, including existing and newly hired employees within the following participating departments: Webb County Sheriff’s Office, District Attorney’s Office, County Court at Law I, and County Clerk’s Office; following the previously approved thirty (30) day payroll continuation period, pending notification of the grant continuation award from the Criminal Justice Division, Office of the Governor, Public Safety Office; authorizing payment of eligible personnel costs during the additional continuation period, subject to reimbursement through grant funds upon award; and any other matters incident thereto. [Requested by Martin Cuellar, Sheriff; Fund #2748] Issue: Commissioners Court previously authorized payroll continuation for OLS grant-funded personnel through September 30, 2026. The continuation award for the subsequent grant cycle has not yet been issued. Additional authorization is necessary to ensure uninterrupted payroll for eligible personnel assigned to and funded through the OLS Grant Program, including employees currently serving under the program and employees hired to fill approved grant-funded positions. Solution: Authorize an additional thirty (30) days of payroll continuation through October 31, 2026, for all eligible OLS grant-funded personnel while Webb County awaits notification of the continuation award. Eligible personnel costs incurred during this period will be submitted for reimbursement upon receipt of the grant award, subject to grant eligibility and availability of funds. Result: Approval will allow participating Webb County departments to maintain staffing for approved OLS grant-funded positions through October 31, 2026, avoiding disruption to program operations while the County awaits issuance of the continuation award.
10. Human Resources
29. Discussion and possible action to review and consider the report regarding County employee stipends and incentives, as previously requested by the Commissioners Court, and to clarify the application of the Court’s prior action regarding the removal of General Fund stipends and incentives, including those funded in whole or in part through the General Fund, other County funds, grant funds, or multiple funding sources; and any other matters incident thereto. Issue: At the previous Commissioners Court meeting, the Court approved a motion regarding the removal of General Fund stipends and incentives. During discussion, questions arose regarding the scope and application of the motion, specifically as it relates to stipends and incentives that are funded from sources other than the General Fund or from multiple funding sources. Commissioners Court requested that Human Resources provide a report identifying the applicable stipends and incentives and their respective funding sources and bring the matter back for further discussion and clarification. The requested report has been provided to the Court. Solution: Review the report provided by Human Resources and clarify the scope and application of the Court’s prior action regarding General Fund or other fund stipends and incentives, including the treatment of stipends and incentives funded through multiple funding sources. Result: Provide clear direction regarding which stipends and incentives are subject to the Court’s prior action and ensure consistent implementation based on the funding source(s) identified for each stipend or incentive.
30. Discussion and possible action to clarify the Court’s prior action regarding the Executive Director of Capital Projects–Infrastructure, Grade 132 position; to maintain said position as the Director position responsible for the Engineering Department; and to consider the creation of an Infrastructure and Public Works Administrator, Grade 136, to provide administrative oversight and coordination of the Engineering, Road and Bridge, Utilities, and Building Maintenance Departments, together with an Executive Assistant, Grade 113, to provide administrative support to the Administrator; including review and approval of the proposed job description and minimum qualification for the Administrator; identification and authorization of the position slot(s) and funding source(s) to be utilized for the creation of the positions; authorization for Human Resources to post the approved position of Administrator; and any other matters incident thereto. Issue: At a previous Commissioners Court meeting, the Court discussed reclassifying the existing Executive Director of Capital Projects–Infrastructure, Grade 132 position to an Administrator, Grade 136, with oversight of Engineering, Road and Bridge, Utilities, and Building Maintenance, and providing an Executive Assistant, Grade 113, to support the Administrator. Upon further review of the proposed organizational structure, reclassifying the existing Executive Director position would eliminate the Director-level position responsible for the Engineering Department, while the other departments under the proposed Administrator structure would retain their respective departmental leadership. Additionally, Engineering currently has only one vacant position available, which is needed to address the department’s operational and staffing needs. Clarification is therefore necessary regarding the position slots and funding sources to be utilized for the proposed Administrator and Executive Assistant positions, including whether other available vacant County positions will be designated for this purpose. Solution: Clarify the Court’s prior action by maintaining the Executive Director of Capital Projects–Infrastructure, Grade 132, position as the Director position responsible for Engineering and consider the creation of a separate Administrator position, together with an Executive Assistant, Grade 113, to provide administrative support to the Administrator. Review and approve the proposed job description and minimum qualifications for the Administrator position and clarify the position slot(s) and funding source(s) that will be utilized to establish the Administrator and Executive Assistant positions without utilizing a vacancy necessary for Engineering’s departmental operations. Upon approval and identification of the appropriate position slot(s) and funding, authorize Human Resources to proceed with the appropriate personnel action and recruitment. Result: Establishes a clearly defined administrative structure for oversight and coordination of Engineering, Road and Bridge, Utilities, and Building Maintenance while preserving dedicated leadership and necessary staffing within the Engineering Department. Provides Human Resources with clear Commissioners Court direction regarding the positions, grades, position slots, and funding necessary to implement the approved organizational structure and proceed with recruitment.
11. Public Health Services
31. Discussion and possible action to approve the Tuition Reimbursement Obligation Agreement between One (1) Webb County Public Health employee and Webb County for their voluntary participation in the Certified Phlebotomy Technician Program being offered by Texas A&M International University – Office of Continuing Education at a cost of Two Thousand Three Hundred and Ninety-Five Dollars ($2,395) to be paid for by Webb County, effective October 1, 2026; authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Account #1001-5040-004-456205 (Training and Education)] Issue: Laboratory services for rural areas are being requested by residents, but there is a lack of providers in the area. Solution: By having staff receive a certification, additional lab drawing services will be available in rural communities. Result: Staff will be able to provide lab drawing services at the Bruni Public Health Facility. This will allow residents to access this service in their community without having to commute to Laredo and provide employees with an additional site for lab drawing services.
32. Discussion and possible action to enter into a Security Services Agreement with Bondoc Security Services LLC to provide an armed security guard for the Webb County Southern Public Health Facility in an amount not to exceed Thirty-eight Thousand Dollars ($38,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-5040-001-432001 (General Fund-Public Health Services-Administration-Professional Services)] Issue: The newly opened Public Health facility is located in a semi-remote area, creating a need for dedicated security services to ensure the safety and protection of employees, visitors, and county property. Solution: Enter into a Security Services Agreement to provide security at the facility. Result: Security will be present to ensure the safety and protection of employees, visitors, and county property.
12. Medical Examiner
33. Discussion and possible action to enter into Interlocal Cooperation Agreement with Dimmit County for autopsy services and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Issue: The Dimmit County Interlocal Agreement has expired and needs to be updated. Solution: Enter into a new Interlocal Agreement with Dimmit County to continue to provide autopsy services. Result: The Webb County Medical Examiner can continue to provide autopsy services to Dimmit County.
13. Auditor
34. Discussion and possible action to transfer Heritage Foundation Management $150,000 expenditure from Hotel Motel Occupancy Tax (Fund 2004) to General Fund (Fund 1001) by Order to comply with Texas Local Government Code 111.068(b) for the fiscal year 2027 budget. Issue: TLGC 111.068(b) prohibits Counties from incurring a deficit fund balance. Solution: Transfer Heritage Foundation Management expenditure to General Fund’s contractual expenditure line item to eliminate the project deficit fund balance. Result: Ensure the County Hotel Occupancy Tax Fund 2004 is financially balanced.

15. Community Action Agency
36. Discussion and possible action to approve a six percent (6%) wage increase to the Webb County Community Action Agency for the following grant-funded lines of service: Community Social Services Program, Self-Help Center Program, Rural Transit Program (El Aguila) Staff with administrative duties, and Meals-On-Wheels/Elderly Nutrition Program effective October 1, 2026. The State funding Agencies have noted that approval of staff salary increase is subject to approval at the local level only and contingent that it does not include an increase request in state funding. [Grant Funds #2362-5150-521, #2368-5150-521, #2043-1160-521, #2363-5150-521, #2021-6360-521, #2371-5260-521, #2025-5320-521, #2661-7100-521, & #2533-6360-521] Issue: Webb County Community Action Agency staff are not under the county Wage and Classification Pay Scale and not subject to the step increase approved on Commissioners Court meeting of 09/14/2026. Solution: The Webb County Community Action Agency is proposing a grant staff wage adjustment of 6%. Funding for the increase is available under each respective grant account. Result: The Webb County Community Action Agency staff wages will be adjusted for the following programs, subject to the approval of the program funding agencies: The Community Social Services Program, Self-Help Center Program, Rural Transit Program (El Aguila) Staff with administrative duties, and Meals-On-Wheels Program.
16. Purchasing
37. Discussion and possible action to authorize the Webb County Purchasing Agent to advertise an Invitation to Bid (ITB) for the Ernesto J. Salinas Community Center and Mirando City Park - Parking Lot Improvements Project pursuant to the Texas Purchasing Act and to further authorize the Engineering Department to prepare the sealed plans and specifications and any other matters incident thereto. [Sponsored by Jesse Gonzalez, Commissioner Pct. 1; Account #1001-1130-001-470000 (General Fund-General Operating Exp-Capital Outlay) Fiscal Year 2026-2027] Issue: The County is proposing improvements to the parking facilities at the Ernesto J. Salinas Community Center and Mirando City Park, including pavement rehabilitation, asphalt overlay, surface preparation, pavement repairs, drainage tie-ins, pavement markings, ADA-accessible parking improvements, and related site improvements. Solution: Due to the nature and extent of the proposed improvements, the County Engineering Department will be required to prepare construction documents to include sealed plans and specifications for the infrastructure improvements requested. Result: If approved, the Purchasing Agent will publish the formal solicitation once the construction documents are ready in order to secure competitive bids for consideration by the Webb County Commissioners Court.
38. Discussion and possible action to approve the purchase of one (1) 2026 TTSA LB55 Hydra Tail Paver 53’ Trailer for the Road and Bridge Department in an amount not to exceed $127,296.86 and to further authorize a transfer of funds from the operational reserve account 1001-1130-001-431007-010 to the Road and Bridge Road Maintenance – Capital Outlay account 2007-7150-001-470000 and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund-Road Maintenance General-Administration-Capital Outlay)] Issue: Commissioners Court on September 14, 2026, approved the purchase of a paver for the Road and Bridge Department. The Paver requires a trailer for transport to work sites. 3 bids were secured for this item. Solution: Consideration to authorize the purchase of heavy equipment requested by Road and Bridge. Result: If approved, the order will be placed by the Purchasing Agent. The warranty period ranges from 1 to 5 years depending on component parts. The estimated time of arrival is 3–5 days of issuance of the Purchase Order.
17. Veteran's Office
39. Discussion and possible action to approve payment to cover the Salary and Fringe Benefits in the amount of $2,787.97 (Salary $2,287.81 and $500.16 fringe) for employee in Slot #2836 due to employee resignation on June 12, 2026; and any other matters incident thereto. [Account #1001-5410-001-412000 (Part-Time)] Issue: The Grant agency does not allow after employment service as per Code of Federal Regulations 2 CFR Part 200 Section 200.403. Solution: Approve payment to cover payout of earned benefits. Result: Former employee will receive earned Salary and Benefits.
Honorable Patricia Barrera, Tax-Assessor- Collector
40. Discussion and possible action to enter into an assessment and tax collection agreement (for the Webb County Tax Assessor Collector) with Legacy Municipal Management District to collect assessments and ad valorem taxes beginning October 1, 2026, and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Requested by Legacy Municipal Management District] [No effect on County budget] Issue: Legacy Municipal Management District has requested that Webb County and the Webb County Tax Assessor collect assessments and ad valorem taxes for their jurisdiction. Solution: Enter into an assessment and tax collection agreement to collect taxes for Legacy Municipal Management District. Result: The Webb County Tax Assessor Collector will begin collecting assessments and ad valorem taxes for Legacy Municipal Management District.
1848 Event Center
41. Discussion with possible action to approve the purchase of a complete portable LED video system package, including LED rigging, power, cabling, and related equipment, from Texas AVL for the 1848 Event Center in the amount of $31,849.96; and to further approve an exception to the Purchasing requisition deadline; and any other matters incident thereto. [Account #2031-1010-001-470000 - Capital Outlay] Issue: The 1848 Event Center is in need of a portable LED video system to enhance the audio-visual capabilities of the facility and better accommodate conferences, presentations, ceremonies, entertainment events, and other public and private functions. The proposed system provides flexibility by allowing the LED panels to be configured as either two separate approximately 7' x 14' LED walls or one combined approximately 9' x 16' LED display. CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. Discussion and possible action to ratify the submission of the Victim Coordinator and Liaison Grant (VCLG) application, enter into an agreement for the performance period of September 1, 2026 to August 31, 2027, and to continue paying grant-funded personnel under the Office of the Texas Attorney General, OAG Grant No. C-03363, Victims Coordinator and Liaison Grant (VCLG), until notification or up to Ninety (90) days and allocation of funds by the grant award. The Victims Coordinator and Liaison Grant (VCLG) has not received a notice of award for the new grant. 6. Honorable Martin Cuellar, Sheriff
23. Discussion and possible action to authorize the purchase of nine (9) APX-NEXT, AES encryption capable, All Band Model 4.5 portable radios and accessories; including software, licensing, programming and installation, and enhanced data for a total amount not to exceed One Hundred Ten Thousand Eight Hundred Forty-Eight Dollars ($110,848.00) from Motorola (DIR-CPO-5433) for the Webb County Sheriff's Office and in accordance with the Texas Local Government Code; Sub-Chapter F. Cooperative Purchasing Program, §271.101, §271.102 (Cooperative Purchasing Program Participation), and to further approve an exception to the Purchasing requisition deadline and any other matters incident thereto. [Account #2716-3010-001-470000 (Capital Outlay)] Issue: The Sheriff’s Office is upgrading and enhancing subscriber units to be compatible with LTE-GPS systems to improve radio coverage and officer safety. This enhancement will ensure the safety of the public, officers and county residents. The purchase will be made with grants funds and will have no impact on the general fund. Solution: Consideration to authorize the purchase of equipment for law enforcement use. Motorola has a cooperative contract, meeting all competitive bidding requirements of the State of Texas. Result: If approved, proceed with placing the order.
24. Discussion and possible action to sign the lease agreement, pending legal review, from Commissioners Court action on March 9, 2026 which approved a Resolution for the purpose of authorizing a public property finance contract issued under Local Government Code Section 271.005 (Authority to Contract for Personal Property) and enter into a purchase agreement for the purpose of authorizing a public property finance contract issued under Local Government Code Section Sec. 271.102 (Cooperative Purchasing Program Participation, pursuant to DIR-CPO-5443) between Motorola Solutions, Inc. and Webb County for the purpose of installing a Communications System in an amount not to exceed $752,047.39; and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account #1001-3010-001-470000 (Capital Outlay) FY 2026 $500,000 and FY 2027 $252,047.39] Issue: Lease agreement documents need to be signed by the County judge for action taken by the Commissioners Court on March 9, 2026 for the purpose of optimizing secure and reliable communications system for users to perform their constitutional duties to serve and protect the constituents of Webb County. Solution: Sign lease agreement with Motorola Solutions, Inc. to install 800MHz system for urban use by all county radio system users and integrate the system with the current VHF P25 system. Result: The signal strength and coverage of radio communications will improve in the jurisdictional area of Webb County radio system users.
7. Honorable Victor Villarreal, County Court at Law 2 Judge
25. Discussion and possible action to approve the 2026-2027 budget for the Webb County Court at Law 2 DWI Court Program, associated with Substance Abuse and Mental Health Services Administration (SAMHSA) Grant Award Number 5H79TI085858-03 and authorizing the County Judge to sign all relevant documents, and all other matters incident thereto. There is no impact to the County budget. All required documents were sent for review through the Economic Development Department and the budget and award are compliant with the Webb County Single Point of Contact (SPOC) procedures. The total grant award will be budgeted into fund Account #2356 with sub-accounts for Payroll, Health Insurance, FICA, Retirement, Unemployment, Workers Compensation, Professional Services, Contractual (SCAN), Administrative Travel, Materials & Supplies, and Other. Amounts are subject to change according to changes in Webb County rates. In the event of such changes, line item transfers will be requested and executed, and a new detailed budget will be submitted for the Commissioners Court review and approval. The Budget is to reflect as listed on the Notice of Award (NOA) as approved by SAMHSA. Issue: The approval of the budget by the Commissioners Court is required in order to have the Auditor’s Office key in amounts under the corresponding fund account and sub-accounts. Webb County Court-at-Law II was awarded a federal SAMHSA grant for the DWI Court and this continuation is for year 4 of 5. Solution: The Commissioners Court approving the budget as submitted to, and approved by, SAMHSA. Result: The Webb County Court-at-Law 2 DWI Court Program will be able to continue to provide services and operate fully.
26. Discussion and possible action to continue paying personnel under Webb County Court-at-Law II DWI & Juvenile Drug Courts, for up to Ninety (90) days, or until notification of grant funding award from the TX Office of the Governor Criminal Justice Division, Specialty Courts Program FY 2027. All personnel costs will be reimbursed with grant funds if approved for personnel after September 1, 2026. Issue: Current funding expires on September 30, 2026. The DWI and Juvenile Drug Courts Program have not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after September 30, 2026. Solution: Grant a 90-day payroll extension for personnel working under these two grants. For (2) positions: DWI Court Case Manager and Judicial Communications Specialist. Result: The Webb County Court-at-Law II DWI & Juvenile Drug Courts Program in Laredo/Webb County will continue to identify and provide services for court participants.
Casa Blanca Golf Course
27. Discussion and possible action to ratify the purchase of two (2) tons/cubic yards of sand from La Flecha Materials in an amount not to exceed $3,000.00, and to further authorize an exemption to the purchasing requisition deadline, and any other matters incident thereto. [Account #7100-6080-001-444001-020 – (Sand and Gravel)] Issue: Casa Blanca Golf Course continues its greens renovation and grow-in process. Additional sand is required as part of the ongoing maintenance program to promote healthy turf growth, improve surface levelness, and continue developing consistent playing surfaces on the newly renovated greens. Solution: Authorize the purchase of the required sand from La Flecha Materials. The material will allow the golf course maintenance team to continue topdressing and servicing the greens as they mature, helping create a tighter, more uniform turf canopy while addressing uneven areas during the grow-in process. Result: Continued improvement in turf density, surface smoothness, and overall green quality. Proper and timely topdressing will support the continued establishment of the renovated greens and help provide more consistent, durable, and playable putting surfaces.
9. Economic Development
28. Discussion and possible action to authorize an additional thirty (30) days of payroll continuation through October 31, 2026, for all eligible personnel funded under the Operation Lone Star (OLS) Grant Program, including existing and newly hired employees within the following participating departments: Webb County Sheriff’s Office, District Attorney’s Office, County Court at Law I, and County Clerk’s Office; following the previously approved thirty (30) day payroll continuation period, pending notification of the grant continuation award from the Criminal Justice Division, Office of the Governor, Public Safety Office; authorizing payment of eligible personnel costs during the additional continuation period, subject to reimbursement through grant funds upon award; and any other matters incident thereto. [Requested by Martin Cuellar, Sheriff; Fund #2748] Issue: Commissioners Court previously authorized payroll continuation for OLS grant-funded personnel through September 30, 2026. The continuation award for the subsequent grant cycle has not yet been issued. Additional authorization is necessary to ensure uninterrupted payroll for eligible personnel assigned to and funded through the OLS Grant Program, including employees currently serving under the program and employees hired to fill approved grant-funded positions. Solution: Authorize an additional thirty (30) days of payroll continuation through October 31, 2026, for all eligible OLS grant-funded personnel while Webb County awaits notification of the continuation award. Eligible personnel costs incurred during this period will be submitted for reimbursement upon receipt of the grant award, subject to grant eligibility and availability of funds. Result: Approval will allow participating Webb County departments to maintain staffing for approved OLS grant-funded positions through October 31, 2026, avoiding disruption to program operations while the County awaits issuance of the continuation award.
10. Human Resources
29. Discussion and possible action to review and consider the report regarding County employee stipends and incentives, as previously requested by the Commissioners Court, and to clarify the application of the Court’s prior action regarding the removal of General Fund stipends and incentives, including those funded in whole or in part through the General Fund, other County funds, grant funds, or multiple funding sources; and any other matters incident thereto. Issue: At the previous Commissioners Court meeting, the Court approved a motion regarding the removal of General Fund stipends and incentives. During discussion, questions arose regarding the scope and application of the motion, specifically as it relates to stipends and incentives that are funded from sources other than the General Fund or from multiple funding sources. Commissioners Court requested that Human Resources provide a report identifying the applicable stipends and incentives and their respective funding sources and bring the matter back for further discussion and clarification. The requested report has been provided to the Court. Solution: Review the report provided by Human Resources and clarify the scope and application of the Court’s prior action regarding General Fund or other fund stipends and incentives, including the treatment of stipends and incentives funded through multiple funding sources. Result: Provide clear direction regarding which stipends and incentives are subject to the Court’s prior action and ensure consistent implementation based on the funding source(s) identified for each stipend or incentive.
30. Discussion and possible action to clarify the Court’s prior action regarding the Executive Director of Capital Projects–Infrastructure, Grade 132 position; to maintain said position as the Director position responsible for the Engineering Department; and to consider the creation of an Infrastructure and Public Works Administrator, Grade 136, to provide administrative oversight and coordination of the Engineering, Road and Bridge, Utilities, and Building Maintenance Departments, together with an Executive Assistant, Grade 113, to provide administrative support to the Administrator; including review and approval of the proposed job description and minimum qualification for the Administrator; identification and authorization of the position slot(s) and funding source(s) to be utilized for the creation of the positions; authorization for Human Resources to post the approved position of Administrator; and any other matters incident thereto. Issue: At a previous Commissioners Court meeting, the Court discussed reclassifying the existing Executive Director of Capital Projects–Infrastructure, Grade 132 position to an Administrator, Grade 136, with oversight of Engineering, Road and Bridge, Utilities, and Building Maintenance, and providing an Executive Assistant, Grade 113, to support the Administrator. Upon further review of the proposed organizational structure, reclassifying the existing Executive Director position would eliminate the Director-level position responsible for the Engineering Department, while the other departments under the proposed Administrator structure would retain their respective departmental leadership. Additionally, Engineering currently has only one vacant position available, which is needed to address the department’s operational and staffing needs. Clarification is therefore necessary regarding the position slots and funding sources to be utilized for the proposed Administrator and Executive Assistant positions, including whether other available vacant County positions will be designated for this purpose. Solution: Clarify the Court’s prior action by maintaining the Executive Director of Capital Projects–Infrastructure, Grade 132, position as the Director position responsible for Engineering and consider the creation of a separate Administrator position, together with an Executive Assistant, Grade 113, to provide administrative support to the Administrator. Review and approve the proposed job description and minimum qualifications for the Administrator position and clarify the position slot(s) and funding source(s) that will be utilized to establish the Administrator and Executive Assistant positions without utilizing a vacancy necessary for Engineering’s departmental operations. Upon approval and identification of the appropriate position slot(s) and funding, authorize Human Resources to proceed with the appropriate personnel action and recruitment. Result: Establishes a clearly defined administrative structure for oversight and coordination of Engineering, Road and Bridge, Utilities, and Building Maintenance while preserving dedicated leadership and necessary staffing within the Engineering Department. Provides Human Resources with clear Commissioners Court direction regarding the positions, grades, position slots, and funding necessary to implement the approved organizational structure and proceed with recruitment.
11. Public Health Services
31. Discussion and possible action to approve the Tuition Reimbursement Obligation Agreement between One (1) Webb County Public Health employee and Webb County for their voluntary participation in the Certified Phlebotomy Technician Program being offered by Texas A&M International University – Office of Continuing Education at a cost of Two Thousand Three Hundred and Ninety-Five Dollars ($2,395) to be paid for by Webb County, effective October 1, 2026; authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Account #1001-5040-004-456205 (Training and Education)] Issue: Laboratory services for rural areas are being requested by residents, but there is a lack of providers in the area. Solution: By having staff receive a certification, additional lab drawing services will be available in rural communities. Result: Staff will be able to provide lab drawing services at the Bruni Public Health Facility. This will allow residents to access this service in their community without having to commute to Laredo and provide employees with an additional site for lab drawing services.
32. Discussion and possible action to enter into a Security Services Agreement with Bondoc Security Services LLC to provide an armed security guard for the Webb County Southern Public Health Facility in an amount not to exceed Thirty-eight Thousand Dollars ($38,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #1001-5040-001-432001 (General Fund-Public Health Services-Administration-Professional Services)] Issue: The newly opened Public Health facility is located in a semi-remote area, creating a need for dedicated security services to ensure the safety and protection of employees, visitors, and county property. Solution: Enter into a Security Services Agreement to provide security at the facility. Result: Security will be present to ensure the safety and protection of employees, visitors, and county property.
12. Medical Examiner
33. Discussion and possible action to enter into Interlocal Cooperation Agreement with Dimmit County for autopsy services and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Issue: The Dimmit County Interlocal Agreement has expired and needs to be updated. Solution: Enter into a new Interlocal Agreement with Dimmit County to continue to provide autopsy services. Result: The Webb County Medical Examiner can continue to provide autopsy services to Dimmit County.
13. Auditor
34. Discussion and possible action to transfer Heritage Foundation Management $150,000 expenditure from Hotel Motel Occupancy Tax (Fund 2004) to General Fund (Fund 1001) by Order to comply with Texas Local Government Code 111.068(b) for the fiscal year 2027 budget. Issue: TLGC 111.068(b) prohibits Counties from incurring a deficit fund balance. Solution: Transfer Heritage Foundation Management expenditure to General Fund’s contractual expenditure line item to eliminate the project deficit fund balance. Result: Ensure the County Hotel Occupancy Tax Fund 2004 is financially balanced.

Discussion and possible action to approve a six percent (6%) wage increase to the Webb County Community Action Agency for the following grant-funded lines of service: Community Social Services Program, Self-Help Center Program, Rural Transit Program (El Aguila) Staff with administrative duties, and Meals-On-Wheels/Elderly Nutrition Program effective October 1, 2026. The State funding Agencies have noted that approval of staff salary increase is subject to approval at the local level only and contingent that it does not include an increase request in state funding. [Grant Funds #2362-5150-521, #2368-5150-521, #2043-1160-521, #2363-5150-521, #2021-6360-521, #2371-5260-521, #2025-5320-521, #2661-7100-521, & #2533-6360-521] Issue: Webb County Community Action Agency staff are not under the county Wage and Classification Pay Scale and not subject to the step increase approved on Commissioners Court meeting of 09/14/2026. Solution: The Webb County Community Action Agency is proposing a grant staff wage adjustment of 6%. Funding for the increase is available under each respective grant account. Result: The Webb County Community Action Agency staff wages will be adjusted for the following programs, subject to the approval of the program funding agencies: The Community Social Services Program, Self-Help Center Program, Rural Transit Program (El Aguila) Staff with administrative duties, and Meals-On-Wheels Program.

37. Discussion and possible action to authorize the Webb County Purchasing Agent to advertise an Invitation to Bid (ITB) for the Ernesto J. Salinas Community Center and Mirando City Park - Parking Lot Improvements Project pursuant to the Texas Purchasing Act and to further authorize the Engineering Department to prepare the sealed plans and specifications and any other matters incident thereto. [Sponsored by Jesse Gonzalez, Commissioner Pct. 1; Account #1001-1130-001-470000 (General Fund-General Operating Exp-Capital Outlay) Fiscal Year 2026-2027] Issue: The County is proposing improvements to the parking facilities at the Ernesto J. Salinas Community Center and Mirando City Park, including pavement rehabilitation, asphalt overlay, surface preparation, pavement repairs, drainage tie-ins, pavement markings, ADA-accessible parking improvements, and related site improvements. Solution: Due to the nature and extent of the proposed improvements, the County Engineering Department will be required to prepare construction documents to include sealed plans and specifications for the infrastructure improvements requested. Result: If approved, the Purchasing Agent will publish the formal solicitation once the construction documents are ready in order to secure competitive bids for consideration by the Webb County Commissioners Court.

Discussion and possible action to approve the purchase of one (1) 2026 TTSA LB55 Hydra Tail Paver 53’ Trailer for the Road and Bridge Department in an amount not to exceed $127,296.86 and to further authorize a transfer of funds from the operational reserve account 1001-1130-001-431007-010 to the Road and Bridge Road Maintenance – Capital Outlay account 2007-7150-001-470000 and any other matters incident thereto. [Account #2007-7150-001-470000 (Road & Bridge Fund-Road Maintenance General-Administration-Capital Outlay)] Issue: Commissioners Court on September 14, 2026, approved the purchase of a paver for the Road and Bridge Department. The Paver requires a trailer for transport to work sites. 3 bids were secured for this item. Solution: Consideration to authorize the purchase of heavy equipment requested by Road and Bridge. Result: If approved, the order will be placed by the Purchasing Agent. The warranty period ranges from 1 to 5 years depending on component parts. The estimated time of arrival is 3–5 days of issuance of the Purchase Order.

[Requested by Legacy Municipal Management District] [No effect on County budget] Issue: Legacy Municipal Management District has requested that Webb County and the Webb County Tax Assessor collect assessments and ad valorem taxes for their jurisdiction. Solution: Enter into an assessment and tax collection agreement to collect taxes for Legacy Municipal Management District. Result: The Webb County Tax Assessor Collector will begin collecting assessments and ad valorem taxes for Legacy Municipal Management District.
1848 Event Center
41. Discussion with possible action to approve the purchase of a complete portable LED video system package, including LED rigging, power, cabling, and related equipment, from Texas AVL for the 1848 Event Center in the amount of $31,849.96; and to further approve an exception to the Purchasing requisition deadline; and any other matters incident thereto. [Account #2031-1010-001-470000 - Capital Outlay] Issue: The 1848 Event Center is in need of a portable LED video system to enhance the audio-visual capabilities of the facility and better accommodate conferences, presentations, ceremonies, entertainment events, and other public and private functions. The proposed system provides flexibility by allowing the LED panels to be configured as either two separate approximately 7' x 14' LED walls or one combined approximately 9' x 16' LED display. Solution: Approve the purchase of a complete portable LED video system package from Texas AVL, including LED video panels, processing and control equipment, power/data/signal cabling, storage and transportation equipment, rigging, power, and associated cabling. The total quoted cost after discount is $31,849.96, with shipping and delivery included at no additional charge.
